Greetings Ladies and Alderman/Common Council President Murphy!

This is a Special Invitation for your presence and/or your Co-Chair to represent the Board

or Committee you represent on behalf of the citizenry of the city of Milwaukee. The day and time, Saturday, June 21, 2014 at the #3 Assembly of the “People’s Forensic” - MPA/Milwaukee Professionals Association LLC Invoked 4-Month Atonement assessment and reparation regarding quality of life and economic development at the census tract and neighborhood level. Place: Wisconsin Black Historical Society & Museum 9:00am – 10:30am 2620 W. Center – 27th & Center The city of Milwaukee citizenry are entitled to privileges and rights per U.S. Constitution, WI Constitution, state statutes, local charter and resolutions under the leadership of the elected mayor and common council. The mayor and common council appoint citizenry to sit on committees, boards and authorities to assist in conducting the people’s business. We, The People expect Due Process and Compliance. You are being asked to join us on this day to discuss your role in the Due Process and Compliance responsibility for the committee or board you represent. The visit speaks to your services as a public servant to all 15 districts; however, to make this point, we will highlight the depraved indifference collectively shown to the Amani Neighborhood.

Amani

Amani is one of the neighborhoods in the city of Milwaukee. It is located in District 15. It is land-rich, culture-rich and people-rich. It is majority African American. It has “hidden talent” and “vetted businesses” without resources that should be available but barriers.

19-year Fiasco & Incarceration

The city of Milwaukee was labeled an Enduring Concentrated Poverty city in 2008 by the Federal Reserve and Brookings Institution case study. Before and since 2008, there are a number of reports that show critical areas of poverty and how that poverty has a pathological impact. “No” real attention has been paid to or engaged by the city government of Milwaukee to systemically change the growing doom. That makes the conditions of disparity “by design” and criminal. In addition to the Federal Reserve and Brookings study, the New Indicators of Neighborhood Need in Zip Code 53206 by Lois Quinn (2007), DWilson Disparity Study (2010),* State of Black-Owned Businesses in Milwaukee: Uneven Progress, Fragile Gains by Marc Levine, Lisa Heuler Williams, and Catherine Madison (2013) and Wisconsin’s Mass Incarceration of African American Males: Workforce Challenges for 2013, by John Pawasarat and Lois M. Quinn; we added 4-Part Exposé With Mind Game by Mary Glass, Milwaukee Professionals Association LLC (2014). 4-Part Exposé with Mind Game triggered the 4-Month Atonement assessment and reparation. It identifies 19-plus years of mismanagement and failed oversight by the city of Milwaukee. It identifies 19-plus years of failure to honor promises made to Amani stakeholders for job and business development. It identifies widespread known discrimination, exploitation, double standards, lack of due process, conflict of interest, cronyism, processing approval that enabled racial biases that caused widespread disenfranchisement that is both civil and criminally wrong. It identified “monopoly-oligopoly” proxy city government – lack awareness, input and authorization by the People. * In the Disparity Report it talks about EBE/emerging business enterprises and

minority businesses. The businesses that are branded “minority” that thrive are

primarily Caucasian women and their counterparts.

We feel that the referenced reports on Page 2 are in part due to the negligence, lack of knowledge, lack of training, failure to know what you (and predecessors) have voted on, lack of input from the People, meetings held at a time that guarantees non- and lack of attendance by Milwaukeeans, committees and boards depending too much on assigned handlers for decision making, lock-step decision making, term limits needed and NEW members, depending too much on alderperson and mayor’s input when there is a void in the people’s input, timid to lack of compliance, systemic racism and lack of Due Process of the 14th Amendment promise. What say you?

Invitation – Visit

On June 21, 2014, you will have five (5) minutes to introduce you and your committee (names and responsibilities). You will be provided background information and asked questions - we suggest that you ask questions. At the end of the visit, we want knowledge to be imparted – better understanding of what’s expected by the People and what can help you do a better job as a decision maker.

