DISTRICT THEME: OPTIMIST CLUBS… SAVING CHILDREN

VISION: As the friend of youth, we shall be known for being the premier service organi-zation in the Caribbean.

GOALS: GEMS

Growth: Grow the membership of the District to facilitate serving more children.

Empowerment: Empower our members and our children through inspired leadership. Bring back the ‘joy’ to our JOI (Junior Optimist International) movement.

Marketing Communication: Ensure that the Optimist movement becomes the best known secret instead of the best kept secret and use all media to communicate effec-tively.

Success: To aid and encourage the saving of children through our programmes and motivate our members with an effective achievements and awards programme as well as the personal and professional development programmes.

MISSION: Optimist Club members will initiate an ‘Adopt an Angel Programme’ to pro-vide a social safety net for children, which is to be realized through the provision of programmes covered by the acronym SHED; Sports, Healthcare, Education and Dona-tions of time, finances and other resources.

GOVERNOR’S MESSAGE

I greet you well, Fellow Optimists up and down the length and breadth of this great Caribbean District. It is a particularly exciting time for us as our parent body, Optimist International, is within touching distance of 100 years of exis-tence and as we in the awesome Caribbean District beckon 40 years.It is perhaps too, the most intimidating time in the history of our movement con-sidering the tremendous pressures heaped on those we have pledged to serve – the Youth of the World.We see almost daily the atrocities meted out to children in the Caribbean and in other parts of the world. Destructive actions in all forms carried out against them and all too often they suffer the ultimate atrocity.

We hear constantly the cries of the youth and the appeals for help from the communities.So at this critical juncture, fellow Optimists, the call to action rings out even more stridently and with greater urgency. For us then, we have no choice. It must be Optimist Clubs…Saving Children.That is the clarion call which must guide our actions and activities in the 2017 to 2018 Year in our District as we continue to be Wonderful Optimists Working (WOW!).Chief among the activities this year will be an anti-bullying human rights programme for young people through-out the Region. Cyber-bullying in particular, has become a concern Region-wide and one that we must address with alacrity and with purpose.An ‘Adopt an Angel’ programme to provide a safety net for children through donation of time, finances and other resources is another of the projects that we have targeted for our clubs this year.Fellow Optimists, it also gives me absolute confidence that our collective strength and enthusiasm for the tasks at hand in this year of Optimist Clubs…Saving Children is bolstered by the endorsement that we have been given by the highest Office in Jamaica and Antigua. This spectacular endorsement of our movement comes by way of a Proclamation by the Governor General of Jamaica, Sir Patrick Allen, and the Governor General of Antigua, Sir Rodney Williams, declaring October 1, 2017 to September 30, 2018 as “A Year of Optimists in Service to Children affected by poverty, crime and violence.” The Optimist International Caribbean District could hardly ask for loftier recognition for the service we have given and will continue to give to our young people.We should remind ourselves, however, that even before the Governor General’s Proclamation, it was in fact written in the book, Of Dreams and Deeds – The Story of Optimist International, by Gordon S. ‘Bish’ Thomp-son, that, “This organization does indeed motivate the best in (the) social environment, for it is a shining and forceful positive...”From Optimist International for the 2017 to 2018 Year it is Optimist Strong…Be the Difference. I look forward with you to be part of that “Difference” in the Caribbean as we take on the mantle this year of Optimist Clubs…Saving Children.

I am truly excited about the 2017-2018 Optimist year! The Caribbean District

is coming off of a great year, and I know that plans have already been made by

Governor Calvin A. Hunter and the District’s Leadership Team to continue the

focus on growth.

Why do we need to grow? Growth of our clubs means that we are success-

fully sharing the gift of Optimism that we received when we joined this wonderful

organization. Growth of our clubs means new volunteers and new ideas to help

ensure that our clubs become even stronger and more vibrant. Growth of our

clubs means we have more opportunities to give back to our local communities. Most importantly, growth of

our clubs means that we can serve even more youth!

The upcoming year will be your year to shine as Optimists! You can help to build on your club’s legacy as you

and your fellow Optimists work together to serve others. Help to build your personal legacy as you focus on

the ways in which you can be a better Optimist!

