The proposed project “The Integrated Programme for the Sustainable Development of
Poor and Downtrodden People” aims at the total development of poor and
downtrodden people in general and women in particular. The total cost of the project

Background of the Organisation: Arasan Rural Development Society (ARDS) was formed in the year 1988 by the
local social activists with the vision of empowering the rural poor women and
welfare to weaker sections. Ever since its inception, ARDS has been
implementing various programs for the development of the rural poor. During the
initial period, it has been operating in the name of ‘Arasan Vidhyalaya’ with more
focus on educational assistance to rural youth. Later its coverage in terms of
development issues and target area got widen and it began to function with the
broad coverage in the name of Arasan Rural Development Society since 1995.

Management of ARDS: Arasan Rural Development Society is registered under Tamil Nadu Societies
Registration Act 27 of 1975. Its Executive Committee Members are elected in
the Annual General Body once in 3 years. The Executive Committee which
comprises 9 members elects the 3 office bearers (President, Secretary and
Treasurer). Secretary is the Chief Functionary duly authorized by the Executive
Committee and General Body to carryout the affairs of the Society. The
accounts of the Society are being jointly operated by Secretary and Treasurer.
ARDS has got well-trained and qualified staff (both at office and field level) to
implement the program.

special priority to women, children, physically challenged and old aged enabling
them to enjoy equal social and economic rights in the society. In order to realize

PROJECT PROPOSAL ON
“THE INTEGRATED PROGRAMME FOR THE SUSTAINABLE DEVELOPMENT OF POOR
AND DOWNTRODDEN PEOPLE”
1. Development Programme for Older Persons :
The people who have worked hard and suffered for the wellbeing of the families are suffering
from poverty, lack of support, negligence of family members, societies, etc. These old age
people are affected by diseases such as heart diseases, diabetics, piles, tuberculosis, asthma,
knee and angle problems, etc. They require not only shelter, food, clothing, etc. but also medical
treatment, medicines, etc, The senior citizens are eagerly waiting for the love, affection, care,
etc. from the family members in general and sons in particular.
Some of the families due to poor income and poverty they are not able to take care of the old
age people. In those families, the aged people have no other alternative except joining the old
age homes which are run on charity. But in some families due to employment and business the
sons are employed in foreign countries and in various cities in the country. Under such
circumstances the family members could not give attention and care to the aged people. Under
such circumstances they leave their aged parents in the old age homes and meet the expenses.
The Objectives of the Project :
To provide social security, accommodation, food, clothing, medical care, entertainment, etc.
The Proposed Activities : Old Age Home
Old age home will be established along with day care centre. Cots, beds, pillows, bed sheets,
towels, etc. will be provided in the home. Food will be served for the aged people who stay in
the home and for the aged people who come for the day care centre. Dresses will be provided
to them. Medical care, such as treatment, medicines, etc. will be arranged for the needy senior
citizens. More over periodical medical check up will also be conducted to the all the old aged
people. Physiotherapy clinics and counseling will be organized in the home for the needy aged
people. They will be taken to outing to ease their tension and make them feel happy. They will
be given love and affection, over all care and protection, as they enjoy if they are with the family.

2. Rehabilitation Programmes for Disabled People :
The Causes for Disability :
The major causes of disability are malnutrition, communicable diseases, infection in early
childhood and accidents at home and at work. Nutritional deficiencies, inadequate sanitation,
insufficient or inaccessible health care services, accidents and injuries from poorly designed
equipment and implements, and practices like consanguineous marriages, have all contributed
to a high prevalence of disabilities. Immunization programmes have not yet achieved 100%
coverage, due partly to inadequate infrastructure, logistical problems and difficulties in
maintaining the cold chain and partly to the lack of public education on the subject.

Disability and Rural People:
About 80% of people with disabilities in India are in the rural areas. The rural poor are
particularly at risk of those disabilities, which are associated with malnutrition, poor condition of
environmental sanitation and communicable diseases. Accidents arising from negligence,
ignorance and lack of safety measures are also major causes for disabilities. Persons with
disabilities are hetrogenious groups composed of those who born with disability, those who
acquire a disability following micro-nutritional deficiencies as well as those who became
disabled as a result of accident. However, whatever their degree of disability they have the
same basic needs of the age, gender, economic and socio-cultural group which they belong.
Biased Distribution of Welfare Services:
While the majority of the Indians with disabilities live in rural areas, available services are limited
to urban centers. It is estimated that only 2% to 3% persons in need of rehabilitation have
access to these facilities and services.
Gender Discrimination:
In general the persons with disabilities are more marginalized than other and tend to be left out
of the development stream. Women and girls with disabilities are handicapped not only by
negative attitudes towards disability, but also by gender discrimination and poverty. Where
services and programmes for disabled persons do exist, it is the men and boys who are primary
beneficiaries. Women & girls with disabilities are largely excluded from the main stream of
women’s movement and from development programmes targeted at poor women, as well as
from the self-help and organizations of disabled people.
The Objectives of the Programme :
The disabled people should be given the confidence and the social security for normal life as
other citizens of the country.

