PIERRE — An image of the new license plate design for the 2016 South Dakota license plate reissue was unveiled today. The current plate design has identified South Dakota motor vehicles since 2006. Many existing plates are succumbing to age, damage and loss of reflectivity, all of which can create readability problems. The design was a cooperative effort led by Gov. Dennis Daugaard, the Department of Revenue Motor Vehicle Division and the South Dakota Depart- ment of Tourism and reflects a partnership in promot- ing South Dakota. The new license plates will be issued beginning Jan. 1, 2016. Department of Revenue Secretary Andy Gerlach said, “The 2016 reissue will add up to approximately 1.5 million non-commercial vehicle and motorcycle plates consist- ing of the standard plate, the emblem plate, personal- ized plates, amateur radio, low-speed vehicles and the commercial radio plate.” The license plate reissue contract was awarded to Intellectual Technology, Inc., (ITI) from Fort Wayne, Ind., through a March 2015 request for proposal (RFP) issued by the Motor Vehicle Division. The RFP requested assistance to the Motor Vehicles Division with the implementation of a plate on demand system. ITI will oversee plate produc- tion along with servicing a fulfillment center in Brandon to control quality, manage inventory and distribute license plates and annual vehicle registration cards through an on-demand sys- tem. The plate on-demand system will reduce mate- rial waste while providing a higher level of customer service. The license plates will continue to be made at Pheasantland Industries located in the South Dakota State Penitentiary in Sioux Falls. Duane Halvorson Duane Robert Halvorson was born to Robert Lee Halvorson and Roma Mae Dibbert on April 4, 1954 in Vermillion, South Dakota. Duane was one of seven chil- dren to include Judy, Jerry, Keith, Arlen, Paul and Amy. Duane married Patricia Lynn Hand on August 21, 1981. Duane fathered one son, Erik Duane Halvorson on October 26, 1987. Duane became a grandfather to Kacie Ann Halvorson on December 27, 2012. Duane lived a full life. Duane spent his formative years living and working on his father’s farm in Wakonda, South Dakota. In 1978 Duane move to the Denver area where he found a love of work on and working with trucks in the transportation industry. In 2009 Duane blazed his own trail and opened his own business named Dewey’s Truck and Equipment Inc, for six years he worked side by side with his son, Erik, as they hauled loads, big and small, to places all through- out the country. Duane passed away on October 20, 2015 at his home in Keenesburg, Co. After many ups and downs throughout life Duane’s soul is finally at peace. Also, commissioners will hold their first-ever work session at 6 p.m. Down- town Yankton is the lone item on the agenda, and no action will be taken. The work session is open to the public. During Friday’s media briefing, City Manager Amy Nelson also reported that Yankton had another month of strong sales tax returns in September, with the total up 6.07 percent from the same month a year ago. Nelson also reported that the THM levels in Yankton’s water supply on rising. While the city is still incompli- ance with regulations, it may be out of compliance by next summer if the trend continues. She said THM is not harmful to residents, but it is a matter the city will work to address. PIERRE — An image of the new license plate design for the 2016 South Dakota license plate reissue was unveiled today.