Greetings Fellow Optimists!

The 2017-2018 Optimist year will offer many opportunities for growth and ser-vice as we continue our quest toward achieving Optimist International’s goal of 100,000 members by our 100th anniversary! Reaching this goal will be a signifi-cant milestone in our organization’s quest to be the number one volunteer youth service organization in the world. It will enable us to serve over one million more youth than we do today. Your passion and commitment to serve combined with Optimist International’s volunteer opportunities will be key to realizing this goal.

The theme for the 2017-2018 year will be “Optimist Strong – Be the Difference!” We gain strength by working together, sharing new ideas and passions, and opening our hearts and minds to the possibilities of serving more youth and communities. The focus for 2017-2018 will be on growth in membership and retention, leadership development and the expansion of the Optimist International brand. These three areas of concentration are essential to the health and welfare of our clubs and Optimist International. Clubs are the heart and soul of our organization. Optimist members working within their clubs are a force of positive change within their communi-ties, are engaged in service to others and are dedicated to bringing out the best in youth, their communities and themselves.

The primary goal for every club is to achieve Honor Club status. This time-tested, club health maintenance pro-gram has been in existence for almost 60 years – it represents what we do best as an Optimist club. Clubs that achieve Honor Club status are healthy, active, strong and provide great value to Optimist experience. Strong clubs produce strong members, strong members produce strong leaders, strong leaders produce the initiative and strategies necessary to sustain and strengthen Optimist International. If Optimist International prospers, we all prosper.

Wishing you an awesome 2017-2018 year as we unite to build a better tomorrow for our youth, communities and ourselves.

To optimists near and far,

It is with utmost prestige and gratitude that I accept the opportunity of serving as

the Governor of the Caribbean District for the year 2017-2018. With the assis-

tance of an assiduous team and the everlasting support of our enthusiastic JOI

members, fulfilling the theme ‘Going forward, building frontiers of JOI/JOY’. After

all, no man is an island and no optimist can traverse alone.

Making the JOI movement a household name is a priority. In doing so, we hope

to inspire, ignite and intensify the optimism that is buried deep in the hearts of

our youths. For the year, the following goals are in sight:

-To amplify the art of unity across the district including all cohorts

-To create a default optimistic mindset in our members so they can further lead by examples

-To have a permanent stamp on the lives of Jamaica’s children through volunteerism.

Thus the terminology, “Bend the tree when it is young” : By instilling the simple values of the Optimist creed at

a young age, such a child will grow pumping the values of optimism into the world and not depart from it. An

optimist is like a farmer - a farmer who sows seeds of sanguineness.I therefore charge you optimists, to go

forth and plant the many seeds of optimism in the minds of our little ones and may they bloom with optimistic

views. Through it all, remember: Inspire! Ignite! Intensify!

A PROCLAMATION

By His Excellency the Most Honourable Sir PATRICK LINTON ALLEN, Member of the Order of the Nation, Knight Grand Cross of the Most Dis-tinguished Order of Saint Michael and Saint George, Commander of the Order of Distinction, Knight of Grace of the Most Venerable Order of the Hospital of Saint John of Jerusalem, Governor-General of Jamaica.

WHEREAS Optimist International is a worldwide volunteer organization made up of more than two thousand four hundred clubs, conducting in ex-cess of sixty-five thousand service projects and impacting over six million children globally each year;

AND WHEREAS the members of the Optimist International Caribbean District in Jamaica are devoted to improv-ing the nation, one child and one community at a time, by Bringing Out the Best in Children; AND WHEREAS in the ensuing twelve months and beyond, Optimist Club members will initiate an ‘Adopt an Angel Programme’ to provide a social safety net for children, which is to be realized through sports, healthcare, education and donations of time, finances and other resources; AND WHEREAS the programme is aimed primarily at rescuing at-risk children by mitigating the harmful effects of poverty, crime and violence on their development; AND WHEREAS the first Optimist Club started its service in the Caribbean in Kingston, Jamaica on August 25, 1980; AND WHEREAS the Optimist International Caribbean District year 2017/2018 will be observed under the theme: “Optimist Clubs…Saving Children”; AND WHEREAS Optimist Clubs in Jamaica will therefore continue to be ‘Friends of Youth’ and have a positive and long-lasting impact on our young people, on our communities and the nation: NOW THEREFORE, I, PATRICK LINTON ALLEN, Member of the Order of the Nation, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Commander of the Order of Distinction, Knight of Grace of the Most Venerable Order of the Hospital of Saint John of Jerusalem, Governor-General of Jamaica, DO HEREBY PROCLAIM October 1, 2017 to September 30, 2018 as a Year of Optimists in Service to Children affected by poverty, crime and violence, and hereby call upon all citizens of Jamaica to render support to the Optimists in Jamaica who are providing meaningful service to our children, their families, schools and communi-ties, and the nation as a whole. What is Bullying?

