ENVIRONMENTAL PLANNINGFocuses on corporate environmental, social and health impact assessment, regulatory environmental impact assessment, mitigation and monitoring solutions and independent expert views.

PDS B2 AND EP3 BLOCKMYANMARAs one of the leading environmental consultants for Oil & Natural Gas Commission (ONGC) in India, Arcadis was appointed to assess potential environmental and social risks and to ensure their successful operations in Myanmar, including providing necessary support to obtain relevant environment permits.

A remote location and accessibility within the blocks was just one of the key challenges. During the project execution period, ONGC had only one staff intermittently based out of Myanmar and the rest of the key decision makers were in India. An innovative approach was then adopted to use and interpret Geographic Information System (GIS) mapping of environmental and socioeconomic features, to enable them to deliver the project in a foreign county with minimal or no roadblocks.

DEVELOPMENT OF BIODIVERSITY FRIENDLY SECTOR PLAN FOR OIL & GAS SECTOREAST GODAVARI RIVER ESTUARINE ECOSYSTEM (EGREE), INDIA

ENVIRONMENTAL PLANNING CASE STUDIES

With an increasing focus to make the country self-sufficient by 2030, the exploration and production activities in the EGREE region, which is considered to have proven and potential oil & gas reserves, is expected to further intensify over the next 4-5 years. However, this will inevitably lead to a spurt in industrial activities, and put direct and indirect pressure on the fragile ecosystem thus endangering the biodiversity of the region.

By reviewing the existing information, identifying gaps related to biodiversity conservation, Arcadis helped to get consensus among stakeholders on the feasibility of plans. We established a regional framework for conservation of ecosystem and biodiversity, by undertaking evaluation using the Driver-Pressure-State-Impact-Response (DPSIR) framework and finalizing the action plan.

SITE EVALUATION & RESTORATIONProvides restoration strategy, site investigation, remedy design and implementation and is focused on assisting clients in complex and large or multi-site environmental solutions.

CONFIDENTIAL PHASE II SOIL AND GROUNDWATER INVESTIGATIONSHANGHAI, CHINADue to the recent market and cost changes in the Greater Shanghai area, the client needed to relocate their current industrial operations to a new location. Arcadis was selected to assist the client to evaluate any environmental liabilities at their current facility and at their proposed new location. This included an exit phase II soil and groundwater investigation for the current site prior to site divestment, and an entry phase II soil and groundwater baseline investigation to understand the condition prior to site entrance.

Site work was completed without incident and information collected was used by the client to evaluate a path forward.

GUJARAT SITE INVESTIGATION AND REMEDIATION GUJARAT, INDIA

Arcadis was appointed to conduct an Environmental Site Investigation of a dyes and intermediates facility located in Gujarat, India. Surface soil, surface water and groundwater impacts were identified in and around the facility which prompted the Gujarat Pollution Control Board (GPCB) to direct the facility to carry out a detailed environmental investigation of the area with the objective of remediating subsurface contamination at the site.

Arcadis’ scope was to 3-dimensionally delineate the extent and magnitude of contamination at the Site and develop a remediation plan. The preliminary site investigation included surface soil, sub-surface soil, waste and groundwater sampling and installation of ten monitoring wells, including a set of nested wells. Subsequently, a conceptual site model was developed to identify the areas requiring remediation and to support development of remedial goals.

EHS COMPLIANCE GAP ANALYSIS FOR TYRE PLANTSMULTIPLE LOCATIONS, CHINA

STRATEGIC ENVIRONMENTAL CONSULTING CASE STUDIES

Arcadis was appointed to conduct a Health & Safety and Environmental Compliance Gap Analysis at five tyre plants in China. Given the age of the facilities and the risk level posed by the type of production, Machine Guarding aspects were of particular focus.

An exceptional team of Environmental, Safety & Risk Management and Machine Guarding talents was organized from our offices in China to complete the assessment on time. Compliance with relevant chinese regulations was fully assessed, and the investment required to bridge the identified gaps was estimated. In addition, Arcadis prepared an implementation program complete with work streams, resourcing plan and timeline to drive the improvements forward and thus achieve our client’s goal.

ENVIRONMENTAL SUSTAINABILITY FOR A COMMERCIAL BUILDINGMAKATI, PHILIPPINESArcadis was hired by the client to conduct an environmental sustainability operation for the Zuellig building, a 34-storey office tower located in the CBD of Makati. This is the Philippine’s first Gold LEED Pre Certification for a high rise office building. On a site area of 8,285 m2, the project comprises of 5 basement levels parking area accommodating 660 parking spaces. Its distinguishing feature is its curtain wall – 100% double glazed with high-performing glass and ceramic frits.

