The Secretariat support to the Task Force would be provided by the Department of Governance Reforms. The Committee on Augmenting Human Resource & Capacity Building setup by the State Government on April 11 would also provide all required support to this task force including coordination with Government Departments and institutions, added the Chief Secretary.

Chandigarh, April 14:

The Punjab Government plans to provide PPE kits also to its police force in

the frontline of the battle against COVID-19.

This was disclosed here on Tuesday by Chief Minister Captain Amarinder

Singh at a video press conference, during which he said that while the first priority

was the protection of the health workers, for whom the state already has 16,000

PPE kits. The government is also procuring more kits to be given to the police

personnel, after all the doctors, paramedics and sanitation workers in hospitals are

equipped with such kits, he said, adding that the police force was facing major

risks in the current situation.

On the Patiala attack on a police party, leading to the amputation of an ASI’s

hand, the Chief Minister said he had told the DGP to take strict action against the

perpetrators. “What do the Nihang think? That they can get away with this?,” he

quipped, adding that his first reaction to the incident was of “extreme anger”. ASI

Harjeet Singh was an extremely brave man, said Captain Amarinder.

The Chief Minister, in response to a question, made it clear that the relief

operations being conducted by the police were their own initiative and from their

own resources. No police personnel were being asked to do any work over and

above their duty of enforcing the curfew and maintaining law and order in the

state, he added.

While his government was cognizant of the problems faced by the people,

there was no option but to continue with the stringent restrictions for the present,

given the massive threat of the pandemic spiralling out of control, said the Chief

Minister. But he admitted that the lockdown could not continue till September,

which is when experts say the curve is expected to come down in India. For the

moment, however, the curfew/lockdown had to be strictly enforced, he said, adding

that the police had instructions not to allow any violation, including with regard to

wearing of masks when outside.

Conceding that the number of COVID tests being conducted in the state was

not sufficient, Captain Amarinder said for mass testing, at least 10 lakh Rapid

Testing Kits were needed, which the government had ordered from ICMR. So far,

only 1000 kits had been received, which had become operational today in Mohali

and Jalandhar.

On the issue of relaxations to be given, as also announced today by Prime

Minister Narendra Modi, the Chief Minister the committee formed by his

government was already examining ways of doing so without compromising on the

health of the people. The people’s lives and health were the key priority, at the

moment, he said, adding that the relaxations would have to be staggered, in phases,

and the way forward was being worked out by the task force set up for this

purpose.

While there was no proposal to open liquor vends in the state at present, as

the primary focus was currently on ensuring supply chain of essential goods, a

decision would gradually be taken in this regard also, Captain Amarinder said in

response to a question.

Replying to a question, he said there was no proposal to cut the salaries of

the government employees to generate funds to meet the COVID-19 battle

expenditure.

To a question on the central government support for the state, the Chief

Minister said his government had already sought a special package, including Rs

729 for hospital upgradation, Rs 550 crore for setting up an institute for advanced

virology, as well as release of the pending GST arrears of Rs 4400 crore. While

the Prime Minister had given positive indications, the package was yet to come, he

said, adding that his government was giving the Centre time to formulate a

collective response to the demands of all the states.

Asked about revival of industry in the state, the Chief Minister said priority

was currently on saving lives, but a high-powered committee was being set up to

look into the matter of post lockdown economic and industrial revival. He

disclosed that four industrial units in Bathinda had already resumed operations

with the migrant labourers they were housing in their premises, following the

central government’s approval for such activity.

On the issue of storage in Mandis, the Chief Minister said that the lifting of

food grains had already started from Punjab as 72 Railway racks had transported

wheat. Also, the state had sufficient space in rice shellers to accommodate the new

crop, he added.

In response to a question about students and other stranded in Canada and

other places within and outside India, the Chief Minister said requests had been

received but till travel restrictions are lifted, nothing could be done. Even the

Supreme Court has advised students to stay put where they are, he added. But he

said he was concerned about the students, in particular, and would take up the issue

with the Centre at the appropriate time.

The Chief Minister ruled out any compromise on his government’s

manifesto promises due to this unexpected and unprecedented crisis, and declared

that all promises would be fulfilled.

Chandigarh, April 14

Citing the gravity of the situation, Punjab Chief Minister Captain Amarinder

Singh on Tuesday announced that the state would follow complete

curfew/lockdown till May 3, in line with the extension in the national lockdown,

even as he assured all the political parties in the state of aggressive measures,

including large-scale testing, in continuing war against the COVID pandemic.

