    HERE AND HEREABOUTS

The very essence of Americanprocedure is representative government and with no desire towax ponderous or academic, wecan assert that we wou ld b e maki ng a rea l contribution t o an exa lt ed nat iona l spi ri t if we con tinuedour little dynasty even if it costus individual ly a great deal morethan it does.~ l e n can pick and choose wherethey desire to live. T he y m ayprefer to locate in big cities, whereadministrators are hand-pickedand where civil affairs are conducted for the sole purpose of perpetuating a political organization. They may also elect to li ve i nisolated cou!1trysides, where community life is a negl igible thingand where their only contact withstrange public offidals comes withthe payment oi their tax bills.1'hey are quite content to remainaloof from matters which pertainto the general welfare and theymaintain a smug self-complacencyregarding e v ~ r y t h i n g outside oft)leir own sphere of activity. Theydo not agree t ha t t he privilege ofcitizenship is accumpanied by anaccountability, or if they do theymight properly say that they aretoo far removed f rom the cen te rof things to m ak e their interest

And now comes our astutefriend, C. P. Cook, to say thatthis borough business is all wrongand that it behooves us to absolveourselves from our rank selfishness and hie back to th e townshipwhence we spr ung. He claimswe will s av e s ome money if wedo, but he also says we a re duckin g s om e bills we ought to pay,and that makes i t rather perplexing to determine just where wewould get off if the plan suggestedcame to pass.It wil l h av e to b e assumed thatMr. Cook's part icular interest inthe matter pertains to his capacitya s a sub st an ti al taxpayer to theborough exchequer, as he l ives inthe township. To the rest o f u s,Narherth i s home, with all whichthat implies, and \ ~ h e n we discussour home and our life, we mustneeds give heed to more t han t hef inancial aspect of the case. \Vet hink wea re onso li d ground whenwe conte3t the merger of the smaller . compact place with the big, struggling outlands.
