Financing of HE in MontenegroFinancing of HE in Montenegro

• There is dual track financing

• Of overall number of students some 40 % do not pay tuition fees, while others pay between 250 and 500 EUR

per term, depending on the study profile • According to our Law, Ministry of Education and Science

is about to prepare draft on regulation of HE financing • Current discussions are oriented towards inclusion of

social dimension with regard to tuition fees

SpecificitiesSpecificities

• There are two types of study organized at the University of Montenegro:

* Academic (obtaining bachelor, master and doctoral

degree) *Applied (obtaining bachelor, master)

• Vocationally oriented study programs (applied) are run under the umbrella of University

• After 3 years – Diploma of undergraduate academic/applied study and Bachelor degree

( BSc; BApp; BA)• After 3+1 – Diploma of postgraduate specialist

academic/applied study and Degree of Specialist ( Spec.Sci ; Spec.App; Spec.A)

• After 3+1+1 or 3+2, 3+1+2 -Diploma of postgraduate master academic/applied study and Degree of Master

( MSc; MApp; MA)• After 3+1+1+3 – Diploma of Doctoral study (PhD)

SpecificitiesSpecificities

• This study year 79 study programs are performed at the University of Montenegro

(comprises 17 faculties and four institutes) * 59 academic study programs * 20 applied study programs

• At the first private University “MEDITERAN’’ (comprises 6 faculties) are performed

* 8 academic and 2 applied study programs

• At five individual private faculties are performed * 8 academic study programs * 1 applied study program (cooperation with Lovisenberg College, Oslo)

Quality Assurance in MontenegroQuality Assurance in Montenegro

• QA is obligation for all higher education institutions

• QA must be permanent exercise conducted through self-evaluation, student-evaluation and external evaluation

• Institutions perform self-evaluation continuously in accordance with institution statute

• Independent outside and inside financial control is provided by the operation of the public institution

Council for Higher EducationCouncil for Higher Education

• The national body responsible for Higher Education

• Council is nominated by the Government

• Council analyses the state and achievements in higher education

• It gives professional proposals to the Government for the improvement of higher education

Structure of the Council for Structure of the Council for Higher EducationHigher Education

• The Council comprises of 11 members appointed by the Government for a period of six years

• The Council is made up of eight representatives proposed by the University and Montenegrin Academy of Science and Arts; three representatives of economy and social activities proposed by the Association of Employers of the Republic and civil sector

• Council can form special commissions for evaluation and accreditation of institutions and study programs

• Foreign experts can also be appointed as the members of special commissions

• For certain fields of its activities Council can form the working entities, commissions and independent expert groups

New Law on Recognition and New Law on Recognition and Assessment of Educational CertificatesAssessment of Educational Certificates

• The new Law is in Parliament for adoption

• Done in cooperation with the Ministry of Higher Education and Technology of Slovenia