Even as he appreciated the support extended by them to his government, the

Chief Minister urged all political parties in the state to unitedly tight the battle

against COVID-19, rising above political considerations. He said the state

government would actively consider all their suggestions to ensure an effective and

holistic response to the current crisis.

At an all-party VC meet to discuss the critical issue of COVID-19, the Chief

Minister said the entire country, and in fact the world, was going through bad

times, with Punjab no exception. The lockdown so far had helped curb the spread,

and the state’s count of cases was currently among the lowest in the country, he

said. Pointing out that medical experts were suggesting that 5 weeks of lockdown

could really improve the situation, he promised all-out efforts to succeed in the

battle against the pandemic.

In response to various suggestions made during the meeting, the Chief

Minister said he had taken note of all, especially the concerns relating to the

workers, and would take steps to address the same. Acceding to his government’s

request, the Centre had already allowed commencement of operations in industries

that could accommodate migrant labourers, and four had already started operating

in Bathinda, with Ludhiana also gearing up to begin working, he said. The task

force set up to formulate the exit strategy for the state would make its

recommendations within 10 days on the way forward, he pointed out.

The Chief Minister told the meeting that the state government was

continuously scaling up the testing to check the spread of the pandemic, with all

three medical colleges in the state were now equipped to conduct the tests with a

capacity of 1200 a day. This was in addition to the tests being conducted by PGI

Chandigarh, while the Ludhiana DMC and CMC were awaiting approval to

commence testing. Captain Amarinder also assured the various party leaders that

random testing, which has begun today in two districts, would be expanded to all

districts eventually, and would also be conducted in villages. He also assured them

of all measures to ensure protection of the frontline workers, saying all were being

given PPE kits.

On a suggestion from the Akali chief Sukhbir Badal, the Chief Minister

directed the Health Department to consider getting approval for testing at the

SGPC run hospitals, in order to scale up the tests further. He further said that he

had written to the Prime Minister seeking release of the MPLAD funds to enable

the MPs to use it for the fight against COVID in their districts, and had also sought

Rs 729 crore for upgradation of hospitals on priority.

On their part, leaders of all the parties extended their unequivocal support to

the government. “We are with you,” they categorically told the Chief Minister,

appreciating the work being done by the state government in handling the COVID-

19 crisis and the lockdown.

There was consensus among all parties on the need to take strict action

against, even takeover of, private hospitals not supporting the government in these

critical times. On the issue of most private hospitals and OPDs being closed,

Captain Amarinder said they had already been issued a stern warning and action

would be taken against those not heeding it. In many cases, he said, the

infrastructure of private hospitals was being used by the government in the

pandemic battle. Health Minister Balbir Sidhu said equipment of such hospitals

had been hired on CGHS rates.

In response to a question, the Chief Minister said three hospitals in

Pathankot had been notified as COVID hospitals and necessary equipment was

being provided to all.

All leaders also unanimously called for comprehensive steps for the revival

of the industry post the lockdown. Several of them raised the issue of the Sikh

pilgrims stranded at Hazoor Sahib in Nanded, in response to which the Chief

Minister assured that he had already spoken to the central government and the

pilgrims would be brought back as soon as the Centre allows inter-state movement.

The various party leaders appreciated the prompt action taken by the police

against the perpetrators of the Patiala act and wanted quick and exemplary

punishment. BJP’s Ashwani Sharma hailed the state government’s handling of the

issue as a morale booster for the police force and other frontline workers.

All party leaders were in consensus on the need to take care of the migrant

labourers to ensure that the farmers do not face any problems in the

harvesting/procurement season. They also wanted incentives, in the form of

enhanced salaries or bonus, for employees battling the crisis, as well as insurance

cover for all frontline workers, including journalists.

Amid concerns expressed by most party leaders that distribution of food was

not being done properly on the ground, Food Minister Bharat Bhushan Ashu

termed it a misconception, pointing out that 1.41 crore card holders had been given

their rations.

While thanking the Chief Minister for leading from the front, PPCC

President Sunil Jakhar thanked all the parties for their support to the government in

these tough times, when the entire country stood united. He endorsed the

suggestion of some of the party leaders, including SAD’s Sukhbir Badal and BJP’s

Ashwani Sharma, for district level coordination among all parties and for supply of

dry rations to gurdwaras and NGOs to enable them to prepare more meals for

distribution.

