This mountaintop province of 1.2 million people spread across 20 towns and two compo-nent cities prides itself in being Mindanao’s food basket. Its rich soil produce high grade flowers, fruits and vegetables, among them broccoli, cauliflow-er, sweet bell pepper, to-mato, carrot, potato, and other high-value crops, which are regularly shipped to major markets in the country. Lately, the Agro-Industrial Trade Center was established. Its storage facility keeps the lettuce and asparagus fresh even after reaching foreign markets. Del Monte Philip-pines’ sweet pineapples are also grown here. Its fresh and canned pineap-ples are exported to the United States of America, Middle East, Europe, and the rest of Asia Pacific particularly in New Zea-land, Bermudas, Hong-kong, South Korea, Ja-pan, and China. Kitanglad, the country’s second highest mountain, stands proudly here with a bird watching site. It is the comfortable abode for wildlife, which includes the Philippine Eagle. The Asia’s longest dual zip line, also, lies in the pristine wildlife at Dahilayan Adventure Park. This, after most parts of Metro Manila was submerged with flood waters early this week caused by ty-phoon ‘Pedring.’ In a release by the Department of Health, Center for Health De-velopment-Metro Ma-nila (CHD-MM) Region-al Director Eduardo Janairo reported that cases of leptospirosis are fast rising as series of typhoons continue to bring flood waters in various areas of Metro Manila. Janairo said the disease brought about by rats can be very deadly as it is transmit-ted through humans from contaminated waters, especially rat urine. “Once it comes into contact with cuts and open wounds in the skin, a person may develop high-grade fe-ver, muscle pain and nausea. If complica-tions may arise, it can

lead to renal failure, respiratory distress and eventually death,” said Janairo. He asked the pub-lic to avoid wading, and most of all swim-ming in flood waters. If unavoidable, the DOH advises the public to wear proper protection like boots and gloves, and other protective gears. The CHD-MM chief also advised hospitals to immediately treat patients with high fe-ver and provide Rapid Diagnostic Test (RDT). “There should be no deaths caused by leptospirosis because it is treatable and pre-ventable,” Janairo stressed. Meanwhile, Janai-ro advised those who have been exposed to flood waters to imme-diately seek medical help if they start not to feel well.CHD’s Regional Epi-demiology and Sur-

veillance Unit records showed 391 cases of leptospirosis, with 31 deaths from January to September 8, 2011. According to DOH, majority of the cases belonged to the age group from 15-30 years old, with 159 cases and five deaths. Among the cities with the most number of recorded cases of leptospirosis are: Ma-nila (79), Quezon City (76), Caloocan (3), Malabon (4), Navotas (27), Valenzuela (21), Parañaque (22), Pasay (19), Makati (12), Las Piñas (10), and Taguig (10). Recently, Mariki-na City Health offi-cials distributed some medicines against lep-tospirosis to evacuees. Hundreds of residents flee their homes after Marikina River over-flowed due to continu-ous heavy rains caused by ‘Pedring.’

Department of Agriculture (DA) Secretary Proceso Alcala said over the weekend that their agency will offer a more streamlined grant from the Agricultural Competitiveness Enhancement Fund (ACEF) to help boost agricultural

productivity and capability for market competition.

DA streamlines ACEF grants

Alcala noted such was not the case before when ACEF withdraw-als consisted of more loans than grants. “Of the total ACEF funds, 60 percent will be for grants and 10 percent will be for scholarships while only 30 percent will be for loans,” Alcala said. He said that this funding primarily ex-tends assistance to small farmers, fisher-folk and agricultural entrepreneurs nation-wide. Alcala also em-phasized the need for refocusing the distri-bution of ACEF funds, noting that target ben-eficiaries concerned must receive the fi-nancial assistance they need to be competitive locally and globally. Republic Act 8178

(Agricultural Tariffica-tion Act of 1996) cre-ated ACEF which pools tariffs or taxes collect-ed from agricultural commodities imported under the minimum access volume (MAV) mechanism. MAV is the vol-ume of an agricultural product allowed to be imported with a low-er tariff as committed by the Philippines to World Trade Organi-zation under the Uru-guay Round Final Act, RA 8178 reads. ACEF funds are for competitiveness-en-hancing initiatives like providing irrigation and farm-to-market roads, post-harvest facilities, credit, research and development, market-ing, re-training and extension services. Citing latest avail-

able data, Alcala said government’s ACEF collection from 1999 to 2010 totaled PhP10.79 billion. Of this amount, he said government previ-ously released to some 304 borrowers ACEF loans totaling PhP5.82 billion. Government also released as ACEF grants a total PhP2.96 billion or nearly only half of loans drawn from the facility, he added. “ACEF funds still available in the Na-tional Treasury is about PhP1.9 billion,” he said. RA 8178 provides that proceeds of MAV importation “shall ac-crue to the General Fund and shall be de-posited with the Na-tional Treasury.” (DA/RJB/JCP-PIA NCR)

Provincial govt renews call for rabies vaccinationKORONADAL CITY, Oct 2 (PIA) -- Officials of South Cotabato’s Provincial Veterinary Office (PVet) have renewed their call to residents of the province to have their pet dogs vaccinated against rabies.

