2018 ANNUAL IMPACT REPORT

The past year represents the third and final year of the 2016-2018 Open SUNY Strategic Plan As we reflect on the impact Open SUNY has had across the system we also celebrate the many ways in which we are contributing to the success of SUNY students faculty and campuses

This our second Open SUNY Impact Report shows measurable growth over the past year in all areas of online learning across the system as outlined on the next page To highlight a few areas

bull SUNY now has 44 campuses offering more than 500 degree and certificate programs with 100 of the courses available online

bull More than 23000 course sections were delivered online

bull The number of students blending online and face-to-face courses throughout the academic year increased to 183000

bull The number of students taking 100 of their courses online in the Fall term increased to almost 26000

bull As we look to serve more students globally we achieved for the first time the milestone of more than 500000 learners worldwide in 37 MOOCs (Massive Open Online Courses)

In January 2018 SUNY Chancellor Kristina Johnson identified the following four themes to guide her leadership of the SUNY System Individualized Education Innovation and Entrepreneurship Sustainability and Partnerships This report showcases some of the successes and accomplishments from the Open SUNY efforts of the past year to serve campuses students and faculty within each of those themes

Significant expansion of online learning is a key component of SUNYrsquos focus on providing individualized education and lifelong learning opportunities for an increasingly diverse population Online learning growth has also been cited as an important component of many SUNY campus strategic enrollment management plans We know there is potential to serve many more students within our state borders across the US and around the world and that expansion will drive much or our work in the coming year

I am pleased to be able to share this impact report with our community campus champions and stakeholders and am proud of the strong foundation we have to build upon as we look to the future and the next phase of online learning for SUNY

gt FACULTY SUPPORTS OSCQRorg can be used as a stand-alone informational website but is intended to be used in conjunction with the OSCQR Course Quality Rubric as a resource to provide more in-depth explanations of each standard to provide ideas and examples of how to address each standard to provide citations and information that support each standard and to facilitate additional contributions crowd-sourced from the users of OSCQR The website has received an average of 1005 users per month6

ldquoThe OSCQR rubric is SO important for so many reasons This singlehandedly ensures that there is quality built into the courses and faculty can understand the criteria (so that reduces any resistance)rdquo (2018 OS Campus Survey respondent)

The Faculty Readiness resource (commons sunyedufacultyreadiness) is a self-paced set of inventories and resources that provide the opportunity for faculty interested in teaching online to self-assess on the prerequisite technical skills necessary to be successful teaching online Additionally video resources and example online courses address common skepticism assumptions and misconceptions regarding online learning

The Open SUNY HelpDesk received 9801 tickets from facultystaff this year3

During 2017-18 a number of videos and related playlists have been recorded produced and added to the Open SUNY YouTube channel including the 2018 Open SUNY Summit presentations a series of 50 microlearning OSCQR videos for each online course quality standard in the rubric the Open SUNY Fellow chats and Online Teaching webinars recorded this year ldquoInterested in Teaching Onlinerdquo videos Open SUNY intern testimonials and the most recent project showcasing SUNY campus adaptations and implementations of OSCQR All videos are CC-by licensed closed captioned and can be found here httpbitlyOpenSUNYyoutube

Ally for LMS 30 campuses have committed to implementing Ally within their Learning Management System (LMS) (including Blackboard Learn and Moodle) Ally for LMS is an accessibility tool that allows for campuses to gain insights into the accessibility level for all courses within their LMS system provides instructors with targeted information on how to address specific accessibility issues they have within their courses and provides students with alternate formats for a variety of files used within the course

The number of programs with the Open SUNY+ designation has steadily grown over the last few years and the benefits to those programs with the designation have grown as well To ensure that programs continue to meet the signature elements of Open SUNY+ a committee has been discussing the parameters of Open SUNY+ recertification Recertification will likely involve an update to a campusrsquo Implementation Plan originally developed as part of the Institutional Readiness engagement as well as a review of the various supports in place for faculty students administrators and campuses