Community based rehabilitation, special school, vocational and technical skill training, credit
facilities, income generation activities, equipments for their disability, awareness programmes,
for disabled and the general public, etc.

3. Development for the destitute women and children :
The normal women face economic exploitation, oppression, domination, violence, eve teasing,
sex violence, dowry problems, etc. The women are deprived of higher education and even basic
primary education and they are living in illiteracy, ignorance, innocence, ill health, etc. The
situation is still worse in the rural areas. The drunken husbands are not giving money for the
family expenses and the poor wives are doing coolie work and maintain the family expenses by
her wage. Sometimes wives are beaten by husbands asking extra dowry and chased them out
of the house with her children. They are not able to go to their houses due to poor family
situation. Thus some women become destitute with her children. Sometimes women kill her
children and suicide themselves. At the same time husbands marry second and third times. This
kind of pathetic situation should be prevented and the women be given opportunity to lead a
peaceful life with her children.

The Objectives of the Project :
The destitute women and children should be given opportunities to lead a peaceful and pleasant
life. They need counseling, awareness trainings and skill trainings to earn sustainable income
to manage the family. The women should be given credit facilities to start income generation
activities. The marketing facilities for their products should be arranged for assured income.
They should enjoy a sense of security and peaceful living.
The Proposed Activities :
The destitute women should be given a safe place for dwelling with her children. They will be
given food, clothing, medical check up, These women require counseling to bring them to the
normal life since they are continuously affected by quarrel, conflict, etc. in the family. They
should be given general awareness to understand the society and the people around us. The
women should be given technical and skill training to start some income generation activities for
sustainable development.

4. Consumer Awareness Programmes for whole district :
The Introduction :
The process of development along with the expanding globalisation and liberalisation process
as increased the number of consumer related issues. Consumer protection has earned an
important place in the political, economic and social agendas of many nations. In India, the
Government has taken many steps including legislative, to protect the consumers.
Education is a life long process of constantly acquiring relevant information, knowledge and
skills. Consumer education is an important part of this process and is a basic consumer right
that must be introduced at the school level. Consumers by definition include all citizens who are,
by and large the biggest group, who are affected by almost all government, public or private
decisions. The most important step in consumer education is awareness of consumer rights.
However, consumer education is incomplete without the responsibilities and duties of
consumers, and this influences individual behaviour to a great extent.
The Definition :
Consumer awareness is making the consumer aware of His/Her rights. Consumer awareness is
a marketing term. It means that consumers not or are aware of products or services, its
characteristics and the other marketing place to buy, price, and promotion.
Usually commercials and advertisements increase consumer awareness, as well as "word of
mouth" (a comment from someone you know about a product or service).
Need :
We need it so we will not be misled by producers, it explains if what we buy is worth to our
money and not harmful to us and to environment.
Many people are ignorant of their rights to get protected against the exploitation by so many
others. So when there is a forum for such redress of grievances there seems to be no such
exploitation by many; and becomes a rare one. So in order to get a clear picture of the level of
exploitation of consumers, the awareness is required. Role of producers proper labelling, full
information, health warnings, handling information, expiration date, etc. keep to requirements,

norms, standards label products according requirements, providing true facts.
They have to produce and deliver the goods/services of right quality at right price at right time at
right place at right quantity with right face.
Need for Consumer Organizations:
Consumer Organisations improve the awareness of the consumer rights and advice on the legal
recourse one can take when the consumer rights are violated. The article provides information
about the salient consumer protection and advocacy groups in India today.

5. De-Addiction Awareness Programme:
Recognizing Substance Abuse and Alcoholism as a psycho socio medical problem, the
approach would be to provide whole range of services including awareness generation,
identification, treatment and rehabilitation of addicts. With a view to reducing the demand for
the consumption of alcohol and dependence producing substances, the thrust will be on
preventive education programmes and on reintegration of the addicts into the mainstream of the
society.

- Treatment to release them from the addiction of drug and alcohol.
- Counseling to the drug and alcohol addicts to enable them to free from such addiction and
to lead a normal life.
- Extensive field work in the target villages through audio visual aids.
- Education and motivation among the target group on the evil effect of alcohol and drug
addition.
- To follow up the participants who have been treated and discharged as well as to
rehabilitate them by individual and family counseling, group therapy and occupational
therapy.
- To establish and run institutions for the welfare of addicts.

