Annexure-I

SCOPE OF WORK

The bidder shall broadly provision to host website www.scootersindia.com to their server and have to

provide web space, bandwidth, 100 PoP Account (email id) unified messaging solution on single

domain scootersindia.com for SIL. The solution is required to be hosted in a minimum Tier-III Data

Centre in India. The bidder shall maintain existing website and email domains and mail boxes as per

scope mentioned in various sections of the Tender. The bidder shall maintain & live support the

proposed solution for the entire contract period. The scope of work to be executed under this project

is, tabulated below.

Creation of 80 email id of 5GB each and 20 email id of 20GB each with single domain (scootersindia.com)

The broad scope of work to be executed under this project is, but not limited to, the following:

1. The bidder shall register domain name, host website www.scootersindia.com to their server and

shall provide required bandwidth, web space etc for running SIL‟s website

2. The bidder shall design, implement, operationalize, support & maintain an enterprise class hosted

100 email messaging solution on webmail.Out of which 80 emails user mailbox size would be 5 GB

each and remaining 20 email user mailbox size would be 20 GB each.

3. The email solution will be given on webmail client provided by the bidder.

4. The solution will be initially taken for a period of 3 years.

5. The solution shall be hosted at a minimum tier-III datacenter within India.

6. The website www.scootersindia.com is managed by SIL for publishing the information at their site.

Domain scootersindia.com is managed by SIL for Email services on the Internet and securing the

same w.r.t messaging services.

7. The bidder shall setup & configure Email / SMTP Gateways in high availability and redundant

mode. Email / SMTP Gateway shall be exclusively deployed for SIL, and shall, under no

circumstances, be shared with other clients.

8. The bidder shall implement Anti-Virus & Anti-Spam solution for website and E-mail security at its

own Data Centre and integrate the same with the email messaging solution.

9. Currently SIL users are primarily using standard internet browser like Google Chrome, Mozilla

Firefox, Netscape, safari and MS outlook as mail client. Website and email solution should run on

these browsers. In case, the offered solution is not fully compatible and Integratable with MS

outlook mail client, the bidder shall supply a rich client and install and configure the same on all the

desktops / laptops (about 60 in number) at the SIL location. The required number of licenses and

charges thereof shall be included in the solution.

10. Currently SIL Administrator users are primarily using FTP client software(WS_FTP) for website

files transfer from client machine to website hosting server and vice-versa .Bidder‟s shall provide

one FTP client software or a similar rich software and configure the same on one of the desktop.

Bidder shall also provide User Id and password of FTP client software.

11. Bidder‟s shall provide control panel User Id and password to SIL administrator for

Creating/Deleting/Suspending/change password of email accounts.

12. The bidder shall host/migrate existing website www.scootersindia.com and user email mailboxes

(about 46 mail in numbers) including folders and address book to bidder‟s servers and email

messaging platforms for all the existing mail users (about 46 in numbers). The total mail data to be

migrated for these users will be about 250 GB. These mail users are spreader across single domains.

During migration of User Mailboxes the bidder shall ensure minimum impact and disruption to the

user. There should not be any data loss during migration.

13. The existing email domains shall run in parallel during commissioning of complete solution. The

bidder shall do the entire necessary configuration required, if any, in the new solution for the

parallel running of the current domains.

14. The bidder shall provide internet connectivity at the datacenter with sufficient bandwidth (minimum

48 Mbps 1:1) with guaranteed uptime of 99.9% per month for fast access to the website and email

messaging application.

15. SIL has its own LAN network ,service Provider‟s have to ensure running of website and email

messaging on that network as well as all isolated desktop and Laptops on windows and Mac OS

platform where there is internet connection .

16. The bidder shall take regular backup of the website and mailboxes at its data center.

17. The bidder shall design a security policy / mail access policy in consultation with SIL and

implement the same at their data center.

