As the Hispanic population in the United Statescontinues to increase, so do concerns about theenvironmental health and safety of Hispanic

workers, families, and children across the country. ManyHispanics in the United States lack basic health insurance,while often working jobs that expose them to greater envi-ronmental and safety hazards than the rest of the popula-tion. Hispanic populations are also more likely thanwhites to live in low-income areas where environmentalfactors can increase risks for childhood diseases such aslead poisoning and asthma.

The good news is that many community-based organi-zations (CBOs) have formed to address these pressingissues of Hispanic environmental health and worker safe-ty. To bring together these diverse groups to discuss someof the issues of greatest concern to Hispanics in theAmericas, several governmental and non-governmentalorganizations organized the First Hemispheric Forum onHispanic Health and Safety in October 2000. Held in con-junction with the National Safety Congress in Orlando,Florida, the Forum brought together CBOs and otherorganizations from across the United States and LatinAmerica to discuss issues and potential ideas related tooccupational safety and health, environmental health, andinternational workers. One of the suggestions to comeout of that Forum was the creation of an “operations man-ual” that would help Hispanic CBOs grow, thrive, and findthe financial and technical resources available to addresspressing environmental health and safety issues.

The purpose of this manual is to be a living documentfor Hispanic CBOs. Tables of governmental and non-

governmental resources are included to help organiza-tions identify sources of educational materials and fundingon Hispanic issues, occupational safety, and environmen-tal health. Even with these resources, however, CBOs needto be healthy themselves to survive. This manual includesbasic “how-tos” for fledging CBOs, from how to start anonprofit, assess needs, and write grants to the impor-tance of building partnerships and measuring progress.Examples of CBOs that have used grants to accomplishresults are included, as is a glossary of key organizational,safety, and environmental health terms.

If you’ve put some thought into your community’senvironmental health and safety concerns, and met a fewtimes with people who share those concerns, you proba-bly already have created an informal networking group.The challenge is to turn that loose association into anorganization with a concrete vision and the means toeffect real change. Following are some key questions toanswer as you consider forming a nonprofit organizationin your community:

Is there a need for the new organization?This is the most important question to answer. Is any-one else providing the same or similar service inyour community? Do some research—get to knowthe programs that already exist, whom they serve,and how well they serve them. If similar programsare already operating, but you believe they could do a better job, be sure you understand where theyare failing and how your new organization could do better.

Do you have supporters? Don’t go it alone. Talkto people about your ideas. Enlist their support asboth volunteers and contributors. If finding support-ers is difficult, your idea might need improvement orjust not be appealing to those whom you will need toturn to for help.

Where will you get the money to pay thebills? You can start a nonprofit organization for very

little money, but it will take some financing. Forexample, where will the service be provided? Will yourent space or work from your home? If you plan tobe the primary provider of services, how will yousupport yourself while you build the organization?Foundation grants for start-up organizations are hardto find. If you hope to find grants in the beginning,two important factors will have to be in place: youmust be filling a strong and compelling need, andyou must have the proper experience and back-ground to bring credibility to your idea.

What makes you the best person to do thisjob? Dedication and desire are important elements,but are not enough to succeed at building a nonprof-it. Have you been working in this field? Do you havean understanding of your potential clients? Have youhad special training? Are there licensing require-ments in your city or state that you must meet?

Do you have a plan? It is not enough to just havethe idea in your head. Before you do anything else,you’ll need to write a business plan that includes theanswers to the previous questions.

Spend time thinking about and answering these ques-tions before you establish the organization and apply fortax-exempt status. It will make the path easier andincrease your chances of success.

Perhaps you have already been functioning informallyas an effective group in your community; is your organiza-tion now ready to take its mission to a new level? If youhave successfully established needs and concerns, mobi-lized the community behind your vision, and proven yourability to effectively achieve results, you might want to con-sider obtaining a more official status for your organization.

An incorporated nonprofit organization must have acarefully developed structure and operating procedures tobe effective. Good governance requires solid legal andfinancial status and compliance with the numerous feder-al, state, and local requirements affecting nonprofits.Below is a checklist for the formation of an official non-profit organization.

Determine the purpose of the organization.Every organization should have a written missionstatement that expresses its reason for being. Sourcesof this information can include board members,potential clients, and constituents.

Form a board of directors. The initial board willhelp the ideas behind the organization become realitythrough planning and fundraising. As the organiza-tion matures, the nature and composition of its boardwill also change.

File articles of incorporation. Not all nonprofitsare incorporated. For those that do wish to incorpo-rate, the requirements for forming and operating anonprofit corporation are governed by state law. Yoursecretary of state or state attorney general’s office canprovide you with more information.

Draft bylaws. Bylaws—the operating rules of theorganization—should be drafted and approved by theboard early in the organization’s development. Anattorney experienced in nonprofit law can help youestablish bylaws.

Develop a strategic plan. The strategic planningprocess helps you express a vision of the organiza-tion’s potential. Outline the steps necessary to work

toward that potential, and determine the staffingneeded to implement the plan. Establish program andoperational priorities for at least one year. Boardmembers and planning and management consultantscan help you develop this plan.

Develop a budget and resource developmentplan. Financial oversight and resource development(e.g., fundraising, earned income, and membership)are critical board responsibilities. The resourcesneeded to carry out the strategic plan must bedescribed in a budget and financial plan, which afinancial consultant can help you develop.

Establish a recordkeeping system for theorganization’s official records. Corporate docu-ments, board meeting minutes, financial reports, andother official records must be preserved for the lifeof the organization. Your secretary of state or stateattorney general’s office can help.

Establish an accounting system. Responsiblestewardship of the organization’s finances requiresestablishing an accounting system that meets bothcurrent and anticipated needs. For more information,talk to a certified public accountant experienced innonprofit accounting.

File for an Internal Revenue Service (IRS)determination of federal tax exempt status.Nonprofit corporations with charitable, educational,scientific, religious, or cultural purposes have tax-exempt status under section 501(c)(3)—or some-times section 501(c)(4)—of the Internal RevenueCode. To apply for recognition of tax-exempt status,obtain an application (Form 1023) and detailedinstructions (publication 557) from your local IRSoffice. The application is an important legal docu-ment, so you should have an experienced attorneyhelp prepare it.

File for state and local tax exemptions.In accordance with state, county, and municipal law,apply for exemption from income, sales, and proper-ty taxes. Visit your state, county, or municipal depart-ment of revenue for more information.

Meet the requirements of state, county, andmunicipal charitable solicitation laws. Manystates and local jurisdictions regulate organizationsthat solicit funds within that state, county, or city.Compliance usually involves obtaining a permit orlicense and then filing an annual report and financialstatement. Visit your state attorney general’s office,state department of commerce, state or local depart-ment of revenue, or county or municipal clerk’soffice for more information.

Other steps: Obtain an employer identification number from the IRS.

Register with the state unemployment insurancebureau.

Apply for a nonprofit mailing permit from the U.S.Postal Service.

Obtain directors’ and officers’ liability insurance.

