Block Q, Lot 235 on the Land and Tax Map of Nassau
County, to be used as an archery center with an

MR. AVRUTINE: Thank you, Supervisor.
Appearing for the applicants, Howard
Avrutine, 575 Underhill Boulevard, Syosset.
This is application is for Fore
Improvement Corp. and K&D Ventures, Inc. d/b/a
C&B Archery for a special use permit to operate an
archery center with an accessory retail store.
The premises on the application is
located at the westerly end of Commercial Street
613.06 feet west of New South Street. The street
address is 11 Commercial Street. It is zoned LI,

light industrial district. It's also known as
Section 46, Block Q, Lot 235 on the Nassau County
Land and Tax map. Fore Improvement Corp. is the
owner of the premises. K&D Ventures, Inc. is the
operator of the facility and is pursuant to a lease
with the owner. The term expires in approximately
ten years.
As the Board can see from the site plan
that has been submitted, there are two buildings on
the parcel both of which were constructed in 1961
which are legal for uses authorized in the LI,
industrial zoning district.
This application concerns only the
building on the northwest portion of the premises.
The building has one story and consists of 12,650
square feet of floor area. The site is fully
compliant with respect to parking with 70 spaces
required and 71 spaced provided.
The floor plan to the building depicts
the existing condition of the premises. There is a
range area, a retail area which sells archery
equipment and accessories as well as some office
space, bathrooms and storage areas.
I have photographs that I took
depicting the premises for what the conditions are,

if I can hand those in.
SUPERVISOR VENDITTO: Is there a
similar operation of this nature anywhere in close
proximity on the Island?
MR. AVRUTINE: Out east, Smithtown, and
Queens. It's not common, but this facility -- I
will get to it in a few moments -- has a lot of
involvement with Cub scouts, Boy Scouts, schools,
summer camps. It's a very community-oriented
business.
The hours of operation are Tuesday
through Thursday 12:00 p.m. to 9:00 p.m., Friday
2:00 p.m. to 7:00 p.m, Saturday 10:00 a.m. to
6:00 p.m., Sunday 10:00 a.m. to 4:00 p.m. Mondays
they are closed, but, likely, they'll be opened on
Mondays in the future, if they should change.
SUPERVISOR VENDITTO: You said Tuesday
through Thursday?
MR. AVRUTINE: Tuesday, Wednesday,
Thursday 12:00 p.m. to 9:00 p.m. And they have
leagues, junior leagues which are ages 8 through
17.
The leagues are on Saturday and Sunday
from 10:00 a.m. to 12:30 p.m. and Thursday evenings
from 7:00 p.m. to 9:00 p.m. Fortunately, for this

operation, the busiest times are on the weekends
and evenings when the other businesses in the
industrial area and surrounding industrial area are
closed.
They have two full-time employees in
addition to the owner. There are two to three
instructors on the floor at all times and all
instructors are certified in archery.
COUNCILMAN MACAGNONE: Are they
certified in first aid and safety?
MR. AVRUTINE: This is Ralph Allocca.
SUPERVISOR VENDITTO: Just come to the
podium, only because the hearing is being
videotaped and audiotaped.
MR. ALLOCCA: I, myself, am certified
in the use of the AED and first aid. I have my
other instructor. He is -- I'm a level two
instructor in archery. My other instructor is a
level two instructor.
COUNCILMAN MACAGNONE: There will
always be someone on premises with that skill?
MR. ALLOCCA: Yes.
COUNCILMAN MACAGNONE: There will be
tournaments there?
MR. AVRUTINE: Yes, they'll have

tournaments and leagues and essentially promote --
archery is a skill.
COUNCILMAN MACAGNONE: I think it's
wonderful.
SUPERVISOR VENDITTO: Ralph, if I put
an apple on my head --
MR. ALLOCCA: No, actually we would --
William Tell had do it with a crossbow and we tend
to go with Olympic -- actually, we have two
Olympians already.
SUPERVISOR VENDITTO: That's not
something I should volunteer for?
MR. ALLOCCA: Not at all.
MR. AVRUTINE: I also have, for the
record, a copy of a list of entities that work
closely with the applicant as far as education and
some letters of recommendation (handing). That
completes our presentation unless the Board has any
questions about the application.
SUPERVISOR VENDITTO: Don't go away.
It looks like a high school gym setting.
MR. AVRUTINE: It's an industrial
building, so a low frills common situation. They
took the existing building and laid out their
equipment, set up their safety areas and some

partitions and created the retail store, bathrooms,
offices.
SUPERVISOR VENDITTO: It's largely
instructional and also competitions will be held
there?
MR. AVRUTINE: Yes.
If you are just interested in archery,
you can go there and rent the bow and the arrows
and rent time and shoot on your own. You can pay
for instruction. You can join a league if that's
what you want to do. So they have a variety of
things.
COUNCILMAN MACAGNONE: Is there a
pro shop?
MR. AVRUTINE: Yes, that's the retail
store. The retail store has all the equipment and
accessories.
SUPERVISOR VENDITTO: That completes
your application?
MR. AVRUTINE: Yes.
SUPERVISOR VENDITTO: Before you go
away, I have no forms from persons who indicated
they care to address the Board relative to this
matter, but it would not preclude you from coming
forward if you have something to say.

235 according to the Town of Oyster Bay Zoning Map.

SUPERVISOR VENDITTO: I want to be
clear on something. I should have done this
before. I know in -- certainly last year, there
was a pretty significant problem with other
community members regarding the conduct of these
parades, the India Independence Day and the
Pakistan Parade.
Obviously, very worthwhile functions
and we are very, very happy and proud to host them
in the Town of Oyster Bay. I do remember there was
a significant problem surrounding community
members.
Has that been addressed?
MR. ALTADONNA: Yes, it has. Our
office had addressed it. We talked with the
church. We've also talked with a few of the
businesses that had issues last year and we worked
it all out with them.
The India Day Parade has moved their
route further north which would enhance the whole

parade's route and not affect the church.
SUPERVISOR VENDITTO: Good job. Well
done.
COUNCILWOMAN ALESIA: My concern is,
it's unusual to see parades back to back like this
on a Saturday and Sunday. Have the routes been
moved so that they're not overlapping?
In other words, are we going to have
sections of the community that are impacted so that
they can't get in or out of their community two
days in a row?
MR. ALTADONNA: The India Day Parade is
now moved down to where Sears is and it's going to
the train station. The other route is from the
south side.
COUNCILWOMAN ALESIA: That's great.
Just for the Board's information, I
know our Town Clerk worked very hard with the
community as well as both groups in getting this
done. You did a really good job. Thank you.
MR. ALTADONNA: You're welcome.
SUPERVISOR VENDITTO: I didn't realize
you worked that hard. Seriously, you did a good
job. That was a very nasty problem. Well done.