Bullying is defined as intentional mean, hurtful behaviour that occurs repeatedly in a relationship with an imbalance of power or strength.BULLYING - A FORM OF VIOLENCE AND A WORLDWIDE PROBLEM

Bullying is a world-wide problem. In fact, bullying is second only to child homicide in the number of countries for which data are available. Just over 100 countries (106) reported data on bullying, defined as the percentage of adolescents 13-15 years who reported being bullied at least once in the past couple of months, in the year 2015. This data show that 39% of 13-15 year olds world-wide were bullied; in Latin America and the Caribbean, the figure is 31%, com-pared to high income countries, where the figure is 29%.

Types of BullyingThere are four main types of bullying: • Verbal bullying, or bullying with cruel spoken words, involves ongoing name-calling, threatening, and making disrespectful comments about some one's attributes (appearance, religion, ethnicity, disability, sexual orientation, etc.). • Physical bullying or bullying with aggressive physi cal intimidation, involves repeated hitting, kicking, tripping, blocking, pushing, and touching in un wanted and inappropriate ways. • Social or Relational bullying, involves attempting to deliberately exclude someone from usual activi ties. This may include deliberately preventing someone from joining or being part of a group, whether it's at a lunch table, game, sport, or social

activity. This can be done overtly, or covertly, by spreading rumours and lies. • Cyberbullying, or bullying in Cyberspace, involves spreading mean words, lies, and false rumours through e-mails, text messages, and social media posts. BULLYING IN JAMAICA AND THE CARIBBEAN

The UNICEF/CDA 2015 report entitled “Investigat-ing the Impact of Peer Abuse on the Development of Jamaica’s Children” https://www.unicef.org/jamaica/promoting_quality_education_30912.htm , provides more detail on the extent and nature of bullying in Ja-maican children. There are a number of findings that can be highlighted from the report.

• Bullying is pervasive in Jamaica and the Carib bean. • Bullying is often a recurrent experience for chil dren. • Many children want to help but do not seem to know what to do. • Victims are being impacted significantly and suffer silently. • Current child focussed organisation interventions may be inadequate.

THE SOLUTIONS

The End Violence in Childhood Report (2017) ( http://bettercarenetwork.org/library/particular-threats-to-chil-drens-care-and-protection/child-abuse-and-neglect/global-report-2017-ending-violence-in-childhood ) has identified the following evidence based strategic framework to end violence in childhood, of which bul-lying is one form.

PREVENTING BULLYING AMONGCARIBBEAN CHILDREN.A ROLE FOROPTIMIST INTERNATIONALCARIBBEAN DISTRICT (2017-2018)

• Enhancing Individual Capacities • Equipping parents • Equipping other caregivers, including teachers • Empowering children

• Eliminating the Root Causes of Violence • Freeing communities from violence • Changing adverse social norms

• Embedding Violence Prevention in Institutions • Prevent institutionalisation • Transform school culture • Ensure online safety • Embed violence prevention in health services

The Stakeholder Group interviewed for the 2015 re-port in Jamaica identified the following actions:

• Raising awareness of issues and concepts related to bullying, including cyber bullying, through mass media campaigns and sessions such as work shops and seminars. This is expected to encour age reporting and reduce incidents.

• Develop institutional capacity of entities charged with protecting and developing children and youth as it relates to responsiveness and developing strategic anti-bullying actions

• Appropriate governance structures to recognize issues of bullying and addressing it appropriately at a national level. This includes developing a national anti-bullying policy via the appropriate framework.