Jakhar also suggested use of peddle-operated hand wash station at the

Mandis, and called upon all to persuade the migrant labourers not to leave the

state. He urged the SAD-BJP to use their influence in the GoI to allow cotton mills

to be opened, since the state was increasing the area under cotton cultivation to

promote diversification. He further asked the SAD-BJP to persuade the

government at the Centre to announce a package for small and medium industries

immediately, and also take over the payment of all private thermal power plants.

He suggested an all-party delegation to approach the Centre for a massive

financial relief package for Punjab, which continues to feed the nation even in this

critical time.

In response to a concern expressed by Shiromani Akali Dal chief Sukhbir

Badal, ACS (Development) Vishwajit Khanna said there was no limit on the

produce that a farmer could bring to the Mandis, with passes to be issued as per

their respective yields. He also assured Sukhbir that masks and sanitisers had been

provided to the Mandi Board and Arhtiyas and procuring agencies would be

further supplementing the same. Countering another concern of the SAD president,

Khanna said there was no shortage of milk and Punjab was in fact looking for

orders from deficient states for supply of powdered milk.

On Sukhbir’s demand for deferment of payment against cooperative bank

loans by 3 months, Khanna pointed out that the Chief Minister had already

deferred the same for one quarter. The ACS also made it clear there was no

shortage of cotton seeds, with orders already placed for 28 lakh units (packets of

450 grams each) against the requirement of 25 lakh units by May 15. Of these, 12

lakh units had already been received, he said, adding that the state was diversifying

an additional one lakh hectares to cotton cultivation to save water and power, thus

taking the total to 5 lakh hectares. Sukhbir suggested exempting the cancer

hospital in Bathinda from COVID-19 activities.

Aam Aadmi Party (AAP) state president & MP Bhagwant Mann wanted

deferment of all payment/repayment on loans of private banks and no wage cutting

by companies. He suggested more publicity for the COVA app, which he said was

extremely useful in the fight against the Coronavirus.

Ashwani Sharma of Bharatiya Janata Party (BJP) was in favour of revoking

the cancellation of blue cards to streamline distribution of food supplies by the

government. He suggested waiver of all utility bills, with waiver or reduction in

school fee, as the middle class was also suffering in the current crisis. Dairy and

poultry farmers also needed more support, he added.

Jasbir Singh Garhi, state president of the Bahujan Samaj Party (BSP),

recommended confirmation of all contractual health and sanitation employees. He

asked for insurance cover for all frontline workers, including journalists. He further

urged the government to arrange for people stranded in Punjab to go back to their

homes, and also suggested opening of stationery shops to help out the students.

CPI Secretary Bant Brar said Union Minister and SAD leader Harsimrat

Kaur Badal should use her offices to secure the release of pending funds and

higher share in relief grants for Punjab. He wanted hospitals refusing patients to be

taken over by the state government.

SAD’s Sukhdev Singh Dhindsa wanted the government to expedite the

orders/delivery of ventilators to ensure adequate supply in all hospitals. Dhindsa

also proposed making special arrangements for Punjabis stuck in other places,

including students in other countries, and said the state government should take up

the issue with the Centre.

Sukhwinder Singh Sekhon of CPI(M) urged all parties to collectively press

for central assistance. Expressing concern over reports of people not buying milk

from Gujjars, he said that such discrimination should not be tolerated.

Over 26,000 new drug addicts registered during Curfew under De-Addiction

Program: Balbir Singh Sidhu

Take home dose extended to 21 Days for Registered Patients

Chandigarh, 14 April:

More than 26,000 new drug addicts have joined the Punjab Government-run

Drug Addiction Program during the curfew. Under this program, the health

department is constantly supplying the medicines in all districts to ensure the

treatment of patients so that these services do not affect at any level across the

state.

Giving these details in a press communiqué, the Health Minister Mr. Balbir

Singh Sidhu said that on the directives of Chief Minister Captain Amarinder Singh,

despite preparedness to deal with Corona Virus affected patients in public

hospitals, a special campaign is being launched to register new patients under the

Drug Addiction Program. In just 20 days, more than 26,000 patients have been

registered. He said that curfew has been imposed in Punjab keeping in view the

threat of Corona virus which was affecting the drug addiction program. He said

that in case of non-availability of therapeutic services, the patient is likely to leave

treatment which can be fatal for the patient. Considering the circumstances take

home dose is now extended for 21 days. The medicine is being released to the

patient only after the advice of the psychiatrist.

