Joint release with Company Statistics Division. Combines the Profile of U.S. Exporting Companies and the Survey of Business Owners (SBO). Minority-owned firms accounted for a disproportionately small share of exporters relative to their numbers, but exports accounted for a larger percentage of the receipts of minority-owned exporters than for nonminority-owned exporters. Report also contains export information on Hispanic-owned, Women-owned and Veteran-owned firms. This report focuses on the characteristics of “classifiable firms,” businesses whose ownership is classifiable by their gender, ethnicity, race, and veteran status. Relatively few classifiable U.S. firms were exporters, but exporters were much larger in terms of receipts and employment, and more productive, than nonexporters.

FTD maintains Schedule B classification numbers. ITC maintains Harmonized Tariff Schedule (HTS). FTD is responsible for the collection and dissemination of international trade statistics and providing regulatory oversight for the collection of export information via the AES The trade balance is an essential principal economic indicator and assists U.S. businesses in developing export marketing strategies At this time 5-10 years ago, we were collecting approx. 500,000 paper documents per month, 6 million per year. Based on our analysis, every other document had some type of error or omission. With electronic reporting through the AES, and up front edits our compliance rate is approximately 98-99%, versus 50% with paper documents. Also, to facilitate exports, Census Bureau offers the AESDirect system to report export information, free of charge to the user. It was originally designed for small to mid-size companies to ease their reporting burden of electronic export information.

The Foreign Trade Division of the US Census Bureau is responsible for writing and maintaining the Foreign Trade Regulations. The FTR sets forth the roles and responsibilities for all parties involved in the export transaction. Within the FTR you will find a wealth of information. All the information required to be reported in the AES. There is a definition of many of the common exporting terms, such as consignee, port of export, etc. Most important, you will find information regarding penalties if you violate these regulations. The regulations also provide timeframes and guidelines based on the mode of transportation, such as air, vessel, truck or rail. Also, there are cases known as exemptions and exclusions where you don’t have to report export information, such as low value shipments or exports to Canada. Other information found in the regulations that can help you with your export transaction, a sample power of attorney and written authorization and a concordance between the existing regulations and the previous regulations.

AES is a cross agency collaborative effort between the U.S. Census Bureau, U.S. Customs and Border Protection and other federal agencies to allow for exports to be reported electronically. Benefits of electronic reporting:

• Improves trade statistics • Improves compliance for export community • Response messages returned within minutes • Reduces reporting burden

Let’s begin with some background information regarding the Automated Export system. The U.S. Census Bureau’s Foreign Trade Division is responsible for collecting, compiling and publishing data on U.S. exports, imports and merchandise trade balances. We have the authority to collect the data under Title 13, United States Code, chapter 9 , section 301. The data we collect are essential and are used in many ways. For example plays a key role in formulating policy decisions affecting the economy, export marketing strategies for U.S. businesses. The data is used by other government agencies as well as the private sector. Let me explain the export process, the export process begins when a USPPI (referred to as the exporter), decides to export merchandise out of the U.S. The USPPI or an Authorized U.S. Agent makes the shipping arrangement with the carrier to to move the merchandise from the U.S. For example, I manufacture widgets, and I sell my product to a buyer in Japan. I am mandated by law to report this information via the Automated Export System This is a joint venture with Customs, other agencies and the trade community. Filing electronically reduces the paper burden, eliminates the poor quality of data received when reporting on the paper Shipper’s export declaration. Filing electronically captures valid and accurate data.
