Council charity begins at the city hall

ELECTRONICglitches,controversies andheavy rain failed todampen the enthusi-asm of the Repub-

lic’s voters yesterday withindicationsthatturnout inthegeneral election poll washigherthanin 1997.

Aroundthreemillion peoplewereentitledto votein42 con-stituencies and for the firsttimethepolls wereopenfor15hours – from 7.30am to10.30pm.

Overall voter turnout waslast night estimated to havebeen as high as 70 per cent –up on the 65 per cent of thelastgeneralelectionin 1997.

Sinn Fein hopes of a break-through were high last nightwith strategists claiming theparty could surpass leaderGerry Adams’s target of threeseatsintheDail.

Withonlyone TD,SinnFein’sbesthopesf orseats appearedto be Sean Crowe in DublinSouth West and former IRA gunrunner Martin Ferris inKerryNorth.

Therewere alsoreportsthatSinnFeincandidateswouldfig-ure strongly in the battle for

the final seats in severalDublin constituencies, inMeathandin Louth.

throughoutthedaybut votersremained undeterred withsome officers at polling sta-tions expressing surprise atthehighturnout.

BELFAST City Council is to spendnearly £130,000 on ‘creature com-forts’ for the city’s hard-workingcouncillors.

And as part of the city hallmakeover£40,000istobespentonreplacingthemicrophonesysteminthe council chamber after council-lorscomplainedathavingtostoopdown to use the mics whenaddressingthecouncil.

A council memo on the issueclaimsthatthemicsystem–whichuses flexible desktop mic stands –

could also be damaged by visitorsontoursaroundthecityhall.

The council memo states: “Thecurrent system of a microphone ateach seat is felt not to be the bestarrangementforthe chamber.

“This is particularly the case fortallermemberswho whenspeakinghave to stoop to speak into themicrophone.“Memberswill alsobeaware that visitors to the city hall

whilston atour of thebuildingaregiven the opportunity to view thechamber.

“This leads to the microphonesbeingdamagedastheyareatemp-tation to visitors whilst in theroom.”

While agreeing to spend £40,000on the new sound system, council-lors–whoareentitledtotheuseofacomputerorlaptoptothetuneof£1,600 – are to spend a further£89,000ona ‘comfortcooling’heat-ing system to be installed in com-

mittee rooms. The spending planscome as councillors discuss planstosell-offsomeof thecity’s leisurecentresbecauseof risingdebts.

Criticising plans to spend£120,000 on creature comforts forcouncillors while funding for com-munityprojectsiscut,onecityhallinsider said: “They are talkingaboutspending£40,000on amicro-

phone system that only gets usedoncea month.

“Personally if they are allcomplaining about having to stoopover to speak I don’t know whythey just don’t sit down to talk. Itwouldsave £40,000afterall.

“Ifthey arecomplainingaboutthecommittee rooms being too warm,whycan’ttheyjustopenawindow?

 A SENIOR Orangeman escapedprosecution over his role inalleged public order breaches

during a controversial west Belfastparadeduetoa policeblunder.

The Irish News can today revealthatthecriminalcasecollapsedwhenpolicefailedtoobtainvitallegaldoc-umentation in time to pursuecharges.

The findings are part of a damningreport by the police ombudsman

which also exposes serious deficien-ciesina PSNIcomputersystem.

Police recommended the prosecu-tion of a senior Orange Order figureafter it was reported that paramili-taryflagswereflownandbandmusicplayed during the annual WhiterockparadeonSaturday,June28,2003–inviolation of the ParadesCommission’sdetermination.

Afilewas submittedtothe Directorof Public Prosecutions in October2003.

If charges had been brought it isunderstood it would have been thefirstcaseofitskindbeforethecourts.

However,thecasecollapsedwhenitwas revealed that a vital document

required to protect potential prose-cutions had not been obtained –despite previous confirmation to thecontrary.

Theombudsmanlaunchedaninves-tigation last year at the chief consta-ble’sbehestoverthefailureto prose-cute.

Nuala O’Loan blamed the break-down on both “human error” andproblemswitha computersystem.

