New Delhi: Amarinder Singh on Wednesday called on Union Home Minister Amit Shah in Delhi, fuelling specula-tion that he was warm-ing up to BJP only days after Congress gave him an unceremonious exit as the Punjab Chief Min-ister.

On second day of his visit to Delhi, the ‘Maha-raja of Patiala’, Ama-rinder called on Shah at the latter’s residence and held hour-long meeting.

Amarinder’s media advisor tweeted after the meeting: “‘Met Union Home Minister @Amit-Shah in Delhi. Discussed the prolonged farmers’ agitation against #FarmLaws, MSP & urged him to resolve the crisis urgently: @capt_amarinder.”

Sources said that Am-arinder had been prepar-ing for this meeting for the past couple of days. He was studying the farm laws and also tak-ing legal opinions on what could be done to end the stalemate be-tween the Centre and the farmers. Earlier, during the day, Amarinder had vacated Kapurthala House, a government house allotted to Punjab CM in Delhi.

His echo revealed, very complex heart de-fect, total anomalous pulmonary venous con-nection (TAPVC). In this only 2.5 kgs baby, both right and left sided smaller pulmonary veins were draining di-rectly into the right heart separately with-out forming a chamber. So both sides required separate surgeries in one setting and that too had to be done in such a way that there should be only minimal risk of re-narrowing at joining points otherwise chanc-es of successful surgery were very less.

Jaipur: The election programme for Zila Par-ishad and Panchayat Samiti members of Al-war and Dholpur dis-tricts has been declared by the State Election Commission. Voting will be conducted in three phases for the elec-tion of 72 Zila Parishad members and 492 Pan-chayat Samiti members.

The Chief Electoral Officer and Secretary of the Commission, Chitra Gupta said that elections will be held in total 72 constituencies including 49 in Alwar district and 23 members in Dholpur for Zila Par-ishad members. Simi-larly, for the election of Panchayat Samiti mem-bers in Alwar, voting will be conducted for a total of 352 members including 99 in the first phase, 120 in the second phase and 133 in the third phase.

She said that for the election of members of Panchayat Samiti of Dholpur district, elec-tions would be held in 140 constituencies.

Alwar: A rape case against a minor girl of class X has been regis-tered at Khedli police station and the police has started investiga-tion after getting a med-ical examination of the minor girl.

According to the in-formation, a minor stu-dent studying in class X was taken to a house by two youths on their bikes on some pretext where she was forcibly raped by a man. While the other youth stood outside the house for guarding. After the said incident, the girl in-formed her family members who in turn

Jaipur: A man has been booked under POSCO Act at Mansarovar police station on charges of molesting and attempting to rape a 15-year-old girl while she was changing clothes after returning from school Tuesday afternoon. The accused is a neighbour of the victim, who cut on his hand, scratched with nails, and screamed at which he fled away. The girl told the whole incident to the family members when they came home in the evening.

Jhunjhunu: A 14-year-old minor studying in class IX was gang raped on Tuesday night. The girl’s father has lodged a case of gang rape against three youth at Malsisar police station. She was lured by a youth named Kapil, living in her neighbourhood, who took her to a nearby stadium and gang-raped along with his two friends. SHO Gopal Singh Thalor said after registering the case, all the accused fled. The police is looking for all the absconding.

Alwar: A woman has filed a rape case against a policeman and his brother. The police personnel have been suspended after the case was registered. Kathu-mar SHO Kamal Singh informed that a woman from the village has filed a report that 7-8 months ago, she had filed a complaint during which she met constable Ramniwas Gurjars. After which, the constable frequently visited her house. During this period, once he raped the victim by mixing intoxicating substances in the drink.

Jaipur: A sensational case of stabbing a young man to death over an old dispute has come to light in the Karbala area of the capital.

Meraj alias Baba Khan had come to the Karbala area in the evening. Sighting him, some miscreants at-tacked him with knives and sharp objects. In-jured Meraj was then taken to the Sawai Man

Singh Hospital, where he died during treat-ment.

he government recent-ly released the Quar-terly Employment Survey for the first quarter which put the

employment in nine selected sec-tors at 3.08 crore. This showed an increase of 29 per cent over 2.3 crore in the sixth economic cen-sus. The nine non-farm sectors which were surveyed include manufacturing, construction, transport, trade, education, ac-commodation & restaurant, health, IT/BPO and financial ser-vices---all in the organized sector. The drawback with this is that it does not include data from the un-organized sector. Manufacturing led the table employing 41 percent of the total employment numbers. Education (22 per cent) and Health (8 percent) were the other key job creators. Women’s percentage in employment fell from 31 percent in the sixth census to 29.

