MEMBERSHIP-THE ♥ OF OUR SOCIETY Kathye Blackburn, 2nd Vice President and Membership Chairperson

Our focus this biennium will be on the 3R’s of Membership:

Recruit – 1. Utilize creative ways to find new members 2. Look in different places like libraries and colleges

3. Make your chapter very diverse with members from all levels of education 4. Welcome transfer members into your chapter

Retain – 1. Identify what it is that your members want from Delta Kappa Gamma in the way of meetings and programs and try to provide this for them.

2. Get your members involved-ask them to be on committees, take an office, go to the district meetings, go to state conventions, etc. 3. Have each member fill out a member profile found the International website to help our state find out more about our members.

Reinstate - 1. Have your chapter membership chairman contact your dropped members at least once a year to find out if their circumstances have changed and would like to rejoin. 2. Ask former members of chapters who have disbanded to join your chapter 3. Many dropped members have said they would come back to a chapter if asked so you be the one to ask

The cost of the bond shall be paid by the state organization.

[3] Which, if adopted would read: (underline the changes): furnish a fidelity bond for Epsilon State in an amount recommended by the Finance Committee and approved by the Executive Committee. The cost of the bond shall be paid by the state organization.

Rationale for change: The Finance Committee and the Executive Committee (State Officers) receive an Accounts’ Balances

Fall Tour/ Rave Reviews Martha Turner, Epsilon State President

The 2013 Epsilon State District Meeting Fall Tour concluded after 6 weeks with

rave reviews: great fun, great fellowship, great programs, great food, great decorations, an all-around great time. Your officers and personnel toured the state: Shreveport, Crowley, Bastrop, Harahan, Baton Rouge, and Leesville. With “Lights, Camera, Action” as the theme, reports were informative, inspirational, and, of course, entertaining. Dolores, Executive Secretary, started us off with the “previews” and shared a few ways that “Epsilon State enLIGHTens its members.” Linda Ruth, Treasurer, said “Show me the money” announcing the good news that all chapters had filed the necessary reports and we were not in trouble with the IRS. Wanda, Deltion Editor, reminded us that You Got Mail and we could save the state some money by receiving the Deltion via email. Sandra, Secretary, offered her HELP with Key Chapter Reports and asked for “no chocolate pies, please.” Kathye, 2nd Vice President, related Spencer’s Mountain, a movie about a large family, to our DKG family; she encouraged us to practice the 3 R’s when it comes to membership… Recruit, Retain, Reinstate. 1st Vice President Super(wo)man Judy inspired us to become a H.E.R.O. to our chapters, our communities, and beyond by Helping, Empowering, and Reaching Out to others. As your president, I quoted too many movies to mention them all…but here are two thoughts I would like you to ponder… “People will forget what you say, they will probably forget what you do, but they will always remember how you make them feel.” Now, “Go ahead make my day” or someone else’s day—do whatever it takes to make a difference in the lives of our membership and our communities…Together Creating Infinite Possibilities.

statement for all accounts and funds on a monthly basis. The statement for the four checking accounts and 18 funds reflect the previous month’s ending balance, current month’s income, transfers in and out, expenses, and ending balance. The statement also reflects the balance in each investment. The chairman of the finance committee has the responsibility of checking and initialing the four bank reconciliations each month. Therefore, the Finance Committee and the Executive Committee would be the logical members to recommend the state bonding amount. The bond paid by Epsilon State for chapter treasurers was discontinued many, many years ago. At the 2013 Southeast Regional Conference, during the financial workshop the state treasurer asked the International Executive Director about the feasibility of offering chapter treasurers the bonding policy as was done years ago and the response was that it would be way too expensive. Therefore, each chapter will continue to be responsible for bonding their chapter treasurer.

Fiscal Impact: Establishes recommendation process for adequate bonding of state treasurer Approximate Annual Cost: $ None Submitted by: Finance Committee

Article VI B.5.f [1] Which now reads: submit the records annually for audit as determined by the State Executive Board

[2] Be amended by striking out and/or inserting new words or phraseology as follows: (insert) submit the records annually for audit/financial review as determined by the State Executive Board.

[3] Which, if adopted would read: (underline the changes): submit the records annually for audit/financial review as determined by the State Executive Board.

