Statement of Work and SpecificationsPainting Services

Purpose and Location of Work

The Pennsylvania Department of Transportation, hereafter referred to as “PennDOT,” requires the Painting Services at the PennDOT District 10-0 Office. 

The Painting will be done at the following address:

Service Period:This Purchase Order will remain valid for a period of 1 year from the effective date. A Contractor may not begin work until a Notice-to-Proceed has been given by PennDOT.

PennDOT reserves the right upon notice to the contractor to extend a purchase order for up to Three (3) months upon the same terms and conditions.

Contractor shall guarantee workmanship to be free of peeling, delamination and latent defects for a period of one year and perform the necessary repair work within thirty days of written notification, free of charge to PennDOT.

Scope of WorkThe Contractor shall provide painting services to PennDOT Engineering District 10-0, 2550 Oakland Avenue, Indiana, PA 15701. This will include labor & all painting supplies needed to complete the painting of walls/doors/trim, etc. in the areas of the PennDOT District 10 inside offices (Phases #I through #III) per statement of work & attached spreadsheet (Attachment B).

1.) All work to be performed from 5:00pm until 6:00am Monday thru Friday and from 5:00pm Friday thru 6:00am Monday.  No work to be performed Monday thru Friday 6:00am thru 5:00pm.

2.) WET PAINT signs to be posted in areas where the surface will not be dry to the touch from 7:00am thru 5:00pm.

3.) Provide two fans per floor for proper ventilation during paint application.4.) All incidentally encountered dirt, dust, cobwebs, etc. Shall be removed by the contractor prior to

applying paint.5.) Remove all loose paint and sand edges prior to applying paint.6.) All windows and trim work to be taped out prior to painting to prevent over banding.7.) Drop cloths shall be used to protect all carpeted areas.8.) All paint spills shall be immediately cleaned up and the District Custodial Office shall be notified

via voicemail (724)-357-2858 as to where the spill occurred within 12 hours. 9.) Contractor to match all wall and trim paint to the existing colors prior to commencing work. 

Approval of products to be granted by the District Custodial Office, Matthew Forni – Maintenance Repairman II, (724)-357-2858 prior to using.

10.)Use a primer and paint conducive to cover the existing oil based, epoxy and latex paint surfaces.  Contractor to determine the existing surface covering type incidental to the application of the paint.

11.)Contractor to supply an epoxy based, chemical resistant, non-skid floor covering conducive for usage on both exposed concrete and well as existing covered concrete surfaces and perform all necessary cleaning and preparation work per manufacturer’s requirements.

12.)Floor epoxy to be sequenced to allow for the partial removal and relocation of existing furniture, boxes, etc, in one area prior to placing epoxy on the floor in another area.  Once the epoxy has cured, furniture, boxes, etc. shall be moved back prior to applying epoxy in the remaining area.

Should an unforeseen repair or additional work be necessary, PennDOT will request a quote for the necessary work/repairs; if approved, PennDOT will notify vendor to proceed with the work/repairs.

Pre-bid meeting: There is a mandatory pre-bid meeting on Friday, February 8, 2019 at 10:00 AM at the District Office. Attendance at the pre-bid meeting is mandatory. Failure to attend the mandatory pre-bid meeting will result in the company’s bid as being considered as non-responsive.

Painting Services Contingency

The Purchase Order created from this solicitation will have one (1) additional line item for “Painting Services Contingency.”  An allowance of $7,500.00 will be allotted.  The Contractor is required to submit documentation with invoices for the costs.  Any quote over $500 must be approved by Matthew Forni.