These nine sectors require a push from the government to solve the unemployment problem. The CMIE data shows the percent-age of jobless in the country stood at 6.9. There were more jobless in the urban sector (8.6 percent) than in the rural sector (6.1 percent).

with suspicion, several coun-tries are reluctant to extend any financial assistance. Rus-sia says it is in no hurry to recognize the Taliban govern-ment and India also is suspi-cious. Such is the level of dis-trust that New Delhi was yet to decide on resumption of flight to Kabul despite requests.

Why are nations reluctant to recognize the new govern-ment in Kabul? The first rea-son is that it is there on the strength of guns and not popular support. Secondly, it has already started showing signs of being suppressive: restrictions on women are back and beards have been made compulsory for men, morality police has replaced women’s ministry. Thirdly, it is under the influence of Pa-kistan and China who would want to use it as a pawn for their strategic interests.

Despite the financial hard-ships which people in Af-ghanistan are facing, the Taliban government is un-likely to mend its regressive, brutal ways.

WHY GLOBAL FOOD PRICES ARE HIGHER TODAY

lobal food prices shot up nearly 33% in September 2021 compared with the same period the year before. That’s according to the UN Food and Agriculture Organisa-tion (FAO)‘s monthly Food Price Index, which also found that global prices have risen by more than 3% since July, reaching levels not seen since 2011.

The Food Price Index is de-signed to capture the com-bined outcome of changes in a range of food commodities, including vegetable oils, ce-reals, meat and sugar, and compare them month to month. It converts actual prices to an index, relative to average price levels between 2002 and 2004. This is the standard source for tracking food prices – nominal prices, as they’re known, which means they’re not adjusted for inflation.

While nominal prices tell us the monetary cost of buy-ing food in the market, prices adjusted for inflation (what economists call “real” prices) are much more relevant to food security – how easily peo-ple can access appropriate nutrition. The prices of all goods and services tend to rise faster than average incomes

(though not always). Inflation means that not only do buyers need to pay more per unit for food (due to its nominal price increase), but they have pro-portionately less money to spend on it, given the parallel price increases of everything else, except their wages and other incomes.

Back in August, I analysed the FAO’s inflation-adjusted Food Price Index and found that real global food prices were actually higher than in 2011, when food riots contrib-uted to the overthrow of gov-ernments in Libya and Egypt.

Based on real prices, it is currently harder to buy food on the international market than in almost every other year since UN record keeping began in 1961. The only ex-ceptions are 1974 and 1975. Those food price peaks oc-curred following the oil price spike of 1973, which drove rapid inflation in many parts of the global economy, in-cluding the production and distribution of food.

So what’s now pushing food prices to historic levels?

FUEL PRICES, BAD WEATHER & COVID-19The drivers of average inter-national food prices are al-ways complicated. The prices of different commodities rise and fall based on universal factors, as well as those spe-cific to each commodity and region.

For example, the oil price rise which started in April 2020 has affected the prices

of all food commodities on the FAO index, by increasing the costs of producing and transporting food. Labour shortages resulting from the COVID pandemic have re-duced the availability of workers to grow, harvest, process and distribute food, another universal cause of commodity price rises.

The real average price of food has actually been in-creasing since the year 2000, reversing the previous trend of a steady decline from the start of the 1960s. Despite global efforts – that have, in part, responded to targets set by both the UN Millennium Development and the subse-quent Sustainable Develop-ment Goals to reduce hunger – prices have made food steadily less accessible.

No single commodity has been continually responsible for the average real price in-

crease from 2000. But the price index of edible oil crops has grown significantly since March 2020, driven mainly by the price of vegetable oils shooting up by 16.9% between 2019 and 2020. According to FAO crop reports, this was due to the growing demand for biodiesel and unsupport-ive weather patterns.

The other food category adding most to the overall food price rise is sugar. Here, again, unfavourable weather, including frost damage in Brazil, has reduced supply and inflated prices.

Cereals have added less to overall price increases, but their accessibility worldwide is particularly important for food security. Wheat, barley, maize, sorghum and rice ac-count for at least 50% of glob-al nutrition, and as much as 80% in the poorest countries. Global buffer stocks of these crops have been shrinking since 2017, as demand has outstripped supply. Running down stores has helped stabi-lise global markets, but pric-es have increased sharply from 2019.

