    1.General Information

    This is the user manual for the Mobile Auto-Detectorsystem.

    2.Mobile Auto-Detector

    The Mobile Auto-Detectoris an automatic number plate reading system (ANPR) used on board patrol cars.A few systems functionalities that are not required by OSHP are disabled.

    2.1 System Composition

    System components are shown in Figure 1.

    2.2 System Functions

    The system provides the following functions:

    Continuous number plate reading by the two cameras mounted on the roof of the patrol car

    Real time comparison with number plates in the hot list database

    Alarm notification to the on board user

    Storage of data and alarm images generated during the patrolling

    Real time display of video stream from cameras

    Insertion, removal and searching of plates in the hot list database during the patrolling

    Data download to operations center at end of patrolling (detected plate alarms and images)

    Update of car hot list database from operations center at start of patrolling

    2.3 Operating Procedure

    To operate the system proceed as follows:

    The system is powered up automatically when the car ignition is switched on and is ready to operatein about a minute

    At the start of patrolling (or periodically), patrol cars must stop in the vicinity of the data transfer areato load/update the hot list database

    On board users are required to handle alarm events during patrolling

    At the end of the patrolling (or periodically), patrol cars must stop in the vicinity of the data transferarea to upload alarm detection data gathered during the patrolling

    The system is automatically powered down a couple of minutes after the patrol car ignition isswitched off. If system data upload/download is in progress, the system automatically powers itselfdown on completion.

    As can be seen, the system does not significantly increase on board user workload during service. The onlysystem interaction required is during alarm management, as the on board user must handle the eventsignaled by the system.

    2.4 Orientation and Visual Field of the Cameras

    Figure 2 illustrates the orientation and the visual field of the systems cameras. The number plate of a car isread when it completely enters the cameras field of vision.

    3.Human Computer Interface

    The human computer interface (HCI) is the tool used to interact with the system and monitor its status.

    This section provides a description of the HCI and a description of its various components.

    3.1 HCI Layout

    Figure 3 illustrates the HCI.

    3.2 Description of HCI

    3.2.1 Live AreaFigure 4 illustrates the Live area used to perform the following functions:

    Set the live display camera (left, right)

    Start and stop live display

    Save an image during live display

    The indicators in this area signal operating state:

    Red: function not active

    Green: function active

    The Transitfield is not enabled in the HCI described in this user manual.

    3.2.2 Operating Mode AreaThe Operating Mode area is not enabled in the HCI described in this user manual.

    3.2.3 Transit AreaFigure 5 illustrates the Transitarea, containing information on the transit event which generated the alarm.The following data is displayed:

    Plate: the number plate which generated the alarm

    State: the state of the number plate which generated the alarm

    Date and Time: the date and time the alarm was generated

    3.2.4Alarm AreaFigure 6 illustrates the Alarm area, containing a description of the detected plate alarm. The AcceptandRejectbuttons are used by the on board user to accept or reject the alarm generated. The Timerin theAlarmarea shows the on board user how much time remains to validate the alarm. When the Timertimes out, the

    alarm is automatically accepted by the system. The Timervalue is a configuration setting (the default is 200seconds).

    3.2.5 System State AreaFigure 7 illustrates the System State area containing information on:

    Plate reader: the red indicator signals that the system is not ready to operate (not switched on orinitialization in progress). The yellow indicator signals that the system is ready (initializationcompleted), but the plate reading function has not been started. The green indicator signals that thesystem is ready and the plate reading function is active.

    Data transferring: the red indicator signals that the system is not transferring data to the operationscenter. The green indicator signals that the system is transferring data to the operations center.

    Hot List: the red indicator signals that the plate hot list database is not available to verify plates readby the system. The green indicator signals that the plate hot list database is available to verify theplates read by the system.

    The Radio coverage and Gps coverage fields are not enabled in the HMI described in this user manual.

    3.2.6 Management AreaFigure 8 illustrates the Managementarea, which allows on board users to:

    Start and stop the plate reading function

    Manage the plate hot list database

    3.2.7 Show Image AreaFigure 9 illustrates the Show Image area, which displays the alarm transit image or live image stream.

    Figure 9 also illustrates the arrows used to indicate the camera which produced the image displayed. Duringlive display, one of the two arrows goes green to indicate the source of the video stream. In the event of analarm, one of the two arrows goes red to indicate the camera which detected the plate on the hot list.

    4.HCI Functions

    This section provides a description of operations to perform to use system functions.

    4.1 Running and Quitting the Application

    The application can be launched automatically on Windows start up or manually by using theMobileAutoDetector shortcut on the laptop desktop. The confirmation dialog box illustrated in Figure 10 isdisplayed on exiting the application.

    4.2 Live Display

    This function displays the live video stream from one of the two system cameras.

    The camera is selected using the Leftand Rightcontrols illustrated in Figure 11a. Clicking on the Start Livebutton commences live video display. During live display mode, the areas of the interface which are notdirectly pertinent to the active function are grayed out. Clicking on the Stop Live button illustrated in Figure11b stops live display and the previously grayed out areas of the interface are enabled again.

    It is very important to notice that: During live display number plate reading is disabled and the systemdoes not generate alarms.

