A N ORDINANCE TO A M E N D T H E MUNICIPAL COURTS ORDINANCE 1921, WITH REGARD TO T H E
QUORUM OF A MUNICIPAL B E N C H A N D OTHER MATTERS.
Short Title.
Amendment of Section 2: Composition of Court.
B E IT E N A C T E D by I lie High Commissioner for Palestine with the advice of the Advisory Council thereof: -
1. This Ordinance may be cited as the Municipal Courts Amendment Ordinance, 1924,
2. Section 2 of the Municipal Courts Ordinance 1921, is hereby repealed and !1!«• following section substituted therefor:-
The Magistrate so appointed will form a Court known as the Municipal Court. Cases within the jurisdiction of the Court shall be tried by a bench consisting of not less than two members. If a bench consisting of an even number of members is equally divided in opinion in any case, the case shall be re-tried by a bench containing an odd number of members who shall decide by a majority of voices. The High Commissioner shall appoint the Chairman of the bench and may appoint one or more members to be Deputy Chairmen. In the absence of the Chairman, the Deputy Chairman, and, if more than one be present, the Deputy Chairman senior in age shall preside over the Court and in (lie absence of the Chairman or any Deputy Chairman the Magistrate senior in age shall preside over the Court.
Amendment of Section 6: Right of appeal.
Repeal of Section 9.
3. Section 6 of the said Ordinance is hereby repealed and the folio wing section substituted therefor:-
Auy person sentenced to imprisonment by the Municipal Court shall have a right of appeal to the District Court. Any person sentenced lo fine may apply to the President of the District Court for leave to appeal in the manner prescribed in Section 5 of the Magistrates' Courts Jurisdiction Ordinance, 1924.
4. Section 9 of the; Municipal Courts Ordinance is hereby repealed.

PROMULGATION OF ORDINANCES.
ORDER
(Gazetted October• 1st 1924).
1. The Charitable Trusts Ordinance No. 26 of 1924 is promulgated in the form in which it appeared in the Gazette of 1st June 1924 subject to the following amendments and shall be in force as from the date of the publication of this Order.
(1) In Section 2 the number (1) shall be inserted before the word "property" in line 1 and the number (2) shall be inserted before the words "for the purpose of this Ordinance".

(2) In line 5 of Section 8 the stop after the words "and in no others" shall be a colon and net a full stop.
2. The Civil Trial of Members of the Forces Ordinance No. 27 of 1924 is promulgated in the form in which it appeared in the Official Gazette of the 15th August, 1924, subject to the following amendment, and shall be in force, as from Ihe date of the publication of this Order.
Classe 1. "1924" should be substituted for "1923".
3. The Proof of Foreign Documents Ordinance No. 28 of 1924 is promulgated in the form in which it appeared in the Official Gazette of the 15th August, 1924 and shall be in force as from the date of publication of this Order.

FIREARMS ORDINANCE 1922.
PALESTINE.
Regulations made under Section 18
Regarding the import and export of arms and ammunition by private individuals.
(October 1st 1924.)
Regulations 3 and 4 of Section "R" of the Regulations relating to arms and ammunition imported or exported by private individuals, published in Official Gazette No. •84 dated 1.2.23 are hereby cancelled and the following substituted therefor:-
"3. (i) Persons entering Palestine in possession of arms or ammunition who do not wish to retain them during their stay in Palestine or who are in transit through Palestine to an adjoining country shall declare their arms and ammunition and deposit them with the Customs Authorities at their port or station of entry against receipt. They shall inform such Authorities of their port or station of exit, and shall pay such sum as is necessary to cover the cost of packing and despatching such arms or ammunition to the por or station of exit. i
(ii) The arms or ammunition shall be packed by the Customs Authorities and despatched by them at the risk of the owner by rail to the Customs Station nearest the port or station of exit where they may be recovered from the Customs Authority by the owner on his departure from Palestine on production of the receipt issued by the Customs Authority on entry.
4. ( i ) Persons entering Palestine in possession of arms or ammunition who wish to retain them shall after declaring them to the Customs Authorities at the port or station of entry, deposit them there against receipt and shall inform the Customs Authorities of their destination. They shall pay to such authorities such sum as is necessary to cover the cost of packing and despatch to the Customs Station nearest their place of destination.

