Our partnerships have led to sustainable and affordable rental housing and homeownership opportunities. The enthusiasm and dedication of our Housing Department staff and Executive team make it all possible. Our goal is to provide Phoenix residents with quality housing options. Housing recently celebrated the completion of the Aeroterra Community Center (ACC) with a grand opening in conjunction with the Getting Arizona Involved in Neighborhoods (G.A.I.N.) event. There were over 300 in attendance. A ribbon cutting ceremony, tours, entertainment, booths, food and more were offered at this event. The ACC is in the Edison-Eastlake Choice Neighborhoods Community and supports residents of Aeroterra and the surrounding neighborhood. Services like a One-Stop Job Center, child watch, neighborhood network center with 15 computers, classrooms for GED, nutrition, Zumba and more classes will be offered. Amenities for residents of the Aeroterra community include leasing and maintenance offices, clubroom, fitness center, swimming pool, ramada and outdoor exercise stations. City caseworker offices are also onsite for resident services as needed. On Sat., Oct. 14, the City’s Housing and Neighborhood Services departments, in partnership with St. Luke’s Medical Center (SLMC), and the Phoenix Suns Organization, hosted an Edison-Eastlake Community “Team Up to Clean Up” event where 100+ volunteers removed weeds and trash from alley ways and vacant lots. Trash collected as part of this collective effort weighed 4.79 tons! SLMC and the Phoenix Suns provided a light breakfast and sack lunches plus Suns t-shirts to all volunteers. The Luke Krohn and Sidney P. Osborn communities recently received recycling containers! The city’s Public Works - Zero Waste team distributed recycle bins and educational materials to all residents. Knock-and-talks were also held to answer residents’ questions, and offer assistance in the effort to reduce waste in public housing.

Amador Lopez and Veronica Sanchez were happy to share their experiences and tell how the program has enhanced life for their families.

On Nov. 7, Mayor Greg Stanton and other dignitaries and community supporters celebrated the grand opening of Phoenix Starfish Place, the nation’s first long-term housing project for human trafficking survivors. The Housing Department purchased a vacant 15-unit multi-family rental property to provide permanent supportive housing to survivors of human trafficking and their children. Phoenix Starfish Place includes two and three bedroom units with a resident services building that includes a community room, kitchen, library and child care area. Trauma-informed social workers will assist residents as they begin a new chapter to achieve independence and self-sufficiency in a healing environment.

Affordable homeownership opportunities are coming to the Matthew Henson HOPE VI Community. The Housing Department recently issued a

Request for Proposals for the disposition and development of residentially-zoned City-owned vacant lots located between 7th and 15th avenues, including lots on the west side of 15th Avenue, from Pima to Hadley streets, for affordable homeownership. The selected developer will be required to take ownership of all 30 vacant lots and develop single-family homes. New homes to the area will activate the neighborhood and provide homeownership opportunities to qualified buyers.

City Council recently approved the adoption of a Significant Amendment to the Housing Department’s 2017-2018 Annual Agency Plan to add its recent HUD Rental Assistance Demonstration (RAD) award for five multi-family properties, and to implement RAD program requirements. The RAD Program converts public housing units to project-based Section 8 rental assistance contract. The Amendment includes information regarding the type of Section 8 rental assistance anticipated to be utilized at each property, and details resident rights and participation, waiting list establishment, and grievance procedure requirements. Also included is the City’s intent to apply for the RAD program for some, or all, of its remaining public housing properties. Additional changes include updates to the following sections: Site Selection and Neighborhood Standards Review; Relocation Plans; and Significant Amendment Definition.