PVet conducted mass vaccination and cas-tration in T’boli town on Wednesday to celebrate the World Rabies Aware-ness Day but only six of its 27 barangays have supported the activity. From January to June, three resi-dents in the munici-pality died of rabies. Provincial health officials also searched for at least 40 individ-uals in the area who killed and ate a suspect-ed rabid dog for their post exposure prophy-laxis to prevent more deaths due to rabies.

Dr. Lorna Lamor-ena has also called on barangay officials to encourage their con-stituents to support the campaign to rid the prov-ince of the fatal virus. She said they only charge a fee of P10 for each shot of anti rabies vaccine. She added the amount is very mini-mal as compared to the cost of treatment which could amount at least P16,000 once a person is exposed to the virus. Death cannot be avoided once rabies vi-rus has attacked the

nervous system, Lam-orena pointed out. A report from the provincial epidemiology and surveillance unit said that South Cota-bato government has al-ready spent more than P9 million for anti-rabies vaccines since 2009. Of the said amount P2.7 million were spent this year to prevent the escalation of the re-cent spate of rabies in-cidents in the province. This year, rabies has been listed among the top ten diseas-es in South Cotabato.

Kato hahabulin ng AFP at MILFKORONADAL CITY, Okt. 2 (PIA) -- Hahabulin ng Armed Forces of the Philippines (AFP) si Kumander Ameril Umbra Kato sa panahong opisyal na itong ititiwalag ng Moro Islamic Liberation Front (MILF).

Subalit nili-naw ni Lt. Gen. Arthur Tabaque-ro, commander ng Eastern Min-danao Command, na gagagawin nila ang paghahabol kay Kato katuwang ang MILF base sa probisyon ng ilang kasunduang pinir-mahan ng MILF at government peace panel sa nagpap-atuloy na usapang pangkapayapaan. Matatandaang ilang opisyal ng MILF ang nagpa-hayag na inalis na

nila sa listahan ng kanilang miyembro si Kato matapos hindi ito tumugon sa kanilang Sep-tember 26 dead-line para bumalik sa MILF at buwagin ang kanyang itina-tag na Bangsam-oro Islamic Free-dom Movement (BIFM). Kasabay rito, hindi na um-ano sakop si Kato sa ceasefire agree-ment at prosesong pangkapayapaan. Ani Tabaque-ro, hinihintay na lamang nila ang

opisyal na de-klarasyon ng MILF hinggil sa tuluyang pagtiwalag kay Kato bago nila simulan ang military action. Si Kato ay may standing warrant of arrest sa kasong multiple murder, 15 kaso ng arson, 9 na kaso ng at-tempted murder, at 26 na kaso ng frustrated murder at robbery bunsod ng ilang pag-atake ng kanyang grupo sa North Cotaba-to at Maguindan-ao noong 2008.

Sema nanawagan ng bayanihan para masolusyunan ang pagbabaha sa MaguindanaoKORONADAL CITY, Okt. 2 (PIA) – Bayanihan ng mga pamahalaang lokal at kanilang mga nasasakupang kumunidad ang isang magandang solusyon sa pagbabaha sa Maguindanao, ayon kay Maguindanao First District Rep. Bai Sema.

Habang wala pang kagamitan tu-lad ng dredger ang pamahalaan lokal ng Cotabato City at lalawigan ng Magu-indanao mas main-am aniya na regu-lar na mag-organisa ng bayanihan ang mga LGU sa Pulan-gi River Rio Grande de Mindanao at iba pang ilog sa lugar. Sa ganitong paraan lang umano mapapanatiling ma-linis ang mga daluy-an ng tubig sa mga water hyacinths at

iba pang nakabarang dumi na dahilan ng pagbabaha sa maram-ing bayan sa Mindan-ao at Cotabato City. Nitong naka-lipas na linggo sa kahilingan ni Rep. Sema pinahiram ng Department of Public Works and Highways Region 12 ang Magu-indanao ng isang watermaster na tu-mulong para hukayin ang may halos 10 ektaryang water hy-acinth na bumara sa tubig malapit sa Taviran Bridge.

Tumulong din sa pag-alis ng water lily ang mga volun-teer at mga sunda-long pinadala ng 6ID gamit ang bolo, pala at iba pang matatalim na kagamitan. Sa taya ng Pro-vincial Disaster Risk Reduction and Man-agement Council ng Maguindanao umabot sa mahigit 50,000 na pamilya ang lumikas dahil sa pagbaha sa 16 na bayan. Sam-pung barangay din sa Cotabato City ang nalubog sa baha.

DSWD Caraga gathered 150 Pantawid Pamilya beneficiaries from Butuan City and 100 from the municipal-ity of Las Nieves, Agusan del Norte, partner agen-cies and the media to witness the caravan and to gain support for the budget of the Philippine conditional cash transfer (CCT). In the said cara-van, DSWD Caraga Re-gional Director Merced-ita Jabagat briefed the public about Pantawid Pamilyang Pilipino Pro-gram (4Ps). Jabagat also reported the DSWD’s performance status of compliance from May to June. “There are already 7,957 registered Pan-tawid Pamilya beneficia-ries in Butuan and 2221

in Las Nieves. About 41 million worth of cash grants was disbursed to Butuan City beneficia-ries and 29 million pesos to Las Nieves beneficia-ries”, said Jabagat. Meanwhile, benefi-ciaries testified on how the 4Ps have helped their lives. Hera Belo-ria, a twelve year-old girl, and an honor stu-dent from Las Nieves said that the program was of great help for her family especially in her studies. “Because of the program, I can now buy the school supplies that I need ug makabayad nako sa akong mga bay-ronon sa eskwelahan (and I can now pay my school fees), said Belo-ria. Also, the benefi-

In a written state-ment, Mayor Ferdinand Amante, Jr bared that the formulation of a master plan for the Eco-Cultural Development of said barangays is part of the APTO’s Ancestral Domain Sustainable Development and Pro-tection Plan (ADSDPP). Thus, the meet-ing/workshop was aimed primarily at: a) Revisiting the Conver-gence Cluster Plans; b) Identifying significant priorities to form part of a Master plan for the Eco-Cultural Develop-ment of the area; and c) Making practical ar-

rangements for the implementation of the plan. It was learned that the convergence partners will be focus-ing on the high impact projects/strategies for the IPs with the follow-ing: a) Cultural Devel-opment; b) Socio-Eco-nomic Development; and c) Environmental development. During the meet-ing, convergence part-ners expressed their commitment to support the IPs thru their re-spective programs and services. Also, leaders of

the Manobo tribe pres-ent ensured the conver-gence partners of their active participation and cooperation to the pro-grams and services be-ing offered to them by the government and partner stakeholders. The activity is fa-cilitated by a team of collaborating entities including the Technical Working Group (TWG) of the city govern-ment, National Com-mission on Indigenous Peoples (NCIP), the Si-bog Katawhan Alang sa Paglambo (SIKAP, Inc.) and the Anticala-Pia-ning Tibal Organization (APTO) with support from the Indigenous Peoples Development Program (IPDP), a tech-nical cooperation initia-tive of the International Labour Organization (ILO) and the Spanish International Develop-ment Agency (AECID) in partnership with the government of the Phil-ippines.

The vendors, namely: James Mabay-lan, Nelson Bagares, Se-gundino Dailo, Ernesto Callo Jr., Julieto Sarsaba and Ronald Boiles are all residents of Tubigan, Ini-tao, who left their place on August 10, on board a rented cargo truck. They brought with them some 50 locally manufactured wooden beds, with improvised mattress made out of indigenous materials, such as, coconut coir and covered it with syn-thetic foam, which they wanted to sell in Davao City. Along the way, the group stopped in some points of the trip and hired local guides who helped them go around town to peddle the beds, which they sold within the range of Php1,200 to Php1,500.This was how they earned their living for more than 10 years, now. They would leave Initao for about a week and then return home, after all the beds were sold out. On Aug. 19, they

told their wives, through their mobile phones, that only 19 beds were left unsold, and that they were already in the Pak-ibato District, along the Bukidnon-Davao border, about to take the diver-sion road or short cut to Davao via San Fernando town in Bukidnon. So far, that was the last message from the group, that their wives claimed to have received, as the news of their ab-duction came from the grapevine, which the NPA has confirmed to be in their custody because the vendors were mis-taken to be government spies. For more than two (2) months now, the re-maining beds have been left to rot, after being left to the elements un-attended. Meanwhile, the SAC has also enjoined all the faithful to offer incessant prayers for the settle-ment of the situation in the name of peace, dur-ing a media forum held at the Archbishop’s House in the city, recently. Present during the

forum were the wives of five (5) of the victims, as well, as the mother of the 6th, who asked the help of the media in their appeal to the NPA to re-lease their husbands. “We, in the SAC, with bended knees, prayerfully appeal to whoever is responsible for the abduction for the immediate release of the vendors of Initao without harm and ran-som,” Fr. Lerio Fr. Nathan C. Lerio, SSJV, Director of SAC, said in his letter of appeal to the general public. “Let us respect hu-man rights and promote democratic and peace-ful dwelling being freed from harassment and coercion,” he said. We cannot attain peace and prosperity through human right vi-olations but only in the spirit of dialogue, self-giving love and respect human dignity that we enjoy a peaceful and progressive society, he said. Some Durian trees at Uy’s Durian Farm in Tagum City are still bearing fruits. Tagum City Tourism Council Alma Uy explains that the harvest season of Durian comes late this year because of frequent rains. Tagum City held this year its month-long Durian Festival in September.