Rationale for change: The CPA performs a financial review rather than an audit. From Pre Conference Training Manual - State Organization Treasurers - 2013 Regional Conference “Duties of State Organization Treasurer” ‘6. Submit for annual audit/financial review the accounts of the organization.’ This amendment changes wording to coincide with International’s guidelines. Fiscal Impact: None Approximate Annual Cost: $ None Submitted by: Finance Committee

Article VI. B. 8 [1] Which now reads: New item

[2] Be amended by striking out and/or inserting new words or phraseology as follows: (insert) 8. Webmaster

The Webmaster shall a. design a user-friendly Epsilon State Website using the DKG International Policy for use of

Electronic Communication and using software that is compatible with protocol of the DKG Society b. maintain the website by posting accurate and current files and deleting outdated information c. submit the state website to International Communications Committee to secure the seal of approval d. be responsible for editing, publishing, updating, and maintaining the Epsilon State Website as authorized by the

state president, state executive secretary, state Deltion editor, and state committee chairmen e. serve as consultant to the State Communications Chairman f. obtain payment of annual fees or software updates from the state treasurer g. maintain permission forms for publication of details and photos h. retain a secure backup i. provide assistance and technical support for chapters with a website

f. obtain payment of annual fees or software updates from the state treasurer g. maintain permission forms for publication of details and photos h. retain a secure backup i. provide assistance and technical support for chapters with a website

Rationale for change: Currently, the words "website" and "webmaster" are not included in our Epsilon State Bylaws. We have had a webmaster for several years and feel there should be some guidance of duties and possible compensation for this position. Once the position is approved and guidelines can be established, possible compensation can be presented to the Executive Board and/or Convention Body. Fiscal Impact: None Approximate Annual Cost: $ None Submitted by: Finance and Personal Committee

VIII.C.1.b.1 [1] Which now reads: The Finance Committee shall consist of: (a) six members (one from each district); (b) the state president, an ex-officio member; (c) the state treasurer, an ex-officio member; (d) the executive secretary, a consultant. The chairman of the committee shall have served as a member of the previous committee and will serve as a member during the following biennium. (This person will have served six years on the committee). Two members shall be current chapter treasurers; one member shall be an immediate past chapter treasurer; one member shall be an immediate past chapter president; one member shall be a past state president. [2006]

[2] Be amended by striking out and/or inserting new words or phraseology as follows: The Finance Committee shall consist of: (a) six members (one from each district); (b) the state president, an ex-officio member;

(c) the state treasurer, an ex-officio member; (d) the executive secretary, a consultant. [2006] At least one member shall be a past state president and at least two members shall be a past or current chapter treasurer. The remaining two members shall be members the president deems will best serve Epsilon State.

[3] Which, if adopted would read: (underline the changes): The Finance Committee shall consist of: (a) six members (one from each district); (b) the state president, an ex-officio member; (c) the state treasurer, an ex-officio member; (d) the executive secretary, a consultant. The chairman of the committee shall have served as a member of the previous committee and will serve as a member during the following biennium. (This person will have served six years on the committee). At least one member shall be a past state president and at least two members shall be a past or current chapter treasurer. The remaining two members shall be members the president deems will best serve Epsilon State.

Rationale for change: This requirement makes it difficult for the president to fill this committee. Many chapter presidents, for example, say they can do the presidency but know nothing about setting the budget, etc. Many treasurers serve for so many years that it becomes more difficult to find current and immediate past treasurers. Fiscal Impact: There is no impact on budget Approximate Annual Cost: $ N/A Submitted by: Executive Committee

Article VIII.C.2.f. 1 [1] Which now reads: The Committee consists of six members, one from each district. At least one member shall be a past State president. The state treasurer shall serve as a consultant.

[2] Be amended by striking out and/or inserting new words or phraseology as follows: At least one member may be a past state president or an Achievement Award Recipient.

[3] Which, if adopted would read: (underline the changes): The Committee consists of six members, one from each district. At least one member may be a past State president or an Achievement Award recipient. The state treasurer shall serve as a consultant.