With innovative plumbing design solutions applied to the building such as rainwater and condensate water recycling, the project saved 71% of annual potable water. In terms of energy, it is 16% better performing than an American Society of Heating Refrigerating and Air-conditioning Engineers (ASHRAE) building.

In 2013, it won the Best Green Project Award at the ENR’s (Engineering News Record) inaugural Global Best Projects competition.

EHS DUE DILIGENCE STUDYHYDERABAD & VIZAG, INDIA

STRATEGIC ENVIRONMENTAL CONSULTING CASE STUDIES

Arcadis was hired by a leading chinese pharmaceutical and health chain company to carry out an Environment Health & Safety Due Diligence study for seven research & development and active pharmaceutical ingredient facilities that they were investing into in Hyderabad and Vizag, India.

The study was conducted to ascertain potential areas of sub-surface contamination and to map the EHS risks and liabilities associated with the proposed acquisition. We were also required to initiate a broad review of the applicable local and/or state and federal license and permits, and identify the gaps where necessary. We focused on areas of permits and legislation, soil and groundwater, air emissions, waste management, spill prevention and control, storage of chemicals and use of Chlorofluorocarbon (CFCs). Our effort eventually helped the client to make the appropriate financial decision.

Arcadis has helped numerous industrial manufacturers and developers to identify potential impacts and integrate mitigating solutions into their project designs, to ensure acquisition of appropriate environmental, health and safety standards.

Our experts acted as the liaison between multinational clients and chinese regulators, thus facilitating expedited project implementation, avoiding misunderstanding due to language or differing modes of operation, and provided an ongoing negotiation platform to ensure compliance with regulatory requirements while protecting client interests.

Arcadis has helped clients obtain various EHS permits including EIAs and ODHAs in China for new builds and expansion projects for a variety of industrial clients.

REMEDIATION CASE STUDIES

REMEDIATION DESIGN AND PROJECT MANAGEMENTCONFIDENTIAL CHEMICAL COMPANY NANTONG, CHINA

XIAWANGANG CANAL SEDIMENT REMEDIATION QINGSHUITANG CIRCULAR ECONOMY INDUSTRIAL ZONE MANAGEMENT COMMITTEE, CHINAArcadis provided technical expertise and field logistical support to collection information as well as created a conceptual remedial design to be used for developing detailed construction design documents. The site was defined as a 4km stretch impacted with cadmium, lead, mercury, and arsenic. In collaboration with local design institutes, our international experts and a local client, Arcadis developed an overall sediment remediation strategy and approach.

The conceptual design consisted of a segment-based approach (8 canal segments) to remediate sediments systematically from upstream to downstream. This consisted of several key components including canal water management (diversion), sediment removal, sediment transport and dewatering, sediment treatment, water treatment, backfill and erosion protection, and transport and disposal of sediment.

Our client acquired contaminated land and needed to remediate to enable imminent plant expansion. Based on previously completed site investigation, the client’s consultant determined that approximately 5,500m3 of soil required remediation. Arcadis was asked to verify the strategy. Our remediation approach was to surgically target hotspots in the soil & smear zone, plus intelligent use of on-site validation tools and techniques. We also ensured compliance with regulators and internal controls to avoid long-term liabilities.

This approach resulted in the recovery of 2 months of project delays by collaboration and one-team approach. Remediation was delivered swiftly, enabling the new-build program to begin as planned. In addition, 37% cost savings was realized as a result of technical knowhow and diligent cost/ program management

WASTE MANAGEMENT CASE STUDIES

Arcadis was hired to conduct a detailed feasibility study for landfill gas extraction (LFG), an estimation of LFG generation potential, an engineering design for LFG recovery system which covers gas collection, extraction system and flaring system.

Our works included purification mechanism and conversion to CNG/ power; design of other infrastructure for the landfill including control room, surface and storm water management; leachate management including its collection, recycling etc. Within two years, our team helped the client to develop capital and O&M cost, the project management & quality control plan for project implementation, the detailed environmental monitoring plan, construction quality assurance plan and project management plan. Arcadis also provided construction and operation oversight of the project.

PMC FOR LANDFILL GAS EXTRACTION PROJECTGAIL INDIA LIMITED, INDIA

Arcadis was appointed to develop a sustainable waste management program for six municipalities in the Kolkata Metropolitan Area, West Bengal, India. This included development of a 30% design package for three transfer stations, five compost plants, a sanitary landfill, septic tank sludge treatment systems and access road improvements.

Arcadis also supported the tendering process with the preparation of tender documents, tender evaluation and selection of contractors for construction. During implementation, our team reviewed contractor designs, conducted construction supervision, and implemented Intensive public awareness and environmental education to promote public participation in the project through behavior change communication exercises, and development of the Management Information System.