Since SUNY does not have one centralized student application system it is difficult to calculate the conversion rate from student inquiry to application to enrollment However it is important to track this information to understand the effectiveness of Open SUNYrsquos marketing efforts Open SUNY works with admissions contacts on each campus twice a year to collect lead-to-applicant data to analyze the conversation rate Although the method has limitations it has enabled Open SUNY and SUNY Enrollment Services to learn that the average lead-to-applicant conversion rate is about 7 Also by identifying campuses with higher conversation rates the process can highlight effective recruitment practices

Through Open SUNY all campuses with online programs have access to the SmarterMeasure online readiness assessment tool and 22 campuses have campus-specific accounts within the Open SUNY license Since 2014 over 5600 students have completed the assessment using this tool

Through Open SUNY all campuses with online programs have access to NetTutor online tutoring service

gt FACULTY SUPPORTS Open SUNY and the SUNY Center for Professional Development support an institutional-level membership for each SUNY campus to the Online Learning Consortium (OLC) SUNY Campuses take advantage of the institutional benefits including discounts webinars and access to the suite of OLC Quality Scorecards

Through Open SUNYrsquos partnership with OLC over 1000 institutions and companies have downloaded the OSCQR Course Quality Rubric through OLCrsquos website

Open SUNY was honored to receive the 2018 WCET WOW Award for the Open SUNY OSCQR Course Quality Rubric The WCET Outstanding Work (WOW) Award recognizes outstanding efforts by member institutions and organizations in applying an innovative technology-based solution to a challenging educational need that incorporates creative and or innovative uses of technology can demonstrate a positive impact is a significant contribution to the field and that can be used or adapted by others

Open SUNY was the 2017 recipient of the OLC Effective Practices award for ldquoUsing Digital Badges as a Framework to Support and Scale an Online Teaching and Learning Community of Practicerdquo

Open SUNY was the 2018 recipient of the OLC effective practice award for ldquoOpen SUNY lsquoInterested in Teaching Onlinersquo A Large-Scale Online Faculty Readiness Resourcerdquo

SUNY membership in the National University Technology Network (NUTN) is supported by Open SUNY and the CPD The NUTN Board attends the Open SUNY summit every other year at the NYC location to demonstrate the benefits of this membership and the values of this national association ndash Leadership Mentoring Networking For the 2018 Summit the NUTN engagement consisted of a leadership panel and a Networking amp Mentoring Session

In 2018 Open SUNY was invited to be on the panel of experts to contribute to the NMCEDUCAUSE Horizon Report higher education edition

Open SUNY was pleased to be invited as a co-convener of the 1st annual 2018 Unconference ShapingEDU Dreamers Doers and Drivers Shaping the Future of Learning in the Digital Age A coalition of 13 university and organization co-conveners and the 8 corporate sponsors interested in the intersection of learning design science and communities of practice gathered on April 25-27 2018 in Scottsdale Arizona convened with 129 higher education changemakers in an unconference format to dream do and drive the future of learning in the digital age The unconference resulted in 10 actions to shape the future of learning a community and a series of monthly live online events to keep the conversations and engagements going Open SUNY will again participate in the 2nd annual Unconference as a co-convener in 2019

gt CAMPUS SUPPORTS Open SUNY has handshake agreements with four different proctoring services and campuses who choose to use one of those services can save 10shy30 on their contract

Open SUNY has handshake agreements with five different captioning and accessibility service providers

There are currently13 36 campuses supported by the Open SUNY HelpDesk For the cost of approximately 10-25 of one FTE participating campuses receive 76 hours a week of support coverage for students faculty and campus staff

There are currently13 33 campuses supported by Open SUNY Application Services For the cost of 10 of an FTE campuses are supported by an LMS administrator team focused on Tier 2 ticket resolution configuration assistance and hosting coordination

In February of 2018 Open SUNY entered into a three year partnership with Wiley Education Services to license their Ranku online recruitment solution Ranku was originally implemented as a pilot program in 2016 Open SUNY is working with SUNYrsquos Enrollment Services office to re-implement the solution and improve its effectiveness This includes an editor suite for campuses to update information about their programs an analytics dashboard to better understand who are our visitors and weighted search to better highlight Open SUNY+ programs

