CITy OF SAN FERNANDO—The City of San Fernando Water District (CSFWD) has inaugurated on Thursday a new water truck that it would use to deliver supplies to more than 40,000 concessionaires during emergency situations such as floods, drought and

“With our responsible em-ployees and this new water truck, CSFWD can supply wa-ter during emergency situa-tions,” he added.

Tonette Orejas, CSFWD chairperson, thanked the De-partment of Budget and Man-agement for approving the purchase of the water truck.

Orejas and her fellow di-rectors Teresita Tablante, An-gelo David, Ferdinand Caylao and Benerito Aldana thanked also the National Econom-ic and Development Authority and Local Water utilities Ad-ministration for including the CSFWD in a feasibility study for a conceptual design for sanitation.

The study is in support of the cleanup and rehabilitation ordered by the Supreme Court in 2011 in Manila Bay.

Perez was charged with il-legal possession of firearms and grave threats after he re-portedly confronted Nicome-dez in the house of one Wilfri-do Bondoc, 52, also married, in Barangay San Jose Matu-lid. Nicomedez was reported-ly with her step child named Marvin Dela Cruz, 33, at that time.

The police did not give de-tails on the relationships of the persons named in their report, except that Perez and Nico-medez were live-in partners who were married to other persons.

The report said an appar-ently drunken Perez arrived on board a tricycle at the res-idence of Bondoc and threat-ened to kill his live-in partner and the others in the house.

Alerted barangay security men sought the help of the po-lice who later arrested Perez.

The provincial government through the PEO had com-pleted the general renovation and improvement of all exist-ing district hospital buildings in the province including facilities and medical equipment.

The governor had also ini-tiated the establishment of di-alysis centers in selected dis-trict hospitals; These were the St. Agustine Dialysis center in Escolastica Romero District Hospital, Lubao; Pampanga Diagnostic Center in Diosdado P. Macapagal Memorial Hospi-tal (DPMMH) Guagua and St. Theresa Dialysis Center in Dr. Andres Soriano District Hospi-tal (DASDH) Magalang.

Gov completes over 1.6-B Infra Projects in 4 yearsvision of dialysis machines un-der a co-management agree-ment.

Through the PEO, the pro-vincial government had fa-cilitated the reconstruction of several provincial roads in flood-hit municipalities that were damaged by previous calamities.

Other infrastructure proj-ects finished were the im-provement of dikes particular-ly in Mandili, Candaba, and in San Sebastian, San Luis town. Pampanga River Dike road Batasan-Candating section in Arayat, San Nicolas 1st baran-gay road in Sasmuan, Phase 11 of Guagua-Sta. Rita-Porac road San Matias and Becu-ran section, Phase IV Dila-dila section both in Sta. Rita, and Phase V Dila-dila-Pulong San-tol section in Sta.Rita-Porac were also completed.

The widening of San Mi-guel-Sta.Cruz barangay road in San Simon and reblocking and asphalt overlay of Sto. Do-mingo-Lourdes-San Isidro-Tel-acsan-Colgante provincial road from Minalin to Apalit and Macabebe were finished.

The PEO also complet-ed the improvement and con-creting of the provincial road in San Juan-San Jose-Nativ-idad-Lambac-Pulong Masle road Lambac section in Guagua, San Matias-San Si-mon road San Matias section in Sto. Tomas, and Del Rosa-rio-Bacolor road in the City of San Fernando, Sta. Ana Ma-galang along San Agustin sec-tion and in San Sebastian San Luis.

Also completed were the repair and improvement of the barangay hall, Dau, Mabala-cat - P1,449,971.96; instal-lation of three units artesian well (Block 41, 53, 68), North-ville 16, Atlu Bola, Mabala-cat City – P29,500; construc-tion of two storey evacuation center at San Isidro Resettle-ment, San Isidro, Magalang - P13,542,043.15; documen-tation, plans and subdivision data for the resettlement proj-ects in San Isidro, Magalang -P715,792.00; improvement of the Provincial Social Wel-fare Development Office - P1,073,912.95; rehabilitation/improvement of the roofing of the Provincial Capitol build-ing, Executive House, Capitol Compound- P1,300,555; and improvement of the Provincial Administrator’s Office, Capitol Compound - P621,021.60.

CITy OF SAN FERNAN-DO— Pampanga Assistant Provincial Engineer Olim-pio “Noli” Pangan revealed yesterday that a total of P1,637,749,396.65 infrastruc-ture projects have been com-pleted in less than four years of the administration of Gov-ernor Lilia G. Pineda in Pam-panga.