18. The bidder shall maintain, manage and support the complete solution infrastructure at their Data

Center for the complete contract period.

19. The bidder shall establish a helpdesk at its premises for round-the-clock monitoring, call logging

and support as per requirements specified in Helpdesk section of the Tender. For maintenance and

support bidder‟s team/person should be available from 9 AM to 5 PM on all working days of SIL.

However, he may also be required to be at site on call basis including all Holidays.

20. The bidder shall provide a toll-free-number, telephone No, mobile No, email id, name, etc, of its

team that will be managing the website and email messaging infrastructure at its datacenter ..

21. The bidder shall have a change management mechanism in place for any day-to-day changes

required to be done.

22. The Mail Messaging Application should be made available through internet using SSL

protocol.

23. Mail Messaging solution should provide secure communication between clients and the server.

Clients include mobile devices, desktops / laptops inside or outside SIL network.

24. The successful bidder shall maintain logs of all mails (incoming, outgoing, internal) containing

date, time, sender, recipients, subject, status of successful/failure send status etc. for entire

contract period.

25. The successful bidder shall arrange for all the necessary legal, regulatory and licensing

Clearances for the trouble free / hassle free operations of the mail messaging services to

SIL user

26. The scope of this tender is not limited to the technical specifications mentioned in the Tender,

bidder has to install and configure all available features in the OEM product as per SIL„s

requirement under this entire engagement.

27. The mail messaging solution should be accessible through Local Area Network TCP/IP address

as well as IPv4 & IPv6 addresses.

28. The solution / service provider should have back to back contract with the OEMs for patches,

bug fixes, security patches and updates during the entire contract period. Such Contracts/

requisite documents should be made available on demand to the Owner.

29. Bidder should provide a centralized administration capacity and should provide delegation of

Rights for creation / deletion / de-activation/resetting password of user accounts to a designated

user.

30. Messaging client should be able to access e-mail using TCP/IP over LAN, Wireless LAN,

and over HTTPs.

31. The Web mail client should provide option to check mails during low bandwidth connection

using Basic Mail client functionality. The Web Mail client should provide ability to auto

complete the recipient address for recent recipients.

32. Messaging solution should provide end to end encryption of data i.e. Client-Server and Server-

Server Encryption features for confidential messaging over all the mail transactions to prevent

spoofing, various malpractices, etc. It should also support Start TLS encryption at gateway level.

33. The message storage should support storage of any file format and should allow users to

upload and download content from the messaging system. Deleted items recovery should

include end-user self service capability for recovery. User should have provision of deletion of

mails even on reaching full mail-box quota.

34. Email attachment capacity for each mail of individual mail user should be up to 20 MB.

35. Existing website www.scootersindia.com should be mobile responsive with compatible of

android (latest upgraded version 4.0 and above) ,on iOS platform with latest upgradation and

also on windows platform on life time access.

36. Bidder has sole responsibility of any modification/ changes of SIL events, seminars/government

added scheme in notification tabs archive columns ,tender floating with description and PDF

attachment on the menu of tender categories.

37. Bidder has to provide in multi language format which can be access by all type of Indian/foreign

Language with entire content of website.

Annexure-III

Minimum Qualifying Criteria

1. Bidder should be a Firm/ Company (Incorporated in India) along with a fully functional data center with adequate technical staff for attending the breakdown calls at Lucknow. Registration certificate of the firm/company is to be attached.

2. Bidder should have a minimum 3 year experience in Domain registration, Website hosting and email providing solution. Copy of work order/ purchase order etc. is to be enclosed as a proof.

3. The bidder should comply with service/work specified in the Scope of Work.

4. The Bidder shall not be under a declaration of ineligibility for corrupt or fraudulent

practices or blacklisted by any of the Government agencies. Declaration of above is to be attached on letter head.

5. The Bidder must have a turnover of Rs 5 Lakhs (Rs 3 Lacs for MSME) in any of the last

three Financial Years ending on 31.03.2018. In case of MSME bidders have to enclose supporting document as a proof.