Mr. Balbir Singh Sidhu further said that as a major relief to drug addicts

during this challenging period of Novel Corona virus (Covid-19), 198 OOAT

clinics, 35 Government De-Addiction Centers and 108 Licensed private De-

addiction centers have been allowed to give the dose of buprenorphine + naloxone

drugs to registered patients after being evaluated by a psychiatric doctor. He said

that these centres have been strictly instructed to maintain the social distancing

while providing the treatment. Patients are being sensitized that coronary disease is

dangerous and if they have high fever, dry cough and difficulty in breathing,

anyone must be immediately contacted the nearest health centre.

Mr. Balbir Singh Sidhu said that instructions have also been issued to all

civil surgeons in this regard. He said that the Punjab government, under the

leadership of Captain Amarinder Singh, is committed to provide health services

under the De-Addiction Program along with other treatment services. He said that

during this time of curfew and lockdown, the government has taken special

initiatives for the treatment and care of patients suffering from drug addiction so

that maximum number of young people can get rid of drug addiction.

He said that Panchayats, Social Service organizations and Youth Welfare

Clubs were being approached to encourage such patients to come to their

respective centers and clinics so that the misguided youth could be cured.

PUNJAB CM WRITES TO PM REITERATING DEMAND FOR

INCENTIVE TO FARMERS BRINGING IN WHEAT AFTER

APRIL 30

Chandigarh, April 14:

With the Rabi harvesting and procurement season set to start tomorrow,

Punjab Chief Minister Captain Amarinder Singh has written to Prime Minister

Narendra Modi, reiterating his demand for incentive/bonus to farmers bringing in

their produce to the Mandis after April 30, to check overcrowding at the markets.

The Chief Minister said the Centre should immediately announce a bonus of

Rs. 100/- per quintal over and above MSP to the farmers for bringing wheat for

marketing after May 1, 2020 and Rs. 200/- per quintal after May 31, in order to

compensate them for the additional cost for handling the produce for staggering the

marketing and the reduction in yield.

Amid COVID-19, the cost in paying the incentive bonus would be offset by

the resultant saving in the cost of health care, which otherwise would have to be

incurred in case of spread of this deadly virus, wrote the Chief Minister.

It could not be overemphasized that the farmers must be encouraged to

follow the health advisories in this extraordinary situation the nation is facing,

while ensuring the national food security necessary procurement arrangements are

in place accordingly, he said.

Captain Amarinder pointed out that Punjab hasd been contributing about 30-

35% of wheat procured for the central pool to ensure required buffer stocks of the

country. The state is expecting harvest of about 18.5 million MTs of wheat during

Rabi 2019-20 and market arrivals are likely to be about 13.5 million MTs.

The Chief Minister further informed Modi that the normal marketing season

for wheat is from 1st April to 31st May but apart from the damage due to untimely

rains and hailstorm during the March and April 2020 in some parts of the State, the

lockdown/curfew in the State to contain COVID-19 had delayed the harvesting of

wheat. Heavy rains and hailstorm during this period had also resulted in lodging of

the wheat crop in some areas. The farmers had to incur extra expenditure to drain

out the accumulated water in their fields to save the crop. Further, the flattening of

the crop would also cause reduction in yield. The high input cost, extra expenditure

on draining out excessive water from the fields and loss of the maturing crop had

put the hardworking farmers of the state under tremendous stress, he added.

Captain Amarinder further said that in view of the threat of the coronavirus

pandemic, the state had already made elaborate arrangements for procurement of

wheat. The number of purchase centers had been almost doubled from 1820 last

year to 3791 during the current Rabi Marketing Season to ensure social distancing,

and staggering of wheat arrivals in these centers has been planned by limiting the

daily arrivals and extending procurement season up to 30th June. This was also

required due to shortage of agriculture labourers on account of the prevalent

pandemic in the state, which would involve an extra expenditure for the farmer in

terms of unloading at home after the harvest, as well as the storage and reloading at

the time of marketing.

Resultantly, the farmers were being forced to stager the marketing as the

cost in terms of spread of pandemic and subsequent expenditure on providing

healthcare may be much more, added Captain Amarinder.