Rationale for change: It is hard to find only past state presidents that can be on the committee. We have so many committees and so few past presidents. Fiscal Impact: none Approximate Annual Cost: $ N/A Submitted by: Scholarship Committee

Article X.6 [1] Which now reads: New 6

[2] Be amended by striking out and/or inserting new words or phraseology as follows: (insert) 6. The Wanda Gunn Live and Learn Stipend Fund

a. The fund was established by the Wanda Gunn bequest and memorials made specifically to her fund b. Funds from the bequest and memorials are used to fund special stipends set forth by the Wanda Gunn Live and

[3] Which, if adopted would read: (underline the changes): 6. Wanda Gunn Live and Learn Stipend Award

a. The fund was established by the Wanda Gunn bequest and memorials made specifically to her fund b. Funds from the bequest and memorials are used to fund special stipends set forth by the Wanda Gunn Live and

Learn Special Stipend Committee The previous 6. and 7. will be changed to 7. and 8. respectively.

Rationale for change: The Wanda Gunn Live and Learn Special Stipend was established in May, 2011with memorials made specifically in memory of past state president Wanda Gunn to provide financial assistance for classroom teachers/professors in attending professional development trainings. Fiscal Impact: None on Epsilon State budget. Funds will come from the Wanda Gunn Live & Learn Special Stipend Approximate Annual Cost: None on Epsilon State budget. Funds will come from the Wanda Gunn Live & Learn Special Stipend Submitted by: Wanda Gunn Live and Learn Stipend Committee

Article XI.1 [1] Which now reads: These Bylaws may be amended at the state convention in even-numbered years (every two years) by a two-thirds vote, provided notice of proposed amendments shall have been published in the issue of The Louisiana Deltion prior to the convention.

Rationale for change: To further publicize proposed changes. Fiscal Impact: None Approximate Annual Cost: $ N/A Submitted by: Rules Committee

Article XI.3 [1] Which now reads: All proposed amendments shall have been approved by a two-thirds vote of the Executive Board before being submitted to the convention.

PROPOSED AMENDMENTS TO THE STANDING RULES OF EPSILON STATE

Standing Rules I. A. 2 [1] Which now reads: The state president plans the entire convention program. Each hostess district nominates a person from that district and submits the name to the coordinating council, which votes and selects the convention chairman. If there is no coordinating council in the area, the chapters in that district cooperate in selecting the chairman. The convention chairman appoints committees and selects the convention headquarters. The president is the final authority, and her decision takes precedence over any other. The executive secretary provides the convention chairman with a policy sheet to be used in planning and coordinating the convention activities. Several copies of this sheet are sent well in advance.

[2] Be amended by striking out and/or inserting new words or phraseology as follows: The state president plans the entire convention program. Each hostess district nominates a person from that district and submits the name to the coordinating council, which votes and selects the convention chairman. If there is no coordinating council in the area, the chapters in that district cooperate in selecting the chairman. The state president appoints the convention chairman or convention co-chairman. The convention chairman appoints committees and, with the approval of the state president, selects the convention headquarters. The president is the final authority, and her decision takes precedence over any other. The executive secretary provides the convention chairman with a policy sheet to be used in planning and coordinating the convention activities. Several copies of this sheet are sent well in advance.

[3] Which, if adopted would read: (underline the changes): The state president plans the entire convention program. The state president appoints the convention chairman or convention co-chairmen. The state convention chairman appoints committees and, with the approval of the state president, selects the convention headquarters. The president is the final authority, and her decision takes precedence over any other. The executive secretary provides the convention chairman with a policy sheet to be used in planning and coordinating the convention activities. Several copies of this sheet are sent well in advance.

Rationale for change: This aligns the procedure that has been followed for many years in which the state president appoints the convention chairman or convention co-chairmen and approves of the convention headquarters. It also keeps the precedence of the president having final authority. Fiscal Impact: No state budgeted money if involved. The State Convention is self-supporting [2003] Approximate Annual Cost: The State Convention is self-supporting [2003] Submitted by: Executive Committee

Standing Rules I.A.3.b [1] Which now reads: Convention treasurer - handles all funds and pays bills by check. The treasurer should be from the same chapter as the registration chairman. The registration fee for the Epsilon State Convention prior to established cut-off date is set at $15.00 and after established cut-off date set at $25.00. [2006]

[2] Be amended by striking out and/or inserting new words or phraseology as follows: Convention treasurer - handles all funds and pays bills by check. The treasurer should be from the same chapter as the registration chairman. The registration fee for the Epsilon State Convention prior to established cut-off date is set at $15.00 and after established cut-off date is set at $25.00. [2006]

[3] Which, if adopted would read: (underline the changes): Convention treasurer - handles all funds and pays bills by check. The treasurer should be from the same chapter as the registration chairman. The registration fee for the Epsilon State Convention prior to established cut-off date is set at $15.00 and after established cut-off date is set at $40.00.