In January 2018 SUNY Chancellor Kristina Johnson identified the following four themes to guide her leadership of the SUNY System Individualized Education Innovation and Entrepreneurship Sustainability and Partnerships This report showcases some of the successes and accomplishments from the Open SUNY efforts of the past year to serve campuses students and faculty within each of those themes

Significant expansion of online learning is a key component of SUNYrsquos focus on providing individualized education and lifelong learning opportunities for an increasingly diverse population Online learning growth has also been cited as an important component of many SUNY campus strategic enrollment management plans We know there is potential to serve many more students within our state borders across the US and around the world and that expansion will drive much or our work in the coming year

I am pleased to be able to share this impact report with our community campus champions and stakeholders and am proud of the strong foundation we have to build upon as we look to the future and the next phase of online learning for SUNY

The Faculty Readiness resource (commons sunyedufacultyreadiness) is a self-paced set of inventories and resources that provide the opportunity for faculty interested in teaching online to self-assess on the prerequisite technical skills necessary to be successful teaching online Additionally video resources and example online courses address common skepticism assumptions and misconceptions regarding online learning

The number of programs with the Open SUNY+ designation has steadily grown over the last few years and the benefits to those programs with the designation have grown as well To ensure that programs continue to meet the signature elements of Open SUNY+ a committee has been discussing the parameters of Open SUNY+ recertification Recertification will likely involve an update to a campusrsquo Implementation Plan originally developed as part of the Institutional Readiness engagement as well as a review of the various supports in place for faculty students administrators and campuses

Since SUNY does not have one centralized student application system it is difficult to calculate the conversion rate from student inquiry to application to enrollment However it is important to track this information to understand the effectiveness of Open SUNYrsquos marketing efforts Open SUNY works with admissions contacts on each campus twice a year to collect lead-to-applicant data to analyze the conversation rate Although the method has limitations it has enabled Open SUNY and SUNY Enrollment Services to learn that the average lead-to-applicant conversion rate is about 7 Also by identifying campuses with higher conversation rates the process can highlight effective recruitment practices

Open SUNY was honored to receive the 2018 WCET WOW Award for the Open SUNY OSCQR Course Quality Rubric The WCET Outstanding Work (WOW) Award recognizes outstanding efforts by member institutions and organizations in applying an innovative technology-based solution to a challenging educational need that incorporates creative and or innovative uses of technology can demonstrate a positive impact is a significant contribution to the field and that can be used or adapted by others

Open SUNY was pleased to be invited as a co-convener of the 1st annual 2018 Unconference ShapingEDU Dreamers Doers and Drivers Shaping the Future of Learning in the Digital Age A coalition of 13 university and organization co-conveners and the 8 corporate sponsors interested in the intersection of learning design science and communities of practice gathered on April 25-27 2018 in Scottsdale Arizona convened with 129 higher education changemakers in an unconference format to dream do and drive the future of learning in the digital age The unconference resulted in 10 actions to shape the future of learning a community and a series of monthly live online events to keep the conversations and engagements going Open SUNY will again participate in the 2nd annual Unconference as a co-convener in 2019

The Faculty Readiness resource (commons sunyedufacultyreadiness) is a self-paced set of inventories and resources that provide the opportunity for faculty interested in teaching online to self-assess on the prerequisite technical skills necessary to be successful teaching online Additionally video resources and example online courses address common skepticism assumptions and misconceptions regarding online learning

The number of programs with the Open SUNY+ designation has steadily grown over the last few years and the benefits to those programs with the designation have grown as well To ensure that programs continue to meet the signature elements of Open SUNY+ a committee has been discussing the parameters of Open SUNY+ recertification Recertification will likely involve an update to a campusrsquo Implementation Plan originally developed as part of the Institutional Readiness engagement as well as a review of the various supports in place for faculty students administrators and campuses

Since SUNY does not have one centralized student application system it is difficult to calculate the conversion rate from student inquiry to application to enrollment However it is important to track this information to understand the effectiveness of Open SUNYrsquos marketing efforts Open SUNY works with admissions contacts on each campus twice a year to collect lead-to-applicant data to analyze the conversation rate Although the method has limitations it has enabled Open SUNY and SUNY Enrollment Services to learn that the average lead-to-applicant conversion rate is about 7 Also by identifying campuses with higher conversation rates the process can highlight effective recruitment practices

