Malietoa Tanu to the Powers

London Jan 12 Malietoa Tanuin a letter to the London Timespublished to day jnolosing copies ofthe protest he addressed to thoUnited States Great Britain andGermany against the Samoan trea ¬

ties characterizes the partition ofSamoan as a gross violation of thetreaties and as a crime against thelaw of nations only equal to the dis ¬

memberment of Poland Denmarkand France He thiclks that if it isfor the great powers to promote wars

and annexations to distract thominds of tho peoples then ThoHague confereneo was the greatostfarce of the century

The writer also asserts that thecivilization introduced by tho groatpowers in their annexations in theSouth Seas Africa and elsewhere isinferior to tho primitive state of thecoimtrioft stolen loading to warthrough breach of faith on tho partof the government officials and totho decimatiug of tho peoples bycontagious diseases and spirituousliquors He continues

The missionaries who graced ourcountry with their holy and unholypresences introduced the same re-

ligious¬

differences and hatredsagainst each other as pertained atthe hour in civilized states Themissionaries live in palatial concretehouses with all the luxuries theircountries can afford which we undsrstand are as free offerings

Malietoa Tanu further chargesthe missionaries with extracting allthe money possible frnm themin return for which they receivedonly a Bible a prayer book or aPilgrims Progresa He charges

the Wesleyau missionaries with having collected 7ULHJ at a singlemeeting at Tonga adding

The missionaries aroused a greatspirit of emulation telling the na ¬

tives that the largest givers wouldbethe most acceptable in the sightof God thus reversing the spirit ofthe widows mite

ANOTHER OUTRAGE

A Chinaman was fined SI audcosts in the District Court thismorning for violating Board ofHealth regulations by moving hisresidence without a permit from theCitizens Sanitary Committee JudgePerry who apparently is the chief ofall the inspectors appeared in courtand acted as prompter to the proseouting officer The story was verysimple and proved to everybody thatan outrage was being committed onthe poor Chinaman The man wasrefused admittance to his house bya man with a badge and a club Heleft his sanitary district and triedto get into a friends premises atIwilei to get a roof over his headbut met auother man with a badgeand a club who refused him permis-sion

¬

to enter Not wiebing to sleepin the streets and risking being ar-

rested¬

taken to the police stationand then charged with changing hisresidence without a permit hehunted up Mr O St John Gilbertwith whom he was acquaintedand who is a sub inspector andwho told him to go ahead andsleep somewhere The man didnot change his residence or abodehe simply slept for one or twoeights on premises located in a diferent sanitary district whateyerthat may mean He was only technically wrong said the magistrate butnevertheless be was fined and everydecent man in Court raid that theaction of the Citizens Committeexvas an outrage Doob Judge Perryhold that Mr A residing in a certainplace paying rent having his be ¬

longings there in fact having hisdomicile in the eyes of the law can ¬

not go out to Mr Bs house situatedin a different district and spend oneor ten or fifty nights and days therewithout asking the permission ofMr Perry or his inspectors Wewish Mr Perry would try a teHt caseon some one who knows his rightsand the privileges enjoyed by ubunder the Constitution of the UnitedStates We hardly believe that thelearned judge will hold that rulesof the Hawaiian Board of Healthsupersede the articles of thatcouetitution The inspection of thedistricts and the rules laid downby the O S C were made for thepurpose of keeping a census of thepeople to see that no casos of sick ¬

ness or death could be concealedBut if inspector Jones knows thatMr A is in his district althoughhaving no residence there wo dontsee why Smith inspector in the di-strict

¬

where A resides should havethe right to arrest and prosecute A

There is a limit to the patience oftho sensible citizens among whomwe regret not to be able to includeJudge Perry

Sick Tramways Transit

Ed Tiie IndependentIn tho emergency with which tho

community is confronted the Boardof Hoallh has reason to congratulate itself on tho loyal support ofall citizens irrespective of politicalAffiliations Its reguatiotiH have motwith scrupulous adherence Privateopinions have doforred to its views

It must bo asserted for tho mostpart that th judicious exercise ofits authority has merited thooneralcommendation and support Yetit would be strange if absolute wis-

characterized every regulationCritioism is not disloyalty but rathera plea for stronger support

When the board has acted on itsown judgment and beeu guided byits own impulses the communityhas been benefited It had not oc-

curred¬

to the board that so great aconvenience as the Tramways was amenace to public safety In an illadvised moment it delegated theexercise of its judgment to auotherIt was not till the powerful intellectof our Lydecker waB focused on thequestion that a decision was reachedto stop the street cars If the in-

dividual¬

sought notoriety he hasfound it From an unknown quan-tity

¬

he has suddenly become an in-

spiration¬

for profanity Perhapssome perplexity would disappear ifthe board would kindly demonstrate

