The 1st Senate District is made up of 11 counties in Northern California and is home to nearly one million people. He is a long-time, active member of Bayside Church. Ted is a graduate of Lewis & Clark College. He and his wife, Assemblywoman Beth Gaines, live in El Dorado County and are blessed with six children.

Speaker of the Month: Senator Ted Gaines

A fifth-generation Californian, Ted Gaines’ family came out west to California during the Gold Rush, leaving everything behind for the promise of a new land full of hope and possibility. Today, wasteful spending, high taxes and burdensome regulations have made job creation and economic growth in our state more difficult than ever. As a small business owner who has operated a successful family insurance business for more than 30 years, Ted knows firsthand the effects of overbearing government regulation. That’s why he has worked to simplify government and has been a tireless advocate for California’s taxpayers, ratepayers, businesses and families. As the State Senator for the 1st District, Ted has fought against California’s one-size-fits-all environmental regulations and fees that unfairly target his taxpaying constituents and business owners. Specifically, he led the fight against the so-called “fire tax,” which illegally assessed rural and suburban homeowners in his District. Before becoming a Senator, Ted served in the State Assembly from 2006 to 2011. He began his public service in local gov-ernment as a member of the City of Roseville’s Planning Commission from 1997 to 1999. He was then elected to the Placer County Board of Supervisors in 2000 and re-elected in 2004. Our club, Sacramento Republican Women Federated had a great year! We have had interesting speakers at our monthly meetings, the Whistle Stop event, working on elections, going to rallies, conferences and special political events. I want to thank our 2018 board members for working together as a team to accomplish our goals. Our club members have always been so generous with donations for the projects that our club supports. At our last general meeting on November 7 th , I asked for donations for Veteran’s family for Christmas and $400 was collected. Thanks to all of you for your support and for helping others in need. I want to congratulate our new 2019 board. Our directors are Mary Smothers, Sharon Sanders, Mariluz Buchanan, Karen Klinger, Emily Humpal, Tabitha Gomes and Delores O’Brien. Our Parliamentarian is Bev Acker, Corresponding Secretary-Kay Burton, Financial Review Officer-Carol Usmial, Treasurer-May Ruth Lynch, Recording Secretary-Mary Smothers, 2nd VP-Caroline McDonald, 1st VP-Nina Caron and I will be your President. November 22 is almost here and I wish you all a wonderful Thanksgiving with your family and friends. After celebrating Thanksgiving, we will then go straight into the Christmas season, which is my favorite time of the year. I am looking forward to our Christmas Gala on Saturday, December 1st visiting with new and old friends and enjoying our time together. In January, we will have to get back to work and support the candidates that will be running in 2020. We had some really great candidates running for the mid-term elections but the vote did not go their way. I hope we can encour-age all Republicans to get out to vote, that should make a difference in the out-come. I feel every vote counts! Wishing everyone a great Thanksgiving and I look forward to seeing you at the Christmas Gala.

Elected Position Results US Senate: Diane Feinstein held her position in Seante with 54.4% of the vote. US House: We won 10 House seats across California in Districts 1, 4, 8, 21, 22, 23, 39, 42, 45, and 50. Governor: Gavin Newsom won with 59.4% of the vote. Lieutenant Governor: Eleni Kounalakis Attorney General: Xavier Becerra State Senate: We won 7 seats in Districts 4, 8, 16, 28, 34, 36, and 38. State Assembly: We won 23 seats. Overall we put up a good fight this year, with many races being won or lost in the margins. With five of our House races being in the top ten most expensive elections this year, its easy to see why our voices and involvement matters. If we keep up this momentum going forward we can take back California in future elections.

Ballot Measures

Prop 1: Passed: This was the Housing and Veteran's bond that authorized a $4 billion bond.

Prop 2: Passed: This was the millionaire's tax reallocation for homelessness. Prop 3: Failed: This was the water bond and by it failing to pass saved us from an $8.9 billion bond.