Through Open SUNYrsquos partnership with OLC over 1000 institutions and companies have downloaded the OSCQR Course Quality Rubric through OLCrsquos website

Open SUNY was honored to receive the 2018 WCET WOW Award for the Open SUNY OSCQR Course Quality Rubric The WCET Outstanding Work (WOW) Award recognizes outstanding efforts by member institutions and organizations in applying an innovative technology-based solution to a challenging educational need that incorporates creative and or innovative uses of technology can demonstrate a positive impact is a significant contribution to the field and that can be used or adapted by others

Open SUNY was pleased to be invited as a co-convener of the 1st annual 2018 Unconference ShapingEDU Dreamers Doers and Drivers Shaping the Future of Learning in the Digital Age A coalition of 13 university and organization co-conveners and the 8 corporate sponsors interested in the intersection of learning design science and communities of practice gathered on April 25-27 2018 in Scottsdale Arizona convened with 129 higher education changemakers in an unconference format to dream do and drive the future of learning in the digital age The unconference resulted in 10 actions to shape the future of learning a community and a series of monthly live online events to keep the conversations and engagements going Open SUNY will again participate in the 2nd annual Unconference as a co-convener in 2019

The number of programs with the Open SUNY+ designation has steadily grown over the last few years and the benefits to those programs with the designation have grown as well To ensure that programs continue to meet the signature elements of Open SUNY+ a committee has been discussing the parameters of Open SUNY+ recertification Recertification will likely involve an update to a campusrsquo Implementation Plan originally developed as part of the Institutional Readiness engagement as well as a review of the various supports in place for faculty students administrators and campuses

Since SUNY does not have one centralized student application system it is difficult to calculate the conversion rate from student inquiry to application to enrollment However it is important to track this information to understand the effectiveness of Open SUNYrsquos marketing efforts Open SUNY works with admissions contacts on each campus twice a year to collect lead-to-applicant data to analyze the conversation rate Although the method has limitations it has enabled Open SUNY and SUNY Enrollment Services to learn that the average lead-to-applicant conversion rate is about 7 Also by identifying campuses with higher conversation rates the process can highlight effective recruitment practices

Since SUNY does not have one centralized student application system it is difficult to calculate the conversion rate from student inquiry to application to enrollment However it is important to track this information to understand the effectiveness of Open SUNYrsquos marketing efforts Open SUNY works with admissions contacts on each campus twice a year to collect lead-to-applicant data to analyze the conversation rate Although the method has limitations it has enabled Open SUNY and SUNY Enrollment Services to learn that the average lead-to-applicant conversion rate is about 7 Also by identifying campuses with higher conversation rates the process can highlight effective recruitment practices

The Faculty Readiness resource (commons sunyedufacultyreadiness) is a self-paced set of inventories and resources that provide the opportunity for faculty interested in teaching online to self-assess on the prerequisite technical skills necessary to be successful teaching online Additionally video resources and example online courses address common skepticism assumptions and misconceptions regarding online learning

The number of programs with the Open SUNY+ designation has steadily grown over the last few years and the benefits to those programs with the designation have grown as well To ensure that programs continue to meet the signature elements of Open SUNY+ a committee has been discussing the parameters of Open SUNY+ recertification Recertification will likely involve an update to a campusrsquo Implementation Plan originally developed as part of the Institutional Readiness engagement as well as a review of the various supports in place for faculty students administrators and campuses

Since SUNY does not have one centralized student application system it is difficult to calculate the conversion rate from student inquiry to application to enrollment However it is important to track this information to understand the effectiveness of Open SUNYrsquos marketing efforts Open SUNY works with admissions contacts on each campus twice a year to collect lead-to-applicant data to analyze the conversation rate Although the method has limitations it has enabled Open SUNY and SUNY Enrollment Services to learn that the average lead-to-applicant conversion rate is about 7 Also by identifying campuses with higher conversation rates the process can highlight effective recruitment practices

The number of programs with the Open SUNY+ designation has steadily grown over the last few years and the benefits to those programs with the designation have grown as well To ensure that programs continue to meet the signature elements of Open SUNY+ a committee has been discussing the parameters of Open SUNY+ recertification Recertification will likely involve an update to a campusrsquo Implementation Plan originally developed as part of the Institutional Readiness engagement as well as a review of the various supports in place for faculty students administrators and campuses

