City and proceeded to Agusan del Sur School of Arts and Trades (ASSAT) at Patin-ay, Prosperidad, Agusan del Sur to officially witness at the ground level the production of armchairs, which is actually an output of the vaunted partnership and collaboration between and among the agencies of TESDA, Department of Education DepEd), Department of Environment and Natural Resources (DENR), and the Philippine Amusement and Gaming Corporation (PAGCOR) under the banner of P-Noy Bayanihan School Furniture Production Program.

He was here to moni-tor the progress of the said armchairs production and to provide further directions and motivations for the ground personnel and trainees cum producers, who have had been working hard almost round the clock in order to rise up to the challenge of meeting the target. At the evening of that same day, he aimed to meet the press at the Dottie’s Place, to interact with them officially and to advocate and engage the programs, projects, and activities of TESDA in pursuit

of continually developing the middle level manpower sector. The following day, 3rd of February 2012, he furthered up the ante by engaging a big-bang ceremony in league with Secretaries Armin A. Luistro of the DepEd, Asec. Michelle Angelica Go of the DENR and Chairman Cristino L. Naguiat, Jr. of the PAGCOR, by turning over an initial 6,096 armchairs for the pupils and students of DepEd in at least eight schools in Butuan City, one in Agusan del Norte, and another one from the province of Agusan del Sur.

Witnessed by local officials of the province of Agusan del Norte, Agusan del Sur, and Butuan City, Agusan National High School (ANHS) received 2,000 armchairs that were personally handed-over to school officials at the ANHS covered court, which is a walking distance from Bu-tuan Central Elem. School (BCES). According to Edwin C. Gatinao Regional Director of TESDA-Caraga, other school-beneficiaries of the program include the BCES with 1,900 armchairs; Butuan City School of Arts and Trades (BCSAT) with 800 chairs; Libertad National High School – 186; La Trinidad Elem. School – 450; Villa Kanangga Elem. School – 260; San Vicente Elem. School – 350; Kinamlutan Elem. School – 50 and; Ong Yiu Central Elem. School – 100. It was learned that Sec. Villanueva considered the Bayanihan Project as one of his flagship programs, considering that it “ensures the development

Just a week after its successful launch led by President Benigno S. Aquino

III last January 27, the Department of Trade and Industry’s (DTI) online Philippine Business Registry system has been receiving positive feedbacks, Malacañang reported on Sunday.

Deputy Presidential Spokes-person Abigail Valte said people who have benefited from this new service offered by the DTI cited in particular the speed by which they were able to regis-ter their business name online and the fact that physical ap-pearance is no longer needed just to complete the process.

Given this development, Valte encouraged those who plan to start small businesses as their source of livelihood in the country to make use of DTI’s Philippine Business Registry system which was es-tablished primarily to stream-line business registrations in the country and eliminate red tape.

“’Yung mga naglalayong magkaroon ng maliit na ne-gosyo at makapagtayo naman ng kanilang kabuhayan, mas madali na ang pagsisimula ng kanilang negosyo dahil sa on-line Philippine Business Regis-try system,” she said.

Interlinked government agencies under the Philippine Business Registry include the DTI, Bureau of Internal Rev-enue (BIR), Home Develop-ment Mutual Fund (Pag-IBIG), Philippine Health Insurance Corp. acknowledged President Benigno S. Aquino II for coming up with this noble project that will benefit the schoolchildren. She also thanked the country’s chief executive for choosing Caraga Region as one of the beneficiaries of the PNoy Bayanihan project. Further, Agusan del Norte First District Congressman Jose Aquino II is grateful to the Aquino administration for the project, making his

constituents the major beneficiaries. Out of 10 schools in Caraga, eight are from this city, one from Agusan del Norte, and another one for Agusan del Sur. M e a n w h i l e , PAGCOR Chairman Cristino Naguiat, Jr. vowed to support projects of the Aquino administration which aimed to promote human development. Among those are the education infrastructures and sports development of the youths.

