Building a major new residential area

for the Canberra Region30 YEAR PLANA forward-thinking plan over 30 years envisages a series of identifiable villages within a landscape setting, accentuating views of the Brindabellas, and for the first time in North Canberra, providing access to proposed new picnic areas on the Murrumbidgee River. Beyond the villages, approximately 600 hectares of land wraps the site in a big green corridor, providing opportunities for conservation, recreation and leisure activities, connecting residents and visitors with the natural beauty of the Murrumbidgee River and Ginninderra Creek.

11,500 HOMES over 30 yearsThe West Belconnen project is, by any means, a major project… but it won’t happen overnight. The proposed 11,500 homes accommodating about 30,000 people will be progressively delivered at a rate of about 300 to 400 new homes per year.Innovative technologies, flexible planning and modern infrastructure will provide the framework for a resilient community to evolve over time and ensure efficient utilisation of resources.West Belconnen will be an inclusive community integrated with its neighbours. Its services and facilities will benefit new residents and people already living in surrounding areas.

HOUSING CHOICEThe draft master plan offers a range of diverse housing types that will facilitate a broad range of lifestyles for individuals and families. This new community will immediately adjoin the Murrumbidgee River Conservation Corridor and will offer home sites for large traditional family homes, compact home sites for smaller families and couples, terraces, townhomes and a little later on some apartments near to the proposed market centre. In this way people from all ages and stages of life, and with different budgets and lifestyle aspirations will be accommodated at West Belconnen, making for a vibrant and interesting community.

Vital future homes for Canberra and the region

The development will offer residents the chance to upgrade, downsize, or simply get into the market in an urban ‘place’ unlike any other in the country.The master plan reflects observed demographic trends and lifestyle choices with a series of compact, walkable, transit-ready neighbour-hoods. A broad range of supporting community infrastructure will lead to healthy and affordable lifestyles.The proposed 11,500 new dwellings

and supporting uses will stimulate the local economy over many years into the future.New businesses will be encouraged to set up in West Belconnen and surrounds, including renewable energy and urban agriculture businesses. Value-add infrastructure such as solar power and some stormwater recycling will also be provided.West Belconnen will be a place where everybody is proud to live and work.

West Belconnen Project

The West Belconnen project will be important in meeting housing demand in the ACT and neighbouring areas, with first land sales planned for late 2016.

Building affordable and diverse housingWest Belconnen will contribute to the ACT Government’s Affordable Housing Action Plan target of at least 20 per cent of dwellings in new residential areas, meeting a range of affordability criteria. With a stated interest in quality places for people to live that meet the aspirations and budgets of a wide range of buyers, different housing options are being considered, such as long-term rental, shared ownership and government land-rent arrangements.

A central part of the West Belconnen project is a commitment to environmental excellence and sustainability. These values, along with best practice design principles will help shape West Belconnen into an innovative, diverse and sustainable community.Riverview Projects developed and adopted a sustainability vision for the project in 2009, which is guiding all aspects of the project from planning and design, to construction, occupation and beyond. In this way, sustainability is integrated into West Belconnen project rather than treated as an afterthought.

To ensure we meet internationally recognised sustainability benchmarks, the project has been registered as a Green Star Community Pilot Project, through the Green Building Council of Australia. Through this commitment we are aiming to achieve a 6 Star GreenStar rating meaning West Belconnen will be recognised as a world leader in sustainable development aiming to deliver a community that is:• Better planned and designed• More dynamic and vibrant• A healthy place to live work

Innovative ideas and technologies West Belconnen will showcase innovative technologies that will benefit local residents and the environment. The draft master plan proposes to transform space under electricity lines into green corridors that will provide the opportunity for a range of uses and recreation activities.

An inspiring, 21st century communityThe West Belconnen project is unique in our region. It is a cross-border development, being developed by the ACT Land Development Agency (LDA) and the landowners in New South Wales. From the start, it has been envisaged as a community of international significance, with innovation, diversity and ecological criteria at its core, and this year heralds the start of bringing this vision to life.