Assessing Needs and SettingPriorities3

To get a better sense of what your organization cando, versus what you would like it to do, you will need toassess the needs, strengths, and resources in your com-munity. Because most community-based organizations willhave limited resources to address all their needs, theymust use resources wisely. When organization memberswork together to set priorities and allocate resources,they are far more likely to continue participating in theprocess and achieving measurable results.

Before you can set priorities, you must first determinewhat issues you want to improve. Chances are, you’vealready identified one or more environmental health andsafety concerns in your community. Surveying communitymembers, leaders, and your own organization staff alsocan help you identify the issues that your communitywould like to address.

Getting All the FactsWhenever possible, gather and evaluate available

information about the major environmental health andsafety issues in your community. Data about some issuesmight not be immediately available for your county, city,or neighborhood, so your organization might have to col-lect the information for itself. When gathering informa-tion, keep these ideas in mind:

Talk to your neighbors, civic leaders, elected officials,and others to see which issues they feel are mostpressing and whom they are most interested in helping.

Call your appropriate local officials and ask for information about initiatives or activities that arealready under way in your community.

Search the business section of the phone book andcall the outreach officers of relevant local agencies to help you get your ideas going.

Get to know the people around you.

Ask local business and government employees to participate.

Whatever its source, accurate information about whatis happening in your community helps you understand the community’s needs and create a reasonable target for improvement.

Prioritizing and Identifying ResourcesOnce you have compiled a list of issues and areas of

concern, your organization must organize them in orderof importance and potential for change. As part of thisprocess, ask yourself the following questions:

Need: Which issues pose the most immediate threat tohealth and environmental safety in your community?

Scope: Which issues affect the largest populations inyour community?

Potential for Effective Change: Which issueswould be most likely to improve in a reasonabletimeframe with targeted funding and resources?

Funding: Which issues can actually be addressedwith the level of funding and resources your organi-zation is likely to generate?

Tip: Mobilize the Right People

Many effective organizations are built around a core of com-mitted individuals. Members must be willing to work,express themselves openly, and be willing to collaborate withothers to inspire and sustain action. Members should alsoserve as catalysts to improve community organizations.Members are usually highly motivated when they work inareas that they know are directly affecting their lives.

Setting priorities should be a matter of consensus; allorganization members should agree on which issues willbe addressed immediately and which will be put off until a specified later date.

In addition, you need to develop a list of strengths andresources. The list can include available technology, com-munication resources, “infrastructure” (such as supermar-kets, roads, bus lines, housing, and office space), funding,professional expertise, and data. Don’t think of money asyour only resource. Every community has a wealth of non-monetary resources that can be used to address areas ofconcern. Information is also a resource, and a strong part-nership with state and local government agencies can helpensure that the data you need are available.

Building a Community Partnership

Successful community-based organizations know thatgrants are not the only outlet for raising funds and tappinginto valuable resources. Strategic partnerships with otherorganizations and groups in your community can beanother effective way to support, publicize, and implementyour programs. Groups with a shared interest are oftenmore powerful when they work together and hold oneanother accountable for results.

As a first step, make a comprehensive list of potentialpartners in your community or state. When assemblingthis list, think about the strengths and resources of eachpotential partner and how those characteristics couldcomplement your organization’s goals and needs.Determine and record how potential partners would ben-efit from collaborating with your organization. Your abili-ty to research and persuasively communicate the advan-tages of an alliance—for both partners—will be criticalto forming and maintaining a successful relationship.

The following types of organizations make good part-ners for community-based organizations:

ChurchesMany local churches partner with community organi-

zations to create awareness about environmental issues,form minority support groups, and raise funds for com-munity betterment projects. For example, the WashingtonAssociation of Churches (WAC), an organization of 23state churches, created several programs to support theneeds of local groups, including environmental justice,economic justice, and racial justice. Global warming,

treaty fishing rights, the proliferation of hate groups andtheir impact on young people, and the disproportionateexposure to pesticides in minority communities are just afew of the important issues that these programs address.

Other Nonprofit GroupsConsider partnering with other nonprofit groups to

further your own organization’s reach. Many nonprofitsoffer free services to community groups. For example,Alternatives for Community & Environment (ACE) based inRoxbury, Massachusetts, works in partnership with low-income and minority communities to achieve environmen-tal justice. ACE provides legal and technical support, edu-cational programs, and organizing assistance to NewEngland community groups to solve environmental prob-lems and develop local environmental leadership. ACEalso created the Massachusetts Environmental JusticeNetwork (MEJN), a network of more than 170 attorneys,public health professionals, and environmental consult-ants. According to ACE, the network acts as a clearing-house, linking community groups addressing environmen-tal and public health issues with free services from attor-neys, environmental engineers, public health experts, anddesign consultants. Active cases range from toxic seweroverflows, excessive airline traffic, brownfields redevelop-ment, and polluting facilities.

Some of the best fundraising potential exists in your owncommunity. Often, your agencies are afraid to approachyour own businesses and foundations. You feel awkward‘pestering’ the folks in your own neighborhood. Yet, theseare the very sources who are close to your target popula-tion, and most likely to put their faith in you.

Tips for Maintaining a Successful PartnershipOnce a partnership is formed, it takes a considerable

amount of time and effort to manage and maintain therelationship. Below are a few tips and lessons learnedfrom community partnerships.

Create a detailed partnership agreement and actionplan, working with your partner organization to out-line objectives, activities, partner roles, respectivecontributions, decision-making processes, andassessment of results.

Make sure you and your partners learn about eachother’s expectations and limitations.

Set a time line and meeting schedule to maintainclear objectives and good communication.

Document how the partnership is mutually beneficialfor each partner and discuss how you can ensureappropriate credit and recognition for partnershipresults.

Grant Preparation

Securing funding is one of the most crucial and con-stant challenges your organization will face. Many people

are overwhelmed by the task of developing and writing asuccessful grant proposal. But with straightforward plan-ning, organization, and thoroughness, your agency canpresent a compelling proposal that wins financial supportfor your goals.

Before your organization is ready to seek fundingfrom outside sources, three elements (which areexplained in previous chapters) must already be in place:

1. Your agency should have a written mission statement.2. Your organization should have completed the process

of officially acquiring nonprofit status, or you need tohave identified an appropriate fiscal agent to receivethe funds on your behalf.

3. You should have credible program, achievements, orplans in support of your mission.

Once these details are secured, you are ready to pre-pare your master proposal—a comprehensive and persua-sive account of your project. By assembling the master pro-posal before you approach funders, you work out all of thedetails in advance. In addition, you will usually be able touse this master proposal for multiple grant applications.

Gathering Background Information The first step in writing the master proposal is to gath-

er appropriate documentation. This data-gatheringprocess makes the actual writing much easier. And byinvolving other stakeholders in the process, it also helpskey people within your agency seriously consider the project’s value to the organization. You will require back-ground information in three areas:

1. Concept You need to have a good sense of how the project fitsinto the philosophy and mission of your agency. Theneed that your proposal is addressing must also bedocumented and well articulated. Funders want toknow that a project reinforces the overall direction ofan organization, and they may need to be convinced

that the case for the project is compelling. Collectthorough background data on your organization andon the need your project is designed to address.