However, she concluded there wasno evidence of any criminal activitybypoliceanddidnotrecommendanydisciplinary action.

FIVE children had to be flown toEngland for heart surgerybecause there was no coverwhen the only surgeon inNorthern Ireland was on holi-

day, theIrish Newshaslearned.The operations, which would normally

have been carried out at the RoyalBelfastHospitalforSickChildren,hadtobe referred to a hospital in Birminghamlastmonth.

Nowtherearecallsforaninvestigationinto the provision of children’s heartsurgery because of its reliance on a sin-glespeci alistsurgeon.

It has also been asked why it was notpossibletoflya surgeontoBelfastratherthan put five children and their familiesthroughthestressofflyingtoEngland.

The Northern Ireland Chest, Heart andStroke Association (NICHSA) has calledforan investigation.

Chief executive, Andrew Dougal, pic-tured, said: “Great distress is caused toboththechildand theparentswhencar-diacsurgeryhastobeundertaken.

“This anxiety is greatly heightened byairtravelandbythefactthattheparentsarepartedfromhomeandtheirextendedfamilies.”

MrDougalcalledforarotaofchildren’sheartsurgeons acrossIreland andBritainwho could be called on to travel toBelfastwhen necessary.

“It is essential that the skills in chil-

dren’s heart surgery bythe many other profes-sions involved should notbe allowed to fade,” hesaid.

He said these skillswould be maintained if, inthe absence of the single

children’s heart surgeon, a replacementcouldbeflownin.”

However,aspokeswomanfortheRoyalsaid it was not feasible to fly a surgeonover because of a general shortage ofcardiacchi ldren’ssurgeons.

“This is a specialised service which isnot carried out by one surgeon but ateam,”shesaid.

“The holiday leave was timed deliber-ately to manage the service easier andcauseminimum disruption.”

The spokeswoman added: “We haveexpressed concern to the Departmentabout the vulnerability of the servicebecause there is just the one surgeon inNorthernIreland.”

Fears about the future of children’sheart surgery in the north were raisedtwoyearsagowhenoneof twosurgeonsthenattheRoyalleft.

Since then the Royal has had difficul-ties recruiting cardiac surgeons and hasbeenforcedtoemploysurgeonson tem-porarycontracts.

The Department of Health said it wasclosely monitoring both the adult andchildrenca rdiacsurgery service.

Aspokesmansaid:“Workis ongoingtodevelop service provision and this willincludeafocusonthefutureprovisionofthepaediatriccardiacsurgeryservice.”

Man ‘serious’ as his twin dies in crash

 THE twin brother of one oftwo men killed in yester-day’scarcrashinCo Derry

was last night seriously ill frominjuries sustained in the sameaccident.

Cathal O’Kane (21) fromClagan Road, Claudy and 27-year-old Mark Anthony Bonner,from Mitchell Park in Dungiven,

were both killed when their carstrucka treeandlefttheroad.

Mr O’Kane’s twin brother,Christopher, was takenAltnagelvin Hospital in Derryand was last night described asbeing in “a serious but stablecondition”.

Their deaths are believed tobring to eight the number ofpeople killed on that stretch ofroadinasmanyyears.

The trio were travelling alongtheBallyquinRoadon theirwayhome from a night out at aLimavady hotel when the acci-dent happened at around2.30am.

Firefighters and ambulancecrews were called to the scene

after passing motorists sawtheir Renault Laguna car go onfire after coming to rest in afield.

The friends were all home fortheweekendfromDublinwherethey worked for a constructioncompany.

BanagherParishPriest,FatherJohn Forbes, said news of thetragedy had been a blow to theentire community of Feeny,where the O’Kane brothersshareda house.

“We’re all very saddened by(Cathal’s death) and we’re sad-dened for his parents as well,”hesaid.

“We’re praying thatChristopher makes a goodrecoveryandwe’rehopefulthathewilldo.”

Fr Forbes visited the O’Kanefamily yesterday and said they

were trying to come to termswiththeirloss.

“They’re doing the best theycan,”hesaid.

Sinn Fein councillor forLimavady Anne Brolly, a neigh-bour of Mr Bonner’s parents,said people could still not takeinthenews.

Ms Brolly said the authoritieshave been lobbied on “manyoccasions” to make the stretchofroadlessdangerous.

“ThisistheonlyroadbetweenBelfastand Limavady andtherehavebeensevenoreightpeoplekilledinrecentyears,”shesaid.

Mr O’Kane and Mr Bonner’sdeaths bring to seven the num-berofpeoplewho havediedonthenorth’sroadssincetheNewYear.

TRULYa season when Sir AlexFerguson’s Manchester Unitedturned the English game on itshead.

In the space of 18 astonishingmonths,United have gone from thehumiliation of being tipped out of Europe at the group stage toPremiership title winners.

It seems barely possible,especially asFerguson’s men sold their top striker -Ruud van Nistelrooy - in the summerand did not replace him.They alsohad to cope with an horrendousrun of injuries after Christmas,which resulted in an almosttotal inability to name thesame defence two games in arow. But to every question,they had an answer.

In Cristiano Ronaldo they hadthe Premiership’s outstanding tal-ent.Voted Player of the Year by bothhis fellow professionals and the soccerwriters, the Portugal winger hasthrilled crowds up and down the landwith his genius.For a winger,his goalstally was awesome and at times, hewas completely unplayable.

Towards the end ofthe season,whenthe sheer weight of games and expec-tation was beginning to take its toll, upstepped Wayne Rooney to share the

burden.It is amazing to think he wasbeing questioned in many quartersmidway through the season.Not anymore.

If Ronaldo and Rooney have beenstand-out performers, veteran duoRyan Giggs and Paul Scholes weremajor supporting stars.Both menused their experience and guile toease United out of trouble at timesand there is no immediate sign theirpowers are on the wane.

Ferguson would be delighted toowith unsung heroes such as

John O’Shea, DarrenFletcher and Wes Brown,who were each used in avariety of roles with-out looking like the

bit-part players theyare supposed to be.

Two more heroes wereNemanja Vidic and PatriceEvra,who arrived at a com-bined cost of  b17.5 million inJanuary 2006 and were prompt-ly ridiculed for a series ofwoe-ful performances. However, asFerguson knew all along,the pairwere merely encountering teethingtroubles as they settled in.Now,everyone is aware they are bothclass acts.

ACMilanaway.Acrushingdisappointment,notnecessarilybecauseoftheresultbutthewayUnitedplayed.Afterreachingtheheightsonsomanyoccasions,hittingsuchalowon thisnightwasas cruelasitwasunexpected.Therewerenoexcuses,justtheknowledgeof beingbeatenbyafar superiorteam,which,fora clubof United’sstanding,hurts.

IT WAS up, up and away for kiteenthusiasts who descended onLacock atthe weekend.The sky was the limit as more than60 people of all ages turned out forthe annual kite day atLackhamCountry Park. The popular eventwas hosted by the White HorseFlyers and boasted a variety of kitesof all different colours, shapes andsizes.An octopus and a dragonfly wereamong the attractions flying highthroughout the day.Visitors wereinvited to test the conditions bybringing along their own kites.Dave Robinson, secretary of theWhite Horse Kite Flyers, said: “Thisevent has been running for aboutseven years.“The aim is really to come and havea nice day out.

“What could be better than lookingatthe countryside and the animalsand flying a kite?”Visitors to the park atWiltshireCollege’s Lackham campus were able

to enjoy the rural life museum,gardens and homemaderefreshments.Other attractions included achildren’skite making workshopwhich president of the club, NeilHarvey, said proved to be a real hit.“They make a simple kite from twogarden sticks and plastic and theyare guaranteed to fly,” he said.“When they make it and fly it, thereis a real sense of achievement.”Families were able to enjoy tractorand trailer rides as well as aminiature passenger carryingrailway which ran rides throughoutthe day.There was also an animal trial andwoodland walk.Mr Harvey founded the White HorseKite Flyers in the mid 1980s and thegroup now boasts up to 160 members.

ent infringements of copyright. Although information specialists may well feel discon-certed by any significant discrepancies between the prin-ciples they teach and learners’ actual behaviour, what isparticularly unsettling is that, despite the professionals’efforts to foster the appropriate skills, some practicesin the classroom appear actually to inhibit, rather thansupport, true IL.

Over-reliance onpre-packaged resourcesResearch Maureen has carried out has revealed an es-pecially alarming phenomenon. Undertaking fieldworkin two schools and three further education colleges inthe north east of England, she discovered that someeducators encouraged their charges to exploit ‘pre-packaged’ resources they provided, such as e xtractsfrom books and teacher-prepared information sheets,instead of expecting learners to draw on informationthey had identified for themselves from a variety of re-sources. Given pressures of time, staff felt they had noalternative but merely to teach to the syllabus, and theuse of pre-packaged materials was considered the mostdirect method to help each learner arrive at an ‘answer’that met particular requirements.4 Thispatternissymp-tomatic of the fact that much education remains heavilyproduct- and time-driven; great emphasis is attachedto learners constructing, within strict time constraints,tangible creations that are then assessed against con-tent criteria which measure attainment. In contrast, ILis much more reflective, process-oriented and generic,dealing as it does in a set of skills and attitudes that can

 be applied with thought in a range of situations.

Endless dietof high-qualitysources unhealthyCaution among teachers, as well as concern for academ-ic success in the face of unforgiving student workloads,is another factor that would seem to inhibit the scopeof information-seeking behaviour. Given that no filter-ing system for the web can be guaranteed to preventusers from accessing any inappropriate material, eitheraccidentally or deliberately,some educators are under-

standably reluctant to allow young people to use the in-ternet in school. This concern has persisted for manyyears. As long ago as the mid-1990s, Flanders detectedthat, in the US, such anxieties gave rise to the preva-lence of ‘severe limitation or downright denial [withinschools] of student access to the internet’.5 One possibleresponse, which may be especially attractive at prima-ry level, given the tender age and vulnerability of thechildren, is to restrict the electronic materials availablewithin the school to those chosen or approved by theteachers and made available via an organisation-wideintranet. However, if the ‘information world’ of learnersis restricted to so great an extent, they are denied thechance to acquire the skills associated with dealing withlarge collections of information.

The BL/Jisc report draws attention to the lack of timeyoung people spend evaluating the accuracy of the in-formation they encounter on the web.6 This may reflectthe broader tendency of young people to assume thatmaterial provided by the internet will be reliable, aninclination which frequently troubles information pro-fessionals. It may be argued that, if teachers habituallyissue their charges with material that they know to besound, pupils not only fail to develop the ability to dis-tinguish between trustworthy and untrustworthy mate-rial, but, even more fundamentally, they may not evenrealise the need to question the integrity and accuracyof what they encounter in environments such

PERSUADINGYOUNGPEOPLE tokeeptothe prac-tices typically advocated in models of information liter-acy(IL)is farfromeasy.Time andtimeagain,informa-tion professionals and researchers alike have lamentedyoung people’s inclination to resort to questionable, ex-pedient information-seeking action for both academicand personal needs, and to seek a reasonable level of success without expending undue effort. Agosto, forexample, notes the prevalence of economical ‘satisfic-ing’ behaviour to bring about outcomes which meet theindividual’s purposes but which are not necessarily the

 best achievable.1 

Plagiarism–intentionaland unwittingThe adoption of ill-advised methods is not always basedon choice, of course. It may reflect a lack of the neces-sary information skills among students. This is especiallytrue in terms of information use. Plagiarism by studentshas been identified by a recent British Library (BL) and

 Joint Information Systems Committee (Jisc) study as ‘aserious issue’, and an increasing concern for teachingstaffatal l levels.2 While undoubtedly some studentsdeliberately plagiarise to provide a ‘quick fix’, othersmay do so unwittingly because they do not understandhow to draw on or quote from the work of others in ac-cordance with scholarly convention. Few experts woulddispute that, to reduce plagiarism, students should

 be taught the skills needed to meet academic require-ments with regard to information use. The particularskillshighlighted by a2004 Jisc reportasfundamen-tal in this respect are those associated with note-taking,paraphrasing, summarising and referencing.3 Helpingstudents to develop effective information skills and pro-