Again, the reasons for indi-vidual fluctuations are com-plicated. But something that deserves attention is the number of times since the year 2000 “unpredictable” and “unfavourable weather” has been reported by the FAO to have caused “reduced har-vest expectations”, “weather-stricken harvests” and “pro-duction decrease”.

New Delhi: The incum-bent Director-General of the Bureau of Civil Avia-tion Security (BCAS) Na-sir Kamal, a 1986 batch IPS officer, is said to have opted for premature re-tirement by availing of the VRS scheme.

He is scheduled to retire in July 2022. Pri-or to joining the BCAS, he headed the National Institute of Criminolo-gy and Forensic Sci-ence (NICFS) as Direc-

tor in the rank of DG. In view of the impor-tance attached to the post of BCAS DG, his transfer from NICFS reflected the NDA ad-ministration’s confi-dence in him.

No special reason is attributed to his deci-sion to take the VRS.

A senior legal practi-tioner informed on the condition of anonymi-ty it is just personal. According to him, Ka-mal, who holds an LLM degree, wants to settle

down in the legal pro-fession. So he might have decided to take

retirement now, having reached the Apex Scale. Since the VRS

acceptance normally takes three months, he would be sacrificing only seven months of his service.

It’s not uncommon among senior officials to start looking for al-ternate career arrange-ments from the age of 58-59 to remain gain-fully ‘engaged’. Since their experience in gov-ernment is valued well in the corporate world, many shifts there. Oth-ers, who have legal or technical expertise,

start their own practice or consultancy.

There is also no shortage of officials who take life easy after retirement, sit down to write books, play golf, or become totally fami-ly men looking after their spouses (for whom they have little time during the service) and grandchildren.

That’s the way life is. So if Kamal has opted for the VRS, there is no surprise and his deci-sion must be respected.

New Delhi: The de-fence ministry on Wednesday approved the procurement of mil-itary platforms and hardware worth Rs 13,165 crore that includ-ed 25 indigenously-de-veloped ALH Mark-III helicopters for the In-dian Army to boost its combat capabilities.

The cost of acquiring the advanced light heli-copters from the state-run Hindustan Aero-nautics Ltd (HAL) has been estimated at Rs 3,850 crore while a batch of rocket ammunition will cost Rs 4,962 crore,

the defence ministry said. The approval for procurement of the heli-copters for the Army came six days after the ministry firmed up an-other big-ticket deal un-der which 118 MBTs Ar-

jun are being acquired for the force for Rs 7,523 crore. The procurement proposals were ap-proved at a meeting of DAC that was chaired by the Defence Minister Rajnath Singh. —PTI

Mumbai: Days after the Maharashtra gov-ernment stated that the schools across the state will reopen from Octo-ber 4, BMC on Wednes-day said the schools for classes 8-12 to reopen from October 4.

Issuing a fresh noti-fication, BMC Com-missioner Iqbal Cha-hal said that for the rest of the classes, the civic body will make a decision in November. However, the BMC said that the COVID guidelines issued by the government will be applied to all schools under BMC ju-risdiction. —PTI

Bengaluru: Karnataka Chief Minister Basa-varaj Bommai on Wednesday said the state government is con-templating bringing an Anti-Conversion Bill in the Assembly.

Bommai said the law will be brought which can forbid forceful reli-gious conversions in the state. “We are contem-plating bringing an An-ti-Conversion law,” he said. Karnataka Chief Minister was respond-ing to the allegation of conversion in Yadgir af-ter reports of forced conversions from the region.

“There are com-plaints of forced conver-sions in the state. There

is serious thought on formulating a law to regulate it completely,” he said.

New Delhi: The Centre on Wednesday launched the Prime Minister POSHAN scheme or PM-POSHAN scheme for providing one cooked hot meal in gov-ernment and govern-ment-aided schools and announced that it would spend �1,30,795 crore on the scheme in the next five years. The scheme will replace the existing national pro-gramme for mid-day meal in schools or Mid-day Meal Scheme. The government will also promote nutritional gardens in schools.