6. The following valid certificates must be submitted:

(a)ISO 9001:2008 or TL 9000 Certifciation ( for the bidder) (b) ISO 27001 or ISO 20000 (for data center & support centre)

7. Bidder have to ensure that the technical and commercial compliance(Annexure-V) have been filled in without omission.

8. The following forms/ format needs to be filled and enclosed along with tender documents:

(i) Price Bid : Annexure-VI

(ii) List of Clients – Govt./ PSU/ Bank / Other Organizations : Annexure-IX

(iii) Vendor/Contractor/Supplier Details on Letterhead : Annexure-X

9. New Vendors : In addition to above, they should fill up vendor registration form available in SIL website www.scootersindia.com and attach along with their offer. 10. In case of rensponse by startups without prior turn over and prior experience and MSMEs the suitability on quality and technical specification shall be evaluated under vendor development route of the company and if found suitable shall be considered for participation in the future tenders

Annexure-IV

SPECIAL TERMS AND CONDITIONS

1. INSTRUCTIONS TO THE BIDDERS:

The tender shall be submitted in accordance with these instructions and any tender not confirming the instructions as under is liable to be rejected. These instructions shall form the part of the tender and contract.

1.1 The firms fulfilling the following criteria may deposit their tenders super scribed as “Tender for Website Hosting,Domain registration and email messaging solution/implementation for Scooters India Limited, Lucknow.

1.2 After Registration of domain name,Hosting of website and creating of email accounts and restoration of mailboxes, party has to demonstrate on computer system and mobile also.

1.3 Party has to install and configure of one FTP client for uploading and downloading the files or directory from client to server and server to client for website maintenance. 1.4 The tender in sealed cover with all documents along with sealed and signature on all pages

should be submitted. 1.5 The intending bidder, in case of Prime Equipment Manufacturers shall submit a self-declaration

on their letter-head, along with the tender documents, confirming that they are regular in manufacturing, supplying, installing, testing and commissioning of the similar equipment from last 3 years.

1.6 The intending bidder, in case of authorized/certified partner of the proposed website hosting/ mail messaging product OEM, possess valid certificate. The bidder shall enclose the copy of the same in the bid while submitting the tender.

1.7 The equipment shall be in compliance to the specifications mentioned in Annexure-I of the tender and shall be of the latest technology, best quality and high standards. The tenderer should enclose the product catalogue supporting the specifications mentioned in Annexure-I.

1.8 Any optional Accessories / Tooling, besides the standard equipment recommended for the better performance of the equipment, if offered, be provided with their full technical details including their use and advantage in a separate sheet with the tender documents. Warranty period, if applicable, should be specified for these.

1.9 No extra payment shall be paid on account of any discrepancy in nomenclature of items. 1.10 While submitting the tender, if any of the prescribed conditions are not fulfilled or are

incomplete in any form, the tender is liable to be rejected. If any bidder stipulates any condition of his own, such conditional tender is liable to be rejected.

SIL, reserves the right to reject any tender/bid wholly or partly without assigning any reason.

(i) The authority shall have the right to verify the particular furnished by bidder independently. Those technically qualified bids will only be considered for price evaluation (Financial bid). Price should not be quoted with technical bid; otherwise tender will be rejected without any correspondence. Decision of the SIL on the eligibility for qualifying technical bids shall be final and no representation shall be considered in this regard.

(ii) Bidder shall take into account all costs including registration,hosting,configuration,installation, testing and commissioning etc. for giving solution as per scope of work Annexure-I before quoting the rates. In this regard no claim for any extra payment for any reason shall be entertained.

(iii) All the communication with respect to the tender shall be addressed to: Scooters India Limited Post Bag No. 23, Sarojini Nagar, Kanpur Road, Lucknow

(iv) In the event of any dispute the legal matter shall be subjected to the jurisdiction of Lucknow Court only.