The city of Milwaukee has had the authority of dispersing received millions for brownfield improvements, tax credits, low income subsidies, HUD/Housing and Urban Development and WHEDA/Wisconsin Housing Development Authority housing, CDBG/Community Development Block Grant, homeless accommodations, health care, maintenance of streets, highway improvements, transit, transportation, maintenance of vacant lots, labor incentives, empowerment zones, eminent domain processes, contracts for contractors, TIDs, TINs, law enforcement, employment, and business development. The problem is and has been, the funding is outsourced to pet projects, powerbrokers and others that do not live in the city of Milwaukee. The problem is that you OK mega funding through your commission or board to pet projects of the mayor and alderpersons without due diligence to the People. The problem is that the dollars intended to provide employment and other quality of life issues are found downtown and supporting many organizations that fail in “social responsibility”, exhibit greed and expect “privileged policies”; i.e., Manpower, Mandel, Grunau/Gilbane, Gorman, CG Schmidt, Irgens Partners, WE Energies, Milwaukee 7 and MMAC/Milwaukee Metropolitan Association of Commerce while using the land and resources of the people of the city of Milwaukee. Since you had or will have through this notice of the wrongdoings, we ask that you participate not only from sharing your role and responsibility; but, you will hear with specificity why your failure to know and act accordingly to the trials and tribulations of African American, other People of Color and Work Challenged that make up ¾ plus of the city of Milwaukee – we feel you have contributed to the perpetuated social ills, hopelessness and questionable behavior of law enforcement, citizens’ risky behavior (drug trade and drug use as the only economic viability for day-to-day existence).

The federal government has provided $$$milions-on-top-of-millions for the overall improvement of low income and blighted areas in Milwaukee.

Then there is the notably un- and under-employment, un- and under-financed businesses at the census tract and neighborhood level, disrespect, profiling and murder by law enforcement, gun use and homicides by the citizenry against the citizenry, excessive incarceration, laws that do not match crimes and applied differently according to race, lack of quality of life and economic development that a 1st Class city is supposed to have – except in downtown Milwaukee and Caucasian neighborhoods of focus. Programs in art, recreation, the history and 4th of July are virtually unknown and participated in for growth and balance. Resolutions, statutes and regulations are used to be punitive tools of persuasion. The People are left without the wherewithal (especially if his/her defense requires legal representation) and compromises access. Assessments of taxes are disproportionate and often the taxpayers are not aware of what they are paying for; and, if they do or disagree they face fines and newly written laws the citizenry know not - barriers. Lack of due diligence of consideration of the taxpayer is too often seen in hearings and the conduct of business by committees, boards and authorities. It is so important that even though you may not agree with some or all the above statements, the citizenry agree. They are the ones you are to serve.

White Paper

The four months of reflection is a White Paper report that will be evaluated by a local People’s Atonement Commission of Milwaukee with a pdf copy online and a bound copies submitted to Wisconsin Black Society and Historic Museum, Center Street Library, Martin L King Library, Atkinson Library and the main library. The White Paper will be shared at the federal level and national policy level recognized by President Barack Hussein Obama; and, a copy submitted to both the local and federal office of the US Department of Justice. Milwaukee, Wisconsin. Our mission is to provide premier leadership and innovation in re-defining, branding, and UN-trapping Milwaukeeans, especially African American, other

People of Color and the Work Challenged (un-, under-employed; un-, under-degreed and certificated; un-, under-financed neighborhood-level business; disabled; and re-entry - especially those returning from WAR, INCARCERATION, BOOMERANG EMPLOYMENT, BOOMERANG RETIREMENT and DEGREED students without employment). We have a special focus on elected/appointed/hired/volunteered and donor-for-hire representatives that ask for and accept government funds, positions and resources but fail to ensure that Milwaukeeans, especially People of Color and the Work Challenged are not at the table in a critical mass format from the jump-off. This is your opportunity to honor your commitment to leadership and oversight of the people’s committee you were appointed to; and, get an earful of what can be done to make Milwaukee a vetted city by ALL of its inhabitants. I am available for clarity. I would appreciate your response by Thursday, June 5, 2014.