The decision was tak-en during the Cabinet Committee on Econom-ic Affairs (CCEA) meet-ing that was chaired by Prime Minister Naren-dra Modi. The social audit of the scheme has been made mandatory in all disticts under the scheme. The scheme will be renewed after five years, an official added. —PTI

Mumbai: The Maharashtra government has ap-proved fi nancial assistance of over Rs 138 crore for the families of state police offi cers and other staff members who died while on Covid duty, the gov-ernment’s response to an RTI query has revealed. Nagpur resident Sanjay Thul had sought details under the RTI Act about the total number of deaths in the police force due to the coronavirus and assis-tance provided by the government to the families of the deceased. As per documents obtained by him, 370 Maharashtra police offi cers/staff members (excluding Mumbai) and 123 of Mumbai police died while on Covid-19 duty till September 14 this year.

New Delhi: SC Wednesday said CBI report on use of toxic chemicals in manufacturing of fi recrackers is very serious and “prima facie”, there has been violation of the court’s orders on use of barium and labelling of fi reworks. Bench said CBI has found harmful chemicals such as barium salts in the seized items. SC noted that manufacturers such as Hin-dustan Fireworks & Standard Fireworks purchased barium in huge quantities and used these chemicals in the fi reworks. The bench granted opportunity to manufacturers to put case with respect to the report of the Joint Director, CBI, Chennai and directed that a copy of probe be served to counsels by Thursday.

Sikar: A team of Sikar Anti-Corruption Bu-reau arrested Parbatsar PMO Dr Omprakash Tholia red-handed while accepting a bribe of Rs 8500 on Wednes-day in Parbatsar town of Nagaur district. The accused doctor Om-prakash Tholia had de-manded this amount from the complainant in lieu of the operation of his daughter’s ap-pendix at the Govern-ment Hospital in Par-batsar. The ACB team is interrogating the ar-rested doctor.

The accused Dr Om-prakash Tholia had sought the amount from

the complainant Nanu-ram in return for the operation of his daugh-ter’s appendix at the Government Hospital in Parbatsar. After the complaint verification, the accused Dr Om-prakash took a bribe amount of Rs 8500 from the complainant at his residence yesterday on September 29 and was arrested red-handed.

Reason of the suicide is not clear yet. Their son and daughter, both are married.

Miffed with Raj govt, 4 ‘BSP MLAs’ reach Delhi First India Bureau

Jaipur: In a major devel-opment that has the po-tential to rupture the po-litical situation in Ra-jasthan, 6 BSP turncoats, who joined Congress, have suddenly shown their rebellious streak.

The MLAs are appar-ently miffed for not be-ing ‘honoured’ even though they saved the Gehlot government from falling. Now the MLAs have geared up to question not the state leadership but high

command itself over its apathy. On Wednesday, the legislators met at the house of MLA Lakhan Meena and for two hours they dis-cussed their situation and future politics of the state. However, what sent shivers down the Congress’ spine was the move they made from Jaipur to Delhi.

When news of their movement towards Delhi echoed within Rajasthan Congress, several senior leaders tried to contact them and pacify them,

however, the miffed MLAs did not pay heed.

The MLAs, under hushed tones, said that they will question the

Congress high command that even though they (MLAs) did everything to save their govern-ment, what has the party

done for them in return. In fact, the MLAs feel that had they supported BJP, they might have be-come a minister by now.

Moreover, the MLAs will also hire a lawyer for themselves for the reply sought by the Supreme Court over their ‘defec-tion’ to Congress; the re-ply for which has not been submitted till now in the Apex Court. MLAs feel that they should pre-pare their version so that if Congress does not sub-mit its reply, at least they should.

Two MLAs Joginder Awana and Deepchand Kheriya were summoned by CM Ashok Gehlot at CMR on Wednesday, and after the meeting, Awana said, “CM Gehlot is our leader.” Awana’s son Himanshu was also present on this occasion.

Jaipur: In the middle of a simmering crisis in Congress after the res-ignation of Navjot Sin-gh Sidhu as Punjab Congress Chief, Reve-nue Minister of Ra-jasthan Harish Choudhary has been again engaged for dam-age control in Punjab.

Soon after Sidhu re-signed, Choudhary left for Chandigarh and started damage control exercise by meeting the party leaders there.

Choudhary along with AICC general sec-retary Ajay Maken was the party observer in Punjab during the re-cent political develop-ments after Capt Ama-rinder Singh resigned as Chief Minister.