6. Child Labour Eradication Programme :
The children have certain rights and they could enjoy those rights. It is the duty of the parents,
family members and the society. The right to education, play, leisure, etc., is assured to them
and they could enjoy those rights. The Government is giving free education to all the children
with all the facilities. The childhood is the period that all the children should enjoy those days.
The children below 18 years should not be allowed to any work for earning. It is the duty of the
parents to feed, protect, education, medical care, etc. to their children. If the children are sent to
work for income, the parents will be punished. Now-a-days some of the parents, due to drunken

and lazy, are sending their children to work and bring income to the families. The children are
sent to stone quarries to break stones into small pieces, grassing animals, work is the lathe and
workshops, etc. These children should be stopped in sending to work and at the same time they
should be sent to schools.

7. Health Awareness Programmes :
The poor people in general and rural poor illiterate, innocent, ignorant people in particular are
suffering from various diseases due to lack of awareness and health care facilities. The people
could be prevented from ordinary to dangerous diseases if they are aware of the causes for the
diseases and the ways and means to protect them. Therefore the health education and
awareness campaign should be conducted to explain the causes for the various diseases.
During the awareness health camps the causes for Hepatitis B, AIDS, early detection of cancer,

tuberculosis, asthma, leprosy, polio, care for adolescent girls, antenatal, natal and postnatal
care, infant and childcare, Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition Of
Sex Selection) immunization, nutrition, anemia, personal hygiene and environmental sanitation,
etc. should be explained. The health awareness programmes should be repeatedly conducted
to motivate the rural and urban people.
The Objectives of the Project :
‘Health is wealth’ and ‘health is more than a mere absence of diseases’. Health is ‘the creation
of conditions of physical, mental and social well being, so that the individual and the society may
realize their full potential’

Health awareness programmes for various diseases will conducted among women and men in
the villages and sub-urban centres repeatedly to motivate them to follow the healthy practices.
The camps will be conducted through the whole district of Tirunelveli.

8. Family Couselling programme :
Misunderstanding and disputes are becoming common among the family members due to
various reasons. The husbands and wives are separating each other and leave the families.
The reasons are poor income, drunken husbands, beating of wife, dowry problems,
unemployment, etc. The simple reason affects the well being of the family and the children are
worst affected. Because of the quarrel between father and mother, the children are unable to
compromise both of them. This kind of situation leads to divorce in the families and separation
of both of them. The children are the worst affected and they are separated from one of them.
The situation of girl children is very much affected due to no one to care for them. The quarrel
and misunderstanding between the couple could be easily solved by giving counseling to both
of them.

9. Programme for Adolescent Girls :
Tirunelveli is becoming most vulnerable place for women and child trafficking due to various
reasons like poverty, illiteracy, unemployment, migration in search of livelihood, globalization.
These are the some of the some of the causes for women and child trafficking. Many girls from
various parts of Tirunelveli and from nearby districts trafficked dreaming of jobs but most of
them end up as sex workers. The studies show that Tirunelveli is emerging as one of the major
centre for trading children and girls. It is a fast emerging as the major transit point for trafficking
in women and children. Girls were being sold and were subjected to untold miseries.

The poor economic condition and broken marriages of the parents of the girls were the major
reasons for such trading. Consumerism also was said to be one of contributing factors. All
these factors are making Tirunelveli an emerging major centre for trading in children and girls.
Most of the time the women and children trafficked is end up with sexual exploitation which
leads more vulnerable for getting HIV infections. Most of the children were involved in bonded
labour, agricultural coolie work, begging, construction work, house maid, restaurants, etc. and
they were paid very lesser amount as wages. They were not allowed to access to the proper
health care facilities in their working environment
In each Block four community vigilance groups will be formed by involving the local influential
persons like local Panchayat leader, village Administrative Officer, either high school or primary
school headmaster/headmistress, self help groups leaders, local police representatives and
NGO personnel, etc.
The organization will facilitate to form the community vigilance groups through participatory
method. All through the process of forming the community vigilance groups and in the
implementation process transparency will be the key point to share and the members with
voluntary in nature will be identified and sensitized to the theme of preventing the women and
children from trafficking.
Activities proposed to be undertaken :
The community vigilance groups will have continuous training in various aspects of the
themes related to women and child trafficking. This will provide the members the whole
scenario of trafficking in global, national, state and district level and the prevention of the same
with the involvement of the local community.
The community vigilance groups will meet one in a month to discuss the occurrence of the
women and children trafficking in their and nearby villages.
The organization will continuously monitor the schools and will ensure all the children are in the
school. If there was any dropouts immediately the members will address the problem with the
help of the community vigilance group.
Migration of children with or without the consent of their parents will be monitored by the
community vigilance group to prevent women and children trafficking.

The organization will ensure that the Grama Saba meetings will have the agenda of child rights
and action taken to prevent the trafficking.
Information related to Government policies on child rights and the women and child protection
schemes will be intimated to all the village people.
d. Objectives of the proposed workshops/seminars :
The objectives is to enrich the community vigilance groups and Balika members a knowledge to
act positively to prevent women and child trafficking with the help of their own community.
The objective is to provide knowledge about women and child trafficking to all the Panchayat
Presidents and respective Government officials in the block to actively participate and to support
the prevention of women and child trafficking.