Agusan del Norte PDRRMC enhances 5-year plan to ensure zero-casualty during calamitiesby Jennifer P. Gaitano

On behalf of Gov. Amante, Provincial Adminis-trator Ms. Percianita Racho presided the meeting and solicited further suggestions from the members to come up with a unified and or-ganized DRRM plan for the province. Provincial Planning and De-velopment Officer Erma R. Suyo bared that PDRRMC’s goal for this plan is to insti-tutionalize and implement measures and mechanisms to effectively reduce the risks and impacts of disas-ters and climate change for sustainable growth, poverty reduction and environmen-tal balance. “We visualize our province to be a disaster prepared and responsive

with communities that are resilient to climate change,” Suyo expressed. Suyo further said that the PDRRMC has established DRM teams at all levels – the barangay, city/munici-pal LGus. These teams are continuously being trained on planning, program im-plementation, monitoring, early warning and alert sys-tems. Also, Provincial Admin-istrator Racho also stressed that simulation drills and exercises for safe evacua-tion due to fire, flooding, typhoon, earthquake and storm surge should be con-ducted periodically by the Agusan del Norte Emergen-cy Response Team. Tech-nical assistance from the

Office of Civil Defense, PA-GASA, National Economic and Development Author-ity (NEDA), Department of Health (DOH) and other entities implementing disas-ter risk reduction initiatives shall be sought. It was also learned that monitoring and evalu-ation will start once the im-plementation of the DRRMP is in full swing. Monitoring and evaluation will be in-strumental in identifying problems, impacts and ben-efits, as well as in ensuring the effectivity and sustain-ability of the plan. With this 5-year plan, PDRRMC hoped to achieve its goals and reduce risks in times of disasters.

BUTUAN CITY – Stakeholders of the Agusan del Norte Provincial Risk Reduction and Management Council (PDRRMC) chaired by Governor Erlpe John M. Amante convened Friday to enhance further its 5-year DRRM Plan from 2012 to 2017.

DAR promised that they will fast track the land conversion of the said land from an agricultural to an industrial land in month’s time for the construction to start. March is set to be the target month for the construction of the said building. According to Gov. Amante, the budget for the con-struction is ready. It will feature a mod-ern design with lots

of new things to look forward to. The Governor added that there will be an employees’ vil-lage at the back of the new building in-tended for the pro-vincial employees. For the old capitol building located in Capitol Compound, Butuan City, there are options on what to make out of it. It could be turned into a school, heritage hotel or a

government office. But according to Gov. Amante, the Guingona’s, who donated the lot to the province, expressed their desire and prefer to see the old capitol building be turned into a good decent school instead of the other options to maintain its perpetual relevance and contribute to the improvement of education in the whole region.

Representatives from con-cerned government offices re-gionwide gathered input on how to improve regional production and sales of Zamboanga Penin-sula’s champion products which are coco coir, from coconut mango, abaca, seaweeds, rub-ber, and bottled sardines. The regional activity was con-ducted to evaluate last year’s re-spective industry plans, identify its strong and weak points, and come up with a doable and improved work plan that will address constraints expe-rienced by the industries. Department of Trade and Industry (DTI) IX Assistant Regional Director Dr. Sitti Ami-na Jain said the planning work-shop also aims “to upgrade our existing work plan and help our small and medium business-men under these industries to perform better and achieve growth as this will translate to more jobs and poverty reduction.” To come up with a concrete and workable work plan, DTI 9 brought Ms. Rita Pilarca, founding member of the International ValueLinks Associ-

ation, which started in Germany,

to orient the participants on the value chain approach, a systemat-ic economic model which combines the selection of a product and the appropriate technology, organizing

industry players in order to have greater access to the market. As of 2010, the six product champions of Zamboanga Peninsu-la have not seen significant growth, but have shown vast potential even in the international market due to demands. Rubber, for instance, reached regional sales of $2,688,802, around P110M to P120 M. But this can still increase if production is improved, and producers linked to buyers and processors. Seaweeds needs great improve-ment as markets are now taken by Indonesia which years back puts the Philippines on a bright spot with re-gion 9 as one of the major contribu-tors. The seaweed sector identified immediate and proper action to help

the industry retain its position in the world market for the inductry play-ers to implement. The other four industries, man-go, abaca, bottled sardines and coco coir, have been performing steadily, but there is still vast room for im-provement. The region is still the major source Abaca which is considered the best abaca fiber in the market today . It is exported to China for their tea bag, Japan for their paper bills, and United Kingdom for cord-ages says Fiber Industry Develop-ment Authority 9 Asst. Regional Di-rector Deogracias Maranga. PAGADIAN CITY – Pursuant to Presidential Proclamation No. 682, signed by then President Corazon Cojuangco Aquino on January 28, 1991, the month of February is being declared as “Civil Registration Month.”