2. Program Here is a checklist of the program information youwill need:

The nature of the project and how it will be conducted.

The timetable for the project.

The anticipated outcomes and how best to evaluatethe results.

Staffing and volunteer needs, including deployment ofexisting staff and new hires.

3. Expenses Because you will not be able to pin down all theexpenses associated with the project until the detailsand timing have been worked out, the main financialdata gathering takes place after the narrative part ofthe master proposal has been written. At this stage,however, you do need to sketch out the broad out-lines of the budget to ensure costs are reasonablecompared to the outcomes you anticipate.

Writing the ProposalOnce you’ve collected the appropriate background

information, it’s time to assemble that information in awinning presentation. Figure 1 provides an outline of asuccessful proposal’s main components. Following arebrief descriptions of what you should consider andinclude in writing these various sections.

Some nonprofits believe that their groups must look special or be doing something unique before they are in a position to approach foundations and corporategrantmakers for financial support. This assumption is incorrect. If your organization is meeting a valid need,you are more than likely ready to seek foundation or corporate support.

Tip: Predict the Right Price

As you sketch out the potential budget for your project,remember to be realistic. If it appears that the costs will beprohibitive, even with a foundation grant, then you need toscale back or adjust the scope of your plans.

Tip: Enlist the Right HelpDetermine who will help you gather the background informationyou need. In a small nonprofit, a knowledgeable board membermight be the logical choice. A larger agency, however, may haveprogram and financial support staff who can help.

Executive Summary This is one of the most important sections of the

entire document, providing readers with a snapshot ofwhat is to follow. By summarizing the key information, theexecutive summary acts as a sales pitch to convince read-ers that this project deserves support. Be certain toinclude the following elements:

Problem: A brief statement of the problem or needyour agency is prepared to address (1-2 para-graphs).

Solution: A short description of the project, includ-ing what will take place and how many people willbenefit, how and where it will operate, for how long,and who will staff it (1-2 paragraphs).

Funding requirements: An explanation of theamount of grant money required for the project andyour plans for future funding (1 paragraph).

Organization and its expertise: A brief state-ment of the name, history, purpose, and activities ofyour agency, emphasizing its capacity to carry out thisproposal (1 paragraph).

The Statement of NeedBuilding on initial interest, the statement of need

enables the reader to learn more about the issues yourproject will address. It presents the facts and evidence

supporting the need for the project and establishes thatyour nonprofit understands these problems and is pre-pared to address them. The information supporting thecase can come from authorities in the field, as well asfrom your agency’s own experience.

Remember, the statement of need does not have to belong and involved. Short, concise information captures thereader’s attention. As you develop this section, keep thefollowing ideas in mind.

Decide which facts or statistics best supportthe project. Be sure the data you present are accu-rate. Avoid information that is too generic, broad, orout of date.

Give the reader hope. The picture you paintshould not be so grim that the solution appearshopeless. The funder will wonder whether an invest-ment in a solution will be worthwhile. Avoid over-statement and overly emotional appeals.

Decide if you want to put your project for-ward as a model. This could expand the base fun-

Tip: Argue Your Case

You want the “Need” section to be succinct, yet persuasive.Like a good debater, you must assemble all the arguments ina logical sequence that will readily convince the reader oftheir importance.

ders, but it works only for certain types of projects.Document how problems addressed by your projectoccur in other communities and explain how yoursolution could be used elsewhere.

Determine whether it is reasonable to por-tray the need as acute. You are asking the fun-der to pay more attention because either the problemyou address is worse than others or the solution youpropose makes more sense than others.

Decide whether you can demonstrate thatyour program addresses the need differentlyor better than other projects that precededit. Describe how your work complements, but doesnot duplicate, the work of others. Avoid being criticalof the competition. If possible, make it clear that youare aware of and on good terms with others doingwork in your field.

Avoid circular reasoning. In circular reasoning,you present the absence of your solution as the actualproblem. Then your solution is offered as the way tosolve the problem. For example: “The problem is thatwe have no pool in our community. Building a poolwill solve the problem.”

The Project DescriptionThis section of your proposal should have five subsec-

tions, described below. Taken together, the five subsec-tions present an interlocking picture of the total project.

ObjectivesObjectives are the measurable outcomes of the pro-

gram, and they define your methods. Your objectives mustbe tangible, specific, concrete, measurable, and achiev-able in a specified time period. Be realistic in settingobjectives—in the final report, the funder will want to seethe project actually accomplished its objectives.

Do not confuse objectives with goals, which are con-ceptual and more abstract. For example:

Goal: Our after-school program will help childrenread better.

Objective: Our after-school remedial education pro-gram will assist 50 children in improving their read-ing scores by one grade level as demonstrated onstandardized reading tests administered after partici-pating in the program for six months.

MethodsThe methods section describes the specific activities

that will take place to achieve the objectives. It enables thereaders to visualize the implementation of the project andconvinces them that your agency knows what it is doing. Indescribing your methods, you must answer the basics:

How: A detailed description of what will occur fromthe time the project begins until completion. Yourmethods should match the previously stated objectives.

When: Presents the order and timing for the tasks.Provide a step-by-step timetable that tells the reader“when” and provides another project summary sup-porting the rest of the methods section.

Why: Defend your chosen methods, especially if theyare new or unorthodox. Why will the planned worklead to the outcomes you anticipate? Use expert testi-mony and examples of other projects that work.

Staffing/AdministrationDevote a few sentences to discussing the number of

staff, their qualifications, and specific assignments.Describe your plans for administering the project. Make itclear who is responsible for financial management, proj-ect outcomes, and reporting.

For a project with paid staff, describe whether staff willwork full-time or part-time, and whether they are currentlyemployed or will be hired. Salary and project costs areaffected by staff qualifications. Delineate experience andeducation levels required for key staff. If a program direc-tor has been chosen, summarize his or her credentials andinclude a brief biographical sketch in an appendix. Astrong project director can help influence a grant decision.

Tip: Presentation Matters

Your proposal will set forth one or more objectives. Presentthese objectives clearly on the page, using numbers, bullets, orindentations. With increasing competition for dollars, well-articulated objectives are critical to a proposal’s success.

Tip: What If My Staff Are All Volunteers?

Most proposal writers do not develop staffing sections forprojects that are primarily volunteer run. Describing tasksthat volunteers will undertake, however, can be most helpfulto the proposal reader. Such information underscores thevalue added by the volunteers as well as the cost-effective-ness of the project.

EvaluationAn evaluation plan should be built into your project,

indicating to readers that you take your objectives seri-ously. Evaluation is also a sound management tool, help-ing a nonprofit refine and improve its program. In addi-tion, an evaluation helps others learn from your experi-ence.

There are two types of formal evaluation: one meas-ures product and the other analyzes process. Either orboth might be appropriate, depending on your objectives.For either type, you must describe how evaluation infor-mation will be collected and how data will be analyzed. Inaddition, explain how and to what audience the evaluationresults will be reported.