10. Women Empowerment Programme :
The poor women in general and village women in particular are suffering from innocence,
ignorance, illiteracy, exploitation, oppression, domination, sex violence, etc. The poor women
are harassed, discriminated, raped and they are not able enjoy equality, social justice and
human rights and leading a sub-human life. These women should be empowered by giving
awareness to protect them from oppression, exploitation, gender discrimination, etc. and to take
part in the development of people and villages. They should be informed of welfare and
development programmes of both Central and State Governments and to enjoy the benefit of
development programmes. The women need to be enlightened to participate in the local and
panchayat elections to work for the development of the villages and panchayats. The
awareness camps for women should be conducted in the villages and sub-urban centres to

create awareness among poor innocent women to improve the standard of living of women.
The pathetic conditions and sufferings of poor women are due to lack of awareness and very
little education. It should be stressed the need for education to children in general and girl
children in particular.

- To take part in the decision making process in the villages and panchayats

11. Development Programme for Gypsies :
The gypsy community is wandering to various places in search of income generation activities.
They prepare small and small products such as chain, rings, etc. and sell in the markets. They
do not have permanent houses and moving to various places with whole family including aged
people and children. They make small tents and live there and cook their food in the open air
outside the tents. Because of the wandering nature their children could not admitted to the
schools and almost all of them are illiterates. Another point is that they are not bothered about
the health care of the family members. Now-a-days they show interest in their development

activities and want loan for the purchase of raw materials. But banks are hesitant to give loans
since they are migrating to various places.
It is very important to give education to their children and they should be admitted into the
schools. With the effort of NGOs the Government has taken steps to provide small piece of
land for the construction of this community people. Banks also coming forward to give small
amount as loan to them to involve in the production and marketing activities.

To motivate to settle them in a clean and protected area.

12. Environment, Global Warming, Tree Plantation :
The clean environment has been very badly affected very badly and it has become international
problem and concern of everybody. The burning of garbage, use of petrol and diesel vehicles,
usage of electricity, etc., are the main causes for the pollution. The continuous cutting of trees

and destruction of forests polluted the environment. Trees produce oxygen from carbon-di-
oxide. The forest area in India dwindled and come down to around 13%. The above
mentioned activities created global warming, climate change, etc.
Global warming : What is global warming?
Global warming is when the earth heats up (the temperature rises). It happens when
greenhouse gases (carbon dioxide, water vapour, nitrous oxide, and methane) trap heat and
light from the sun in the earth’s atmosphere, which increases the temperature. This hurts many
people, animals, and plants. Many cannot take the change, so they die.
What is the greenhouse effect ?
The greenhouse effect is when the temperature rises because the sun’s heat and light is
trapped in the earth’s atmosphere. This is like when heat is trapped in a car. On a very hot day,
the car gets hotter when it is out in the parking lot. This is because the heat and light from the
sun can get into the car, by going through the windows, but it can’t get back out. This is what
the greenhouse effect does to the earth. The heat and light can get through the atmosphere,
but it can’t get out. As a result, the temperature rises.
The sun’s heat can get into the car through the windows but is then trapped. This makes what
ever the place might be, a greenhouse, a car, a building, or the earth’s atmosphere, hotter. This
diagram shows the heat coming into a car as visible light (light you can see) and infrared light
(heat). Once the light is inside the car, it is trapped and the heat builds up, just like it does in the
earth’s atmosphere.
Sometimes the temperature can change in a way that helps us. The greenhouse effect makes
the earth appropriate for people to live on. Without it, the earth would be freezing, or on the
other hand it would be burning hot. It would be freezing at night because the sun would be
down. We would not get the sun’s heat and light to make the night somewhat warm. During the
day, especially during the summer, it would be burning because the sun would be up with no
atmosphere to filter it, so people, plants, and animals would be exposed to all the light and heat.

The Objectives of the Project :
- To enlighten the general public about the danger of environment pollution
- To spread the message of causes for global warming and climate change due to the
degradation of environment.
- To create awareness about the causes for the degradation of environment.
- To prevent the disposal of untreated smoke, solid waste and waste water.
- Reduction of release of carbon di oxide into the air.
- To stop cutting of trees in the inland and forests.
- To prevent the firing of garbage in the open areas.
- To involve the people to plant more and more trees wherever possible.
The Proposed Activities :
- Conduct awareness meetings to enlighten the maintenance of protected environment
- Motivation of people to stop cutting of trees
- Encouraging plantation of more and more tress
- Free distribution of nursery plants to plant in the farms, around houses, school campus,
public places. etc.