Relative to the celebration, the city government will again sponsor a “Kasalan ng Bayan 2012’” or mass wedding on February 14, 2012 at the city’s gymnasium. Local Civil Registrar Leonardo Acorda said that 108 couple-applicants registered for the mass wedding. He said, Kasalan ng Bayan applicants were required to attend a one-day seminar to acquire their marriage li-cense. Article 34, states that couples living together for at least five (5) years but are not legally married are

qualified to register. Meanwhile, last Friday of the month of February is also declared as “Free Issuance of Civil Registry Docu-ments and Authentication.” This event involves the issuance of birth certifi-cates, marriage certificates, death certificates and authentication of the different civil registry documents, for free, Acorda said. Acorda urge the people of Pa-gadian to take advantage of these two big events in celebration of the civil registration month. (NBE/CAL/PIA9)

Mr. Rommel Jamolod, Nurse III of the Zamboanga del Norte-PHO said the outreach will be conducted in Barangay Bucana, Sindangan and Titik in Leon Postigo, two of baran-gays severely affected by the recent gastroenteritis outbreak that hit the two municipalities. Jamolod said the Provincial Medical Team together with the per-sonnel from the Health Department will conduct water treatment to gen-erate potable water to ensure the safety of the residents. Momentarily, local residents are advised to boil drinking water as it had been suspected to be the cause of the diarrhea. “18 patients had been admit-

ted at the Sindangan District Hospi-tal, with the transportation support from the 10th Infantry Battalion. All of them are now discharged after they were given proper medication,” Jamolod said. Upon the order of Zamboanga del Norte Provincial Governor Rolan-do Yebes, Provincial Health Officer Dr. Eduardo Luayon , immediately provided the necessary medicine to Sindangan Rural Health Unit for the diarrhea victims. 10, is enjoining heads of agencies and state workers in the region to actively participate in the ‘2012 Search for Outstanding Public Officials and Employees’ by submitting nominations to this search. Lawyer Lourdes Clavite-Vidal, CSC-10 Regional Director, said the search is open to any public official and employee, or a group of employees, who have exceptional or extraordinary performance or any superior accomplishments that had nationwide impact on public interest, security and patrimony.

DILG to barangays: Clean-up your surroundings to prevent dengueAs dengue-carrying mosquitoes thrive on dirty surroundings

and stagnant water, the Department of the Interior and Local Government (DILG) on Thursday mobilized the country’s

more than 42,000 barangays to lead the implementation of the Aksyon Barangay Kontra Dengue (ABKD) through regular clean-up activities in the communities.

An inter-agency cooperation strategy, ABKD is the government’s response to intensify the fight against dengue outbreak in order to reduce dengue cases and control dengue transmission.

DILG Secretary Jesse M. Robredo said barangays should spearhead and intensify the conduct of a clean-up drive through the mobilization of volunteers, residents and the Barangay Health Teams and

Barangay Tanods. “If we really want zero-dengue incidence, this (clean-up activity) should be a regular activity in all barangays that should be participated in by residents and other concerned sectors,” said Robredo. Last year, a total of 25,533 dengue cases have been reported last year, which resulted to the death of 180 patients where most of the victims were children ages 1 to 15 years old. In his directive, Robredo enjoined city and municipal mayors to cause the enactment of an ordinance embodying measures on dengue prevention and control, as well as to allocate funds for dengue prevention and control subject to national and local rules and regulations. He also said that mayors should ensure that punong barangays under their supervision should carry out the following tasks, among others: conduct information campaign relative to the OL-Trap system as a strategy to control and detect impending dengue outbreaks; assist