SustainabilityToday’s grantseekers are expected to demonstrate the

long-term financial viability of the project and of the non-profit organization itself. You need to be very specificabout current and projected funding streams, both earnedincome and raised funds, and about the base of financialsupport for your nonprofit.

Funders want you to prove either that your project isfinite (with start-up and ending dates); or that it is capaci-ty-building (it will contribute to the future self-sufficiencyof your agency and/or enable it to expand services thatmight be revenue generating); or that it will make yourorganization attractive to other funders in the future.

The BudgetThe budget for your proposal may be as simple as a

one-page statement of projected expenses, or your propos-al may require a more complex presentation. For example,it could include a page on projected support and revenueand notes explaining items of expense or of revenue.

Expense BudgetAs you assemble the budget, go back through the pro-

posal narrative and make a list of all personnel and non-personnel items related to project operation. Include newcosts that will be incurred if the project is funded andongoing expenses for items that will be allocated to theproject. Put the costs you have identified next to each itemon your list. Use worksheets to summarize these itemsand the calculations used to arrive at dollar figures (seeFigure 2).

Tip: Know Your Numbers

In documenting your funding situation, it is important tohave backup figures ready, in case a prospective funder asksfor these, even though you are unlikely to include this infor-mation in the actual grant proposal.

Tip: The Beauty of Worksheets

Worksheets can be useful as you develop the proposal anddiscuss it with funders; they are also a valuable tool for mon-itoring the project once it is under way and for reportingafter completion. (See Figure 2.)

Using your worksheets, prepare the expense budget.For most projects, costs should be grouped into subcate-gories reflecting critical areas of expense. You might organ-ize by personnel and nonpersonnel costs. Personnel sub-categories could include salaries, benefits, and consultants.Nonpersonnel subcategories could include travel, equip-ment, and printing. Attach a dollar figure to each line.

Support and Revenue StatementFor the typical project, no support and revenue state-

ment is necessary. But if grant support has already beenawarded to the project, or if you expect project activitiesto generate income, a support and revenue statement isthe place to provide this information.

Budget NarrativeA narrative portion of the budget is used to explain

any unusual line items in the budget and is not alwaysneeded. If costs are straightforward and the numbers tellthe story clearly, explanations are redundant.

If you decide a budget narrative is needed, create“Notes to the Budget,” with footnote-style numbers on theline items in the budget keyed to numbered explanations.Or, if an extensive explanation is required, structure thebudget narrative as straight text. Remember, the basic nar-rative about the project and your organization does notbelong in the budget narrative.

Organizational InformationTypically, a resumé of your nonprofit organization

should come at the end of your proposal. It is usually bet-ter to sell the need for your project and then youragency’s ability to carry it out. This information can beconveyed easily by attaching a brochure or other preparedstatement. In two pages or less, tell the reader when yournonprofit came into existence; state its mission, being cer-tain to demonstrate how the subject of the proposal fitswithin or extends that mission; and describe the organiza-tion’s structure, programs, and special expertise.

Discuss the size of the board, how board members arerecruited, and their level of participation. (You shouldinclude the full board list in an appendix.) Provide detailson the staff, including the numbers of full- and part-timestaff and their levels of expertise.

ConclusionEvery proposal should have a concluding paragraph

or two. This is a good place to call attention to the future,

after the grant is completed. If appropriate, outline someof the follow-up activities that might be undertaken tobegin to prepare your funders for your next request.Alternatively, you should state how the project might carryon without further grant support.

This section is also the place to make a final appealfor your project. Briefly reiterate what your nonprofitwants to do and why it is important. Underscore why youragency needs funding to accomplish it. Don’t be afraid atthis stage to use a bit of emotion to solidify your case.

Letter ProposalSometimes the scale of the project might suggest a

small-scale letter format proposal, or the type of requestmight not require all of the proposal components recom-mended here. Remember, the letter should be no morethan three pages. Here are key components of a good let-ter proposal:

Ask for the gift: Begin with a reference to priorcontact with the funder, if any. State why you are writ-ing and how much funding is required.

Describe the need: Briefly tell the funder whythere is a need for this project, piece of equipment,etc.

Explain what you will do: Provide enough detailto pique the funder’s interest. Describe precisely whatwill take place as a result of the grant.

Provide agency data: Include your mission state-ment, a brief description of programs offered, num-ber of people served, and staff.

Include appropriate budget data: The budgetmight be a half page long. Decide if this informationshould be incorporated into the letter or in a sepa-rate attachment. Be sure to indicate the total cost ofthe project.

Close: As with the longer proposal, a letter proposalneeds a strong concluding statement.

Tip: Tone It Down

For a short proposal, keep in mind that you are writing a let-ter to someone. It should not be as formal in style as alonger proposal would be. But don’t assume that because itis only a letter, it isn’t a time-consuming and challengingtask. Every document you put in front of a funder says some-thing about your agency.

Attach any additional information required:The funder will need: a board list, a copy of your IRSdetermination letter, financial documentation, andbrief resumés of key staff.

What Happens Next?Submitting your proposal is not the end of your

involvement in the grantmaking process. Grant reviewprocedures vary widely, and the decision-making processcan take anywhere from a few weeks to six months ormore. During the review process, the funder may ask foradditional information either directly from you or fromoutside consultants or professional references. You needto be patient but persistent. If you are unclear about theprocess, don’t hesitate to ask.

If your hard work results in a grant, acknowledge thefunder’s support with a letter of thanks. You also need tofind out whether the funder has specific forms, proce-dures, and deadlines for reporting the progress of yourproject. Clarifying your responsibilities as a grantee at theoutset, particularly with respect to financial reporting, willprevent misunderstandings and more serious problemslater.

Progress and Measurement5

After your organization has won a grant or formed apartnership, the real work begins. Monitoring and meas-uring your progress toward specific project goals is criti-cal to long-term success.

For most grantees, post-award administration consistsof a number of different activities carried out by grantsmanagement staff, program staff, auditors, and others.Depending on the type of grant or program, performancemonitoring can include specific assessments of grant-related performance and financial aspects, as well as theentire organization’s performance.

Establishing Measurement CriteriaIn many cases, the funder develops a specific set of

criteria to measure the progress of your grant perform-ance. Grant management staff and program staff shouldalways set formal guidelines concerning grantee perform-ance and progress. The monitoring approach should beconsistent with the type of program, whether the award isa grant or cooperative agreement, and other relevant fac-tors. Remember, it is important not only to understandyour funder’s expectations for the progress of the grant,but also to set your own internal benchmarks and check-points to assess results. Measurement criteria will varydepending on your program or grant, but some potentialareas for evaluation could include:

Quality: How long has your group been together?What type of structure has been developed to ensurethe continuity of your group, such as officers, mem-bership guidelines, and memoranda of understand-ing? How active are the group’s members? How oftendo they meet? How much volunteer and professionaltime is being focused on a particular problembecause of your group?