    4.4 Hot List Database Management

    This function is used to insert, remove and search for plates in the hot list database. Clicking on the Hot listbutton in Figure 13 displays the dialog box in Figure 15.

    The Operation field is used to select the operation to perform:

    Insert: insert a plate in the database

    Remove: remove a plate from the database

    Search: search for a plate in the database

    The Plate field is used to enter the plate on which to perform the operation. This field is obligatory for alloperations.

    The State field contains a list of states to associate with the plate on which to perform the operation. Thisfield is obligatory for all operations.

    The Notesfield is used to enter a description of the plate on which to perform the selected operation. Thisfield is required for plate insertion only.

    If the selected operation fails, this is signaled by the dialog box illustrated in Figure 16.

    If the Insertand Remove operations are successful, no message is displayed.

    Successful Search operations are signaled by the dialog box in Figure 17.

    4.5Alarm Management

    4.5.1Alarm DetectionA search is performed in the hot list database for each plate read by the system. If the plate is found in thedatabase, an alarm is generated. The system can read plates, but not the associated state. If the hot listdatabase contains the same plate (e.g. the same sequence of letters and numbers) but from different states(e.g.: [AA000AA, OH], [AA000AA, CA], [AA000AA, FL]), the system generates an alarm and presents thevarious plate/state alternatives. During alarm management, the on board user must verify all the alternativespresented by the system and accept the correct one or reject the plate if none match. The verification andvalidation procedures are described in the paragraphs below.

    During alarm display, the system continues to read plates and search for them in the hot list database asusual. New alarms are presented to the on board user only after the previous alarm has been handled.

    4.5.2 System ActionsIf a plate read by the system is found in the hot list database an alarm is generated automatically. Figure 19illustrates the human computer interface when an alarm is generated.

    The following actions are performed by the system:

    The dialog box in Figure 19a is displayed to indicate that a new alarm has been detected

    An acoustic alarm is generated to signal the new alarm to the on board user

    The arrow indicator in Figure 19b is activated to indicate the camera that has generated the alarm

    The display area contains the image of the plate and associated alarm data

    The Timer in Figure 19c indicates how much time is left for the on board user to validate the alarm

    The Accept and Reject buttons in Figure 19d are enabled to allow the on board user to validate thealarm

    The alarm indicators in Figure 19e are displayed to inform the on board user that alarm handling is inprogress

    The zoom button in Figure 19f is enabled to allow the on board user to zoom in on the plate detected

    The scroll buttons in Figure 19g are activated only if more than one plate/state alternative is presentin the database, enabling the on board user to scroll through the various possibilities

    The counter in Figure 19h indicates the number of transits the system have read since it waspowered up

    4.5.3 On Board User ActionsOn board user alarm management requires the following actions:

    Click on the OK button in Figure 19a

    Check whether the alarm generated by the system is correct

    Accept or reject the alarm

    Alarms generated must be verified by comparing the plate data read by the system, indicated in the Transitarea in the window in Figure 19, with the plate image displayed in the Show Image area in Figure 19. If morethan one plate/state alternative is present, the on board user must use the buttons in Figure 19g to scrollthrough the list of possibilities. These buttons are displayed in red when the list can be scrolled in thedirection indicated by the arrow and in gray when scrolling that direction is no longer possible.

    Alarms are accepted or rejected depending on the outcome of the verification performed by the on boarduser. If the data read and identified by the system matches the plate displayed in the Show Image area, thealarm must be accepted. If not it must be rejected. If more than one plate/state alternative is presented, theon board user must verify all of them. If one of the alternatives is accepted, the data indicated in the Transit

    area of the window in Figure 19 must match the plate in the image displayed.

    On board users accept or reject alarms using the buttons illustrated in Figure 19d.

    If the on board user does not complete the alarm validation procedure within the time limit set for the Timer,the alarm is automatically accepted. The system displays the dialog box in Figure 20 to inform the on boarduser that the Timerperiod has expired.

    4.6 Data Transfer

    Data transfer is performed automatically when the car is in the data transfer area.

    During this phase the operations center system establishes a connection with the Mobile Auto-Detectorsystem to download the alarms generated during the patrolling and update the hot list database.

    The on board user is informed of the fact that data transfer is in progress by the Data Transferringindicatorin the System State area in Figure 21, which goes green.

    4.7 Diagnostic Messages

    The system can generate a Diagnostic Message to inform the on board user of a particular operatingcondition.

    4.7.1 Software Update ProcessSoftware update session can be scheduled by the system administrator when a new system softwarerelease is available. In this case, during the data transfer operation, the software update process is

    automatically performed by the system. The dialog box in Figure 22 notifies the on board user that theprocess is in progress.

    If the software update process is completed correctly, the dialog box in Figure 23 notifies the on board user.

    On the contrary if the software update process fails, the dialog box in Figure 24 notifies the on board user. Itis raccomanded to inform the system administrator about this problem.

    4.7.2Working TemperatureWhen the value of the temperature inside the sensore case goes over the maximum working range, thesystem automatically switches off. The dialog box in Figure 25 notifies the on board user.

    When the level of the temperature goes back to the working range, the system automatically switches onagain. The dialog box in Figure 26 notifies the on board user.