in the identification of distribution centers or stores for OL-Trap Kits; mobilize the Barangay Health Teams as distribution agents of OL-Trap products; and allocate funds to sustain the continuous supply of OL-Trap materials for free to their barangay constituents. Similarly, city or municipal health officers are expected to conduct massive information campaign relative to the OL-Trap

system; monitor the health situation; provide data on dengue cases to partner agencies; extend technical assistance in the conduct of training and orientation relative to dengue prevention and control; devise a scheme of providing support fund to ensure sustainability of dengue prevention and control; and ensure that dengue patients are provided with timely and proper medical attention. The Ovicidal/Larvicidal Trap System or OL-Trap System, a device consisting of a tumbler, strips of plywood and pellets, can detect Aedes mosquito population and acts as an early warning signal to pre-empt any impending dengue outbreaks. The DILG Secretary also directed all DILG Regional Directors and the ARMM Regional Governor to designate a regional focal person on dengue and monitor the actions undertaken by the city, municipal and barangay governments and require them to submit quarterly reports to the DILG Secretary. Relocation site for Typhoon Sendong victims in NorMin now 52.84 ha.by Rutchie Cabahug-Aguhob

CAGAYAN DE ORO CITY – A total of 52.84 hectares of land have been identified as relocation site for the Typhoon Sendong victims in region 10. Per monitoring report submitted by the National Housing Authority (NHA) to the Post Sendong Operations Center of the Regional Disaster Risk Reduction and Management Council (RDRRMC), region 10, these sites will have a total of 6,602 lots. Of these sites, 31.35 ha., with 3,142 lots are located in Cagayan de Oro City (CDO) while 21.49 ha. with 3,460 lots are located in Iligan City. In CDO, the first site is in Sitio Calaanan, Barangay Canitoan, particularly, CDO Relocation Site, Phase 2, which has an area of 5.96 ha. for 628 lots. Development arrangements for the site provide that the land development and community facilitation will be done by the local government unit (LGU), while the construction will be handled by NHA from funds of the Department of Social Welfare and Development (DSWD). However, off-site development will be handled by the Department of Public Works and Highways (DPWH).Per the latest agreement with the LGU, NHA will be the one in charge of the entire Phase 2, but will respect the Memorandum of Agreement (MOA) earlier entered into by the LGU and ORO HABITAT for the construction of 200 housing units in the area. The 2nd site in CDO is still in Calaanan, particularly, CDO Relocation Site, Phase 3, involving 9.4 ha. for

1,013 lots with the same development arrangements as in the first site. The 3rd site in CDO involves 5.0 ha., for 500 lots at Xavier Eco-Village in Barangay Lumbia, donated by Xavier University (XU), while the 4th site is the 10.99 ha. for 1001 lots in Barangay Indahag, both of which have their master plans still to be worked-out and their MOA awaiting finalization. In Iligan City, the first site is identified in Barangay Sta. Elena, involving 15.99 ha. for 3,000 lots donated by the National Steel Corporation (NSC), with the LGU as the land developer and NHA, the funder. In a meeting last Jan. 19, City Mayor Lawrence Ll. Cruz finally changed the NHA designs/ plans and opted to adopt the Gawad Kalinga (GK) designs and the schematic subdivision plan is now prepared and completed by NHA. Next is the Kapuso Village in Barangay Mandulog, involving 3 ha. for 260 lots, for which the Iligan LGU is now working on its land acquisition.Also in Iligan is the 2.50 ha. resettlement project in Barangay Luinab owned by the Diocese of Iligan City for donation to the LGU, which is now working on the transfer of title to City.Schematic subdivision plan for the Luinab project was already completed by NHA and turned over to DPWH for initial site clearing/grading of property.