He had also stayed in Chandigarh till the new CM Charanjit Singh Channi’s entire cabinet was formed.

dhi. He is updating Ra-hul Gandhi on the entire developments in Punjab. This time, the state in-charge Harish Rawat has not gone to Chandi-garh under a strategy of the party. In place of Rawat, Chaudhary has been sent to Chandigarh and now he is giving a complete report to the Congress high com-mand. He has contacted Sidhu and meetings are also going on with the leaders who are close to Sidhu. Sources said that Sidhu has not agreed yet.

The strategy of the party for the time being is to persuade Sidhu and his supporters. If he is adamant on re-signing, the party then has a Plan-B.

Maken to Sibal: Don’t denigrate your own partyNew Delhi: Soon after senior leader Kapil Sibal’s outburst, Con-gress general secretary Ajay Maken hit back on Wednesday saying such leaders should not denigrate the or-ganisation and its lead-ership that gave them political identity.

Maken alleged that leaders like Sibal are demoralising the party cadres who have stood by the Congress ideol-ogy. He said it was So-nia Gandhi, the current Congress president, who made him a union minister though he did not have any organisa-tional background and experience.

“My appeal to Mr Sibal and others like him is that they should not denigrate the organ-isation which has given them political identity by rushing to the media every then and now,” Maken said.

The Transport businessmen will be allotted plots in the second phase at the rate of Rs13,500 per

square meter. Notably, the recommendation in this regard had been made by JDA Commis-sioner and committee has now agreed on the same and given its assent as panel had recommended to charge only the rate fixed by the JDA, so that a higher rate can be received in auctions.

store land allotment to Rajasthan Samagra Seva Sangh made 15 days ago, the decision

was taken on Wednesday.

PM to unveil CIPET, lay foundation stones for 4 med colleges in Raj

Jaipur: Prime Minister Narendra Modi will in-augurate CIPET (Insti-tute of Petrochemicals Technology), Jaipur and also lay the founda-tion stones for four new medical colleges in Banswara, Sirohi, Ha-numangarh and Dausa districts of Rajasthan via video-conference on Thursday at 11 am.

CIPET caters to the needs of petrochemical and allied industries. It will provide education to the youth to become skilled technical profes-sionals.

CIPET was estab-lished in 2009 by the Ministry of Chemicals and Fertilizers and Di-ploma and Post Gradu-ate Diploma courses are

conducted by CIPET. The High Learning Center was announced in the State Budget 2017-18 which will be built at a cost of 51.32 crores.

This amount is to be borne by Central and State Governments in the ratio of 50:50. Nota-bly, the JDA has given 20,000 square meters free space for the cent-er and the state govern-ment’s share of the sum—an amount of Rs25.66 crore—has al-ready been released by the state government. The High Learning Center has now been renamed as IPT Center through which 1000 students will be bene-fited through various courses.

The four new medical colleges will be estab-

lished in Banswara, Sirohi, Hanumangarh and Dausa districts of Rajasthan. These col-

leges have been sanc-tioned under the Cen-trally sponsored scheme and in their establish-

ment, priority has been given to backward and aspirational districts. Under the three phases

of the scheme, 157 new medical colleges have been sanctioned across the country.

The grand finale of the national-level beauty pageant WEAA Miss and

Mrs India 2021 organised by WEAA Entertain-ment, was held on Tues-day at the Nest Resort. In a fashion sequence com-pleted in total three rounds on the theme of Western, Traditional, Indo Western and Spar-kle Designer Outfits, the top finalist models se-lected for the finale walked the cat for the ti-tle crown. The pageant started with traditional outfits. In the second round, the participants showcased the western collection. Lastly, the top 5 finalist models present-

EXHIBITING THE TALENT!he finale week of beauty pageant Miss Rajasthan 2021 began with a grand start, i.e. the ‘Talent Round’ in which all the 28 finalists impressed the judges by showcasing their talent.

The event was organised by Fusion Group at 5 Metropolitan, 22 Godam, Jaipur on Wednesday, September 29. In this talent round, Gargi and Su-man performed a dance while Prek-sha presented her speech to win the subtitle.

The jury panel consisted of Mrs Rajasthan 2021 winner Himadri Bhatnagar, First Runner up Sapna Singh, Shahrukh Khan, Navita, Miss Rajasthan 2020 Khushi Ajwani and Miss Rajasthan 2019 Kanchan Kha-tana. Along with this, famous per-sonalities of the fashion world and enlightened people of Jaipur, Pt Suresh Mishra, Pawan Goyal, Muke-sh Mishra, Yatendra Negi attended the program as special guests.
