C. Undertaking of ITC
ITC will provide the use of ITC 's common lines by an IXC for access to end users . The procedure for recovering the CarTier Common Line revenue requirement are set forth in these rules and regulations.
D. Obligations of the Customer
1. Any switched access service associated with CaITIer Common Line Access shall be ordered under other sections of this tari.ff.
2. The IXC facilities at the premises of the ordering IXC shall provide the necessary on-hook and off-hook supervision.

14.1 Carrier Common Line Access Service (Cont'd) (T)
E. Rate Regulation
A. The CalTier Common Line Access Charge will be billed as Essential (C) Network Support to the Alaska Universal Service Administrative (C) Company (AUSAC) under this tariff in accordance with the regulations set f0l1h below.
B. Annual Essential Network Support is an amount equal to (i) the amount of(D){N carrier common line supp011 received for the year ended December 31 , 2016, plus (ii) the amount of carrier of last resort support received for the year ended December 31 , 2016. The ENS amount is frozen at that level. The monthly rate will be determined by dividing the annual ENS by twelve.
C. The Company will continue to use the frozen Essential Network Support amount, to be recovered from AUSAC pursuant to this tariff, III
calculating the monthly ENS payable under this tariff until it is superseded by a subsequent order of the RCA. (D){N
