Measuring outcomesMeasuring outcomes

“Qualification Success Rates (QSR) are used to assess the quality of publicly- funded provision. They are published and used by the Skills Funding Agency, Ofsted, providers and other users, such as members of the public and employers, to inform their respective decision making about which provision to take up or which providers to offer their learning, and to drive improvements in the quality of learning and skills provision.”

Skills Funding Agency 1314 Business Rules (Published May 2014)

Measuring outcomesMeasuring outcomesThere are two separate QSR methods: the overall QSR and the timely QSR. We calculate both from data formally submitted by providers that is aligned with the appropriate specifications and requirements.

OverallThe overall QSR calculation measures the number of learning aims or Apprenticeship frameworks that are successfully achieved at any time. This method is based on the hybrid end date of a learning aim/framework, which is defined as the later of the planned or actual end date. The result for any particular year uses those aims/frameworks that have a hybrid end date within that respective reporting period. The volume of aims/frameworks that are or have been successfully achieved is expressed as a percentage of those that left with a hybrid end date in the reporting period.

Skills Funding Agency 1314 Business Rules (Published May 2014)

Measuring outcomesMeasuring outcomesTimelyThe timely QSR is the number of learning aims/frameworks with a planned end date in the reporting period that are successfully achieved on or before their planned end date, or within 90 days thereafter. This is expressed as a percentage of the number of learning aims/frameworks with a planned end date in the reporting period.Achieved learning aims/frameworks with an actual end date more than 90 days after the planned end date are not counted as achievements in the timely method.

Measuring outcomesMeasuring outcomes

Overall Success Rate Example 1 – In Groups

1637 learners with a planned end date in 13/14

1497 learners complete their programme

1312 learners successfully achieve their full framework

What is the overall success rate?

What is the timely success rate?

Timely Success Rate Example 2 – In Groups

1800 learners had a planned end date in 13/14

1600 learners who completed their framework in 13/14 completed within 90 days of their planned completion date

What is the timely success rate?

What happens to learners who achieve within 90 days of their planned end date when their planned end date is July 31st?