Prop 4: Passed: This was a $1.5 billion bond for Children's Hospitals.

Prop 5: Failed: This was to allow property tax transfers for those older than 55. Prop 6: Failed: This was to repeal the thirteen cents gas tax in California.

Prop 7: Passed: This made California's standard time, Pacific Standard time Prop 8: Failed: By not passing it helped stop an attempt to unionize dialysis clinics.

Prop 10: Failed: By not passing, it saved California from appointed rent control boards across the state.

Prop 11: Passed: Gave EMT's a designated lunch break. Prop 12: Passed: By this passing it imposes stricter space requirements for many farm animals, such as veal, chicken, and pigs.

November 6, 2018, was a critical election. Do you suspect Election Fraud in California? Would you support an Audit and Investigation of the Sacramento County Department of Motor Vehicles and the Sacramento County Registrar of Voters and Elections Office to make sure voter rolls are updated and that only legal citizens are added to the California Voter Rolls? After you received and filled out your Official Ballot, did you make a copy for your record? Did your completed Ballot reach the County Registrar of Voters/Elections Office? To verify Go to Ballot Status / California Secretary of State – Click on Sacramento County, fill in your name, zip code and date of birth. Click Submit for your answer. For questions contact the Elections Office 916-875-6558. Should your Name, Address, and a space for your Signature be typed on your Official Ballot and “Penalty of Perjury” added if tampered with or signed by someone other than yourself? Only your Pink Envelope had your name and address printed on the back of the envelope. Once your Ballot and others were separated from their Pink Envelope, they were taken in trays to a different location without Security Cameras. Can you see how easy Election Fraud can happen? There is no Record how you voted. If you signed the front of the Pink Envelope and provided a $.71 cent stamp there is probably a record that you returned your ballot, but that doesn’t mean how you marked your ballot was the same when tabulated. How many ballots weren’t counted because they didn’t have postage? Did the Pink Envelope show no postage required? Sacramento County Vote By Mail Return Envelopes were pink. Weren’t the Provisional Ballots also Pink? Were regular Ballots thrown in the Provisional Voter Bag and not counted? Dear gracious heavenly Father,

During this time of Thanksgiving, we are ever mindful that You are the Creator of all the good that has been, is, and shall come to pass. Psalm 97:12 says: “Rejoice in the Lord, ye righteous and give thanks to

the remembrance of His holiness.” As Americans, we have much to be thankful for this year. We are grateful for the outcome of yesterday’s election and know that You, Lord, are at work in the oversight of our republic. We pray that You will guide and strengthen our new leaders as they make decisions for the common good. The people have reaffirmed their belief in the supremacy of the power

that You have given to us as individual citizens, over the power we have chosen to delegate to the state. Our goal is to ensure the future of America and to preserve her heritage, undiminished, to future

generations: a land of the people, for the people, and by the people. As we gather around the Thanksgiving table, we ask that You will be present, Lord, and here and everywhere adore.

