Key Points: • 11 basic process stages, 3 major phases – checks and
balances • Minor process variations (calculated, deemed, hybrid; 3P, GP,
Core)
OBF Workbook Walkthrough Table of Contents
• Instructions Tab • Payment History Screening Tab • Project Costs and Savings Tab (same requirements for pre-
and post-review) i. Lighting Allowance Worksheet (for non-government
customers) ii. Deemed Measure Info (for projects with Deemed
measures) iii. Site Specific Savings for Deemed Measures (optional for
Deemed measures) iv. Calculated Measure Info
• Loan Info tab (same requirements for pre- and post-review)
A Few Key Points on Filling Out the OBF Workbook • Make sure to use the most current version of the OBF
Workbook (updated May 2015); your rep will be able to access this via the PG&E intranet site
• Filling out the workbook is technically the PG&E Account Rep’s responsibility
• Our Loan Processing team will only accept workbooks that have been reviewed and submitted by our reps
• Some portions of the workbook can only be filled out by the rep (e.g., customer SAID, taxpayer ID info)
• That said… We know often it’s the contractor who ends up doing a lot of the paperwork
• So the better you’re trained on this, the faster you’ll be able to help move your projects forward

SC 04 • Summary: Verify project eligibility Use projected energy savings, costs to create loan agreement Review and signatures – Loan Agreement, Financing Supplement, Customer
Rebate/Incentive application Determine where check is going – vendor or customer
• Estimated Process Time: 2-4 weeks • Typical bottlenecks:
Improper/missing cost or kWh savings calculations Incomplete or inconsistent measure invoices (need costs broken out by line item) Use of pre-T24 measure codes Customer signatures on loan docs
• What can you do to speed things up? Work with Account Rep and customer to make sure everyone understands all
calculations associated with project – including Deemed and Customized Submit complete, detailed invoices Work with Account Rep to ensure current Deemed measure codes being used Stay on top of customer signatures

Side Note: Using “Actual” or Site-Specific Savings for Projects
• To support OBF program goal of “Bill Neutrality” on all of our loans, OBF program allows actual savings to be used for calculating loans
• For Deemed projects, default is to use “Deemed” or “Prescribed” savings for each measure from DEER database & PG&E work papers Savings can be far from what customer will actually see OBF program allows vendors/implementers to submit their
own calculations for “actual” energy savings expected from project
• Using these savings is 100% optional, based on what the customer would prefer
• Under any scenario, loan payments are sized to equal projected monthly energy savings
Project Costs and Savings Part 3: Site-Specific Savings for Deemed Measures
• Optional: enter site-specific info to calculate savings in place of deemed savings values
• Measure info will be filled in automatically from Deemed Measure Info section above
• Fill in: operating hours; kW per existing measure; kW per proposed measure

Title 24 Costs in OBF
• OBF Program can help customers with certain costs associated with new Title 24 requirements
• Permitting and other equipment directly related to the incentivized/rebated EE equipment can be included in the OBF loan – Example – occupancy sensors that will be required to be
installed in order for an LED lighting upgrade to comply with Title 24 requirements
• As before, costs not directly related to the installation of incentivized/rebated EE equipment will not be eligible
• To attempt to meet bill neutrality, actual savings from the project can be used to calculate the loan
