1. SCOPE OF REPORT
This Report deals with the provision of water reticulation, sewer reticulation, roads and stormwater drainage for the proposed Riversands development situated on Portion 7, Portion 36, Portion 37, Portion 38 and Portion 121 of the Farm Diepsloot 388-JR, in Randburg, within the City of Johannesburg`s Metropolitan Municipal boundary in the Gauteng Province. Provision of the Electrical Reticulation has not been dealt with in this Report.
2. TOWNSHIP DESCRIPTION
2.1 Locality The proposed development is situated approximately 2.5km north of the Dainfern Township and approximately 1.3km southeast of the Diepsloot Township.
The Riversands Development is bounded by: - William Nicol Drive (Road K46) along the western boundary, Portion 1, 2, 3, 4 and 131 of the Farm Zevenfontein 407-JR along the southern
boundary, Remainder of Portion 205 and Portion 205 of the Farm Diepsloot 388 JR along the
eastern boundary, Portion 111, 112, 113 and 118 of the Farm Diepsloot 388-JR along the northern
boundary.
2.2 Layout It is our client’s intention to establish a mixed land use development referred to as the Riversands development. The development will comprise of 6 townships (refer to table below). The proposed townships will be phased as per the tables below.

2.3 Description Some of the stands forming the proposed development boundary are currently zoned agricultural and are equipped with the relevant agricultural buildings. The site is traversed by a river along the northern portion and central portion as shown on layout. A few large trees and veldt grass cover the site generally but a large number of concentrated trees are found along the river that traverses the site in the middle as shown. The sites elevation varies between 1417.000m to 1359.000m and 1419.000m The total extent of the Riversands development measures 221.21ha (including existing and proposed road reserves, open spaces/parks and the floodline areas with the relevant buffers).
2.4 Existing Services Water: There is an existing 600mm-diameter Rand Water pipe 3.5km north of the proposed development, as shown on GLS master plan Figure BHW 5.2. Sewer: There is an existing 1500-diameter sewer outfall across the southern portion of the site as shown on layout, an existing 2500-diameter Dainfern Outfall 1.3km west of the proposed development and the northern sewer treatment works approximately 3.0km in the northwesterly direction from the proposed development. Storm Water: There is no formal stormwater system within the catchment areas of the proposed development, however a river traverses the site as shown on layout.
3. DESIGN GUIDELINES
The Design of the Township’s services will be based on the Design Principles in the “Guidelines for the Provision of Engineering Services and Amenities in Residential Township Development” published by the Department of Community Development and to the City of Johannesburg’s requirements for Engineering Services. A competent contractor through acceptable tender process will install all services. The General Conditions for the Works of Civil Engineering Construction, Standard Specification SABS 1200 and relevant particular Specifications will pertain to the contract.

4. WATER RETICULATION 4.1 Layout and Design
The layout of the existing Council water reticulation system and the proposed tie in for the proposed developments is shown on layout 13516-200-C01 and the master plan layout Figure BHW 5.2 prepared by GLS Consulting. A water reticulation master plan report (JWAT-C-0160-01-001209) was prepared for the Blue Hills and Diepsloot Corridor Developments (where the proposed development is situated) by GLS Consulting Engineers. As per the master plan Report, the Diespsloot Corridor Developments will be supplied from a new bulk water main that needs to be constructed from the existing 600mm-diameter H33 Rand Water bulk water main situated +/-3.5km north of the proposed development to the proposed future Dainfern reservoir, as shown on Figure BHW 5.2 (GLS layout attached). The master plan Report recommends that the proposed new 1000mm-diameter bulk water main be extended further south along Gymkana Road, turning west along the south-western boundary of Portion 26 & Portion 28 of the Farm Diepsloot 388-JR (gravel road), the size will then decrease to a 900mm-diameter bulk water main. The water pipe will be extended further south along Knopieslaagte Road with the change in pipe sizes as per the master plan layout till it passes the northern boundary of the site where a 450mm-diameter connection will be provided for proposed Township forming the Riversands development. The Report further recommends that the bulk main be extended towards the southern direction to supply the future Dainfern reservoir, the reservoir will further supply the future townships between the existing Diepsloot and Dainfern township. Bigen Africa Consulting Engineers on behalf of the Steyn City Development have prepared preliminary Council bulk water layouts and are in the process of designing and subsequently constructing the bulk water main from the existing 600mm-diameter H33 Randwater bulk main to the future Riverglen/Dainfern township (Steyn City Development) as per Johannesburg Water`s master plan prepared by GLS Consulting. A 450mm-diameter bulk water connection will be provided for the proposed Riversands development where a bulk water connection will then be taken. A new Council water reticulation network will be constructed from the 450mm-diameter bulk water connection extending within the proposed development`s road reserve boundaries, ultimately providing water connections to the first phase of the Riversands Development (Riverside View Ext 13, Ext 15 & Ext 16). The proposed new water reticulation system to be constructed within the Riversands development will be designed and constructed to cater for future extensions forming the Riversands development as shown on layout 13516-200-C01.
Water reticulation pipes to be constructed and handed over to Johannesburg Water will be constructed to JW`s standards and will be handed over to Council upon completion. The water reticulation system to be constructed within the boundaries of the individual township`s

forming the Riversands development will remain private and therefore maintained by the Section 21 Company or the Body Cooperate to be registered for the relevant Township.

