Fact Sheet on TNTD Activities toCounter the Phenomenon of
Foreign Terrorist Fighters
The OSCE is well equipped to contribute to countering the phenomenon of foreign terrorist
fighters (FTFs) with its comprehensive approach to security, its dedicated Action against Terrorism
Unit with the Transnational Threats Department (TNTD/ATU), its network of 17 field
operations in South-Eastern Europe, the South Caucasus and in Central Asia closely engaged with
their respective host authorities, its experience in co-operating with civil society, and its
specialized institutions, namely the Office for Democratic Institutions and Human Rights (ODIHR),
the Representative on Freedom of the Media (RFoM), and the High Commissioner on National
Minorities (HCNM).

VERLT Programme
Countering violent extremism andradicalization that lead to
terrorism, following amultidimensional approach
Supporting pS to engage relevant localcommunities and non-governmental actors in
developing strategies to counter the violentextremist narrative that can incite terrorist acts,address the conditions conducive to the spread ofviolent extremism, which can be conducive toterrorism, including by empowering ()concerned groups of civil society.
Policy guidebook in six languages on how to leverage community-policingfor countering violent extremism (CVE), and customized training coursesfor community police officers;
Good practices on women and CVE submitted for adoption by GCTF; National seminars and regional expert meetings on countering VERLT,
including public authorities, academia, civil society and the media; Courses to build capacity of civil society stakeholders (e.g., youth,
women, and religious leaders) to speak out, mobilize others, andundertake initiatives against intolerance and violent extremism.
Internet Programme
Countering the use of the Internetfor terrorist purposes
Supporting pS to act co-operatively to preventterrorists from exploiting technology,communications and resources to incite supportfor terrorist acts, while respecting human rights
and fundamental freedoms and in compliance withother obligations under international law.
OSCE-wide expert workshop in co-operation with RFoM on MediaFreedom and Responsibilities in the Context of Counter Terrorist Policies;
E-learning module for countering the use of the internet for terroristpurposes;
Sub-regional conference for Mediterranean Partners on the Internet andthe Phenomenon of FTFs.
Legal Programme
Promoting the implementation ofthe international legal frameworkagainst terrorism and enhancinginternational legal co-operation in
criminal matters related toterrorism
Supporting pS in addressing the criminalization ofoffenses related to FTFs and to develop andimplement prosecution of returning FTFs.
Regional Workshop in Central Asia on Regional Co-operation andEffective Responses to the Phenomenon of FTFs;
Regional Workshop in Central Asia on the Criminalization of OffensesRelated to FTFs, in co-operation with the UNODC;
National Trainings and Workshops in South-Eastern Europe, in co-operation with the GCTF.
TDS Programme
Strengthening travel documentsecurity
Supporting pS in preventing the movement ofterrorists or terrorist groups by effective bordercontrols and controls on issuance of identitypapers and travel documents, and throughmeasures for preventing counterfeiting, forgery orfraudulent use of identity papers and traveldocuments.
Capacity-building workshop, in co-operation with UNCTED and CTITF, inCentral Asia on issues related to countering terrorism at the border;
Assessment missions, seminars and projects to strengthen evidence ofidentity in the documents feeding into electronic Machine Readable TravelDocuments (eMRTDs);
National training for border police and customs officials to strengthenoperational and analytical capacities to detect forged travel documents;
Facilitating participation in the ICAO Public Key Directory through nationalseminars in Central Asia.