Rationale for change: The larger "penalty" may encourage members to register on time. These changes would provide additional funds to compensate for "late charges" and "inconvenience" caused to the State Convention chairman and State Convention treasurer especially in additional meal orders, printing of convention materials, etc. resulting from members who are registering after the established cut-off date. Fiscal Impact: Will enable the convention chairman and convention treasurer to stay within budget set up for the State Convention. Approximate Annual Cost: $ Budgeted amount for State Convention Submitted by: Finance Committee

Standing Rules I.A.9.b [1] Which now reads:

9. Seating for the head table b. Presidents’ and Founders’ Banquet

(1) The state president plans the seating guided by Delta Kappa Gamma protocol as given below

7

Rationale for change: These changes would put the recording secretary, who has been given additional responsibilities in past years, in line with other officers. Epsilon State frequently receives a request for someone to attend a workshop at the same time one of the other officers and/or personnel already has a commitment. The recording secretary could be designated to attend that workshop or any workshops to help advance Epsilon State. Making arrangements ahead of time would prevent having to make last minute arrangements that may cost more. For example: hotel higher rates after deadline, not being able to look for lower airfares, rooms already having maximum roommates, etc. It is not the practice of Epsilon State to pay any committee chairmen expenses at State Convention; therefore, we should not pay expenses for chairmen who conduct workshops. Fiscal Impact: The president has, for several years, required the recording secretary to be at district meetings and committee meetings to take minutes or notes of those meetings; so, expenses for those meetings have already been incurred. There is no fiscal impact for eliminating expenses for committee chairmen conducting workshops. Approximate Annual Cost: $ Budgeted amount for Regional Conferences in odd years and International Conventions in even years. Submitted by: Executive Committee

Northwest District met on September 28 with 60 members present. Everyone was graciously welcomed by an excellent host chapter, Alpha Rho. We were thrilled to have Dolores Hackler attending our meeting so soon after her back surgery. As our state officers and committee chairmen gave their reports we marveled at the talent and creativity shown as they incorporated our state president’s theme into their presentations. In keeping with our movie theme, Alpha Rho members served popcorn between sessions! Break-out sessions included: Tips for Taking Care of Elderly Parents, Building a Weebly Website, and Growing a Cultural Garden. A fried catfish luncheon continued our events for the day. During the luncheon members were entertained with music themes from Disney movies and challenged to “name the movie”. Several members won prizes for identifying the most movies. Door prizes were also awarded to many others. Thank you Northwest District members for your attendance and participation in the meeting by bringing math toys and manipulatives for our state project.

Congratulations to the Xi Chapter for its hard work and dedication to making the meeting a success. Special thanks to Lisa Stewart for her planning, preparation, and delegating of jobs to her outstanding Chapter members to create a Chicka, Chicka, Boom, Boom, great day. If you were not able to attend here is a recap of events. The day began with the Acadia Parish School Board Superintendent, John Bourque, who gave a welcome and stated how valuable we are as educators and role models in the lives of children. He was followed by State Officers Reports and State Committee Reports. Then interesting and informative sessions were given by wonderful women who stepped up to present. After Sessions concluded a delicious lunch was served and we were entertained by the Acadia Parish Talented Musicians led by Banks Pruitt.

The Northeast District meeting hosted by Alpha Alpha Chapter was attended by forty-six members, including Epsilon State Officers, Loretta Brehm and Mary LeBlanc (surprise guests), and Northeast District members. The chapter theme,” This isn't a bunch of aprons hung out to dry. It's a clothesline full of stories" came to life as those in attendance shared the heartwarming stories behind their aprons. State Officers shared their favorite movies as they challenged us to do all we can to support our local chapters, District, and Epsilon State. Morehouse Parish Educator and published author, Debbie Wilson, opened her heart to us as she shared how writing her book, “Sweet Scent of Justice" helped her overcome the tragedy of losing her older sister in an unsolved murder case. All were entertained by West Ouachita students, Harmony Bingham and Katrina Handcock. Karen Pittman, and Mitzi Quinn presented a skit entitled, "Lights, Action, Camera-Women in Aprons." We are always in for a treat when these two put their creative talents together--we were not disappointed. Popcorn Box Centerpieces filled with treats from the movies were given as door prizes. Everyone loves Duck Dynasty and Judy Rongey went home with one of Miss Kay’s aprons as a special door prize. Big thanks to Alpha Alpha Chapter for a great meeting.

