(a) It sMI be unlawful for s_a9paSon to viohte any pvisian of this article or to violate any term or condition of a carnival permit issued pursuant to this article.

(b) 1t shall be d a k l for any person to operate or cause to be o p e d a carnival without a valid d v a l permit.

(d) Any person who violates any provision of this article shall be @ty of a misdemeanor as provided in G.S. 14-4.
