What is Oregons QRIS?Oregons QRIS focuses on Quality. Our profession has for a long time tried to communicate how important the early years are in a childs life. As more and more focus comes to ECE, quality becomes vital.6What is QRIS?RRatingQuality rating.

Our world is used to ratings: restaurants, hotels, websites, movies. QRIS gives an expert backing (third party) to the rating of quality child care and education environments.7What is QRIS?IImprovementThis is the heart of QRIS. Why is improvement important? Imagine if a doctor just got his medical degree and then never took another class, never stayed up on current research. If doctors didnt do quality improvement, they would miss out on vital information like new vaccines, treatments and cures for formerly incurable diseases. Continuous quality improvement. Our field is changing quickly with research helping us determine how to best meet the needs of our children.8What is QRIS?SSystemQRIS is a system with many parts. It is not a program that will come and go. It is not just about rating or improvement. System gives credibility and support to programs. 1.Early Learning HUBs are being formed and have been announced across the state with the charge of organizing services across areas to work together toward common goals). Oregons communities are organizing themselves into coordinating bodies to create a true system approach to early childhood education working to improve efficiency and outcomes for our youngest children.

2. Two specific outcomes are Kindergarten assessment and universal screening for all children. The ASQ has been adopted as the Universal screening. 3. Race to the top is seed money to build a sustainable system. Why QRIS?Oregons QRIS History and Field Test

Missouri is the only state without a statewide QRIS system due to state law. A version of the QRIS is being implemented regionally within counties.18Oregons QRIS is Not NewFrom the map we saw you can see the entire country is using some type of QRIS. This is not just a new thing; Quality indicators have been used for year. For example, you can look at the state licensing quality indicators forms and although we are no longer using these, they have provided Oregon QRIS with some basic research to help with development. Based on research, we know some quality indicators such as high adult-to-child ratios, staff qualifications, & ongoing training for staff which are all related to positive child outcomes. Another research project locally was in 2008; there was a field test for the Oregons Programs of Quality (22 programs). QRIS is based on this research and on what the current literature tells us about early learning and positive child outcomes.

Registry= individual -QRIS =programs19Partners20Oregons QRIS Field TestField test regions were determined by the Office of Child Care to reflect a diverse population and a balance of center based and family based care as well as rural and urban areas.Some of the things they looked at were: Urban/rural, High needs children, Blending CF/RF and centers and other diversities.