(ii) The arms or ammunition shall be packed by the Customs Authorities and despatched by them at the risk of the owner by rail to the Customs Station nearest the destination of the owner, where they may be recovered from the Customs Authorities by the owner on production by him of the receipt issued by the Customs Authorities on entry together with a permit to import the arms or ammunition and a licence to carry the arms granted under the Firearms Ordinance 1922.

MAGISTRATES' COURTS JURISDICTION ORDINANCE 1924.
Rule of Court, made under Section 9 of the Magistrates' Courts Jurisdiction Ordinance 1924.
(October 1st 1924.)
When the defendant to an action brought in a Magistrate's Court is a person imprisoned by warrant of a Judge or Magistrate and conlined in a gaol or other place of imprisonment not within the area in which such Court exercises jurisdiction, it shall be lawful for the Magistrate by his own motion or on application by or on behalf of the local Commandant of Police to transfer such action to the Magistrate's Court within the area of which such gaol or other place of imprisonment is situated.

NOTICE.
T R E A T Y OF COMMERCE AND NAVIGATION B E T W E E N THE UNITED KINGDOM
AND L A T V I A .
Notification has been made to His Majesty's Government by the Latvian Government that it recognises as extending to Palestine the Treaty of Commerce and Navigation concluded between the United Kingdo.n and Latvia on the 22nd June, 1923, embodied in an exchange of notes between the Governments, dated 21st May last.
By the terms of the treaty, the subjects of Palestine, and goods, the produce or manufacture of Palestine, will enjoy in Latvia treatment which shall be at least as favourable in all respects as that accorded to the nationals and goods of the most favoured foreign country. The treatment shall be accorded in all matters of commerce and navigation, and as regards importation and exportation and transit, and in general in all that concerns customs duties and formalities and commercial operations, the establishment of Palestinian citizens in Latvia, the exercise of commerce, industries and professions, and the payment of taxes.
TOWN PLANNING ORDINANCE 1921.
The boundaries of the Town Planning area of Jerusalem as delimited in the Order made by His Excellency the High Commissioner under the Town Planning Ordinance, 1921, on the 8th of June, 1921, have been altered on the recommendation of the local Town Planning Commission to read as follows:-
From a point east of Shaafat on tin! north, south-east to a point south of A l lsawiyeh, then south to a point west of A l Azariyeh and southwest to Sur Baher, west to Mar Elias, north west to Al Malha, north to Deir Yasin and north-east to the original point passing east of Lifta.
The boundaries are indicated in detail on the plan signed by the members of the local Town Planning Commission which is exhibited at the offices of Jerusalem Municipality and may be i n spected during office hours by any person interested.

Tenders must reach the office of the Acting Inspector General of Police not later than 9 a.m. on Wednesday, October 8th 1924.

A sale by Public Auction will be held at the District Governorate Jerusalem for the period of fifteen days, beginning October 1st, of a Road Post, situated in the south corner of the British War Cemetery on the road to Isawieh village.

His Excellency the High Commissioner has been pleased to appoint:-
Mr. O.C.K. Corrie, M.G., to be x\cting Chief Justice during the absence on leave of Sir Thomas Haycraft, with effect from the 29th September 1924.
Mr. C . R . W . Seton, M.C-, to be Acting-Senior British Judge of the Court of Appeal, with effect from the 29th September, 1924, while Mr. O. C. K. Corrie is acting as Chief Justice.
Mr. A.S . Kirkbride, M.C. , to be Clerk to Councils, vice Mr. G.F. Sulman, M.C. , with effect from the 5th June, 1924׳.
