Online Capacity Building of Teaching and Academic Staff
on
Development of Online Courses
A REPORT

CEMCA under its higher education initiatives organised
a three day Online Capacity building programme on
“Online Learning Facilitation- Development of Online
Courses” for teachers and teacher educators of
Maldives with National Institute of Education, Maldives
from 8-10 September 2020.
Objectives Before even typing your report, first take the time to consider
who the report is for. One good rule of thumb to remember is
that the higher up the stakeholder is in the organizational
ladder, the more succinct the report needs to be.
With the myriad of metrics social media marketers have
access to, it’s tempting to drown your audience in numbers.
While figures aren't bad per se, you do have to make sure
that these are relevant to the role of those receiving the
report. Strive to tell the story behind the numbers by
including learnings or insights.
560 teachers and teacher educators of Maldives
participated in the capacity building programme.
The programme was organised from September 08- 10,
2020.
The programme was organised online and synchronous for
2 hours from 12.00 to 02.00 PM Male Time and
asynchronous practice was facilitated through Whatsapp
Group chat.

Day 1
Inaugural Session
The programme started with a welcome address by Dr. Manas Ranjan Panigrahi, Senior
Programme Officer, CEMCA to all the participating members, experts and the organising
members from Maldives and India. Dr. Panigrahi gave a brief introduction of CEMCA and
highlighted upon the need of the programme on development of online courses at the time of
pandemic, when schools and higher education institutes are closed and education has moved to
online modes.
Prof Madhu Parhar, Director-CEMCA welcomed all the members and gave an overview of
the education system of Maldives and their strategic plans. She also mentioned that Maldives
education system already has a working online system of education with an online repository
for educational resources and 70% of the students had a tablet for teaching-learning and
online classes were being conducted from standard 9.
Prof Parhar then invited State Minister of Education, Maldives Dr. Abdulla Rasheed for his
address.
Dr. Abdulla Rasheed welcomed all the members of the
workshop and congratulated all for the International Literacy
Day. He mentioned that this year’s theme for International
Literacy Day is teaching and learning during and after COVID
19 as given by UNESCO. He elaborated upon the meaning of
literacy in today’s time and said that literacy means functional
literacy. Twenty first century teachers need to be ICT literate.
He mentioned that CEMCA has taken the right step at the right
time for training teachers for online education. He added that
the facilities are there in Maldives, what is lacking is the right
pedagogy and technical knowledge. He further mentioned that
being a teacher means being a lifelong learner because
knowledge is changing, technology is changing, and as a
teacher we have to adapt to the changing scenarios.

At the end he motivated the participants to take full benefit from this capacity building
programme and also told them to share their learning with fellow teachers from their own
schools. He further expressed his interest to collaborate with CEMCA in coming times and
thanked all the members from CEMCA.
Prof Hussain Majid from NIE welcomed all the participants and DRC coordinators for
facilitating the workshop. He also appreciated the timely planning of the programme and
said that the fruits of this programme will further help in planting a tree in school which will
bring more fruits to schools and students.
Before moving into the technical session. Prof. Parhar enlightened all the participants
about some major concepts to be covered during the programme. She talked about
pedagogy, andragogy, geragogy and then taking it to digital pedagogy and blended
learning using MOOCs and Google Classroom. After her brief, she introduced and invited
Prof Santosh Panda, from IGNOU for the session.
Day 1
Technical Session
Prof Panda gave an enriching presentation on Instructional Design for online learning. He
talked about foundations of teaching-learning in face to face mode, distance education, online
learning and blended learning. He stressed on three components for blending i.e. self study;
online discussion/ collaboration; and hands on experience (f2f). He also shared elements which
are important for designing online learning. He then talked about pedagogy design and
pedagogy in practice, with a focus on behaviorism, cognitivism, constructivism and
connectivism along with the discussion on how various factors to be considered in each
pedagogical philosophy. Learning outcomes were also discussed based on bloom’s taxonomy.
He mentioned steps of designing content along with the required presence of teachers at
various levels and in different roles. He also discussed assessment strategies available to
choose from.
At the end he showed and discussed the complete design of a course planned using a blended
learning approach. He also answered the questions raised by the participants.

Day 2
Technical Session
Prof Parhar introduced the expert for the day’s technical sessions and she invited Dr. G
Mythili from IGNOU for the session. Technical session of day two was on the Learning
Management System (LMS) Google Classroom.
Dr. Mythili demonstrated the complete set up and working of Google Classroom and various
G-Suite Tools. She started with searching Google Classroom and creating an account on the
LMS. After that she demonstrated the steps for creating a class for teachers, joining a class for
students, starting a new course, creating an assignment, uploading content, giving links,
announcements, evaluation and also she highlighted upon creating a rubric and its use. The
session was based on the complete step-wise demonstration of the LMS. She also answered
to the queries raised by participants during the session parallely to facilitate their practice.
At the end of the session Prof Parhar thanked the expert speaker and participants for
their active participation.

