1. What is the overall district mission?
The Mission of the District is to challenge students, within a caring environment, to become confident, competent, contributing citizens with a
lifetime thirst for learning. 2. What is the vision statement that guides instructional technology use in the district?
The Vision for the Use of Technology in Instruction
OA will be a leader in technology, applying current and emerging technologies to transform instruction and develop students equipped with
the skills to live in a technology enhanced world.
OA will provide and support a technologically rich learning environment for students and staff.
OA will support the OA community and families in developing a healthy balance of device usage.
Students graduating from the OA district will have the skills and knowledge necessary to succeed beyond K-12 education and be prepared for
future careers.
All students will utilize technology to network and access information in all types of formats and apply it in meaningful and ethical ways. The
students will direct their learning and use higher level thinking `for purposeful technology integration.
Students will learn ethical digital citizenship in obtaining and communicating knowledge. Teachers will guide students in finding
appropriately authentic audiences for their creations.
The district is committed to continuous training for both teachers and students, so that all available technology is used in the most efficient

6. Summarize the planning process used to develop answers to the Instructional Technology Plan questions and/oryour district comprehensive instructional technology plan. Please include the stakeholder groups participating andthe outcomes of the instructional technology plan development meetings.
The District Instructional Technology Council serves as the instructional technology planning committee for the Owego Apalachin district. It
has been in existence since 1987. It has overseen the completion of seven long-term plans for technology, a K-12 scope and sequence and the
complete networking of every instructional space in the district.
Each building in the district is represented on the District Instructional Technology Council. The committee uses a variety of strategies to
stay in-touch with the needs of the district including: faculty meetings, surveys, conferences, and the use of study-groups (or subcommittees).
The committee is part of the larger district-wide administrative and shared decision making structures. The committee coordinates its effort
in curriculum and staff development through respective Curriculum and Staff Development Committees. 7. Please describe the professional development plan for building the capacity of educators and administrators in the
attainment of the instructional technology vision.
In order to train every teacher, in-service instruction needs to be conducted during the school day and various other times to meet the needs
of all staff. This method has been effectively used for implementing other major curriculum changes (assessment, linking standards to
curriculum, etc.) With appropriate professional development and technological support, all staff will work diligently to meet the following
individual professional development objectives when taking in-service training:
1. Adopt District Technology Standards and Competencies into all curriculum areas
2. Use instructional software with ease
3. Demonstrate the use of technology as a research tool
4. Use technology as a tool for student assessments
5. Use assessment reports to modify instruction
6. Use technology to enhance teacher-parent communication
To help staff meet these objectives the following instructional approaches will be used:
• In-service courses
• In house Staff Development Conference half days
• Mini-workshops (Superintendent Conference Days)
• Grade level instructional training
• In-class technical support
• Peer teaching
• NYSCATE conference sessions and workshops
• Attendance at conferences
• Full day training sessions where staff members are given release time to attend
The following courses will be offered on an ongoing basis in order to insure that the technology is successfully implemented. Some of the
courses will be offered on the beginner, intermediate, and advanced levels.
The courses include, but are not limited to:
• Integrating iOS devices into the curriculum
• Using and acquiring graphics (videos, photos, digital art) to create multimedia projects for classroom use
• Using the Internet to teach curriculum content and skills
• Using multimedia authoring software (iMovie, GarageBand)
• Using library resources
• Developing and implementing web based communication systems (Schoology, GoogleSuite)
• Using specific software/hardware to develop appropriate classroom assessments
• The 21st Century Teacher – Student Driven, Data Driven
Moving forward, courses, workshops, and study groups are designed to train educators on specific educationally related topics (assessment
development and implementation, project based learning, research and analytical skills in the curriculum) where the research, information,
dialogue, and then instructional development are at the core rather than the technology itself. Therefore, we are concentrating not on the
computer skills in the professional development session, but rather on infusing computer skills into the session as a mechanism to deliver the
information. For example, we may have a study group regarding effective ways to build appropriate assessments for the literacy block in the
primary grades. The study group will end up using Google Tools as a mechanism to deliver, hold a dialogue, conduct research, develop
assessments, and then complete a self-review of learning. The technology is infused into the learning about an important teaching and
learning topic. This requires effective communication of specific information about the proposed professional development plan and how it
will be accomplished.

8. How will the instructional technology goals be measured and evaluated during and after implementation? Be sureto include any tools or metrics that are part of this evaluation process.
Assessment of the Impact of Technology on Instruction and Student Achievement
The role of assessment in the OA district’s Instructional Technology Plan is to monitor our progress in the use of technology. We use a
variety of approaches for this assessment including: pilot studies, surveys, skills inventories, data from instructional management software,
benchmarking, mark reporting data, building level committees (and ad hoc focus groups), and external reviews. The following is a sampling
of recent assessment strategies.
• Data Analysis: The district uses a wide variety of data to monitor student achievement and the corresponding impact of instructional
technology. The district regularly provides courses/study groups in the use of technology to monitor student achievement. Pilot Studies:
The district uses pilot studies to examine possible uses of instructional technology. Some recent pilot programs include: 1:1 program,
iMovie, Google Tools, and Formative Data collection as part of our PLC process.
• Surveys and Inventories: The district often uses surveys to examine particular issues related to instructional technology, to monitor
progress and to provide planning feedback.
• Benchmarking and Best Practices: The district will on occasion benchmark other school districts with model programs. This
benchmarking may be conducted using visitations, interviews, and surveys.
Building Level Technology Coaches and Committees: Each building’s Technology Coaches serves as an important link between the
classroom and the IT Department. Coaches are regularly asked to conduct needs assessments and evaluations to provide data for planning.
In recent years, building committees have successfully focused on classroom design, the use of 1:1 devices, software/hardware selection,

The following is a description of the next phase we are entering for our technology plan. The plan is more our classrooms above the transformative
learning line using the SAMR model approach.

Our district provides assistance and support to student with disabilities using technology through DCT, Resource Room, and 15:1, 8:1 environments.
All students and faculty have access and training to specific software applications that support differentiation using leveled reading options,
differentiated assessments platforms, and collaborative software platforms. In addition, special education faculty routinely collaborate on new ideas