(v) The work will be awarded to the successful tenderer i.e. L1 (Lowest One) for the complete scope of work by the Purchase Department of SIL, Lucknow.

(vi) We confirm with our acceptance to the instructions from S.No.1 to 5 (Annexure – 1).

2. SCOPE OF SUPPLY:

(i) The tenders shall be submitted as per the technical specifications as per Annexure-I. (ii) The bidder may visit the site on any working day between 10 AM to 4 PM before submission

of offer. (iii) Submission of the tender implies that these conditions of tender have been read by the bidders

and is aware of the scope of the supply and the quality of the material to be supplied. The final acceptance of the tender rests with the SIL, Lucknow who reserves the right to accept or reject any or all tenders without assigning any reason thereof.

3. Pre-bid Meeting: a. Pre-bid meeting is to be held at the following address at12:00 PM and Bidder‟s designated

representatives may attend the pre-bid meeting at Scooters India Limited(A Govt Of India Enterprise)

Post Box No. 23,

Sarojini Nagar

Lucknow 226 008 (UP)

b. The purpose of the meeting is to clarify the issues and to answer questions on matter related to

this bid that may be raised at that later stage.

c. Any amendments on the queries raised by the bidder will be notified in the company‟s website

and will be transmitted to all prospective bidders who were present in the pre-bid meeting

4. SUBMISSION OF BIDS:

Only physical bids received by SIL, Lucknow office dropped in the tender box will be considered for opening. Bids sent through fax or email will not be considered.

The tender should be submitted in a sealed cover as under:

5. Price Applicability & taxes

The price shall be firm and shall include all applicable taxes and charges. Any variation in the duties, levies etc. during the period of supplies shall be charged to the bidder account. The rates quoted shall be all inclusive for the entire scope of work.

The Bidders shall submit the copy of PAN Number, GST details along with the tender.

6. Standards

The solution given under the contract shall conform to the standards mentioned in the Technical Specifications.

7. Patent Rights

The Contractor shall indemnify the Purchaser against all third party actions/claims of infringement of patent, trademark or industrial design rights arising from the use of goods or any part thereof.

8. Payment:

Payment shall be made as per in phase manner as follows:

i. 25% payment of tender amount will be released after successful configuration and

installation and commissioning of SIL website and email accounts.

ii. Remaining 75 % payment will be released at each half year end of every year.

The payment will be made through NEFT by SIL to the bank account as mentioned in the bank mandate. The bidder shall submit the documents which shall clearly indicate that the proper hosting of website, domain name registration, Installation and commissioning of mail users on the webmail are done and said document shall be duly acknowledged by SIL‟s user department.

9. Service Facility:

In order to ensure proper and timely after solution given, contact details with addresses of service center nearest to SIL, Lucknow shall be provided along with the bid.

10. Risk Purchase

In the event of Contractor‟s failure to execute the contract to the satisfaction of the purchaser, the purchaser reserves the right:

i. To reject any part of the Contract executed and withhold payment for such portion

of the Contract till such time the defects are rectified to the satisfaction of the purchaser.

ii. To terminate the Contract by giving 2 week notice in writing without assigning any

reason and to get the Contract executed by other agency at the risk and cost of the Contractor.

11. Applicable Laws

This contract shall be interpreted, construed and governed by the laws of the Republic of India and the parties hereby submit to the exclusive jurisdiction of the Court at Lucknow and to all Courts at Lucknow having jurisdiction in appeal there from. Any dispute in relation to the contract shall be submitted to the appropriate Court of the Republic of India for determination. The parties to the contract shall continue to fulfill their respective obligations under the contract during the currency of the contract pending the final decision of the Court.

12. Termination for Default

a) The Purchaser, may, without prejudice to any other remedy for breach of contract, by written

notice of default, sent to the Contractor, terminate this contract in whole or in part.

