FROM THE MAYOR The vision of the late Jorgan La Cour for a cross-town walk has been established, with Melling Park as a significant improvement for residents west of the railway line. On Ngarrabul land two years ago, this Council offered me the honour to serve as Mayor of Glen Innes Severn, and I then outlined priorities as being improvements to amenities in our villages, upgrades for the under-serviced western side of town including cross-town access, a youth centre, improved health care services, and improvements to the road network. Substantial progress in all priorities has been achieved. These include: Many new outdoor amenities at Deepwater; Upgrading of the caravan park, swimming pool and cricket pitch at Emmaville; The establishment of the Glencoe Community Hall Committee; Completion of the new and improved kitchen at the Youth Booth, the appointment of a youth worker, and the provision of much needed programs for our youth; and The vision of the late Jorgan La Cour for a cross-town walk has been established with Melling Park as a significant improvement for residents west of the railway line. Other notable projects include the sheep yards upgrade and truck wash at the Saleyards, the Warwick Twigg Centre for a regional Netball facility, along with improved public facilities with toilets useable by all people encompassing new disability guidelines, and our community art projects that provide an interest for our visitors. An Electric Vehicle Fast Charging Station has been installed and is used by locals and visitors. Glen Innes has been made RV friendly for visitors who bring tourist income with them. Council has also launched its new tourism strategy that brings renewed support for local businesses in these difficult times. In my professional field of health care, I am proud to attest to the expansion of mental health service availability in this town, improved counselling and domestic violence prevention and support services. In these last two years Glen Innes Severn has weathered the most dreadful events that nature can throw at us, from drought to bushfires, floods and pandemic. We have come through these disasters together in remarkable shape, against travails that could have easily brought us undone. The community and committee work that I and other Councillors have done has shown me that our Glen Innes Severn Community pulls together when it counts, and that we make constructive and effective decisions in the most trying of circumstances. This experience has been mirrored around Australia where we see that in the face of climate change and disruption that brought drought, fire, flood and pandemic, the communities and governments which remain in best shape are those who have remained committed to working together instead of looking for reasons to drive one another apart. Much of this success has relied on my capacity to maintain effective, open and constructive relationships with the NSW Government, Federal Government and fellow Mayors across NSW. Regular liaison between myself and the General Manager with the Member for Northern Tablelands and Member for New England has ensured that the needs of the of the Glen Innes Severn Community have remained in the forefront of their vision and they have responded to those needs. There have also been fruitful cross Local Government exchanges through the mayors of numerous other councils, both regional and urban, and our community and ratepayers have benefited from the sharing of strategic vision, technical expertise and planning know-how. Locally, with the expansion of community members involvement in Local Government through committees, council - community relationships have strengthened and deepened. I look forward to 2021 with some excitement for the challenges that lie ahead, particularly regarding the potential of the Renewable Energy investments that are starting in Solar, Wind and Hydro and the resulting businesses and population increases that may follow in our region. WIND IN THE SAILS FOR BLADE PARK There’s more good news for Glen Innes through grant funding. At the October Ordinary Council Meeting Council resolved to sign a Funding Deed between Council and the Department of Regional NSW for funding received under the Stronger Country Communities Fund (SCCF) Round Three (3) for the Wind Turbine Viewing Park. The signed Funding Deed will release the funds for milestone one (1) of this project which is for $70,388.80. The funding will allow for the establishment of a rest area with works including pavement preparation, removal of soil, laying and compacting of base material in preparation for sealing, and the completion of all sealing and line marking. The Wind Turbine Viewing Park is located at the corner of the Gwydir Highway as you leave Glen Innes heading for Inverell, and the Glen Innes Race Course. You can’t miss it as it features a wind turbine blade which gives visitors a reality check on the size of this equipment. Once completed, it will be another pleasant park precinct for residents and visitors to enjoy. THE BUSINESS INCENTIVE FUND The aim of Council’s Business Incentive Fund (BIF) is to provide financial assistance to existing businesses wishing to expand, and also to new businesses and initiatives wishing to establish in the Glen Innes Severn Local Government Area (LGA). The BIF is one of several strategies that Council is developing to attract local development and to build the capacity of local businesses in order to grow our local economy. At the October Ordinary Council Meeting, Council resolved to reimburse two applications (from Weir Built Group and from BREED Australia) under the Business Incentive Fund (BIF) in the sum of $25,000 each. There are guidelines on who can apply under the BIF for assistance and how to go about lodging an application as well as information about the assessment criteria. Some of the typical projects which may be eligible for funding include refunds on development application fees, payment of sewer and water headworks charges, and subsidising extensions of services. Subsidisation to attract and accommodate professionals to move to and service our local area including medical practitioners and specialists is also a part of BIF. DEEPWATER HALL UPGRADE Community spirit in bucket loads: Deepwater locals celebrated the refurbishment of the Deepwater School of Arts Hall. On Saturday, 14 November 2020 Deepwater locals gathered to celebrate the renovation of the much-loved Deepwater Hall. With $100,000 as part of Council's allocated Government drought grant funding, the hall has been repainted, re-stumped, has new gas heating and the backstage area has been expanded, rebuilt and refurbished. There's more yet to be completed including professional stage lighting. Noted for an abundance of community events including charity art shows, community fundraising events, fashion parades and renowned amateur theatre productions, unlike too many local halls in Australia, Deepwater Hall refuses to be moth-balled and has an increasing relevance in the village community. Meetings are held here, the mobile library visits, and there's even a local sewing and craft group who use the space. It all boils down to an active hall committee and Council's recognition of the community wellbeing factor. Access to and use of shower facilities at the pool are restricted under COVID-19 requirements. It is recommended that patrons come to the pool dressed ready to swim and not use the change rooms, as well as showering at home after swimming, instead of at the pool. QR Mobile scan on entry as part of COVID-19 tracking requirements are also a condition of entry. Kiosk staff can assist with any questions of use. The Centre provides a number of activities: • Aqua Fitness is available on Tuesdays, Thursdays and Saturdays from 8.30am to 9.30am and at 6.15pm Wednesdays; • Redfins Swim Club meets each Monday night at 6.00pm; and Redfins Squad training for all ages is on weekdays from 6.30am, with stroke correction each Sunday at 10.00am. INFRASTRUCTURE WORKS PROGRAM Council would like to advise residents that the following works are scheduled for the period ending Friday, 11 December 2020 subject to weather conditions and unforeseen delays: o Pot hole patching and general maintenance in various locations; o The construction team will be continuing the rehabilitation project on Wellington Vale Road; o The maintenance grading teams will be working on Haymarket Road, Cherry Tree Road and Bezzants Road; o The drainage team will be undertaking drainage upgrades in Emmaville; o The bridge team will be continuing the bridge replacement project on Rileys Road; o Works are underway for the replacement of the Mann River Bridge on Old Grafton Road and a side track remains in place to provide access during construction; o The concreting team will be continuing upgrade works at the Glen Innes Cemetery; o Ongoing maintenance inspections of urban and rural roads. Water restrictions apply to the use of town water, including water carted to rural properties and the villages of Deepwater, Glencoe, and Emmaville. LEVEL ONE (1) water restrictions are in force for the Glen Innes Local Government Area. Water restrictions apply to the use of town water, including water carted to rural properties and the villages of Deepwater, Glencoe, and Emmaville.