Pangan said that in the first term of Governor Pineda

alone, some P1.03-billion ma-jor infrastructure projects had been implemented and com-pleted by the provincial gov-ernment.

Capitol had funded ma-jor infrastructure projects like construction and renovation of district hospitals, construction of classroom buildings in dif-ferent public schools and pro-vincial, municipal and baran-gay farm-to-market roads.

More than 400 classrooms in 148 public schools had been constructed in the whole prov-ince since the lady governor assumed office. This is aside from the six covered courts also constructed in various public schools.

“We wanted to bring arts, culture and tourism closer to the Angeleños and it is such an honor that Cultural Center of the Philippines (CCP) and National Council for Curriculum and Assessment (NCCA) granted us this rare opportunity to host this exhibit.” said Dr. Richard Daenos, City Tourism Officer.

“Through this exhibit, we are able to dig into a deeper context of who we are as Filipinos and as artists.” he added.

For his part, Mayor Edgardo Pa-mintuan also extended his thanks to the CCP and the NCCA for allowing the

‘Badong’ art exhibit opens in Angeles Citycity to host the exhibit.

“This complements the city’s ef-forts in slowly but surely reviving our people’s appreciation with our coun-try’s rich and colorful heritage found in theatrical arts. With the conversion of the Old Pamintuan House in Miranda Street by the National Historical Com-

mission of the Philippines to the Philip-pine Museum of Social History, Ange-les is set to become a major destina-tion in the country for the appreciation of history, heritage and culture.” Pa-mintuan expressed.

Hailed as a National Artist award-ee in 2003, Salvador Bernal pioneered

theater design in the country and was the first to develop it as a profession. He is named as the Father of Theater Design in the Philippines for success-fully elevating it as an art form.

Eric Cruz from CCP, a former stu-dent of Salvador Bernal, said that An-geles is known for its rich culture in heritage and visual arts that is why they chose it as one of its hosts for the ex-hibit. They are also hoping that through this exhibit, they will be able to discov-er new and young talents in designing for theater.

Featured in the exhibit are cos-tumes used from actual plays, various diorama, scale models of stage de-signs, and a timeline describing the life of Bernal.

THE PHILIPPINES’ leading carrier, Cebu Pacific (PSE: CEB), flew 16.9 million pas-sengers in 2014, an increase of 17.5% from 14.4 million passengers flown in 2013. On average, CEB flights were 84% full during the year. CEB achieved notable passenger growth in both domestic and several international markets,

The Cebu Pacific Air group increased flights to domes-tic markets, as its newly ac-quired subsidiary, Tigerair Philippines, launched eight domestic routes from its hubs in Manila and Cebu to Butu-an, Clark, Cagayan de Oro,

Davao, General Santos, Rox-as, and Tagbilaran.

In 2014, the airline launched direct non-stop flights from Manila to Kuwait, Riyadh, and Dammam. CEB also launched a five times weekly service from Manila to Sydney. These are additional routes to its existing long haul service from Manila to Dubai.

CEB expanded its opera-tions in Japan with the launch of daily services from Manila to Tokyo and a four times week-ly service to Nagoya. The air-line also increased its flights to Osaka, from thrice weekly to a daily service.

The pith of the issue, the heart of the man

There is no doubt that we are all for the peace process. Because first and foremost, we are peacekeepers. We are your peacekeepers. Wala hong ibang gugusto ng katahimikan kundi kami. Alam namin, alam ng AFP ang price to pay for war.

Pero sir… we seek for very clear answers...We seek for clear answers from the other party of the peace process.

Ano ba itong overkill na ginawa ninyo sa mga tauhan ko? Ako, hindi ho ako nakatulog kagabi noong nalaman ko ‘yung medico legal report. Si Inspector Tayrus, si Inspector Pabalinas did not suffer any lethal shots dahil tinamaan sila sa paa lang. Ganoon din yung PNC ‘yung isa. Papaanong namatay yan? ‘Yung isa binaril ninyo sa ulo eh buhay na buhay pa ‘yung tao. ‘Yung isa hinubaran ninyo ng bulletproof [vest] niya eh. Binaril niyo sa katawan niya. ‘Yung isa nine millimeter sa ulo niya, dalawang fatal shots. Hindi pupuwedeng nagsuicide ‘yung tao dahil in the face of so many enemies kasi dalawa [‘yung tama niya]. Bigyan naman natin ng hustisya at magpakatotoo sana tayo rito. Hindi po pupuwedeng lagi ganito.