Thriving, modern village livingThe new community enjoys a picturesque setting, surrounded on three sides by the Murrumbidgee River and Ginninderra Creek and with superb views of the Brindabella mountain range.Here a series of villages will take shape, arranged along an avenue connecting pedestrians, cyclists, public transport and cars to local facilities. Planned facilities include new schools, shops, the heritage farmhouse precinct and new community infrastructure, such as halls and medical centres. Sustainable transport will be the number one choice with continuous bike lanes and pedestrian paths along the tree-lined avenue, helping to promote a healthy lifestyle.Diverse housing types will appeal to a broad range of lifestyles, while allowing residents to remain close to family and friends in the local area.

Getting set to get to work Training, work experience and employment opportunities will be up for grabs as part of the new training and employment initiative being delivered.Social inclusion is a key component of the West Belconnen project with a strong focus on improving the education, social and economic outcomes of residents in the local area, over the life of the development.To demonstrate this commitment, a full time resource has been employed to deliver a unique training and employment initiative that will use infrastructure works and commercial land sales to generate economic opportunities for local people.The initiative complements activities already being undertaken in West Belconnen and the region, including a broad program of stakeholder consultation, planning around a wide

range of business and community services, facilities and infrastructure, and extensive social and environmental sustainability initiatives.

Protecting the environmentThe project will respect and respond to the local environment, including protecting and rehabilitating the Murrumbidgee River and Ginninderra Creek corridors and wildlife habitats. 577 hectares is being set aside, including the land adjacent to the River and Creek, in a Conservation Corridor. The establishment of these conservation areas will ensure important ecological and cultural features are protected.

Creating an integrated communityNew residents at West Belconnen will utilise the available capacity in existing services such as external roads, water supply, sewerage networks, electricity supply and the like, and they will help to underpin the ongoing viability and success of schools and shops in the region. Of course there will be additional services, facilities and upgrades to existing infrastructure (especially external roads) progressively over time as West Belconnen grows steadily.

First neighbourhoodThe first neighbourhod will be in the vicinity of Stockdill Drive in the southern portion of the site, adjacent to the existing arts facility of Strathnairn Arts. The preparation of land for residential purposes will also be accompanied by the development of a Multi Purpose Centre.The Multi Purpose Centre will be located in the northern corner of the Strathnairn Arts site and provide services for a diverse range of user groups including existing members and the new community. It will include the future sales and information centre and provide spaces for training, community gatherings and additional exhibition and display spaces for local artists.The building and surrounding area will also provide spaces for local events such as markets, fetes, festivals and classes.A builders’ display village is planned for 2017 and it will showcase a collection of housing styles and choices available at West Belconnen.The first sales release at West Belconnen is planned to occur in late 2016 and is likely to include a mix of traditional suburban blocks and attached homes, commonly referred to as terraces. Designs are well underway with selected architects to develop innovative housing styles to suit a range of budgets and lifestyles. Prospective purchasers will be given the opportunity in advance of sales, to view plans and designs.

Who is behind the West Belconnen project?

In June 2013, the ACT Government announced an agreement with Corkhill Group companies to facilitate the planning and development of new suburbs at West Belconnen.Since that time Riverview has embarked on an intensive program of community consultation, involving many one on one meetings, a 3-day planning design forum at CIT, numerous community newsletters, the formation of a People and Places Group representing local interest groups who meet regularly to raise and consider project related issues, four community information sessions at Kippax Fair and the

establishment of a Project Office and Community Shopfront also at Kippax Fair (open every weekday).The Riverview team, headed by David Maxwell, (a member of the Corkhill family) is approaching the project with a passion and purpose to create a master plan that will deliver a 21st century community of international significance.The extensive technical and environmental studies underpinning the design of West Belconnen, and comprehensive community consultation, reflect Riverview’s dedication to the highest standards of residential design and development.