Chandigarh, April 14: To contribute their bit in the war against Corona Virus, the

students of ITIs have voluntarily offered their services to stitch masks free of cost

for the civil and police administration and even for the Panchayats. Disclosing this

here today Mr. Anurag Verma Principal Secretary Technical Education and

Industrial Training, Punjab said that the technical education Minister Mr. Charanjit

Singh Channi has appealed to the staff and students of the department to

contribute as much as the department can contribute in the war against Corona

Virus. On his appeal the staff and students of ITIs have offered this service.

Elaborating further Mr. Verma said that the ITIs of the State are running

Trades of Sewing Technology, Fashion Technology etc. About 2000 students of

these trades have volunteered offered to stitch masks free of cost for District

Administration, Police and health workers and each student can stitch about 25

masks daily.

Mr. Verma said that on the directions of the Technical Education Minister

he has written a letter to all the Deputy Commissioners in the State that they can

get masks stitched from the students of ITIs free of cost. He said that about

50,000 masks can be stitched free of cost daily for District Administration. In the

letter written to all the DCs, Mr. Verma has shared the names of ITIs, name and

phone number of Principal and the number of students who have volunteered to

do this work. He said that the students will be stitching this mask from the safety

of their homes only.

He also said that till date about 50,000 masks have been prepared by

students of Government ITIs at 76 different ITIs of the state and has been handed

over to local administration & health department. At some of the places the raw

material for these masks was provided by various Panchayats, District

Administrations and NGOs. Where there was no financial available, even the

students and ITI staff have themselves made contributions for this noble cause.

He further said that in letter he has written to all DC's that if any Panchayat

wishes to get masks stitched they can provide raw material to the Principals of

nearby ITIs and get them stitched free of cost. Purpose of this exercise is that

there is no shortage of masks for the staff on duty and the citizens. He further

stated that the Principals are being instructed to advise the students to maintain

social distancing and keep washing of hands from time to time, as per guidelines

Health department.

The procurement of wheat would begin in Punjab from 15th April, 2020. All the necessary arrangements have been made. This was disclosed here today by the Food and Civil Supply Minister, Punjab, Mr. Bharat Bhushan Ashu.

He said that during the current season, the procurement agencies as well as the FCI would procure wheat on the fixed MSP of Rs. 1925. He also added that the Agriculture and Farmer Welfare Department of the State has expressed the possibility of the arrival of 135 lakh metric tonne wheat in view of which, the shares/ targets of procurement of wheat have been fixed between various agencies such as Pungrain 26 percent (35.10), Markfed 23.50 percent (31.72), Punsup 21.50 percent (29.02), Warehouse 14 percent (18.90) and FCI 15 percent (20.25).

The minister further said that the state government has declared 1867 procurement centres and 1824 rice mills as Mandi Yards and as per their linking plan, the allotment has been done between the agencies.

Mr. Ashu further said that during the Rabi season 2020-21, the state government has made arrangements for the new jute/HDAP/PP sacks of 50 Kgs with regard to the procurement of wheat for central pool. The Pungrain has arranged for the sacks with 30 kg capacity for filling the wheat to be distributed under the National Food Security Act. Every district is being supplied with Bardana as per need. As per the state government directions, the Mandi Board issued tokens Mandi wise and Arhti wise and Bardana would be sent to the Mandi and provided to the arhtiyas.

He also said that as per the directions of the Union Government, instructions have been issued regarding blue colour stamping of the wheat sacks to be sewn with blue thread.

The minister further divulged that in view of the situation unfolding due to COVID-19, the Punjab Government had earlier taken the decision to start the procurement season from 15th April, 2020 and the procurement process would continue till 15th June, 2020. He also said that token system has been introduced in mandis of state so as to enable the farmers to systematically bring their wheat to the mandis. Apart from this, the social distancing norms would be enforced in the mandis, in accordance with which box signs of 30 ft x 30 ft have been marked at 2 metres distance. The wheat would be unloaded in this area only and further, the bidding time for wheat has been fixed between 10 am to 6 pm. Mr. Ashu also added that the labourers would be provided with masks by the contractor of transportation in order to protect them from COVID-19. The procurement agencies and Mandi Board officials would ensure that the labourers

The instructions have been given to the transportation of wheat between only one route in one Mandi to one storage point, Sanitization, providing masks to the truck drivers.The payments with regard to the wheat procured in Rabi season 2020-21 would be made through the online mode via Anaaj Kharid Portal.