I seek answers for my people so that when I die…when my time comes that I have to face them, at least I can say something.

It is always sweet to die for this country. Itong mga taong ito will always be there in your front and say “Mission accomplished po.”

Sana nga sinasabi ko kasama na ako doon. Personal, so that I can lie down before you and tell you, salute, “Mission accomplished.”

Pero po inuulit po namin kami sa Philippine National Police we are all for peace.

Sagutin niyo lang po ako. so that when we face each other all in heaven I can tell them what happened.

My men I tell you buhay na buhay yan. Hindi niyo man lang pinauwi kasama ng kanilang mga anak.

Dapat fair play lang ho lahat. That’s what I want, that’s what I request. Fairness and justice for my men.

SHOPPING FOR a vice mayor, so it has been said of Angeles City Mayor Edgardo Pamintuan.

In his list, reportedly, Councilors Jericho Geryk Aguas and Bryan Matthew Nepomuceno, and chief-of-staff Alexander Cauguiran who is also president of the Partido ABE Kapampangan, the very vehicle that carried Pamintuan to victory in 2013.

I have absolutely no pretension to influence the mayor’s choice. My wish is to present this piece, published here on May 15, 2013 – in the wake of his triumph, as some sort of an aide memoir.

Be careful with historyEDGARDO D. Pamintuan has earned the distinction of having bested the dynasties that ruled and reigned over Pampanga for so long, commencing in the immediate post-WWII period as a matter of record.

Last Monday, EdPam put an end to the political glory of Cong. Carmelo “Tarzan” Lazatin that began in his congressional win in 1987 and all through three terms in the House, onto three terms at the Angeles City hall and another term in Congress. A formidable feat there, Tarzan’s winning streak. No mean feat, EdPam’s breaking it.

In 2010, EdPam made incumbent city Mayor Francis “Blueboy” Nepomuceno blacker than blue, burying him in an avalanche of over 20,000 votes.

History written! Chorused EdPam’s myrmidons, beholding in their champion St. George slaying not one but two dragons.

History re-written, more aptly.The Lazatin and Nepomuceno dynasties –

with the patriarchs themselves at the head – got their first beating in the local elections of 1988.

It was the last battle between Don Francisco G. Nepomuceno, incumbent city mayor, and Don Rafael Lazatin, member of the interim Batasang Pambansa dissolved in the aftermath of the 1986 EDSA Revolt.

Don Paquito had the distinction of unseating Apung Feleng as Pampanga governor at the close of the ‘50s.

It was Antonio “Bubusuk” Abad Santos – himself of the prominent clan that produced the martyr of WWII, the father of Philippine socialism, and a city mayor – that put a definitive end to all political aspirations of the aged lion Lazatin, and the outwitted fox Nepomuceno.

In 1988, the Nepomucenos were already a spent force, with Don Paquito losing the mayorship and his son Robin trounced in the gubernatorial race by Bren Z. Guiao.

The Lazatins though still had Cong Tarzan, then just starting to develop his political muscles.

The all-too-brief Abad Santos interregnum – all but one term – passed into the “triumph of the masa” in Pamintuan – yes, EdPam – in the election of 1992 and in his unprecedented – and still unmatched – victory in 1995, where a combination of the votes of all his five rivals still fell short of that he got.

It was to EdPam’s eternal chagrin that – against better political judgment – he resuscitated the Nepomuceno dynasty, taking in the then-apolitical Blueboy as running mate.

“Mete no ren. Oba’t bibiyayan mo pa. Datang ing panaun ila pa ren deng makamate keka (They are (politically) dead. Why are you reviving them? Time will come when they themselves will slay you (politically).” So did Tarzan warn EdPam then.

True enough, in 1998 Blueboy beat EdPam for the first congressional district seat. The favour the latter returned in the 2010 city mayoralty contest.

It was Tarzan’s turn to revive the beaten Blueboy with their tacit, if not outwardly tactical, alliance in the elections just past.

Santayana materializing here: “Those who do not learn from history are doomed to repeat it.”

Someone re-phrasing it: “Those who learned from history are privileged to watch those who did not learn repeating it.”

Here lies the more historical sense of EdPam’s victory.

Bubusuk Abad Santos won against a Nepomuceno and a Lazatin engaged in a vicious war between them. EdPam won against a Nepomuceno and a Lazatin sharing a common front against him.

So Tarzan lost. And Blueboy too. So that’s finis to their dynasties?