--Lydeckers qualifications In theabsence of such justification it isnatural to regard Mr L as succeed-ing

¬

Mr Southwick as flunkey for theRapid Transit Co

The antipathy manifested againstthe Tramways Co is highly com-mendable

¬

to both Mr L and theBoard of Health Anything doneto injure it as an enterprise andthus emphasizethe necessity of therapid completion of the Rapid Tran ¬

sit smells of righteousness and causesProvidence to smile and even snickerright out But such hostility reactson the public generally It does seemthe bight of absurdity to stop theTramways which have been keptout of Chinatown and yet allowbacks to run which have all been inthe midst of infection Dr Woodhas stated that there is not somuch danger of individuals carryinginfection as of the articles belongingto them Now individuals not arti-cles

¬

travel on the cars But if theboard withes to make safety safer itcould issue permits to travel on thecars

It is very expensive to travel thebreadth of this town every day inhacks and even hacks are difficult toobtain being in such demaad by theBoard of Health For heavens sakelet us have the cars Lydecker haBbeen duly exalted and the cars mustbe clean by this time We needthem very much at present but pro-mise

¬

to discontinue their use whenthe Rapid Transit Bhall be com-pleted and run its cars through townnot only unmarred by a speok ofdust on their polished surfaces butalso warranted to thoroughly cleanseand renovate all persons riding inthem Jim the Penman

TOPICS OF THE DAY

If it is true as stated in foreignpapom thnC tlin plague wai carriedto thu South Sfi Islands in pugarbags made in India wo may Mud

another tneory for the introductionof the scourge in Hawaii Wo un ¬

derstand at leant that tho sugarbags tised by our local plantationare manufactured in India And yetsugar bans wore placed on the per ¬

mitted list of goods to be shippedto the other islands

We are pleased to notice that theBoard of Health refused the Min ¬

ister of EHucation a permit to shipbooks desks stationery etc to theother islands President Wood verycorrectly said that food for thestomach is far more essential thanfood for the brain at this time TheMinister of Education may differwith Dr Wood for the very goodreason that his brain needs an en-

ormous¬

quantity of food to keephim going

The Board of Health reportedthat they would baok up the Citi-zens

¬

Committee sub inBpeotorswhenever they were refused admit-tance

¬

to a house A Beooud case ofthis kind has occurred in A VGears district P C A

Quite right but the Board ofHealth should realize that the citi-

zens

¬

will back any person or personswho resent any insolence or offi

ciousnesa on behalf of theor any one belonging to

the self appointed and self styledCitizens Sanitary Committee

It seems rather premature to talkabout civic federations and munici-pal

¬

governments conducted withoutpolitics by citizens Mr Geo

W Smith and his friends evidentlydont realize that when a municipalgovernment is established in Hono-lulu

¬

the old rina will be a thingof the past and their rub-it-i- policyused by the other fellow We canassure Smith and his political charmsthat it will not even be worth thetrouble for them to go to the ballotbox No self appointed civic fed-

eration¬

or Citizens Committee needapply after Hawaii becomes a terri-tory

His Side of the StoryEditor Advertiser In todays issue

under the caption He Is Scored Ifind G W Smiths statement falec ina great measure Allow mo to statethe plain facts of tho case so unfairlyand Incorrectly presented

At 1140 a m last Sunday I was Intho vicinity of the Queen Hotel ThereI saw a green wagon with a red crosspainted on the side backed up to thefront door Just then two men cameoff the stoop shut the tailboard of thewagon mounted with the driver andcame to Vineyard street As the wagonpassed me in Vineyard street believ-ing

¬

it to be the pest wagon I steppedinto the street and saw a man lyingon tfie floor of the wagon and a wom-an

¬

huddled up In a sitting postureThis fact I communicated to severalmembers of the Citizens SanitaryCommittee besides many others in anendeavor to find out why the pest wag ¬

on should be carrying people throughthe streets of the uninfected districts

When called upon by Mr Smith yes-terday

¬

afternoon and asked whetherthe rumor as published in your paperwas correct I denied it emphaticallyrepeating to him the plain facts asstated above and asserting that I wasquite ready if necessary to swear tothe same I am still ready to swear tothe facts as stated above

The presidents statement in theBoard of Health meeting as reportedin the same article proves conclusive-ly

¬

that the foregoing statements aretruths and not false rumors

Knowing you to bo fair minded I amsure you will Insert the above andoblige