Since SUNY does not have one centralized student application system it is difficult to calculate the conversion rate from student inquiry to application to enrollment However it is important to track this information to understand the effectiveness of Open SUNYrsquos marketing efforts Open SUNY works with admissions contacts on each campus twice a year to collect lead-to-applicant data to analyze the conversation rate Although the method has limitations it has enabled Open SUNY and SUNY Enrollment Services to learn that the average lead-to-applicant conversion rate is about 7 Also by identifying campuses with higher conversation rates the process can highlight effective recruitment practices

The number of programs with the Open SUNY+ designation has steadily grown over the last few years and the benefits to those programs with the designation have grown as well To ensure that programs continue to meet the signature elements of Open SUNY+ a committee has been discussing the parameters of Open SUNY+ recertification Recertification will likely involve an update to a campusrsquo Implementation Plan originally developed as part of the Institutional Readiness engagement as well as a review of the various supports in place for faculty students administrators and campuses

Since SUNY does not have one centralized student application system it is difficult to calculate the conversion rate from student inquiry to application to enrollment However it is important to track this information to understand the effectiveness of Open SUNYrsquos marketing efforts Open SUNY works with admissions contacts on each campus twice a year to collect lead-to-applicant data to analyze the conversation rate Although the method has limitations it has enabled Open SUNY and SUNY Enrollment Services to learn that the average lead-to-applicant conversion rate is about 7 Also by identifying campuses with higher conversation rates the process can highlight effective recruitment practices

Through Open SUNYrsquos partnership with OLC over 1000 institutions and companies have downloaded the OSCQR Course Quality Rubric through OLCrsquos website

Open SUNY was honored to receive the 2018 WCET WOW Award for the Open SUNY OSCQR Course Quality Rubric The WCET Outstanding Work (WOW) Award recognizes outstanding efforts by member institutions and organizations in applying an innovative technology-based solution to a challenging educational need that incorporates creative and or innovative uses of technology can demonstrate a positive impact is a significant contribution to the field and that can be used or adapted by others

SUNY membership in the National University Technology Network (NUTN) is supported by Open SUNY and the CPD The NUTN Board attends the Open SUNY summit every other year at the NYC location to demonstrate the benefits of this membership and the values of this national association ndash Leadership Mentoring Networking For the 2018 Summit the NUTN engagement consisted of a leadership panel and a Networking amp Mentoring Session

In 2018 Open SUNY was invited to be on the panel of experts to contribute to the NMCEDUCAUSE Horizon Report higher education edition

Open SUNY was pleased to be invited as a co-convener of the 1st annual 2018 Unconference ShapingEDU Dreamers Doers and Drivers Shaping the Future of Learning in the Digital Age A coalition of 13 university and organization co-conveners and the 8 corporate sponsors interested in the intersection of learning design science and communities of practice gathered on April 25-27 2018 in Scottsdale Arizona convened with 129 higher education changemakers in an unconference format to dream do and drive the future of learning in the digital age The unconference resulted in 10 actions to shape the future of learning a community and a series of monthly live online events to keep the conversations and engagements going Open SUNY will again participate in the 2nd annual Unconference as a co-convener in 2019

There are currently13 36 campuses supported by the Open SUNY HelpDesk For the cost of approximately 10-25 of one FTE participating campuses receive 76 hours a week of support coverage for students faculty and campus staff

There are currently13 33 campuses supported by Open SUNY Application Services For the cost of 10 of an FTE campuses are supported by an LMS administrator team focused on Tier 2 ticket resolution configuration assistance and hosting coordination

In February of 2018 Open SUNY entered into a three year partnership with Wiley Education Services to license their Ranku online recruitment solution Ranku was originally implemented as a pilot program in 2016 Open SUNY is working with SUNYrsquos Enrollment Services office to re-implement the solution and improve its effectiveness This includes an editor suite for campuses to update information about their programs an analytics dashboard to better understand who are our visitors and weighted search to better highlight Open SUNY+ programs
