2. Minutes of the last meeting & Matters Arising The minutes of the last meeting were agreed.

i. Housing Strategy for older people is being finalised. ii. Mental health presentation agreed for a future meeting (Howard

Shoebridge or Chris Bradley-Rushe). iii. Average occupancy of the Council’s block contracts over 10/11

was 92.1%

Care & Compassion Presentation – Eiri Jones (Director of Nursing and Patient Services at Bedford Hospital) Presentation slides attached.

Eiri gave a presentation on how the Hospital is managing patient care in the light of the Dignity Campaign, the Health Ombudsman’s recent report, the CQC review of dignity and prevention and dementia care within an

acute setting. Questions from the Board included how the Trust was managing to instil quality in the service in challenging circumstances. Eiri stated that performance is maintained regularly at all levels. This monitoring is carried out by senior staff attending ward meetings and getting direct feedback. Additional feedback is gained from compliments, complaints, patient forum feedback, matrons and from the outcome performance measures that the NHS collects. Some of this generates additional income to invest in front line services. Eiri stated she would be happy to return to give a presentation on nutrition in the hospital. Dignity In Care Campaign John stated that part of the remit of this partnership is to promote Dignity and Care and a larger section of the Boards next meeting should be devoted to exploring what this means.

5. Falls Data Jackie gave information on Quarter 3 (Sept – Dec 10). There were 110 emergency admissions due to falls. East of England Ambulance Trust have instigated a Falls Register. Bedford Borough Council / Primary Care Trust are looking to appoint a Falls Coordinator and develop training for care home staff and support groups for people who have fallen. A range of options for getting information to the public was discussed.

Service User News Stephanie Randolph informed the Board of her involvement with Future East. It was agreed that she should have a standing item on the agenda so that she was able to feed back to the Board and take the concerns of the Board to the Future East forum. More information can be found on the web www.futureeast.org.uk .

7. Carer News Robert Cunningham reported that Carers In Bedfordshire had been working within Sainsbury to develop means of identifying carers. Awareness raising for carers had taken place on local radio and they are hoping to get a regular slot for carers. GP Carers packs have been launched – Yvonne Clarke / Leanne should come to talk about it at a future board meeting.

8. Transport Forum Update Ted informed the Board of the plans for the contract for Bus shelters to be planned for later this year and the design of bus shelters was considered. All comments to be passed to Ted.

Safeguarding Discussion regarding junk mail (leaflets), telephone calls and scam mail becoming a major problem in this area. This network needs to distribute information. Action fraud information attached to these minutes.

Excess Winter Deaths (EWD) EWD Index (EWDI)

Excess winter deaths is calculated as winter deaths (deaths occurring in December to March) minus the average of non-winter deaths (April to July of the current year and August to November of the previous year).

EWM = winter deaths – average non-winter deaths

The excess winter deaths index (EWDI) is the number of excess winter deaths expressed as a percentage of the average of the non winter deaths.

EWM Index = (EWM/average non-winter deaths)*100

Facts

• Effective protection can eliminate winter variations in respiratory mortality - EXPOSURE

• Conditions directly relating to cold such as hypothermia are not the main cause of excess winter deaths

• Research has shown that most of EWDs can be attributed to either respiratory or cardiovascular conditions – primarily ischaemic heart disease and stroke.

• The tendency for people to congregate together in confined and poorly ventilated spaces in cold weather increases the opportunities for cross infection

• Low temperatures and relative humidity have been linked to the rapid spread of influenza

Conclusions

• There is some evidence to suggest that pre-existing disease can increase the risk of an excess winter death.

• Fuel poverty alone is not the only cause of EWD

• Excess winter deaths are not significantly different from the England average

• Due to improved uptake of flu vaccination the impact of influenza on winter mortality is thought to be decreasing

• Mosaic - Classifies all households and postcodes in the UK, plan to use this year

• Difficult to find a correlation/link between from any of the causes previously mentioned and EWD

Stakeholders in relation to Hackney Carriage and Private Hire Matters

Dear Colleague Licensed Vehicle Standards Consultation The Council, as Licensing Authority for Private Hire and Hackney Carriage Services in the Borough is presently consulting on the future content of the Manual of Inspection for licensed vehicles. The Manual of Inspection sets out the standards of the Authority for licensed vehicles. The current Manual is available at http://www.bedford.gov.uk/business/licences_and_street_trading/idoc.ashx?docid=80f34b1d-419b-4ea6-adb0-9e4f5c03dc9c&version=-1 Many of the standards in the Manual are based on the standard MoT. However, the overriding requirement on the Authority is that it must ensure, amongst other things, that the vehicles it licences are: (i) suitable in type, size and design (ii) suitable in mechanical condition (iii) safe (iv) comfortable As such, the Authority can set standards other than those in the MoT. The Manual of Inspection has the following sections which set out the standards in these areas:

Brakes Steering Tyres and Wheels Chassis and underparts

Engine compartment Lighting Drivers compartment Body and paintwork Carriage compartment Taximeter and roadtest Wheelchair facilities

In reviewing the standards for licensed vehicles the Authority is aware of representations from licensees in the following areas over the past few years:

The current standard for licensed vehicles to be fitted with glass that permits a minimum of 45% visual light to be transmitted through it.

The current standard whereby a spare tyre must be present and that this must meet the minimum legal requirements for fitted tyres.

The seating capacity for vehicles which must permit passengers access to an external opening door without obstruction by other seats.

The Council would appreciate any comments you may have on what should be included in the future content of the Manual. The timetable for this current phase of the consultation is as follows: 19 July 2011 Consultees provided with details of

existing Manual of Inspection and requested to provide comments on what should be included in the future content of the Manual

06 September 2011 Deadline for responses from consultees

07 September 2011 Circulation to Borough Councillors of comments received and proposals for changes to the Authority’s Manual of Inspection for licensed vehicles

15 September 2011 General Licensing Committee considers proposals and determines preferred options

Stakeholders in relation to Polling Districts and Places

Dear Colleague Review of Polling Districts and Places Under the Review of Polling Districts and Polling Places (Parliamentary Elections) Regulations 2006, all local authorities are required to carry out a review of polling districts and polling places on a regular four-yearly cycle. The review concerns the basic arrangements for determining the geographical areas that will define the polling arrangements for elections. These are the Polling Districts. In considering these, the Authority must respect existing boundaries such as Constituencies, Wards and Parishes and so cannot change these boundaries even if people disagree with them. However, within these constraints, the review must: a) Seek to ensure that all the electors have such reasonable facilities for voting as are practicable in the circumstances; b) Seek to ensure that so far as is reasonable and practicable, the polling places are accessible to all electors, including those who are disabled, and when considering the designation of a polling place, must have regard to the accessibility needs of disabled persons. Bedford Borough Council is now undertaking this review and welcomes any comments you may have on the existing Polling Districts and Places which you can view at www.bedford.gov.uk/pollingreview .