If the contractor fails to deliver any or all the goods within the time period (s) Specified in the

contract, or any extension thereof granted by the Purchaser If the Contractor fails to perform any other obligation(s) under the contract; If the Contractor, in the judgment of the Purchaser has engaged in corrupt or fraudulent

practices in competing for or in executing the Contract. If the Contractor, in either of the above circumstances, does not remedy his failure within a

period of 15 days (or such longer period as the Purchaser may authorize in writing) after receipt of the default notice from the Purchaser.

On a notice period of 30 days.

For the purpose of this Clause:

1) “Corrupt practice” means the offering, giving, receiving or soliciting of anything of value to influence the action of a public official in the procurement process or in contract execution.

2) “Fraudulent practice” means a misrepresentation of facts in order to influence a procurement

process or the execution of a contract to the detriment of Borrower, and includes collusive practice among Bidders(prior to or after bid submission) designed to establish bid prices at artificial non-competitive levels and to deprive the Borrower of the benefits of free and open competition”.

b) In the event the Purchaser terminates the contract in whole or in part pursuant to above

paragraph the Purchaser may procure, upon such terms and in such manner as it deems appropriate, goods similar to those undelivered and the Contractor shall be liable to the Purchaser for any excess cost for such similar goods. However, the Contractor shall continue the performance of the contract to the extent not terminated.

13. Termination for Insolvency

The Purchaser may at any time terminate the Contract by giving written notice to the Contractor, without compensation to the contractor if the contractor becomes bankrupt or otherwise insolvent as declared by the competent court provided that such termination will not prejudice or effect any right of action or remedy which has accrued or will accrue thereafter to the purchaser.

14. Security

The proposed mail messaging solution should be fully secure from unauthorized access,virus

attacks,phishing attacks, spam, denial of service attacks, etc systems for foolproof security of the

website and email services.

The Mail Messaging Application should be made available through internet using SSL protocol.

Website and Mail Messaging solution should available mobile devices, desktops / laptops inside or

outside SIL network.

15.Data migration

The successful bidder shall migrate mail data from about 46 existing user accounts spread

across single existing mail domains to the new mail messaging system. The entire activity shall

be meticulously planned and implemented so as to ensure no loss of data and with minimum

downtime of email services without any intervention of end user. The successful bidder shall

deploy adequate skilled resources during the transition period.

The successful bidder shall coordinate with other SIL contracted software / hardware / services

vendors to resolve hardware, system software and integration issues if any with existing systems

and application related problems during installation, migration & management of the mail

messaging solution

16. Support & Maintenance The successful bidder shall maintain and manage the SIL website and Mail Messaging Solution on

24x7 basis for the entire period of the contract and shall be fully responsible for ensuring adequate

CPU processing power, memory, storage, network, internet bandwidth ate their datacenter and

monitoring of the services for optimum performance of the entire system on 24x7 basis as per the

SLA agreed.

The successful bidder needs to provide various MIS reports for health monitoring and usage

analysis which needs to be provided monthly / quarterly / yearly basis. Bidder has to provide details

on the types of reports that would be provided on SIL request.

17. Training

The successful bidder shall conduct training sessions for user level and admin level, explaining features

of the mail messaging system and how to use these features for enhancing end users productivity. The

training material (master copy) shall be provided by the bidder. Hands on training sessions should be of

about one day duration and shall be conducted at SIL Lucknow. The training shall be provided by a

trained & experienced professional having excellent communication skills. SIL will be providing

desktops / Laptop / internet connection etc. necessary infrastructure to trainers. Please note that SIL will

not arrange boarding / lodging for the trainer nor reimburse the fare for the same. The training should be

at no extra cost to SIL.

19. Penalty due to Downtime

System Availability (website & email messaging solution) will be calculated at the end of each month

and penalties for non-compliance will be deducted from the half yearly payments. The penalty will be

calculated as per the following formula which is tabulated as below:
