1. Can you provide particulars of the Club and surrounds (possibly including some photos) that demonstrate how the event could be hosted successfully? Certainly - See pages 9-12.

2. Can information be provided about expected sea, wind, weather and tidal information for the proposed host venue? Yes – Refer page 21.

3. What travel and accommodation information can you provide? See Pages 24-26.

4. What is the container and boat trailer transport options? Boats will be both sea, air freighted and trailed in. Refer Page 16.

5. Can you confirm exclusivity for the event at the proposed venue for the duration of the program? Yes, confirmed.

6. Is there access to the proposed venue prior to the event and if so, how many days prior? Non-exclusive access to the Club will be available a month prior to the regatta. The Club will be operating it’s regular schedule during this time.

7. Has an event like this been run at the proposed venue? Yes, in 2008, SSCBC successfully conducted the World 49er and 29er Championships

8. Is there a proposed organising committee with experience in running a world championship? Yes, the Regatta Director from the 2008 9er Worlds Peter Osbourne will again be available and International Race Officer Ross Wilson will be approached as PRO.

9. What are the suggested dates for running the event? SSCBC is flexible, January is ideal, however November or December are workable too.

10. Can you confirm the recommended program? The 11 Day program as set out in the EOI doc is acceptable.

11. Can you provide details on how you would see the financials working for the event at the proposed venue? The Club’s finance committee will prepare a budget that works within the parameters of a (less than) $400AUD entry fee. It would NOT be the intention of SSCBC to profit from the event. The anticipated entry fee is $350.

12. Is there any proposed sponsorship to consider? Not at this time, but SSCBC’s track record of attracting sponsorship is unsurpassed in Australian sailing.

13. Will the race committee be ISAF compliant? Yes, most definitely.

14. Can the format be confirmed as being understood and the proposed venue can cater for such a format? Yes.

15. Can the course layout be confirmed as being understood and the proposed venue can cater for such a course layout? Yes, as you anticipate 130+ boats, two courses can be accommodated under the same sailing conditions.

16. Can you describe what the proposed safety and rescue function would be? Safety boats with a 1:10 ratio plus an on water medical team will be provided.

17. Will there be a jury boat available? Yes.

18. Can you describe how the social events would be hosted? The Club has multiple areas for hosting social events including opening/closing ceremonies and daily post race socialising/meals. For the lay day, there are many possibilities for group activity – swimming with dolphins/seals, visit to Maritime Museums, golf. All will be organised and entrants/families can choose.

19. Can you confirm the facilities are available as required? The Club’s facilities will be available and entrants/ families/supporters will have Honorary Membership for the duration.

20. Can you describe the communications infrastructure that will be available? Refer page 22.

21. Can you confirm that there will be an adequate registration area, measurement area, race committee and jury facilities, and AGM area? Yes, all these facilities will be available.

22. Is there any other features or considerations you want to put forward with your proposal? SSCBC is an ideal facility to conduct a prestigious world championship event. Our waters, with the prevailing off shore breeze, are also perfect for the Moth Class.

Following on from our successful hosting of the 49er/29er Worlds, the Club has been on the lookout for an International regatta that suits our Club.

We know our band of volunteers is ready and waiting and wanting to do it again.

We know our Clubhouse/surrounds facilities are equal to the task.

We know our professionalism in patrol boats/start boats/safety boats fleet is as good as any in Australia.

As can be seen by the endorsement letters at the rear of our submission, we know we have the full support of the sailing fraternity, Local, State and Federal Government.

And we know the waters we sail in are ideally suited to the high performance foiling Moth Class. So much so that some of our high profile members – namely Sam and Will Phillips have gravitated to the class as have other members.

• Sorrento Sailing Couta Boat Club is located the southern end of the Mornington Peninsula and is easily accessible from Melbourne.

• The Club enjoys a very strong and friendly, family-based membership with large and competitive fleets of off-the-beach dinghies and catamarans, as well as large and active couta boat and keelboat fleets.

• Our expansive lawns and sandy beaches allow safe, all-weather boat storage and a relaxed, comfortable environment for sailors, families, visitors, supporters, coaches and spectators.

• We enjoy easy access from convenient boat and trailer drop-off areas and public car parks to the beach. We can secure sufficient protected beach access within and adjacent to the Club’s leasehold land for launching and recovery and for trolley and boat storage.

The Club has a large modern clubhouse with extensive facilities and infrastructure which will be openly available to competitors, visitors and officials during the championship. With extensive deck for viewing, ample shower and changing facilities, catering and on-site function rooms and offices, the Club can easily accommodate the anticipated numbers attending the event.

Excellent facilities and conditions around the Club include:

• flat water, easy and safe launching, unrestricted racing area, excellent prevailing ‘sea breeze’ winds and great climate

• lawn, bitumen, hard stand and beach space for 150+ boats

• clean and easily accessible white sand beach for launching immediately in front of the clubhouse

• jetty, mooring and marina facilities available for on site storage of coach, media, race management and spectator boats

• close proximity to the heart of the Sorrento township including a range of accommodation options, shopping, tourism activities and attractions

fACIlItIES AVAIlABlE on ShoRE

Regatta Office Existing rooms and facilities comprising part of the SSCBC clubhouse will be used as a regatta office.

Press Office A room within the clubhouse will be fully equipped as a press office for local and visiting media.

Jury Room A fully equipped and exclusive jury room is available at the Club for jury meetings and hearings.

Announcements PA systems at the Club allow announcements to be made to all areas.

Changing/Shower facilities Existing facilities within the clubhouse including disabled facilities and ample showers, toilets and urinals, will be made available for competitors as well as temporary facilities if required.

Competitors’ Marquees or Shelters Undercover and weather protected areas will be provided at the Club for competitors for relaxation, socialising and shelter from the elements while not racing.

Catering Breakfast, coffee, lunch, snacks and dinner are available. The clubhouse will feature a large kitchen with full-time staff for the duration of the championships and internal and external serving areas. The clubhouse has function room space for up to 220 people sit down or 300 people standing plus additional space outside on the decks. There are additional outside BBQ’s and lawn.

Drinking Water Drinking taps supplying pristine safe drinking water are freely available throughout the rigging area for competitors to remain hydrated.

Training Base The Club will offer their facilities prior to and after the event as bases for storage and training. These include briefing rooms with AV equipment.

Boat Park Capacity for up to 200+ boats to be stored within the existing yard and on the beach with 24hr surveillance, lighting and bore water hoses for washing boats down.

Container Park We will appoint a transport logistics coordinator and undertake to take delivery of air freighted boats from the Airfreight terminal in Melbourne and deliver boats to Sorrento. The will be a modest cost for this service. There is space for containers to be unpacked and stored in convenient locations close to the Club. The Wooden Boatshop will accommodate up to 50 containers within minutes of the Club.

Secure Storage Equipment left with beach trolleys and within the rigging enclosure will be safe from the general public while valuables may easily be stored within a secure storage area monitored by volunteers at the Club.

Measurement Halls Existing rooms and facilities within the clubhouse will be used as a measurement hall with separate spaces available for sails and registration.

Repairs and Parts Ships chandlers, sail makers and boat repairers are located within close proximity of the Club. A sail maker will also be available on site. Specialist parts will be available through an arrangement with KA Sails, Mach2 and Bladerider.

Rigging The Club has available ample lawns and the beach for secure rigging areas for the event.

Viewing Areas The Club features expansive decks and upper level lounges and the race areas will be located so as to provide excellent spectator viewing over the entire course from a range of vantage points in the clubhouse and on adjacent beaches and cliffs.

Social Functions Numerous social functions for all competitors, coaches, family and friends will be arranged at the Club.

Yacht Club Bars The clubhouse and bar facilities will be open and freely available for supporters and family members of competitors.

Staff The Club employs a number of experienced, professional and dedicated full time and casual staff able to provide assistance to competitors at any time.

Free Internet Access Free of charge internet facilities will be available for competitors at the Club, including computers and access to a wireless network throughout the competitors’ lounge.

Shuttle Bus A shuttle bus will be available for competitors use to and from selected pick up drop off points close to competitor’s accommodation and local facilities.

Disabled Access Disabled access is available at the clubhouse.

RACE MAnAgEMEnt

The regatta will be conducted by Australian International/National Race Officers.

The Club’s race management structures are well capable of conducting simultaneous racing on three or more separate courses. Racing areas will predominately be immediately in front of the clubhouse with no obstructions and no shipping traffic.

International Race Officer Ross Wilson has given his in-principle agreement to participate in the conduct of this event. He will be supported by no fewer than three National/State Race Officers from Yachting Victoria and experienced volunteer race management teams.

Jury members will be determined in consultation with Yachting Australia.

Class Measurers will be fully supported by the Club.

The course area will have the following dedicated resources:

• Start boat – “The Volunteer”

• Finish boat

• Mark laying boats

• Safety boats – rHiBs, at an approximate ratio of 1:10

• Press/media boats

• Jury boats

• Spectator boats

• Separate VHF channel for each course

A number of rigid-hulled inflatable, fibre glass and aluminium boats will be available for private charter.

For the Spectators A flotilla of classic 30–40 foot luxury wooden motor launches and a large power boat with fully enclosed cabin and deck areas for spectators to watch the racing in any weather will be available, organised by the Club.

Race Management Tower The clubhouse tower has clear lines of sight to the rigging areas and entire course area, allowing coordination and overall management of the event and safety procedures.

Sign On/Off A monitored system will be established to streamline and secure competitors signing on and off the water.

CouRSE AREA EVEnt foRMAt

Port Philip Bay adjacent to SSCBC. All courses are within viewing distance from the clubhouse lounge and from the decks and lawns.

All courses will be designed to meet regatta requirements and will not be affected by commercial shipping.

SSCBC recognise and accept courses and guidelines as set out in the Expressions of Interest.

We are also happy to take up any new racing format changes and initiatives adopted by IMCA at the time of the event.

SAIlIng ConDItIonS

Climate The southern peninsula enjoys a variable climate, with warm to hot conditions in summer. The warmest months are generally January and February, which are often dry and prone to hot spells, although respite is provided by the cooling offshore sea breezes off Port Phillip.

Mean Daily Max Temp 26ºC Mean Daily Min Temp 13.5ºC Mean Water temperature 20ºC

Wind The peninsula’s wind during January is traditionally dominated by a local thermal offshore sea breeze effect normally building from 12.30pm through to a peak at 4.30pm of approx 18-22 knots from the south west. This results in generally smooth seas with no swell across the racing area.

A good guide will be to check the following site throughout January 2014 – www.bom.gov.au/vic/observations/melbourne.shtml?ref=hdr (and monitor “South Channel Island”)

Tides The maximum tidal stream runs at 1.5 – 2 knots in the race area. The tidal range is approximately 1 metre.

Provisional Results will be uploaded to the Club and the regatta website and available as soon as competitors come ashore.

The Club prides itself on having provisional results available on the internet before sailors return to the beach. This service may also be configured to dispatch PDF versions of the provisional results to a list of nominated email addresses so the media can receive the results as soon as the boats cross the line. The results will be posted on the Club’s website, while the regatta will also have its own website.

The Trac Trac live tracking system will be provided for the regatta. Races will be able to be viewed live on large screens at the regatta sites and remotely via the regatta website.The live viewer

The live viewer presents the LIVE-tracking to your audience. In combination with TracTracs advanced LIVE-tracking server it allows the spectator to keep track of position on the water, speed, rank, performance indicators and a whole lot more – all in real time. After the event the replay function gives ample opportunity for analysis of the race.

The GPS units

The tracked boat carries a low weight tracking unit that continuously registers the position and other data on the boats performance, which is instantly made available to the spectator via the live viewer.

The event manager

The event manager makes it easy for the organizer to enter event and competitor data to quick and easy set up the LIVE-tracking event. TracTrac also provides a full service solution for the organizers that do not wish to set up the tracking themselves.

We plan to engage a professional contractor to video and edit the regatta on a daily basis. These highlights will be aired at the Club and will be hosted on YouTube for all to see.

Custom event logos, apparel and other selected merchandise can be organised by the Club in consultation with the IMCA and event sponsors.

ACCoMMoDAtIon

No other destination on the shores of Port Phillip offer as great a variety of accommodation in so condensed an area and so close to the venue.

A range of four different accommodation options suiting a range of needs and budgets will be offered to competitors, coaches and supporters. Pre and post event accommodation may also be available with each option.

Option 1: Homestay (free to competitors) Homestay accommodation will enable competitors and their support teams to stay with local residents in their homes in very close proximity to the host Club. Capitalising on the hospitality of local residents, this will allow teams to learn a little more about the local area. Approximately 1 – 6 people will be accommodated in each home as a mix of competitors and supporters.

Option 2: Camping Parks Victoria/Mornington Peninsula Shire Foreshore Camping Grounds – the organising authority will work with the Mornington Peninsula Shire to designate a particular area in close proximity to the Club for participant camping. Rental of camping equipment can also be arranged.

Option 3: Holiday Rentals As the Sorrento area is a highly renowned holiday destination there are many short term holiday rental houses available through local real estate agents.

Option 4: Hotels / B&B’s / Motels It is peak season, however, there is an abundance of commercial accommodation on the Mornington Peninsula including hotels, motels, bed and breakfasts, serviced apartments and houses for short term rent. The organising authority will liaise with commercial providers and alert them to the demand for accommodation during and around the regatta.

A complimentary shuttle bus for competitors use will operate to and from selected pick up drop off points close to competitor’s accommodation.

A public bus runs from Frankston railway station to Portsea at the southern end of the Mornington Peninsula and there is a stop adjacent to the Club.

The Victorian Government is a proud supporter of sporting events at all levels in Victoria. Over the past 20 years, Victoria has built an international reputation for its diverse major events calendar and expertise in delivering world-class experiences in a wide range of sports, including all classes of sailing.

It gives me great pleasure to write in support of the Sorrento Sailing Couta Boat Club’s (SSCBC) bid for the 2015 World International Moth Class Championships.

The SSCBC is set in the picturesque seaside town of Sorrento; a playground for all water sport enthusiasts and a renowned tourist destination both nationally and internationally.

SSCBC has always been at the forefront of junior and youth development with many young sailors winning awards and representing Australia in international regattas. The club’s commitments to assisting young sailors reach their full potential at a higher level is paramount.

In August 2005 recognition of the club’s leading role in yachting led to the club being named “Club of the Year” by Yachting Victoria.

Over the years the club has conducted many international, national and state events. More recently the club conducted the World Title for the 49ers (an Olympic class) and the 29ers extremely successfully, and has also secured the Australian Youth Championships in 2014.

The clubs achievements and concurrent successes in staging international events is a direct result of the ongoing commitment, enthusiasm and professionalism of its staff, members and volunteers.

As the Secretary of the International Moth Class Association of Victoria (IMCAV), our association supports and highly recommends the Sorrento Sailing Couta Boat Club (SSCBC) to host the 2015 International Moth Class World Championship.

SSCBC have successfully hosted several IMCAV events including the 2012 Victorian State Titles, various Grand Prix rounds and training weekends. With predominately offshore breezes and well protected coastline, the flat water off Sorrento is fast becoming the premier sailing venue for the Victorian Moth fleet.

The club’s location and surrounding area have a special setting which compare to locations selected to host previous Moth World Championships. The facilities are first class, including professionally staffed race and club management, kiosk, bar, restaurant and very well presented club house; SSCBC basically tick every box of what most sailors like and then add value. The deck overlooking the race course is famous for its view and location.

The club has a competitive growing Moth fleet and an abundance of potential young sailors interested in the class. Everyone at the club is extremely welcoming and accommodating, with nothing being too much trouble.

The IMCAV would be extremely proud to help host this fantastic event again with SSCBC. The level of organisation and proven ability of the club in hosting the highest of quality sailing events will continue to uphold the prestige that the Moth World Championship events’ currently enjoy.

As Chairman of Sail Melbourne ISAF Sailing World Cup, I am delighted to endorse the proposal of SSCBC to host the 2015 World Moth Championships. SSCBC is no stranger to running world class regattas and Port Phillip is one of the best stretches of water in Australia, or anywhere, for sailing.

In particular, the waters off Sorrento are ideal for skiffs such as the 9ers and the Moth due to the prevailing offshore breezes during the summer months. The SSCBC facilities, atmosphere and the club personnel are all absolutely first class and I am confident in providing the highest possible endorsement to the club in terms of its ability to deliver a great regatta and event.

The Sail Melbourne ISAF Sailing World Cup regatta which is held in December each year for Olympic and Invited classes could conceivably invite the Moth Class to participate in December 2014, as a warm-up to the Worlds – should SSCBC be successful. Please see the attached proposal document that further supports that concept.

In the year 2008, your club hosted as part and on behalf of ISAF and Sail Melbourne the 49ers World Championships.

In my then role as President of Yachting Australia, l was happy, in fact delighted to endorse and support the application of your club, notwithstanding the implied criticism from many quarters that the club did not have the experience and expertise to handle such an event.

The outcome was stunning in all aspects, preparation, on course race management, involvement of members as volunteers, the general facilities and of course the benefits of sailing in waters that suited the boats.

Sorrento deservedly earned a legacy of running outstanding events.

I support and endorse you application to gain the bid to host the 2015 World Moth Championships.

The Moth, as the worlds most exciting single handed development class would be “at home” in Sorrento waters. In addition the facilities including launch and retrieval offer benefits in my view many other clubs could not contemplate.

I can highly recommend that the International Moth Class conduct the 2015 World championships at the Sorrento Sailing Couta Boat Club at Sorrento, Victoria.

This sailing club is ideally suited for the Moths. Predominate off shore winds, flat water and fantastic onshore facilities.

We saw one of the best if not the best World 49’er and World 29’er championships conducted from the SSCBC in 2008. The participants loved the conditions, the environment and the hospitality of the people. The club is perfectly positioned and organised to host incredible world class sailing regattas.....and they do it well, with enthusiasm and professionalism.

Sorrento has always been one of the most beautiful holiday destinations in Australia. It lives up to its reputation.

On behalf of the International 29er and 49er Class Association, we would like to thank you and your club members for an excellent combined 9er World Championship. The tremendous efforts of the members and staff made for a memorable and competitive regatta on land and water that I know all competitors will remember fondly.

The juxtaposition of the classic Couta Boats and the modern skiffs at the Club was a great sight. With your tremendous junior program, we hope the skiffs left an impact we will see in your current and future sailors.

Your new club facilities had a test with all the athletes and guests, but the atmosphere gave a chance for the competitors to gather, meet club members and others, which is what is important at these regattas. Your facilities were a haven for all the locals and foreigners alike. Your members mad everyone feel welcome at the event!

The professionalism of the Race Committee and the many volunteers who gave so much time was impressive and they were all dedicated to providing the most fair and consistent raced that any competitor could want! Their dedication was evident and we sincerely thank them for their organization and great races.

I can sincerely say this was one of the best 29er events that I have ever attended. It was clear from the first day that your members cared to put SSCBC’s best foot forward. Their concern to make this event the best for the sailors was evident on everything they did.

Please express our thanks to all the officers, members and volunteers of Sorrento Sailing Couta Boat Club for a memorable regatta. We hope to return again soon.