It is proposed that all materials, construction and testing of the water reticulation comply with Johannesburg Water (Pty) Ltd as well as the SABS Standards. All fire hydrants will meet the standard requirements of the Johannesburg Fire Department. The water reticulation pipelines will consist of Class 16 (SABS 1283), high impact uPVC pipes and steel fittings as per the latest Johannesburg Water Standards for the water main to be handed over to the Council.

4.3 Conclusion. The Council bulk water reticulation system to be constructed under the Steyn City development will be designed and constructed as per Johannesburg Water`s master plan Report supplying proposed developments between the Diepsloot and Dainfern area, including the Riversands development. The bulk water infrastructure design by Bigen Africa under the Steyn City will in-cooperate the peak water demand of 96.5l/s required by the Riversands development, therefore the proposed Riversands development will not negatively affect the proposed bulk infrastructure to be constructed for future Diepsloot corridor developments.
4.4 Bulk Contributions It is our client’s intention to apply for external bulk contributions offset, for construction of the external water reticulation system to service individual townships forming the Riversands Development.
5. SEWER RETICULATION
5.1 Layout and Design The layout of the proposed sewerage reticulation is shown on layout no. 13516-300-P01, Figure DSP 6.1 & Figure SP311_S1.
There is no existing Council sewer reticulation system within the catchment areas of the proposed development; however a bulk infrastructure master plan was prepared for the catchment area by GLS Consulting Engineers. The Northern Waste Water Treatment Works is situated 2.8 km in the north westerly direction of the proposed development.
The master plan prepared by GLS Consulting recommends that a new 600mm-diameter Jukskei sewer outfall (DSP 10.1 – see Figure DSP6.1) be constructed along the river traversing the proposed Riversands development towards the westerly direction as shown on layout, where a new regional Diepsloot sewer pump station (DSP13.1) will be constructed to further pump effluents to the Northern Waste Water Works. The Diepsloot sewer pumpstation is currently under construction under the proposed Steyn City development (designed by Bigen Africa). The 600mm-diameter Jukskei outfall has been designed by Bigen Africa and will be constructed under the Steyn City development from the new Diepsloot pump station towards the easterly direction and will terminate as shown on layout.
As per the master plan, the proposed Riversands development will construct the Jukskei Outfall (DSP 10.1) as shown on layout (13516-300-P01) from the eastern boundary of the Riversands development, along the river to link in to the future Jukskei Outfall to be constructed under the development of Steyn City, as shown on layout.
GLS Consulting further recommends that a secondary 600mm-diameter sewer outfall pipe (Figure SP311_S1) be constructed approximately 250m south of the Jukskei sewer outfall, the recommended secondary outfall will then drain the Diepsloot consolidated basin to the Northern Waste Water treatment plant via the Old Northern Outfall.

Due to secondary 600mm-diameter sewer outfall traversing the proposed development of Jukskei View Ext 15 (forming part of the Riversands development) and the proposed William Nicole/Rose Road interchange, it has been recommended that the secondary sewer outfall be moved +/- 200m further south as shown on layout, the outfall will now be in-cooperated into the proposed developments and protected by servitude.
The 600mm-diameter secondary outfall will be constructed under the first phase of the Riversands development, from the eastern boundary through the Riversands development boundaries to tie into the Old Northern Outfall. Item DSP23-1& 2 will also be constructed under the Riversands development and Township forming the Riversands development within that relevant catchment will tie into the proposed system as per the master plan. Connecting Council sewer pipe will be constructed from the proposed first phase (Jukskei View Ext 13, Ext 15 and Ext 16) of the Riversands development, linking to the sewer outfall pipe to be constructed as per the master plan. The sewer infrastructure to be constructed under the proposed development and handed over to Council will be constructed to Johannesburg Water standards and specification, the sewer reticulation system to be constructed within individual townships forming the proposed development will remain private and therefore maintained by the Section 21 Company or body corporate to register for the development.

It is proposed that all materials, construction and testing of the sewer reticulation comply with Johannesburg Water (Pty) Ltd as well as the SABS Standards. Manholes will be a minimum 1050mm in diameter, pre-cast concrete, constructed of dolomitic type aggregate (SABS 558) Concrete Type manhole covers will be supplied.