DENR-XI Set to File A Case Against Missionaries

After M/V Hannah II owner Hannah Parks made her pub-

lic apology about the butchered green sea turtle, her group will have to face criminal charges as the Department of Environment and Natural Resources (DENR-XI) is now building a case against them for violation of Republic Act 9147 or the Wildlife Resources Conservation and Protection Act

of 2001. The DENR demanded last Tuesday (January 31) a public apology from the missionaries for their insulting act to the people Davao City. DENR-XI Jim O. Sampulna said that his office through the Protected Areas and Wildlife Division (PAWD) personnel and some member of the Maritime Group and Coastguard have conducted an investigation about the incident. “From the information gath-ered, it turned out that the said turtle was butchered in Palau and the said turtle parts were inside their freezer for months, so they decided to throw it inside a biodegradable garbage bin. There was obviously a violation of RA 9147, but since it happened in Palau which is outside the jurisdiction of the country, we demanded public apology but it does not mean that the issue was already close”, Sampulna added. As of press time, DENR is gath-ering evidences and papers neces-sary to pursue the case. A letter was delivered to the management of TV 5 at 11:30 a.m. today (February

DENR is also calling on the local residents who saw the actual throw-ing of the turtle’s head and indelible parts to come out in the open and give their sworn statement about the incident. “We have conducted the inves-tigation, we are now gathering addi-tional data and we will file the case”. This is Sampulna’s unsympathetic and firm statement.

It can be recalled that during the press conference Hannah Parks mentioned that while they were in Palau, no less than their President and the First Lady along with 80 Palauans travelled for five days with them to other islands which they could have not served and reached without M/V Hannah II. During the said trip, vari-ous construction materials and water tanks were delivered to the islands. Owners of these stalls, according to acting city treasurer Marluon Gumbao – ma-jority from the meat section -- have been remiss in renewing their business permit and rental despite re-peated notices and reminders.

A composite team from the Office of the City Treasurer, City Administrator’s Office, City Security Unit, Ko-ronadal City PNP, and Office of the Market Su-pervisor implemented the closure of stalls.

Gumbao said, this is to show that the city government is bent on implementing its campaign against de-linquent stall business operators.

He added the trea-surer’s office was seri-ous when he prom-ised that they will publish the names of delinquent stall own-ers and padlock their stalls if they refuse to settle their accounts.

Generally, he said, except for minor al-tercations, stall own-ers had not reacted

violently to their im-plementation of the closure orders.

“They know that we have regulatory pow-ers and that we have not exceeded our au-thority,” he explained.

“I am thankful that the stall owners inside the public market un-derstood us. Although some of them did not expect that we will actually execute our promise,” he said.

Gumbao said they will continue with their campaign.

Koronadal city to offer NSO servicesKORONADAL CITY–- Soon, residents of Koronadal City and nearby munici-palities and provices need not travel to General Santos City, Cotabato City or Davao City to get certified true copy of their birth certificates, CENOM-AR and similar documents.

What they need to do is go to the city hall of Koronadal City where they can have these im-portant documents.

On January 16, the local government unit of Koronadal and the National Statistics Of-fice (NSO-12) signed a memorandum of agree-ment that allows the LGU to offer NSO ser-vices.

As agreed the City Civil Registrar’s Office is given authority to re-ceive requests and issue civil registry documents with the installation of Batch Request System (BREQS) outlet at the city hall, which allows the city to use NSO’s Philippine Civil Regis-try Information System (Philcris).

BREQS is an offsite scheme offered by NSO

to interested local gov-ernment units and pri-vate institutions.

to apply for their security papers as it could lessen the burden of going to offices of NSO that re-quire long travel and expected long queues for residents of Kor-onadal City and nearby municipalities in South Cotabato, to name a few.

At present, nearest NSO sites where South Cotabato residents can apply for authenticated residents are in Cotabato City, General Santos City and Davao City.

And these are regu-larly congested.

City Civil Registrar Eufemia Ogoy said, once the system is activat-ed and the CCCO staff members are trained, clients can start making transactions for authen-tication of certificate of live birth, certificate of no marriage (CENOMAR), marriage contract, death certificates and other re-lated legal paper at Kor-onadal City Hall in Baran-gay Carpenter Hill.

She added, the servic-es will not be exclusive to residents of Koronadal and the ten municipali-ties of South Cotabato

but will also be open to residents from other areas such as municipal-ities of Sultan Kudarat and other provinces.

Ogoy said legal docu-ments can be availed with additional P100 ser-vice fee such that a doc-ument that costs P140 at NSO will cost P240 at Koronadal City hall.

This, she said, would

still be cheaper than when clients go to Gen-eral Santos City, consid-ering travel, food and accommodation expens-es they have to incur in going to Gensan for their papers.