Day 3
Technical Session
Prof Parhar welcomed all the participants and the expert speaker Dr. Mythili for the
session.
Dr. Mythili introduced an open source learning management system Canvas to the
participants. She started with demonstrating the use of canvas online and focused on

creating a free account on the platform. She presented an overview of the dashboard of the
platform and then she started demonstrating the complete working of the tool. She
demonstrated the process of starting a course, creating a module, uploading videos and
content or giving links for the same. She also demonstrated the video conferencing tool in the
software Big blue button. She also shared at the end that the online version has a limitation of
space whereas in the desktop version with user’s space it is not a limitation.
She answered all the queries raised by the teachers and academic staff.
Way Forward
The three day programme concluded with a vote of thanks from Prof Hussain Majid from
NIE, Maldives. He also expressed his gratitude to CEMCA for the collaboration and showed
interest in further collaborations too.

Feedback on the Programme
After the programme a feedback form was shared with all the participants for taking their feedback for
betterment and improvement of the programmes. The form was divided into two parts: Part 1
contained demographic information and Part 2 contained questions related to the different aspects of
the programme. The feedback was received from 281 participants and it was analysed further.
Analysis of Data
Data was collected to understand how many males and females participate in the
programme. Image 1 shows the graphical representation of the data.

It is clearly visible from image 1 that 188 females and 92 males participated in the
programme.

Image 2 displays the age distribution of the participating members.
Image 2 depicts the age group of participants. Eighty seven participants belong to the
youngest category i.e. from 18-30 years and a highest no. of participant (133) are of age
between 31 to 40 years.Fifty one participants are in the age group of 41-50 whereas few
participant (8) are in the age of 51-60 and only 2 participant are above sixty. It shows more
of the young participated in the programmes.
The participants included teachers of all levels, heads of the institutions, Education
development officer coordinators and principals. The participants have experience from 1
to 20 years. The classification can be seen in Image 3.

The image shows that 61 teachers were experienced less than 5 years, 82 teachers had 6-10 years
of experience, 69 teachers had the experience of 11-15 years whereas only 35 and 34 teachers had
experience of 16-20 years and more.

The data from the participants was also collected on the programme and the content. The
participants were asked about the objectives the responses are shown in the image 4 below.
The image shows that 225 participants were well aware of the objectives of the
programme, 45 participants were not sure and only negligible number i.e. only 11
participants were not aware. The similar results appeared when the participants were
asked about the clarity of objectives to them.
Image 5 depicts the views of the participants about the relevancy of the content
delivered during the workshop.

The data shows 213 participants out of 285 appreciated the content being presented during
the workshop and 54 participants were indifferent about the relevance of the content
whereas only 14 participants found the content not relevant. Similar responses were
received when the participants were asked about the overall designing of the programme.
The workshop aimed at learning of participants and the image 6 shows whether the
programme activities simulated the learning of the participants.
It was observed that 190 participants agreed that the activities simulated their learning,
whereas 62 participants were not sure and only 29 participants disagreed.
One important component of any workshop is the practice of the new components being
demonstrated. The image 7 shows whether the activities in the programme gave sufficient
time for practice.

It is visible that 129 participants agreed that enough time was given for practice
whereas 95 participants were unsure about the time given for practice and 55
participants disagreed that the time given was not sufficient.
Image 8 depicts a picture for the point of view of participants about the difficulty level of the
programme.
The revealed that 154 participants agreed that the difficulty level of the programme was
appropriate and 92 participants were not sure whereas only 35 participants felt that the
difficulty level was not appropriate.

The data reveals that 171 participants found the pace of the programme appropriate and
78 participants were not sure. It is visible that only 22 participants disagreed that the pace
of the programme was appropriate.
Through the survey it was tried to know the opinion of the participants about the
resource persons of the programme.
Image 10 gives a clear view of the participants.
It was found that 249 participants agreed that the resource persons were well prepared
with their content and 23 participants were not sure. Only 9 participants did not agree
that the RPs were well prepared.
Similar response was received when the participants were asked about the helpfulness
of RPs during hands on practice.

After these a few questions were raised about the outcomes of the programme.
Participants were asked whether they have accomplished the objectives of the
programme. Image 11 gives a complete picture of the response of participants.

The data shows that 213 participants perceived that they have accomplished the objectives and
54 were not sure about the same. Only 14 participants disagreed to the statement that they
have accomplished the objectives.also a similar no of participants admitted that they would be
able to use whatever they have learnt during the programme.
It was found that 190 participants were found satisfied with the programme and found the
programme a good way to learn. There were also a few suggestions given by the
participants to improve the programme.
The data reveals that most of the participants were satisfied with the overall programme and
appreciated its usability.
Conclusion
The three day online capacity building programme was organised for teachers and teacher-
educators of Maldives on development of online course. The experts of programme talked
about instructional design and two online platforms Google Classroom and Canvas were
step by step demonstrated by the experts. The participants actively participated in the
programme. A post programme survey also conducted for taking the feedback from the
participants. The data reveals that most of the participants appreciated the programme
content, resource person and overall facilitation of the programmes.