Comprehensiveness: What types of individuals arerepresenting your organization? Are they the righttype of individuals to accomplish the work of the

Access and Equity: Do all members of your grant’starget audience in the community have equal accessto program efforts? Has access to services beenenhanced by program efforts? How does the targetaudience obtain access to your program’s informa-tion and services?

Information and Advocacy: How has informa-tion increased to your target audience? To whatextent is your organization promoting its efforts andservices? How is your group serving as an advocate toits target audience?

Cost-Effectiveness: Have existing funds been usedeffectively? How? Have the funds used attained theexpected results?

Additional General Questions: What are youdoing that is really working well? What are the majorproblems you are facing? Are there unanticipated out-comes from the project?

Communicating With Your FunderThroughout grant implementation, maintaining consis-

tent communication with your funder is crucial. In manycases, this involves a continuing dialogue between yourproject officer/program official and the grant managementofficer or specialist. This dialogue should allow you toassess whether:

Your progress is consistent with available funding. Inother words, is current funding adequate, or is somesupplement needed? Are any unobligated balancesbeing accumulated?

Changes are anticipated that will require action bythe awarding office.

There are actual or potential institutional complianceissues that may have an impact on the project(s)being funded.

Grant ReportingBesides communication, your funder might also

require formalized progress reports. Usually, specificreporting requirements are included in the grant letter;sometimes you are asked to sign and return a copy of thegrant letter or a separate grant contract. In some cases,the funder will request timely reports from your organiza-tion and tie their receipt to grant payments.

When a foundation provides formal reporting guide-lines, there usually will be dates when the reports are due.If they have given you specific dates for reporting, developa system to keep track of them. Some funders wantreports at quarterly or six-month intervals, but mostrequest an annual report and/or a final report two tothree months after the conclusion of the project. Even forgrants of fairly short duration, foundations often expressthe desire to receive an interim report. Unless otherwisestated, an interim report can be informal.

Even if you have received unrestricted, general-purpose sup-port, funders want to know what overall goals you set foryour agency for the year. Did you achieve them? What weresome specific triumphs? What were some particular prob-lems you faced, and how did you overcome them? Or, areyou still dealing with the challenges?

TheCoalition members consist of Esperanza Health Center,Nueva Esperanza, and the School District of Philadelphia.The Coalition seeks a holistic approach to improve thehealth status of Latino children, their families, and friendsthrough environmental risk-reduction education and linkswith community health centers, housing associations, andother networking agencies. The project activities focus oninteractive educational workshops, developing relation-ships with participants, providing intervention services,and establishing linkages with community agencies and

churches for ongoing treatment and support. Educational“Healthy Living” workshops are conducted for the targetgroup, their families, and school personnel. Attendees ofthe workshops are trained to recognize, control, andeliminate environmental health hazards that trigger orexacerbate asthma episodes or put them at risk for leadpoisoning. The community housing representatives pro-vide free in-home lead paint assessments to those enrolledin the program.

Community Background: Minority groups, mostlyLatino and Asian/Pacific Islander, make up 45 percent ofthe general population and 56 percent of childrenyounger than age 15. Lower income people of color workin the most hazardous jobs and live in the most pollutedneighborhoods in Silicon Valley. Ethnic minorities andlow-income groups suffer poor health compared to themore affluent, white population in Silicon Valley, losingmore years of life because of illnesses such as heart dis-ease, cancer, and strokes. Minorities, especially women,also face greater health and safety risks from industrialpollution both on the job and in the community. A majori-ty of workers in high-tech semi-skilled production jobs,which often involve hazardous chemical handling andexposures, are minority women. Latinas and Asian/PacificIslanders also live in neighborhoods nearest to sites oftoxic leaks and spills from industry, resulting in “doubleexposure” to chemicals, in many cases.

Grant Description: This was a renewal grant to organ-ize community, labor, and environmental groups aroundsafety and health issues brought on by the expansion ofthe computer and electronic industries and its pollution ofair, water, and land.

The UEI program takes an active role in listening to com-munity needs and concerns, identifying projects, and pro-viding resources to implement projects that make measur-able improvements in public health and the quality of theurban environment.

Grant Description: The Rhode Island EnvironmentalJustice Network is a coalition of numerous local grass-roots organizations including: the Center for HispanicPolicy and Advocacy, Direct Action for Rights and Equality(DARE), The Urban League of Rhode Island, the HmongUnited Association of Rhode Island, and the All SouthProvidence Union (ASPU). The Network focuses on envi-ronmental issues, especially vacant lots, which affect low-income people of color in Rhode Island’s urban areas.Major goals of the Network include enhancing communitycapacity to identify and solve local environmental prob-lems and to better understand and use available publichealth and environmental data.

The Network hosts regular coordination and planningmeetings involving community groups, sponsors educa-tional workshops, and trains community residents to mapneighborhood environmental risks. Each organizationinvolved with the Network brings its own innovative, com-munity-based approach to environmental and healthissues. The Environmental Justice Network is a greatexample of local, grassroots organizations uniting togeth-er to more effectively and accurately identify and addressenvironmental issues in their neighborhoods.

Grant Description: Funding was used to help farmworkers gain access to workplace safety information andtraining by bridging the language barriers between farmworkers and their employers.

The program aimed to improve communication betweenfarm workers and employers and to address the migrantfarm worker community’s high rates of pesticide expo-sure. “Train the Trainer” workshops were held to educate10 Hispanic community leaders about pesticides andworkplace safety. Intensive, one-on-one training was pro-vided to the leaders, who planned to use this informationto educate 500 migrant workers.

A daylong community forum was held with more than 80farm workers, and a Hispanic Food Festival broughttogether 400 Hispanic residents who learned about pesti-cide safety and household hazards. Educational outreachwas conducted in eight North Dakota communities, and abilingual intern was hired to speak with nearly 1,500 farmworkers about their issues.

Grant Description: The purpose of this program wasto increase the safety of farm workers and their families in30 counties in Western Michigan by providing informationon environmental and public health issues. Topics includ-ed environmental laws, pesticide labeling, ground watercontamination, and safety conditions.

An educational packet was produced and distributed tofarm workers, and bilingual camp meetings and farmworker information meetings related to health and safetywere conducted, reaching 1,500 farm workers. Trainingon the worker protection standards and pesticide safetywas also provided.

A concert for farm worker environmental justice was heldand attended by approximately 1,800 people. A mailinglist was compiled at the concert, increasing the size of thetarget audience.

Acid rain: Precipitation that has been made acidic byairborne pollutants.

Air emissions: Gas emitted into the air from industrialand chemical processes, such as ozone, carbon monox-ide, nitrogen oxide, nitrogen dioxide, sulfur dioxide, andothers.

Air pollutant: Any substance in air that could, in highenough concentration, harm humans, other animals, vege-tation, or material. Pollutants can include almost any nat-ural or artificial composition of airborne matter. Theymight be solid particles, liquid droplets, gases, or a com-bination of these elements.