Congratulations to BETA TAU Chapter who did an outstanding job of hostess of the October 19th Southeast District Meeting for nearly 60 fellow SE sisters in Baton Rouge! What an awesome meeting! Lori Speer of Alpha Mu sang her own composition of “DKG Commemorative.” Beautiful! Epsilon President Martha Turner was so moved that she encouraged Lori to present her song to DKG International. The food was delicious and it was a treat to be individually served by Boudreaux’s Catering. The beautiful array of plants prepared with loving care by Beta Tau sisters was so memorable and proved to be a wonderful idea for all the door prizes! The highlight of the meeting was Dr. Nancy Wertz, an enlightening inspirational speaker with a doctorate in Divinity, who presented a moving message, “Infinite Possibilities through Kindness.” She conveyed that even the smallest courtesies can make such an impact on people without even being aware of it. Extensions of kindness, especially random acts of kindness, have lasting and far-reaching effects on others. She emphasized that these actions perpetuate a ripple effect thereby encouraging others to emulate this behavior. One never really knows the true, positive impact on others we have. We, as educators, have the unique opportunity to inspire so many individuals during our careers with no idea of the ripple effect it makes in so many lives.

All Roads Lead to Vernon Parish...and that was proven at the Central District meeting that was hosted by Beta Sigma on November 2. Forty-one Central District members and 7 guests gathered together at the First United Pentecostal Church in Leesville and shared information, a variety of good foods, and lots of hearty laughs. We all felt like movie stars amid the glamorous decorations and glitter. A group of students from the Leesville High School JROTC graciously gave of their Saturday morning to present the colors; the Epsilon State officers energetically pumped up the attendees about the new biennium as they integrated President Martha Turner’s “Lights, Camera, Action” theme into their presentations; and committee members continued with the enthusiastic atmosphere as they gave committee reports. Attendees donated math manipulatives that were divided among Psi and Beta Kappa chapters to take back to schools in their parishes. Local baker Angie Schraven presented a very unique session on cake decorating, and guest Dr. Eddy Anne Ouder won the cake that Angie crafted before our very eyes. Grant Blakeney, owner of the local Fox’s Pizza Den and Music Minister at East Leesville Baptist Church, entertained the group with witty quips and a song or two before everyone enjoyed a delicious meal catered by Ed Kennebrew and his two daughters. A big Thank You to Beta Sigma for all your hard their work as hostesses of this year’s Central District meeting.

ELECTION PROCESS TO BE CONSIDERED AT 2014 INTERNATIONAL CONVENTION

Members voting at the 2014 International Convention will consider proposed amendments that determine whether to continue with our current process of delegate voting or to institute a general election that allows every member to vote in the election of Administrative Board and elected committee members. All members in attendance at the convention vote on proposed amendments to the Constitution and the International Standing Rules. Officers and elected committee members are currently elected by state organization presidents who have one vote for every five active and reserve members. The state organization president may cast all her states’ votes for a particular nominee or she may split her vote if there is more than one nominee. If the convention votes to allow every member to vote, all members will be able to vote for the members of the Administrative Board. All members would vote for president, the vice presidents, the member-at-large, and Finance Committee members while only members within a region will vote for their regional director and regional representatives to the Nominations Committee. Only Latin American and Canadian members would vote for their own area representative. Members would vote electronically or by requested paper ballot. The Ad Hoc Elections Process Committee (EPC), approved by the 2012 Executive Board and appointed by President Dr. Beverly Helms, has researched costs, consulted the Finance Committee, studied the nominations process, communicated with members, and solicited member input via Survey Monkey and at regional conferences. Various vending companies have submitted estimated costs of an electronic election ranging between $15,000 and $25,000 per election. The 2012-2014 Finance Committee is aware of the possibility of an every member voting election process. If the change is approved, the 2014-2016 Finance Committee will have the task of budgeting for the new voting process. The ad hoc committee submitted to the Constitution Committee proposed amendments that would make a general election possible. The convention has the final authority whether to approve or disapprove proposed amendments. The decision rests with the vote of the 2014 convention. Go to www.dkg.org to find more information about a general election and the full results of surveys taken in 2013 on the Ad Hoc DKG Election Process Committee page.