5.3 Conclusion The infrastructure for the Steyn City development is currently under construction and the bulk infrastructure including the construction of the proposed new 600mm-diameter Jukskei Outfall to be constructed to link to the Diepsloot pump station has been discussed with Johannesburg Water. The Diepsloot sewer pump station, pump line and the Jukskei outfall has been designed to accommodate sewer flows from the proposed township forming the Riversands development.
5.4 Bulk Contributions It is our client’s intention to apply for bulk contributions offset, for construction of the sewer reticulation infrastructure and bulk infrastructure to service individual townships forming the Riversands Development including the sewer catchment area for bulk infrastructure to be constructed under the development.
6. ROADS AND ACCESS 6.1 Layouts and Geometrics
A Traffic Impact Assessment Report (March 2013) was prepared by WSP SA Civil and Structural Engineers. The traffic report addresses the proposed traffic generated by the first phase of the Riversands development, proposed road upgrading and circulation of traffic.
The traffic report recommends the following:- Access to the proposed development will be provided in 3 phases off the surrounding roads network. As a short term arrangement, regional access to the proposed development will be gained at grade, from Rose Road. The medium term arrangement will be implemented in the event of the William Nicol upgrades not being completed at the time of implementation of Phase I. The proposal entails the construction of the North-South Link up to Erling Road in order to provide regional access to and from the development. The long term access provision plan entails the construction of William Nicol/Rose and the extension of the North-South Link from Mnandi Road to Erling Road. It is our clients intention to implement the medium term arrangement which involves the construction of the North-South Link from Erling Road to Mnandi Road with the development of the first phase (Jukskei View Ext 13, Ext 15 and Ext 16) of Riversands, providing regional access to the Riversands development. A section of Rose Road will also be constructed from the North-South Link providing access to Riverside View Ext 13 and Riverside View Ext16. The North-South Link from Erling Road to Mnandi Road and a section of Rose Road will be constructed as per Johannesburg Roads Agency standards and will be handed over to Council upon completion. It should be noted that the Traffic Impact Study referred to above only covers the first phase of the development, traffic reports will be submitted as and when the townships forming the Riversands development are developed.

The roads to be constructed within the proposed township boundaries forming the first phase of the Riversands development will remain private and therefore maintained by the Section 21 Company/Holding Company to be registered for the development.
6.2 Pavement Design The Council Roads pavement layer design is proposed as follows:-
30mm Type TPA Medium Asphalt, 150mm G1 Quality Crusher run compacted to 88% apparent density, 150mm Imported C4 Subbase Compacted to 95% mod Aashto (G5min), 150mm Imported Subgrade Compacted to 93% mod Aashto (G7min), 150mm In-situ Roadbed compacted to 90% mod Aashto (G7min)
The Road will be designed in accordance with “The Guidelines for the provision of Engineering Services and Amenities in Township Development”.
6.3 Materials and Construction It is proposed that the materials, construction and testing of the roads should comply with the SABS 1200 Specifications, except insofar as the Johannesburg Roads Agency and Gautrans requires these varied. Kerbing will consist of Mountable (fig 8c) and Barrier (fig 3) on the intersections. The kerbing will be in accordance with SABS 927.
6.4 Bulk Contributions It is our client’s intention to apply for external bulk contributions offset, for construction of external Council Roads to service individual townships forming the Riversands Development and improvement of the road network within the area.
7. STORM WATER 7.1 Layout and Design
There is no formal stormwater reticulation system within the catchment areas of the proposed development, however a formal stormwater reticulation system will be constructed within the developments boundaries (within each township forming the Riversands development and within the proposed new road reserves).
Each Township forming the proposed development will be provided with a stormwater connection to the external Council system, the Council stormwater system will gravitate to discharge stormwater within the floodline area with erosion control and protection measures. The stormwater reticulation system within the Council`s road reserve will be constructed to Johannesburg Roads Agency`s standards, it will be designed and constructed to accommodated flows within the relevant catchment areas. The stormwater reticulation system to be constructed within individual townships forming the Riversands development will remain private and therefore maintained by the section 21 Company or holding company to be registered for the relevant development.

7.2 Storm Water Attenuation Each Township forming the first phase of the Riversands development will provide stormwater attenuation system within the development boundaries. The attenuation system will be designed as per the guidelines given by the Johannesburg Roads Agency, where the discharge post development will be equal or less than the discharge pre- development. The design will incorporate the 1:25 and 1:5 year recurrence interval with a 15-minute storage capacity. The attenuation system will be provided within the floodline area, the attenuation Report will be submitted separately to Johannesburg Roads Agency for comment and approval. The Section 21 Company or Body Cooperate will maintain the proposed developments stormwater attenuation system.
7.3 Materials and Construction
It is proposed that the materials, construction and testing of the storm water system would comply with the SABS 1200 Series of Specifications.
7.4 Bulk Contributions It is our client’s intention to apply for external bulk contributions offset, for construction of the external Council stormwater reticulation system providing connection to individual townships forming the Riversands Development and improvement of the road network within the area.
Telkom and Electrical services are not included in this Report.