Asbestos: A mineral fiber that can pollute air or waterand cause cancer or asbestosis when inhaled. EPA hasbanned or severely restricted the use of asbestos in manu-facturing and construction.

Benchmark: A term meaning a measurement taken atthe outset of a series of measurements of the same vari-able, sometimes meaning the best or most desirable valueof the variable.

Burden of disease: A general term used in publichealth and epidemiological literature to identify the cumu-lative effect of a broad range of harmful disease conse-quences on a community, including the health, social, andeconomic costs to the individual and to society.

Byproduct: Materials other than the intended productgenerated by an industrial process.

Carcinogenic or carcinogen: Capable of causing can-cer. A suspected carcinogen is a substance that mightcause cancer in humans or animals, but for which the evi-dence is not conclusive.

Chronic disease: A disease with one or more of the fol-lowing characteristics: permanence; leaves residual dis-ability; caused by non-reversible pathological alternation;requires special training of the patient for rehabilitation;or may require a long period of supervision, observation,or care.

Climate change: This term is commonly used inter-changeably with “global warming” and “the greenhouseeffect.” Climate change refers to the buildup of man-madegases in the atmosphere that trap the sun’s heat, causingchanges in weather patterns on a global scale. The effectsinclude changes in rainfall patterns, sea level rise, poten-tial droughts, habitat loss, and heat stress. The green-house gases of most concern are carbon dioxide,methane, and nitrous oxides. If these gases in our atmos-phere double, the Earth could warm 1.5 to 4.5 degrees bythe year 2050, with changes in global precipitation havingthe greatest consequences.

Disability: Any temporary or long-term condition (physi-cal and/or mental) that results from an acute or chroniccondition that might prevent the performance of regularduties.

Environment: The sum of all external conditions affect-ing the life, development, and survival of an organism.

Environmental health: Characteristics of health thatresult from the aggregate impact of both natural and man-made surroundings, including: health effects of air pollu-tion, water pollution, noise pollution, solid waste disposal,and housing; occupational disease and injuries; and thosediseases related to unsanitary surroundings.

Environmental justice: The fair treatment of people ofall races, cultures, incomes, and educational levels withrespect to the development and enforcement of environ-

mental laws, regulations, and policies. Fair treatmentimplies that no population should be forced to shoulder adisproportionate share of exposure to the negative effectsof pollution due to lack of political or economic strength.

Epidemiology: The study of the occurrence and causesof health effects in human populations. An epidemiologi-cal study often compares two groups of people who arealike except for one factor, such as exposure to a chemi-cal or the presence of a health effect. The investigators tryto determine if any factor is associated with the healtheffect.

Exposure: Reference to pollutants that come into contactwith the body and present a potential health threat. Themost common routes of exposure are through the skin,mouth, or by inhalation.

Hazardous air pollutants: Air pollutants that are notcovered by ambient air quality standards but which, asdefined in the Clean Air Act, may reasonably be expectedto cause or contribute to irreversible illness or death.Such pollutants include asbestos, beryllium, mercury, benzene, coke oven emissions, radionuclides, and vinylchloride.

Hazardous chemical: An EPA designation for any haz-ardous material capable of producing fires and explosionsor adverse health effects like cancer and dermatitis.Hazardous chemicals are distinct from hazardous waste.

Hazardous substance: 1) Any material that poses athreat to human health and/or the environment. Typicalhazardous substances are toxic, corrosive, ignitable,explosive, or chemically reactive. 2) Any substance desig-nated by EPA to be reported if a designated quantity of thesubstance is spilled in the waters of the United States or ifotherwise released into the environment.

Hazardous waste: A subset of solid waste that posessubstantial or potential threats to public health or theenvironment and meets any of the following criteria:

Specifically listed as a hazardous waste by EPA.

Exhibits one or more of the characteristics of hazardous waste (ignitibility, corrosiveness, reactivity, and/or toxicity).

Generated by the treatment of hazardous waste, or iscontained in hazardous waste.

Health: A state of physical, mental, and social well-beingand productive functioning—not merely the absence ofdisease or infirmity.

Health plan: A health maintenance organization, pre-ferred provider organization, insured plan, self-fundedplan, or other entity that covers health care services.

Hispanic ethnicity: Refers to people whose origins arefrom Spain, the Spanish-speaking countries of CentralAmerica, South America, and the Caribbean, or persons ofHispanic origin identifying themselves as Spanish,Spanish-American, Hispanic, Hispano, Latino, etc.

Incidence: The number of new cases of a specific dis-ease occurring during a certain period of time.

Indicator: A measurable factor that reflects or is highlycorrelated with either a health problem or outcome (e.g.,infant mortality or disability days) or particular character-istics of health systems service delivery (e.g., cost perpatient day, percent of area residents with a regular con-trol course of care, or time or distance from primarycare). A proxy indicator can be used to determine socialor environmental conditions, values, interests, and con-cerns.

Medicaid: A federally aided, state-operated and adminis-tered program that provides medical benefits for certainindigent or low-income persons in need of health andmedical care. The program, authorized by Title XIX of theSocial Security Act, is basically for poor persons who meetspecified eligibility criteria. Subject to broad federalguidelines, states determine the benefits covered, programeligibility, rates of payment for providers, and methods ofadministering the program.

Mental health: The capacity of an individual to formharmonious relations with his/her social and physicalenvironment and to achieve a balanced satisfaction ofhis/her own drives.

Mortality rate: Also known as “death rate,” expressesthe number of deaths in a unit of population within a pre-scribed time. May be expressed as crude death rates (e.g.,total deaths in relation to total population during a year)or as rates specified for disease and, sometimes, for age,sex, or other attributes (e.g., number of deaths from can-cer in white males in relation to the white male popula-tion during a year).

Pollution: Any substances in water, soil, or air thatdegrade the natural quality of the environment; offend thesense of sight, taste, or smell; or cause a health hazard.The usefulness of natural resources is usually impaired bythe presence of pollution.

Preventive care: Comprehensive care emphasizingpatients’ behaviors that encourage health promotion anddisease prevention, early detection, and early treatment ofconditions, generally including routine physical examina-tions, immunization, and well-person care.

OSHA: Occupational Safety and Health Administration ofthe United States, which covers worker health and safetyregulations and programs.

Race: A population of individuals who identify themselvesfrom a common history, nationality, or geographical place.When responses in the “race” line item on vital recordsare associated with the definition of Hispanic origin, theyare re-coded to “white race,” as described in the NationalCenter for Health Statistics instruction manuals for codingvital records. Individuals identifying themselves as either“white,” “black,” or “other” race can be of any ethnicgroup.

Solid waste: As defined under the ResourceConservation and Recovery Act (RCRA), any solid, semi-solid, liquid, or contained gaseous materials discardedfrom industrial, commercial, mining, or agricultural oper-ations, and from community activities. Solid wasteincludes: garbage, construction debris, or commercialrefuse; sludge from water supply or waste treatment plantsor air pollution control facilities; and other discardedmaterials.

Toxic substance: A chemical or mixture that can causeillness, death, disease, or birth defects. The quantities andexposures necessary to cause these effects can vary widely.Many toxic substances are pollutants and contaminants inthe environment.