The minister said that all the DCs have been directed to make adequate arrangements for wheat procurement in mandis of State, Harvesting of wheat at time fixed, Chairman PSPCL has been directed to ensure availability of power 24 hours in the 1867 procurement centres and 1824 rice mills cum Mandi Yards. Further, DGP has also been written to regarding providing required security in the procurement centres. District level control rooms and Mandi wise grievance redressal committees have been formed to sort out any issues of farmers. Besides this, the Food and Civil Supplies Department has also set up a control room at Head Office level for redressing the complaints of farmers.

PREPARED FOOD AND OTHER EATABLES FOR THE PUBLIC CHANDIGARH, APRIL 14: “More than 400 Self Help Groups (SHGs) formed of urban poor women by the Local Bodies Department has been active in the state since the spread of Coronavirus which are playing an instrumental role in providing a healing touch to the public by operating their community kitchens, preparing food, making medically viable masks and gloves.” It has been disclosed by Mr. Brahm Mohindra, Local Bodies Minister in a press statement released here today. The Minister said that what could be more encouraging news in this depressing time than the fact that SHGs mainly formed of urban poor women have been working day and night to prepare the essential items like masks, gloves and cooked food, biscuits, achar etc. He said that in this lockdown period Urban Local Bodies has been successful in motivating these SHGs to render their services for the social cause, which would also help them to substantiate their income. The Minister said that SHGs have been getting advance orders from the Government as well as from the private institutions for their masks at competitive rate of Rs. 20 to 25 per mask. He said that these masks are medically viable because these have been prepared as per the guidelines and the consultation provided by the Health Department. The Minister informed that at present out of the total 6200 SHGs formed by the department only 400 are active. He said the department has also been encouraging other SHGs to use their free time and skills for the service of the

Chandigarh, April 14: Punjab Chief Minister Captain Amarinder Singh has urged

the Centre to reconsider its directives asking industry and shops/commercial

establishments to continue paying full wages to their workers during the COVID-

19 lockdown period, as it may push them to bankruptcy.

He has urged the Government of India to look for innovative solutions to

protect the interests of the workers, in these difficult times, without causing

irreparable damage to the industry/commercial establishments etc.

The Chief Minister has written a letter to Prime Minister Narendra Modi

seeking reconsideration of the order of the Ministry of Home Affairs, Government

of India, issued under the Disaster Management Act, 2005. The relevant part of the

order reads: “that all the employers, be it in the Industry or in the shops and

commercial estabishments, shall make payment of wages to their workers, at their

work place, on the due date, without any deduction, for the period their

establishment are under closure during the lockdown.”

This part of the order, said the Chief Minister, needs reconsideration “as this

will have huge financial implications for industry as well as shops and commercial

establishments in the State and may push them to bankruptcy as the income of

most of these units has completely stopped due to lockdown.” On the other hand,

Captain Amarinder said, the workers, especially the low-paid ones, could be

deprived of their income for no fault of theirs.

The Chief Minister termed it as imperative that the Centre should reexamine

the matter and explore some innovative solutions “whereby the interests of the

PUNJAB GOVT STARTS RAPID TESTING FOR COVID-19 FROM MOHALI & JALANDHAR

Chandigarh, April 14 Taking its battle against COVID-19 to the next level, the Punjab Government on Tuesday launched Rapid Testing facility from two districts of the state, with the aim of eventually covering all the 17 hotspots in a phase manner. The facility was launched by Punjab's Health & Family Welfare Minister S. Balbir Singh Sidhu at SDH Dera Bassi, with commencement of sampling. ACS Vini Mahajan said the state government had received 1000 Rapid Testing Kits for COVID-19 testing today from the ICMR. The two districts of SAS Nagar (Mohali) and Jalandhar have been given 500 kits each to start the testing process, she said, adding that the facility is likely to be extended to other districts, according to the situation of suspected cases and availability of rapid testing kits. The testing would initially be done for all patients attending flu corners of Government health facilities, who have symptoms for more than seven days. The test is simply done with a single prick to take a blood sample and the result is available in 15 minutes. Instructions have been given to the districts to submit daily reports of the tests conducted along with the results. A portal has been created by Department of Health - www.covid-19punjab.in - for gathering real-time information on testing and recording patient's profile. The state government has ordered 10 lakh such Rapid Testing Kits from the ICMR, with inquiries raised for another 10000 in the open market.
