What a great start to a great year in District 4-A3! The cabinet meeting in Carpinteria met or exceeded everyone’s expectations. My thanks to the Carpinte-ria Lions who hosted the event and Region O Chair Randy Graham and Zone 5 Chair David Seehof for making all of the ar-rangements. It was a pleasure to host DG

Larry Hidalgo and his wife Martie from 4-C6 and VDG Al Ad-ams from 4-L3. On Friday night PCC Bob Smith (4-C5) gave an inspiring and passionate speech about his associa-tion with the City of Hope. The speech was well received by those in attendance. The installation of district officers com-pleted the evening.

I have been traveling on behalf of the district logging thousands of miles since returning from the International Convention in Detroit, Michigan. During my many club vis-its, I sense a renewed enthusiasm among clubs in our dis-trict whether they are large or small. Thank you one and all for your hard work, commitment and dedication to Lionism.

At this writing, I have just returned from the USA/Canada Leadership Forum held in Reno, Nevada. The Fo-rum was attended by over 3,000 great Lions from North America who met to exchange information and to keep on the leading edge of training. Next year the USA/Canada Forum will be held in Peoria, Illinois. Once you attend a Forum you will agree that it is worth the time and expense.

Region L Chair Howard Wood is working diligently arranging the November district meeting which will be held in Paso Robles. We will continue our training programs and would like any input from you as to content---After all it’s your district. We will be hosting the DG and VDG from our neighboring district 4-A2. See you in Paso Robles on November 19 & 20.

♦ WE ARE ON PBS!GREAT NEWS: Huell Howser productions, producer of

the California Gold series seen on all PBS stations, recently taped our lions in sight program for presentation on all of the PBS sta-tions in California. He accompanied us on a clinic trip to Her-mosillo, Mexico. He also visited our warehouse in Vallejo and filmed our operation there.

It will be aired on KCET on Sunday, Oct. 3rd and Tues-day, Oct. 19th, both times at 6:00 pm. The program will be titled "California Green". It will also be shown on all other PBS stations in California during the month of October.

Dear Friends of District 4-A3,I’d like you to know what an honor I feel it is this

year to be District Governor Ron Hurd’s Vice District Gov-ernor. Ron is a District Governor we can all be very proudof. The more I’ve traveled with Ron, the better I’ve cometo understand his deep commitment to all of our success.

Ron’s commitment to success is reflected in hisinsistence on training at our District meetings. I recom-

mend you plan on being in Paso Robles November 19 and 20. The train-ing on the 20th will be in areas of: student speakers, orientations, recogni-tion, and membership. The forums will focus on future District CabinetOfficers, the position of Vice District Governor/District Governor, and thestructure of our District, Multiple District, and Lions Clubs International.There will also be an executive committee meeting with club presidents,secretaries, treasurers, and membership chairpersons.

District Governor Ron is committed to being responsive andlooking for new ideas and new ways to solve problems. His forum tomeet with the Executive Committee is your opportunity to meet and ad-dress the challenges facing the Lions in District 4-A3. Please come to theforum and share with our District Officers.

Membership! I’m excited that Lions in District 4-A3 are commit-ted to having more “hearts and hands” to serve our communities. Whatexcites me is that our Lions have a greater understanding of the impor-tance of membership. We are in the “service business” . We can’t dothat without the most important ingredient and that is people.

If you club doesn’t have a membership plan, create one. Weaccomplish what we plan for. Membership should be our most importantproject. Now is the time to be leading. Exercise the great leadershiptalent present in District 4-A3 and make sure your Region, Zone, andmost importantly your club has a positive membership growth this year.

Don’t forget the Leadership Team and your District Officers haveonly one goal… to help make your year a success! Please call on us forassistance with training, membership and problem solving.

YOUTH EXCHANGE PROGRAM/YOUTH OUTREACHContributed by Lion Elvie Marfil

Our new administration under the leadership of DG Ron Hurd and histheme this year “KEEPING ON TRACK,” started with the Youth Exchange Pro-gram. Our District sent 3 youths to Japan and Italy sponsored by Pleasant Val-ley, Santa Barbara Host and Ventura Downtown Lions Clubs. We also hosted 4YEP, 2 from Japan and 2 from Italy.The Lions Youth Exchange Program was founded “to create and foster a spirit ofunderstanding among the people of the world.”

The Lions Youth Exchange Program was launched to provide today’syouth, the leaders of tomorrow, an opportunity to learn about people and coun-tries other than their own in an effort to promote world peace. Young people aregiven the opportunity of living with a family or families in a foreign country for fiveweeks to experience first-hand a new culture, history or families way of life. Theultimate goal is to have each participant, upon returning home, share his or herexperience in promoting international understanding.

This program is open to all young men and women, ages 16-21, whichis eager to learn about another culture and willing to share their way of life.Membership is not limited to children of Lions Club members. All Lion exchangevisitors are expected to represent their respective communities and counties.Special thanks to IPZC Mark Laufbaum and Pleasant Valley Lions Club for help-ing me emotionally, physically and financially in this program and the President ofSimi Valley Lions Club, Lion Bobby and auxiliary Heidi Ruiz for taking the time totour the Youth Exchange Students to Los Angeles Downtown.

Staying on track with District Governor Ron & JenniferHave a GREAT YEAR!

HELP WANTED—I.O.G.I.The International Officers Growth Initiative (IOGI) will

be presented in our district on Wednesday, October 27th. PIPKay Fukishima is heading up this initiative in our multiple dis-trict and will assist us with the recruitment and development ofnew clubs. The impact area that your district executive staffhave selected will be Thousand Oaks. The city of ThousandOaks was selected based on a number of considerations. Theexact location for the meeting with PIP Kay will be an-nounced later.

The training will consist of 1 ½ hours classroom thena field exercise to put the theory into practice. Plan on spend-ing a full day on this project. I have heard very positive re-ports from other districts who have participated.

I am asking that clubs in Regions O and N, espe-cially, to send representatives to participate, HOWEVER anyavailable club member is welcome. Club presidents will becalled by their zone chairperson to confirm their participation.After we have learned the process we will be able to repeat itin the middle and northern parts of our district. The futuregrowth and sustainability of our district depends upon thisaggressive and comprehensive extension program. I am look-ing forward to the challenge, just as you are.