Underground Storage Tank (UST): A tank and anyunderground piping connected to the tank that has 10percent or more of its volume (including pipe volume)beneath the surface of the ground. USTs are designed tohold gasoline, other petroleum products, and hazardousmaterials.

Uninsured: People who lack public or private healthinsurance.

Annual report: A voluntary report issued by a founda-tion or corporation that provides financial data anddescriptions of its grantmaking activities. Annual reportsvary in format from simple documents listing the year’sgrants to detailed publications that provide substantialinformation about the grantmaker’s programs.

Assets: The amount of capital or principal—money,stocks, bonds, real estate, or other resources—controlledby a foundation or corporate giving program. Generally,assets are invested and the resulting income is used tomake grants.

Associates program: A fee-based membership pro-gram of the Foundation Center providing toll-free tele-phone reference, photocopy and fax service, and comput-er searches of Foundation Center databases.

Beneficiary: In philanthropic terms, the donee orgrantee receiving funds from a foundation or corporategiving program is the beneficiary, although society benefitsas well.

Capital support: Funds provided for endowment pur-poses, buildings, construction, or equipment.

Challenge grant: A grant that is paid only if the doneeorganization is able to raise additional funds from othersources. Challenge grants are often used to stimulate giv-ing from other donors. See also matching grant.

Community foundation: A 501(c)(3) organization thatmakes grants for charitable purposes in a specific commu-nity or region. The funds available to a community founda-tion are usually derived from many donors and held in anendowment that is independently administered; incomeearned by the endowment is then used to make grants.Although a community foundation may be classified by theInternal Revenue Service as a private foundation, most areclassified as public charities and are thus eligible for maxi-mum tax-deductible contributions from the general public.See also 501(c)(3); public charity.

Community fund: An organized community programthat makes annual appeals to the general public for funds

that are usually not retained in an endowment but areinstead used for the ongoing operational support of localagencies. See also federated giving program.

Company-sponsored foundation (also referred to asa corporate foundation): A private foundation whoseassets are derived primarily from the contributions of afor-profit business. Although a company-sponsored foun-dation may maintain close ties with its parent company, itis an independent organization with its own endowmentand as such is subject to the same rules and regulationsas other private foundations. See also private founda-tion.

Cooperating collection: A member of the FoundationCenter’s network of libraries, community foundations, andother nonprofit agencies that provides a core collection ofCenter publications in addition to a variety of supplemen-tary materials and services in areas useful to grantseekers.

Corporate foundation: See company-sponsoredfoundation.

Cooperative venture: A joint effort among two ormore grantmakers. Cooperative venture partners mayshare funding responsibilities or contribute informationand technical resources.

Corporate giving program: A grantmaking programestablished and administered within a for-profit corpora-tion. Because corporate giving programs do not have sep-arate endowments, their annual grant totals generally aredirectly related to company profits. Corporate giving pro-grams are not subject to the same reporting requirementsas corporate foundations.

DIALOG: An online database information service madeavailable by Knight Ridder Information Services, Inc. TheFoundation Center offers two large files on foundationsand grants through DIALOG.

Distribution committee: The committee responsiblefor making grant decisions. For community foundations,the distribution committee is intended to be broadly rep-resentative of the community served by the foundation.

Donee: The recipient of a grant. (Also known as thegrantee or the beneficiary.)

Donor: An individual or organization that makes a grantor contribution to a donee. (Also known as the grantor.)

Employee matching grant: A contribution to a chari-table organization by an employee that is matched by asimilar contribution from his or her employer. Many cor-porations have employee matching-gift programs in high-er education that encourage their employees to give to thecollege or university of their choice.

Endowment: Funds intended to be invested in perpetuityto provide income for continued support of a nonprofitorganization.

Expenditure responsibility: In general, when a pri-vate foundation makes a grant to an organization that isnot classified by the IRS as a “public charity,” the founda-tion is required by law to provide some assurance that thefunds will be used for the intended charitable purposes.Special reports on such grants must be filed with the IRS.Most grantee organizations are public charities, and manyfoundations do not make “expenditure responsibility”grants.

Family foundation: An independent private foundationwhose funds are derived from members of a single family.Family members often serve as officers or board membersof family foundations and have a significant role in theirgrantmaking decisions. See also operating founda-tion; private foundation; public charity.

Federated giving program: A joint fundraising effortusually administered by a nonprofit “umbrella” organiza-tion that in turn distributes the contributed funds to sever-al nonprofit agencies. United Way and community chestsor funds, the United Jewish Appeal and other religiousappeals, the United Negro College Fund, and joint artscouncils are examples of federated giving programs. Seealso community fund.

Field offices: Reference collections operated by theFoundation Center in Washington, DC; Atlanta; Cleveland;and San Francisco, all of which offer a wide variety ofservices and comprehensive collections of information onfoundations and grants.

501(c)(3): The section of the tax code that defines non-profit, charitable (as broadly defined), tax-exempt organi-

zations. 501(c)(3) organizations are further defined aspublic charities, private operating foundations, and pri-vate nonoperating foundations. See also operatingfoundation; private foundation; public charity.

Form 990-PF: The public record information return thatall private foundations are required by law to submitannually to the IRS.

General/operating support: A grant made to furtherthe general purpose or work of an organization, ratherthan for a specific purpose or project; also called anunrestricted grant.

General purpose foundation: An independent privatefoundation that awards grants in many different fields ofinterest. See also special purpose foundation.

Grantee financial report: A report detailing howgrant funds were used by an organization. Many corporategrantmakers require this kind of report from grantees. Afinancial report generally includes a listing of all expendi-tures from grant funds, as well as an overall organization-al financial report covering revenue and expenses, assets,and liabilities.

Grassroots fundraising: Efforts to raise money fromindividuals or groups from the local community on abroad basis. Usually an organization’s own constituents—people who live in the neighborhood served or clients ofthe agency’s services—are the sources of these funds.Grassroots fundraising activities include membershipdrives, raffles, auctions, benefits, and a range of otheractivities.

Guidelines: Procedures set forth by a funder thatgrantseekers should follow when approaching a grant-maker.

Independent foundation: A grantmaking organizationusually classified by the IRS as a private foundation.Independent foundations may also be known as familyfoundations, general purpose foundations, special pur-pose foundations, or private nonoperating foundations.The Foundation Center places independent foundationsand company-sponsored foundations in separate cate-gories; however, federal law normally classifies both asprivate, nonoperating foundations subject to the samerules and requirements. See also private foundation.

In-kind contribution: A contribution of equipment,supplies, or other tangible resources, as distinguishedfrom a monetary grant. Some organizations may alsodonate the use of space or staff time as an in-kind contri-bution.

Matching grant: A grant that is made to match fundsprovided by another donor. See also challenge grant;employee matching gift.

Microfiche: Flat strips of microfilm. The FoundationCenter collects and makes available foundation 990-PFson microfiche mounted on aperture cards by the IRS.

