Mobil Producing Texas & New Mexico Inc. (MPTM), as agent for The Superior 011 Company, the operator o.~ OCS-G-7292, High Island Block 260, submits th is Plan of Exploration pursuant to the requirements of 30 CFR §250.34.

This plan addresses the d r i l l i n g of three exploratory wel ls, the f i r s t of which would be started in la te 1986. Subsequent wells would be d r i l l ed as the need arises. The water depth on the lease varies from about 59 feet to 65 f e e t , and the wells would be d r i l l e d using a jack-up r i g . The subject lease i s located approximately 27 miles southeast of Galveston, Texas. The proposed locat lors of the wel ls, to be d r i l l e d ve r t i ca l l y , are shown on the f i r s t page of the Appendix to th is Plan.

I f commercial reserves are discovered by these exploratory wells, i t would be MPTM's Intention to develop those reserves 1n a t imely manner.

An archeological and hazard survey was performed in March 1985, and documented in a report dated Apri l 1985. Three copies of the report accompany th is Plan of Exploration.

The basic configuration of a jack-up r ig 1s shown in the Appendix. Blowout preventers and related well control equipment w i l l be insta l led, used, and tested 1n accordance with OCS Order No. 2. The r i g w i l l '-.se a dlverter system and r iser as required for shallow gas while d r i l l i n g the surface hole. A remotely-controlled BOP system w i l l be instal led for d r i l l i n g below conductor pipe. See Appendix. A l l BOP systems w i l l have a working pressure greater than the expected surface shut- in well pressure. In addit ion, an Inside blowout preventer assembly and an essentially ful l -opening d r i l l str ing safety valve, in the open pos i t ion , w i l l be maintained on the r i g f loor to f i t a l l d r i l l pipe in the d r i l l s t r i n g .

Pol lut ion prevention control measurts w i l l be in accordance with OCS Order No. 7. MPTM has on f i l e with the Minerals Management Service an 011 Spi l l Contin­gency Plan for the Gulf of Mexico. In the event of a s p i l l , th is olan w i l l be activated. The plan was f i l e d with the USGS on December 27, 1977, approved January 5, 1978, amended March 25, 1985, and is by reference made a part of th is document.

MPTM is a member of Clean Gulf Associates, which provides s p i l l containment and clean-ic equipment at f i v e Hall iburton Services bases on the Gulf Coast: Galveston and Rockport in Texas; Grand Is le , Venice and Intracoastal City In Louisiana. I f a sp i l l should occur from the proposed operations, the equip­ment located at Galveston would be u t i l i zed f i r s t , with additional equipment moved in from the other bases, i f necessary. Response time to a sp i l l would va-y with the action required. Helicopter response, for the spraying of dispersants or col lect ing agents, would be one to two hours. Fast boat response with oi l boom, skimmers, pump and storage tanks would require approx­imately 4-8 hours. Including preparation time. A heavy equipment system response would require approximately 12 hours, including six hours preparation t ime.

D r i l l cuttings and excess d r i l l i n g f lu ids w i l l be disposed of In accordance w i th applicable environmental regulations. The d r i l l i n g f l u i d components and addi t ives to be used are l i s t e d in the Appendix.

A l l so l id waste material, such as rubbish, galley waste, paper, e tc . , w i l l be col lected and transported to shore for proper disposal.

The estimated air emissions generated by the operation, assuming continuous d r i l l i n g , in the Appendix.

A i mentioned above, the locat ion of the proposed exploratory wells 1s approxi­mately 27 miles southeast of Galveston, Texas. MPTM maintains a D i s t r i c t O f f i ce at Freeport, Texas. D r i l l i n g ac t i v i t y w i l l be supported from that o f f i c e which provides a base for marine and helicopter service. I t 1s estimated that four boat round t r i ps and eight hel icopter round t r ips per week between Freeport and the r i g w i l l be required during operations.