Not quite, to me.There is city councilor Atty. Bryan Matthew

Nepomuceno, Blueboy’s nephew, getting re-elected, a very strong Number 2.

There is Tarzan’s namesake, Carmelo “Pogi” Lazatin II getting elected to the city council too, albeit at Number 9.

There’s the next generation of dynasts for you.

yeah, a headline in our last issue says: “EdPam, Guiao shatter Lazatin, Nepo dynasties.” Shatter, yes. But it takes no time to pick up the pieces.

As they say in merrie olde England, “The king is dead. Long live the king!”

ON FEBRuARy 12, 1915, Lamberto Vera Avellana, first Filipino National Artist in The-ater and Film, was born in Bontoc, Mountain Province.

Avellana, the so-called Boy Wonder of the Philippine Mov-ies and a prominent film and stage director, made his film debut in 1939 with “Sakay,” a biopic on the early 20th cen-tury Filipino revolutionary Macario Sakay.

Directing more than 70 films in a career that spanned six decades, Avellana’s films

-- “Anak Dalita” (1956) and “Badjao” (1957), attained in-ternational acclaim and stood as his most prominent works despite budgetary limitations that hampered the post-war Filipino film industry.

“Anak Dalita,” which was named Best Film at the 1956 Asia-Pacific Film Festival, was a realistic portrayal of pov-erty-stricken Filipinos coping with the aftermath of World War II.

“Badjao” was a love-story among the sea-dwelling Bad-

jaos, an indigeneous Filipino people hailing from Mindanao. Rolf Bayer was the screenwrit-er for both films.

Avellana was also known as the first Filipino filmmak-er who directed “Kandeler-ong Pilak” -- the first Philip-pine film ever shown at the Cannes International Film Festival -- as well as founder of the first Philippine theater group, the Barangay Theater Guild (1939).

He died on April 25, 1991 at the age of 76.

The Pinoy Gumising Ka Movement (PGKM) has branded the hot air balloon festival as part of a “conspiracy to sabo-tage” the development of the Clark airport as pre-mier international gate-way, an advocacy it has embraced since the im-mediate post-Pinaubo years.

PGKM argues that hot air balloons are “a curse to international air-ports.”

“So what internation-al airport in the world can you find one host-ing hot air balloon festi-vals?” PGKM Chair Ru-perto Cruz asked. “What airlines in their right mind would ever cohabit with balloons in an airport?”

Calling COAThe PGKM has like-

wise sounded alarms over allegations of “prob-able graft and corrup-

tion” arising from the hot air balloon festival.

The Clark Devel-opment Corp. and the Clark International Air-port Corp. are report-ed, through the years, of granting annual subsi-dy for the holding of the festival amounting up to P3.5 million.

“The public has nev-er been appraised how those public funds were used, liquidated or audit-ed,” the PGKM said.

Another “question-able deal” comprises the gate receipts, park-ing fees, stall rental fees, and commercial spon-sorships which are col-lected reportedly by the Philippine Internation-al Hot Air Balloon Fies-ta Foundation, Inc. (PI-HABFFI), which orga-nizes the event, through its president Capt. Jose Mari “Joi” Roa.

“The hot air balloon festival is fertile ground for the Commission on Audit to rake as it may just find a mother lode of corruption here,” the PGKM said.

Revive road

Meanwhile, the PGKM said the traffic gridlock caused by the hot air balloon should serve as “eye-opener” to the Angeles City govern-ment to “revive the hid-den road” connected to the Friendship-Circum-ferential Road.

At the time of the road expansion in the area prior to the hosting last week of the Asia-Pa-cific Economic Coopera-tion meeting at Clark, the PGKM called for the re-opening of the Clark Avenue that links di-rectly to the Friendship Bridge.

The road is current-ly blocked by a wall and giant billboards some 50 meters from the northern end of the bridge.

“This will ease great-ly ease traffic around Ko-rea town and the Friend-ship Gate of Clark,” the PGKM said.

This new local lifestyle show will have its prime-time debut on February 14, Saturday from 5-6PM and will have replays on Friday 8-9PM and Sunday 7-8PM.

The show will be hosted by Michelle Jhoie Ferraris, a staunch LGBT (Lesbians, Gays, Bi-sexuals, Transgenders) rights advocate and a well known expert in fashion, beauty and styling.

Ferraris revealed that she is excited about the show and this is something that she really want-ed to do.

“It gives me the ability to combine all of the things I love, not only in terms of fashion and styl-ing but also other aspects of living which we do and those we wanted to learn,” Ferraris added.