Operating foundation: A 501(c)(3) organization clas-sified by the IRS as a private foundation whose primarypurpose is to conduct research, social welfare, or otherprograms determined by its governing body or establish-ment charter. An operating foundation may make grants,but the sum is generally small relative to the funds usedfor the foundation’s own programs. See also 501(c)(3).

Operating support grant: A grant to cover the regularpersonnel, administrative, and miscellaneous expenses ofan existing program or project. See also general/oper-ating support.

Orientation: An introduction to available resources andfundraising research strategies presented by FoundationCenter library staff. Supervisors at cooperating collectionsmay conduct orientation sessions as well.

Payout requirement: The minimum amount that pri-vate foundations are required to expend for charitablepurposes (including grants and, within certain limits, theadministrative cost of making grants). In general, a pri-vate foundation must meet or exceed an annual payoutrequirement of five percent of the average market value ofits total assets.

Private foundation: A nongovernmental, nonprofitorganization with funds (usually from a single source,such as an individual, family, or corporation) and pro-gram managed by its own trustees or directors. Privatefoundations are established to maintain or aid social, edu-cational, religious, or other charitable activities servingthe common welfare, primarily through the making ofgrants. See also 501(c)(3); public charity.

Program amount: Funds that are expended to supporta particular program administered internally by a founda-

tion or corporate giving program.

Program officer: A staff member of a foundation whoreviews grant proposals and processes applications forthe board of trustees. Only a small percentage of founda-tions have program officers.

Program-related investment: A loan or other invest-ment (as distinguished from a grant) made by a foundation to another organization for a projectrelated to the foundation’s philanthropic purposes andinterests.

Proposal: A written application, often accompanied bysupporting documents, submitted to a foundation or cor-porate giving program to request a grant. Most founda-tions and corporations do not use printed applicationforms but instead require written proposals; others preferpreliminary letters of inquiry prior to a formal proposal.Consult published guidelines.

Public charity: A nonprofit organization that qualifiesfor tax-exempt status under section 501(c)(3) of the IRScode. Public charities are the recipients of most founda-tion and corporate grants. Some public charities alsomake grants. See also 501(c)(3); private founda-tion.

Qualifying distributions: Expenditures of a privatefoundation made to satisfy its annual payout requirement.These can include grants, reasonable administrativeexpenses, set-asides, loans, and program-related invest-ments, as well as amounts paid to acquire assets useddirectly in carrying out tax-exempt purposes.

Query letter: A brief letter outlining an organization’sactivities and its request for funding and is sent to apotential grantmaker to determine whether it would beappropriate to submit a full grant proposal. Many grant-makers prefer to be contacted in this way before receivinga full proposal.

RFP: Request for Proposal. When the government issuesa new contract or grant program, it sends out RFPs toagencies that might be qualified to participate. The RFPlists project specifications and application procedures.Although a few foundations occasionally use RFPs in spe-cific fields, most prefer to consider proposals that are ini-tiated by applicants.

Seed money: A grant or contribution used to start a new

project or organization. Seed grants might cover salariesand other operating expenses of a new project.

Set-asides: Funds set aside by a foundation for a specificpurpose or project that are counted as qualifying distribu-tions toward the foundation’s annual payout requirement.Amounts for the project must be paid within five years ofthe first set-aside.

Special purpose foundation: A private foundationthat focuses its grantmaking activites in one or a few areasof interest. See also general purpose foundation.

Sponsorship: Affiliation with an existing nonprofitorganization for the purpose of receiving grants.Grantseekers may either apply for federal tax-exempt sta-tus or affiliate with a nonprofit sponsor.

Tax-exempt: Refers to organizations that do not have topay taxes such as federal or state corporate tax or state

sales tax. Individuals who make donations to such organi-zations may be able to deduct these contributions fromtheir income tax.

Technical assistance: Operational or managementassistance given to nonprofit organizations. It can includefundraising assistance, budgeting and financial planning,program planning, legal advice, marketing, and other aidsto management. Assistance may be offered directly by thestaff of a foundation or corporation, or it may be providedin the form of a grant to pay for the services of an outsideconsultant. See also in-kind contributions.

Trustee: A foundation board member or officer whohelps make decisions about how grant monies are spent.Depending on whether the foundation has paid staff,trustees may take a more or less active role in running itsaffairs.

The Nogales project pays for “promotoras”—locally known,Spanish-speaking home health care workers—to visit thehomes of families with asthmatic children and help reduceexposure to asthmagens.

Campesinos Unidos, a communityaction group representing 6,000migrant farmworkers, has receivedan EPA grant to provide pesticideeducation to farmworker familiesliving in Imperial County. Theirgoal is to help farmworkers preventcontamination of their homes andexposure of family members, par-ticularly children, from pesticidesused at their workplace.

The American Lung Association ofSan Diego and Imperial Countieshas an EPA grant to conduct asth-ma education for children alongthe United States/Mexico border.

EPA is sampling and analyzing drinking water, soil,and air for releases of hazardous substances associatedwith past industrial and agricultural practices. EPA willdetermine current environmental conditions and iden-tify any issues that may be of concern to children’shealth. Air monitoring will begin this year.

Trained “Promotoras” provide individual and groupeducation to 200 families at risk for pesticide poisoningand help parents increase their skills in monitoringtheir children’s health through increased awareness ofpesticides and hazardous chemical exposures.

Training: Open Airways for Schools will hold trainingin 15 low-income schools in San Diego and ImperialCounties. The grant also will build capacity for similarprograms in Mexicali.

Sponsored by OPP and EPA’s Worker ProtectionBranch, these radio spots provide information on pes-ticide safety and risk reduction measures. They alsooffer a toll-free number for questions.

This research project assigns 50 trained student men-tors to 100 farm worker children. Mentors use out-reach tools to raise the children’s awareness about pes-ticides and means of reducing exposure. The projectdeveloped outreach materials, developed mentortraining, designed tracking methods.

In collaboration with the Farm Worker Health andSafety Institute and the Association of Farm WorkerOpportunity Programs, the program provides basicworker pesticide safety training to Hispanic agricul-tural workers. EPA has created a wide variety ofSpanish-language safety training manuals.

The initiative is aimed at ensuring that health careproviders become more aware, better educated, and bet-ter trained in pesticide related health issues. 2.5 millionHispanic farm workers will be better served due to thisinitiative.

The project is working with four U.S. states and sixMexican states along the border to conduct variousprojects, including those involving:• Lead and pesticide intoxication among children. • Elevated rates of neural tube defects.• Training health car providers.• Mapping of environmental contaminants.

The work focuses on pesticide regulations as well astechnical and science issues, with an emphasis ontransborder projects. Training workshops are held onapplicator certification, worker protection, andgroundwater contamination. More than 300 regula-tors and stakeholders have participated.

EPA, Mexican Ministry of Environment, NationalResources and Fisheries, and the Canadian Ministryof Environment work to foster regional cooperationon conservation, protection and enhancement of theNorth American environment.

Action plans were created to reduce the use and pres-ence of DDT and chlordane through the region.