Yes, Unvetted Illegal Caravans Threaten Public Health

We live in bizarro times. Suddenly, it is controversial to state obvious, neon-bright truths. This week, it has become newsworthy to observe that illegal border-crossers who circumvent required medical screenings are a threat to America’s public health and safety. Just look at these hyperventilating headlines and tweets. From Newsweek, which is supposed to, you know, report actual news of the week: “’We don’t know what people have’: Laura Ingraham calls migrant caravan a health issue.” And from The Daily Beast: “Fox & Friends Host Brian Kilmeade Fears ‘Diseases’ Brought By Migrant Caravan.” This is not “news.” It’s propaganda recycled and regurgitated by lazy political operatives masquerading as journalists. At least the Newsweek writer gave credit to his zealous hitmen sources: “Ingraham’s comments,” he dutifully wrote, “were first highlighted by Media Matters for America.” MMfA is a militant left-wing oppo research outfit funded by progressive billionaire George Soros. Somehow, not-really-Newsweek forgot to mention this fact. (Alas, mentioning Soros subsidies has also become a forbidden act this week, but that ’s another story.) The determined intent of these “news” pieces is not to inform readers but to inflame them with the dog-whistle assumption that conservatives, Fox personalities and ordinary Americans who worry about diseases from immigration are de facto racists. On cue, tennis star and celebrity leftist Martina Navratilova barked at Fox News’ Kilmeade on Twitter: “YOU ARE THE DISEASE! the migrants are not the problem, trump and his sycophants, like you, are the problem. Stop spewing fear and prejudice.” Comedian John Henson tweeted: “Brian Kilmeade is spreading the disease of intolerance every single day…” And former Clinton press flack-turned CNN hack Joe Lockhart wrote: “This is the disease Fox News spreads every day. They are complicit with Trump in trying to change the character of our country.” Newsflash, fake newsers: It’s neither racist nor xenophobic nor hateful to discuss the impact of unfettered mass immigration and unvetted caravans of illegal border-crossers on our public health. My parents, legal immigrants from the Philippines, were screened for a panoply of communicable and infectious diseases. My husband’s great-great grandparents and their relatives from Ukraine underwent thorough medical and physical exams at Ellis Island immediately after disembarking from their arduous transatlantic journeys. A team of doctors checked for everything from eye disease and muscle weakness to heart conditions, ringworm and mental deficiencies. Those who failed were rejected and ejected. No appeals, no apologies, no amnesty. I find it especially bizarre that some of the same outspoken, big government advocates for vaccinating every American citizen, young or old, against every possible condition, from the flu to chickenpox to HPV, are the same types now howling over the commonsense idea that we should protect ourselves from foreign diseases. It wasn’t Trump’s idea to build a wall against microscopic invaders. The Immigration and Nationality Act mandates medical screening exams for legal immigrants and refugees from around the world. The tests are performed by authorized physicians in either the applicants’ countries of origin or in the United States. The process includes “a physical examination, mental health evaluation, syphilis serologic testing... and chest radiography followed by acid-fast bacillus smears and sputum cultures if the chest radiograph is consistent with tuberculosis (TB).” Legal immigrants and refugees must provide mandatory proof of vaccination for measles, mumps, rubella, polio, tetanus, diphtheria, pertussis, hepatitis A and B, rotavirus, meningococcus, chicken pox, pneumonia and seasonal flu. Moreover, the Centers for Disease Control, not Fox News or the Trump White House or any other evil conservatives, reports that “most experts agree that testing for TB, hepatitis B, and HIV should be performed for most new arrivals to the United States. Clinicians should also make a habit of en-suring that this screening has been done for every new non-US-born patient they see, regardless of time since the person’s arrival.” Actual public health experts across the Southwest have reported rises in drug-resistant TB and dengue fever. In June, Australian public health researchers reported that “scabies, long considered a disease of the past in the developed world, is making its way back.” The scientists pointed to mass global migration as a leading factor, noting scabies outbreaks among refugees to the European Union and along America’s southern border. And in Germany, federal epidemiologists reported that since opening the floodgates to migrants in 2015, data show “increased incidences in Germany of adenoviral conjunctivitis, botulism, chicken pox, cholera, cryptosporidiosis, dengue fever, echinococcosis, enterohemorrhagic E. coli, giardiasis, haemophilus influenza, Hantavirus, hepatitis, hemorrhagic fever, HIV/AIDS, leprosy, louse-borne relapsing fever, malaria, measles, meningococcal disease, meningoencephalitis, mumps, paratyphoid, rubella, shigellosis, syphilis, toxoplasmosis, trichinellosis, tuberculosis, tularemia, typhus and whooping cough.” It’s simply insane to argue we should turn a blind eye to the health status of law-breaking aliens. And it’s treachery, yes, treachery, for so-called journalists to use their platforms to blithely smear those who dare to question open borders orthodoxy or report the highly inconvenient facts.
