Facility requirements are derived from:

• Aviation Demand Forecasts – estimating future demand levels

• Design Standards Review – analysis of compliance with standards

• Facility Maintenance – ongoing care for existing facilities

• Support Facilities – other related infrastructure such as security fencing, equipment, etc.

Each of these categories will impact the need for:

• Airside facilities – runways, taxiways, navigational aids, lighting

• Landside facilities – hangars, aircraft apron, automobile parking

Public Engagement• Planning Advisory Committee• Other public engagement activities

Economic Development• Preserve the possibility of future commercial service or air cargo• Increase economic opportunities on airport property• Add parking for employees and travelers

Airside Facility Element Requirement

Airfield Capacity - No issues through long term

Runway Length - Consider up to 7,500 feet of total runway length for main runway

Runway Design Standards - Corrections to runway safety area (RSA), object free area (ROFA), runway protection zones (RPZ), obstacle free zone (OFZ)

Taxiway Standards - Review geometry for compliance to standards

Instrument Approaches - Consider lower visibility minimums

Landside Facility Element Requirement

New Hangar Needs - 98,800 sq.ft. of additional hangar space, associated parking, and access roads

New Apron - 13,000 sq.yds. of additional apron, or as needed to support new development

On-Airport Land Use - Meet aviation needs first, reserve flight lines for aviation uses only; remainder can be used for other development to support financial sustainability

Terminal Facility Element Requirement

Terminal Area (Subarea) - Consider redevelopment opportunities

Terminal Building - Consider replacement and potential relocation

Terminal Parking - Up to 265 new spaces for a total of approximately 700 parking stalls

Alternatives Criteria Discussion

Community planning compatibility: Conformance with community plans, flexibility to adapt with

changing circumstances, preserving opportunities, proposing socially feasible development, meeting needs of multiple stakeholders.

Environmental factors: Increasing the compatibility with neighboring uses with typical airport

operations. Includes natural resources, air quality, storm water, noise, airport-induced traffic, etc.

Financial factors: Considers the financial sustainability of the airport, balancing costs with expected

benefits, opportunities for new/increased revenues and business success on and around the airport.

Operational safety and efficiency: Increasing the overall operational safety and efficiency of the

airport as it grows to meet future traffic levels. Includes meeting all applicable FAA regulations.

Seismic resilience: Enhancement of facilities to be better capable of recovery following a major

earthquake. “Resilience” means investments made prior to a major earthquake allow for a quicker recovery.

Social equity: Aimed at the equitable distribution of community and economic benefits while seeking a

proportional distribution of any airport impacts.

• RPZ size based on visibility minimums and the type of aircraft

• Lower visibility minimums equates to a larger RPZ (greater safety margin)

• Standard is for compatible land uses

• Existing incompatible land use is Cornell Road

• Lower visibility would require FAA HQ approval due to new incompatible RPZ land uses
