Cagayan's Next City?

The local media couldn't help but pity a lawmaker who accused the people of Lal-lo town as ambitious in their desire to become the next city of Cagayan Province.

The lawmaker, mustering all his political innuendos, said Lal-lo has no right to become a city considering its land area, population and income.

Unfortunately, the lawmaker is barking at the wrong tree because he can't simply distinguish between restoration and conversion.

Tuguegarao City became as such because of conversion. Meaning, it satisfied the requirements to become a city. On the surface of such cityhood plans, and under Philippine scenario, either you become a city because you satisfied your requirements or you can be one through your historical rights which Lal-lo is gunning for.

As one of the four cities in the Philippines founded by the Spaniards in the 15th century, Lal-lo has all the right to become city through its historical rights alongside Cebu, Manila and Naga (Nueva Caceres).

Yet, unlike the three other cities, Lal-lo has yet to become a city by virtue of a bill filed by its Representative in the Congress as early as the 1990s.

It calls for the restoration of an old city called Nueva Segovia and whether it qualifies in terms of population, income or land area, it can become one.

Fortunately for the town of Ibanags, the past administrations have taken the cudgels of really developing the area in terms of infrastructure and other support systems needed for its potential status as a city.

Reme,ber that during its heydays, it was the capital of Cagayan Province and the center of commerce, religion, education, trade and industry under the suspecting eyes of the colonizers.

For all its historical worth, it is even called the repository of Northern Luzon's history until the transfer of its Diocese in 1755 to Vigan in the Ilocos region.

The bill filed in Congress should be reactivated to finally bring back the glory of Nueva Segovia where it once belonged. It should be supported likewise by every thinking Cagayano who knew his history and the importance of the municipality as such.

History will judge us and history will always be the witness to how we put things in their proper perspective including the aspirations of Lal-lo town residents to become a city.

To fail or not to fail. That's the question posed on the present administration of Lal-lo town on whether it will do the way Naga did or remain an Ibanag town of Central Cagayan.
