1. Acknowledging the fact, although unwanted, of the existence of fortuitous events

 such as typhoons, cyclones, tsunami, landslide, flood, economic depression, war

and other circumstances same as those already mentioned,

2. Alarmed by the continuous increase of prices of food commodities resulting to thelack or insufficiency of resources to purchase food for consumption,

3. Emphasiing the unavailability of infrastructure which, if provided, would lead to

the smooth transfer of food products from the producers to the consumers,

both in rural and urban places,

affecting foremost, the farmers and fishermen of the said industry,

attained from overconsumption,

being aware of the nutrient information thus preventing overconsumption,

 products,

1!. Aware of the lack of nutrition of mothers and their children,

1#. 0oncerned at the lack of land and e/uipment of farmers to continue the production of crops,

1%. 'uided by the basic rights of consumers to basic needs, healthy living and

consumer education,

1&. nowing that having a dietary meal that completes all the needed nutrients is vital 

to healthy living,

1(. "oting that maority of the people around the world do not have access to healthy

 food,

1*. +ecogniing that the consumption of food is greater than the production of food.

Operative Clauses:

1. Adopts an individualistic approach of preparation towards a catastrophe make

 sure that each individual is aware of important precautionary measures in dealing 

with fortuitous events

2. 0alls upon government leaders to work with private sectors to craft new policiesand measures concerning food security and nutrition in order to control the prices

of commodities and promote stability

3. Endorses to the proper authorities the creation, development, maintenance and

 preservation of suitable infrastructure to achieve food security such as roads,

bridges, cold storage plants, water supply facilities, markets and the like

!. Endorses the maximiation of the agricultural potentials of the member countries

of the 4nited "ations by aggressively promoting and hosting agricultural and

livelihood researches, trainings and exchange programs

#. $trongly recommends to the government and other agencies to provide subsidy

and assistance to farmers and fishermen in order encourage them and ensure

 stable production