ACTIONS FOR THE OPTIMIST CLUBS:

Recommended Interventions:

• Raising Awareness and Enhancing Capacity

The Optimist Clubs can develop a public education campaign on bullying to include posters, flyers social and mass media messages about bullying.

Additionally, and perhaps a more long term inter-vention would be the development/adaptation of an anti-bullying curriculum for the pre-school and early primary years. This would include the development of

books for the pre-school and primary child and teach-ing material for their teachers.

• Appropriate Anti-Bullying Governance Structure

The Optimist Clubs can work with schools to develop a template of a bullying policy, which could be adapt-ed by individual schools.

These actions address numerous aspects of the strategic framework and recommended actions indi-cated in the Solutions section above. Together these are expected to transform school culture, reduce the prevalence of bullying and allow schools to develop a structured response to any bullying that occurs.

Recommended Age Group and Location for Interven-tions:

Bullying was most prevalent in the earlier primary grades in the Jamaica study. Additionally, the science of early childhood development has taught us of the importance of the early years 0-6 in later childhood and adult behaviour and development. It is therefore recommended that the focus be on the pre-school and early primary years. As Caribbean children have high attendance at preschool and primary school, the school is an ideal location for the interventions.

There is always benefit to partnership with organisa-tions working towards the same goal.Ministries of Education across the Caribbean, particu-larly the Guidance and Counselling Unit, and agen-cies for Child Protection (In Jamaica, this is the CDA) would be key partners. UNICEF, which supported the bullying research in Jamaica, and which is represented throughout the Caribbean, would be an important partner.

Optimist International and Saint Louis University partner to host the Optimist International Oratorical World Championships. Each Optimist District has the opportunity to send one of their District Ora-torical Winners to St. Louis to compete with the winners of the Districts in their Region for a $5000 scholarship. The winner of each Region (8) will compete with the winner from Saint Louis University’s Global Region for a $15,000, $10,000, or $5,000 World Championship scholarship. There is the po-tential for a student to win $22,500 in scholarships!The Annual World Championships Contest is scheduled for Thursday, June 28 and Friday, June 29, 2018. Please keep in mind that the 2017-2018 District Oratorical contests will need to be conducted earlier than usual to accommodate this timeframe. Districts must submit the 2017-2018 winners’ pa-perwork to Optimist International no later than May 15, 2018. What is this program?Cancer has resulted in more deaths among children than any other disease. Optimist International has developed a program suited to the strengths and resources of its members. Clubs and Districts have the opportunity to provide assistance and services directly to children receiving treatment for cancer, their care partners and service providers, as well as contribute to ongoing research efforts.What is the focus of this program?

Optimist International is committed to being the leading force to rid the world of childhood cancer. In December 2009, Optimist International met a $1 million commitment to establish the Endowed Re-search Fellowship at Johns Hopkins. The organization has pledged an additional $500,000 to fund and create the Optimist International Innovative Research Fund at Johns Hopkins. To donate to this worthy cause, please send funds to the US Optimist International Foundation and designate they are for “childhood cancer research” on the check memo line or in an attached letter.

Optimist Clubs and Districts sponsoring CCC projects may apply for a matching grant from Optimist International to maximize the impact made on childhood cancer patients, their families and their healthcare providers. Offering a friendly basketball, baseball, soccer, football, in-line or ice hockey skills, lacrosse, curling, volleyball, or golf competition may be just what your Club needs to serve your community’s youth. The Tri-Star program enables your Club to run one or several successful sports skills contests effi-ciently and with as little manpower as possible. More than 1 ,000 Optimist Clubs across North Ameri-ca currently participate in or sponsor sports leagues or teams.Similar to a punt-pass-kick skills competition, the Tri-Star Sports Skills Contests are the perfect way to bring together the youth of your community in a spirit of fun competition. Each skill offers exciting opportunities to promote self-confidence and physical fitness, even if your Club has limited resources. Because this program does not involve physical contact or advanced skills, it is an ideal activity for every child, even those who may be physically challenged.Tri-Star Sports Skills Contests are designed for youth ages 8-13, and test three skills in the sport of your choice:
