The 277th meeting of the State Level Expert Appraisal Committee (SEAC) was held on 24th

February, 2016 at Committee Room, Gujarat Pollution Control Board, Gandhinagar. Following

The agenda of TOR/Scoping cases, Appraisal cases was taken up. Eleven (11) cases of TOR/Scoping,

one case for EC amendment and eight (8) cases of Appraisal were taken up. The applicants made

presentations on the activities to be carried out along with other details furnished in the Form-1, EIA

report and other reports.

Chronology of EC Process:

This project proposed by M/s: Ice Make Refrigeration Pvt. Ltd. (herein after Project Proponent – PP)

has submitted an application vide their vide their letter dated 11/06/201.

This project was considered in the meeting of the SEAC held on 19/08/2015.

The location of the unit is outside the notified area. As per amendment to EIA Notification, 2006 vide

SO 1599 (E) dated 25.06.2014, small units are categorized as Category “B” projects. Small units are

defined as with water consumption less than 25 M3/day; Fuel consumption less than 25 TPD; and not

covered in the category of MAH units as per the Management, Storage, Import of Hazardous Chemical

Rules (MSIHC Rules), 1989.

During presentation, PP informed that water requirement is 18 KL/day, Fuel requirement is HSD 0.01

KL/hr (for stand-by DG set only) & packaging wood or Agro waste (20 kg/day) for water heater and

Chemicals to be used are not covered in MAH category. Hence, the proposed project falls under

Category B of project activity 5(f) as per the EIA Notification 2006.

During the meeting, on asking about storage and handling details of MDI, PP informed that monthly

consumption of MDI is 35 MT and they will store 18 MT of MDI, which is less than the threshold limit

for MAH unit under the MSIHC Rules. Further PP assured that they will submit undertaking in this

regard. However committee asked to provide strict engineering controls and personal protective

equipments for the workers during handling of MDI.

Looking to the small scale of the project, low pollution potential and the details presented during the

meeting, after detailed discussion, the project was categorized as B2 and the additional information

was sought for appraisal of the project.

Manufacturing of Poly urethane Foam (PU Foam) falls under the project activity 5(f) as per the schedule of

EIA Notification 2006.

Total plot area 10736.34 sq. m. Unit has proposed 862 sq. m area for the green belt development/ Tree

plantation. Expected project cost is Rs. 2.50 Crores. Total water consumption for project will be 18 KL /day

(Existing 12 KL/Day + additional 6 KL/Day) which will be sourced from Bore well. Industrial waste water

generation will be NIL. Domestic waste water (4.8 KL/day) will be disposed off through soak pit and septic

tank. Unit has proposed to replace existing D.G. Set of 82.5 KVA capacity with 125 KVA capacity new DG

set. HSD (0.01 KL/h) will be used as fuel for D.G. Set. Unit has proposed to use water Heater, in which

packaging wood or Agro waste (20 kg/day) will be used as a fuel. Solar panels installed on the storage

shed having capacity of 50 KWh, is being captive consumed in the plant. Excess power generation from

solar panel is consumed by grid of UGVCL/GUVNL. The Hazardous waste to be generated from the

manufacturing activity will be Discarded Containers, Bags, Liners, Barrels (3000 nos/year), Used oil (0.1

MT/Year) and Process waste (10 MT/Year). Discarded barrels / containers / bags / liners will be either

reused or returned back to suppliers or sold only to the authorized recyclers. Used oil will be sold only to

the registered recyclers. Process waste will be sent to TSDF site or they will explore the possibility for co-

processing in Cement manufacturing units.

Observations & Discussions:

Technical presentation made during the meeting by project proponent. During the meeting, the Committee

was concern about the storage and handling of MDI (Diphenyl Methane Diisocyanate) and Polyols. PP

informed that they have proposed the separate storage for Polyol and MDI with all safety precaution and

charging of both chemicals will be carried out with controlled temperature to control the VOC. Closed

chamber facility having suction, high pressure pump and pipe with nozzle will be provided to control the

VOC. While discussing about HCFC 141 ( 1,1-dichloro-1-fluoroethane) to be used as a raw material in foam

manufacturing process, Committee asked to comply Ozone Depleting Substances (Regulations and

Control) Rules 2000 including HCFC Phase out management plan which was agreed to by the project

proponent. After deliberations on various aspects, the committee decided to recommend the project to

SEIAA, Gujarat for the grant of Environmental Clearance.

This project proposed by M/s: Camlin Fine Sciences Limited (herein after Project Proponent – PP) has

submitted an application vide their letter dated 13/04/2015.

The project proponent was called for brief presentation and discussion in the meeting of SEAC held on

16/07/2015. During the meeting held on 16/07/2015, certain additional TOR was prescribed for the EIA

study to be done covering 5 Km of study area.

EIA Report prepared by M/s: Jyoti Om Chemical Research Centre Pvt. Ltd., Ankleshwar was submitted

by project proponent vide online proposal no. SIA/GJ/IND2/9785/2015 dated 30/01/2016.

The project falls under Category B of project activity 5(f) as per the schedule of EIA Notification 2006.

Total plot area is 67507.15 sq. m & unit has proposed 20252.14 sq. m. area for the green belt

development/Tree plantation.

Expected project cost is Rs.272 Crores. Capital cost for EMP has been estimated around Rs. 3250 lakhs

and recurring cost provision for EPM has been estimated to be around Rs. 850 Lakhs /Year. The total fresh

water consumption from GIDC will be 637 KLD. The Unit will also use recovered water of 430 KL/day. So,

total water consumption will be 1067 KL/day (637 KL/day of fresh water + 430 KL/day of recycled water).

This waste water includes waste water coming from process, washing, and cooling tower blow down will be

837 KLD. Effluent is bifurcated into two different streams of high TDS of 480 KLD and low TDS of 357 KLD.

The high TDS effluent will directly go to sodium sulphate recovery from which 430 KLD of water will be

recovered and will be reused in process. The low TDS stream of 357 KLD directly sent to ETP. 260 KLD of

water will be used for gardening as the green belt area is 20252 sq. m. and remaining 97 KLD will be sent

to GIDC drainage, Dahej. The domestic effluent (10 KL/day) is treated in compact sewage treatment of 10

KLD capacity and the treated waste water is sent for gardening purpose. It is proposed to install one Boiler

(50 TPH) and one TFH (10 Lac Kcal/hr). Imported Coal (125 MT/day) will be used as fuel for Boiler & TFH.

Cyclone separator followed by ESP is proposed as APCM for Boiler & TFH. Unit has proposed one DG set

(4000 KVA) in which Diesel (700 ltrs/hr) will be used as fuel. Unit has proposed water scrubber for control

of VOC. The VOC will be absorbed in Water scrubber followed by carbon adsorption tower before venting

out from the different plants viz. Diphenol Plant, v Vanillin Plant, Guaiacol Plant, TBHQ Plant, MeHQ Plant,

Para Benzoquinone Plant and Storage Area. Adequate Hot gas filter will be used in plasma gasification for

control of HCl, SO2, CO,TOC, HF, NOx, Total dioxins and furans. The VOC emission in terms of handling

losses will be reduced by storing solvents in a tank and handling solvent/raw material feeding will be carried

out by pumps in a close loop. Unit has proposed general control measures like routine & regular inspection

to identify leakage, preventive maintenance and operational maintenance, provision of leak detection and

repair system (LDAR) and potable instrument for measurement of VOC etc. Power requirement of

proposed project will be 4.4 MW and will be met from Co-gen unit. In case of Co-gen unit failure the unit is

having backup power supply from Torrent Power, Dahej-Sez.

Unit has proposed Plasma gasification process for the destruction of toxic and organic hazardous waste

and waste heat recovery system. Thermal disposal of wastes shall be conducted in the plasma reactor.

Synthesis gas that will be produced as a result of this operation will be cleaned and then used as a fuel to

generate steam. The off gas that comes out of the Syn gas utilization system will meet emission standards

and will be released into atmosphere as clean gas. In the proposed waste disposal plant, Hazardous solid

and liquid waste will be treated with plasma technology at the rate of 1500 kg/hour capacity. Use of waste

heat from Plasma plant to be used for Sodium sulphate recovery plant. As unit has proposed plasma

gasification plant and recovering energy, co-processing is not required. However a tie-up will be made for

sending the waste in case of emergency to the cement industry. Hazardous waste generated from the

manufacturing activity will be Spent Carbon from ETP (0.5 MT/day), Spent Carbon (0.5 MT/Month), Spent

catalyst (113.24 MT/Year), Off specification products (36 MT/Year), Distillation residue (797.35 MT/Year),

Waste residue containing oil (6 MT/Year), Discarded containers/Bags/Liners (3292 nos./Year) and used oil

( 0.5 MT /Month). Spent Catalyst will be disposed off at the nearby common TSDF. Discarded carboys of

Phosphoric acid and other barrels will be sold to the authorized recyclers after decontamination. Discarded

bags/liners sent for in-house gasification. Distillation residue will be sent to in-house gasification or to

Cement Industries for Co-Processing. Used oil will be sold only to the registered recyclers.

Observations/Discussions:

Technical presentation during the meeting included the Point wise ToR compliance. The baseline

environmental quality has been assessed for various components of the environment viz. air, noise, water,

biological and socioeconomic The baseline environmental study has been conducted for the study area of

10 km radial distance from project site for the period March 2015 to May 2015. Ambient Air Quality

monitoring was carried out for PM10, PM2.5, SO2, NOx, HCl, VOC, CO, TOC and HF at eight locations,

including the project site. During the study period the value of PM10 at monitored locations is ranged

between 85-63 μg/m3 while the value PM2.5 fluctuates in the range of 44-26 μg/m3. The value of SO2 and NOx were observed to be in the range of 21-8 μg/m3 and27-15 μg/m3 respectively. The value of HCl and

HF were found Below Detectable Limit. The value of CO (Carbon Monoxide) was found in the range of 0.8-

0.5 mg/Nm3. The value of TOC (Total Organic Carbon) was found in the range of 1-0.4 mg/Nm3. The value

of VOC at monitored locations is ranged between 1- 0.5 ppm. The average concentration of PM2.5, SO2

and NOx are within prescribed limit at all locations. These concentrations at all AAQM locations were

primarily caused by local phenomena including vehicular movement and natural dusting due to human

activities and wind movement. From the dispersion modeling studies conducted, it was observed that the

maximum ground level concentration occurs in the North East direction. The maximum incremental

increase in concentration for SO2, NOx and PM is 3.92 μg/m3, 1.73 μg/m3 and 3.112 μg/m3 respectively at a distance of about 1 km in the North East direction . Whereas, the maximum incremental increase in

concentration for CO is 0.48 μg/m3 at a distance of about 1 km in the North-East direction. The incremental

Ground Level Concentration (GLC) has been computed using ISCST – 3 model. From the dispersion

modeling studies conducted, it was observed that the maximum ground level concentration occurs in the

North East direction. The maximum incremental increase in concentration for SO2, NOx and PM is 3.92

μg/m3 , 1.73 μg/m3 and 3.112 μg/m3 respectively at a distance of about 1 km in the North East direction .

Whereas, the maximum incremental increase in concentration for CO is 0.48 μg/m3 at a distance of about 1 km in the North-East direction. During the meeting Committee observed that there is a discrepancy in

production list, water consumption, waste water generation & hazardous waste generation details submitted

in Form-1 & PFR and EIA report. After detailed deliberations the Committee sought following additional

information for further consideration of the proposal:

1. Revised Form-1 & PFR considering changes made as per EIA report and all relevant details. (Give

specific details in Tabular format for Air, Water & Hazardous waste).

2. Detailed study report considering Percolation rate of the land available for gardening & plantation.

Ensure that land is suitable for utilization of treated effluent for plantation & gardening.

3. Current status of stay order from Hon’ble Gujarat High Court against the implementation of the NABET accreditation or copy of Certificate of accreditation issued by the NABET, QCI to the environmental

consultant.

PP) has submitted an application vide their letter dated 25/05/2015.

The project proponent was called for brief presentation and discussion in the meeting of SEAC held on

19/08/2015. During the meeting held on 19/08/2015, certain additional TOR was prescribed for the EIA

study to be done covering 5 Km of study area.

EIA Report prepared by M/s: San Envirotech Pvt. Ltd., Ahmedabad by project proponent vide online

proposal no. SIA/GJ/IND2/9576/2015 dated 23/01/2016.

The project falls under Category B of project activity 5(f) as per the schedule of EIA Notification 2006.

Plot area is approx. 4960 sq.m. At present green belt/tree plantation area is 700 sq. m. Existing cost of

project is INR 10 Crores. The estimated cost of the proposed expansion will be around INR 12 Crores.

Capital cost for EMP has been estimated around INR 1.5 Crores and recurring cost provision for EPM has

been estimated to be around INR 0.55 Crores/Annum. Fresh water requirement after proposed expansion

will be increased from 6.2 KL/day to 166.7 KL/day (11.2 KL Domestic, 3.5 for green belt, 84 KL Process,

22.5 KL cooling, 8.5 KL Boiler & 37 KL Washing) which will be supplied by the GIDC. Wastewater

generation after the expansion will be increased from 4 KL/day to 127 KL/day (9 KL Domestic, 77.9 KL

Process, 2 KL Cooling bleed off, 37 KL washings, 1.1 KL Boiler & 9 KL Domestic]. Industrial effluent (118

KL/day) will be treated in ETP [P+S+T] and discharged into CETP of NEPL, Naroda. Domestic waste water

will be disposed off into septic tank/soak pit system. At present unit has provided two steam Boilers (2 TPH

each one is stand-by) and one TFH (6 Lac Kcal/hr). After expansion, no addition of flue gas stacks, only

working hours will be increased and simultaneously there will be increase in the fuel consumption.

Consumption of agro waste for Boilers will be increased from 5 MT/day to 12.5 MT/Day & natural gas for

TFH will be increased from 600 to 1500 SCM/day. Multi cyclone dust collector followed by Bag filter will be

provided as APCM for Boilers. One DG set (500 KVA) is installed for emergency purpose in which HSD 250

ltrs/hr is used as fuel. No process gas emission is envisaged. Hazardous waste to be generated are ETP

waste (25 MT/Month), Distillation residue (30 MT/Month), Discarded containers (10 MT/Year), Used Oil

(150 ltrs /Year). ETP waste and Distillation residue will be disposed off at the common TSDF. Discarded

barrels / containers / bags / liners will be either reused or returned back to suppliers or sold only to the

authorized recyclers. Used oil will be sold only to the registered recyclers.

Observations & Discussions: Technical presentation made during the meeting by project proponent. The baseline environmental study

has been conducted for the study area of 5 km radial distance from project site for the period January 2015

to March 2015. Ambient Air Quality monitoring was carried out for PM10, PM2.5, SO2, NOx, and VOC at

six locations, including the project site. Values conform to the prescribed standards for Ambient Air Quality.

The details of outcome of AAQ modeling in term of incremental GLC and predicted air quality have been

described and it has been stated that the operation of proposed plant is not likely to cause any significant

impact on the ambient air quality of the study area. The Disaster & Onsite Emergency Management plan

has also been prepared as a part of RA study assignment. Committee noted that treated effluent will be

discharged into CETP of Naroda and PP has obtained membership of CETP Naroda for 130 KL/day waste

water. Committee asked to achieve CETP inlet norms prescribed by GPCB which was agreed to by the

Project proponent. After deliberations on various aspects, the committee decided to recommend the

project to SEIAA, Gujarat for the grant of Environmental Clearance.

The project falls under Category B of project activity 5(f) as per the schedule of EIA Notification 2006.

Plot area is approx.182400 sq. m. Unit has proposed 38365 sq. m area for green belt development.

Estimated cost of proposed expansion is Rs. 10.29 Crores.

Capital cost for EMP has been estimated around Rs. 40.40 lakhs and recurring cost provision for EPM has

been estimated to be around Rs. 1356.5 Lacs /Annum. Fresh water requirement after proposed expansion

will be 6280.5 KL/day (99 KL Domestic & 6181.5 KL Industrial). Fresh water will be supplied by the GIDC.

Wastewater generation after the expansion will be 5055.8 KL/day (4966.7 KL/day industrial + 89.1 KL/day

domestic). At present industrial effluent after treatment is discharged into u/g pipeline connected to

Jhaghadia FETP of M/s: NCTL. Unit has provided STP for domestic effluent and treated sewage is being

utilized for green belt development. Domestic effluent will be treated in STP and then treated effluent will

be utilised for green belt development within premises. Treated effluent from ETP will be discharged into

u/g pipeline of M/s: NCTL. PP presented that the existing process effluent generation remains much less

than consented quantity of 4697 KL/day in the range of 700 – 1000 KL/day. Appx. 11 KL/day effluent is

generated from the existing Rubber chemicals products. The process effluent generation from expansion of

Rubber chemical will be 23 KL/day. Eventhen, the total effluent generation from process will remain < 4697

KL/day, which is the consented quantity. The existing effluent generation from the unit remains < 2500

KL/day which is the discharge quantity permitted by GPCB due to restriction on u/g pipeline conveyance

system of M/s: NCTL. Hence, existing ETP of capacity 2500 KL/day will be adequate for treatment of

effluent after proposed expansion. At present unit has provided ETP comprises of Primary and secondary

treatment units. Unit has provided one emergency collection tank of 500 KL capacity. At present Natural

gas is used in Boiler, Boiler of Co-Gen plant-14 TPH, Gas fired generator, Multi Fuel Boiler (14 TPH

steam@14 kg/cm2), Co-Gen plant without boiler, Thermo cleaning machine & Hot water generation unit

and diesel is used as fuel for Diesel Generator (1010 KVA), Diesel Generator – 1 (500 KVA), Diesel

Generator – 2 (500 KVA), Fire Hydrant pumps - diesel driven (156 HP) & Fire Hydrant pumps - diesel

driven (156 HP). At present total Natural gas consumption is 950 SCM/hr, HSD consumption is 462.5 lit./hr

and LSHS (Boiler) consumption is 870 lit./hr. Use of Coal or Biomass(mix) or Mixture of both is 3300 Kg/hr

or 4666 Kg/hr respectively. PP has presented that there is no increase in fuel consumption after proposed

expansion and it will remain within the existing sanctioned quantity. Unit has provided vent chiller as APCM

for storage tank of Acetone, Bag filter as APCM for HS Packing (Silo) area. Vents of Sulphonation reactor

in SAC section, SO3 from Oleum tank, Off gas from CME section, Incinerator are connected to condensers

and scrubbers and final outlets are connected with off gas incinerator. Ventury scrubber & Wet scrubbers

are provided for process vents. Vent of Amination Section from column, Off gas from Amination Section 2

Off gas from amination section & Ammonia Column are attached to APCM (condensers and scrubbers).

Unit has provided Bag filters as APCM with Base resin blower, Blender, Kneader and Classifier unit,

Reactor ( Renodive vessel) & Process vents of preventol vessels (two no.s). Unit has proposed bag filter

with proposed Accelerator Packing (silo) area. Hazardous waste to be generated are ETP waste, used oil,

discarded containers, spent carbon, distillation residue, process sludge, mixed solvent, sludge & filters

contaminated with oil, discarded asbestos, flue gas cleaning residue, Spend ion exchange resin containing

toxic chemicals, Process waste, residues & sludge, Other process sludge (Waste/ residue) and Chemical

containing sludge. Total 16 categories of wastes are presently generated and none of the wastes shall be

increase due to the expansion. There is no new category of waste to be generated from proposed new

products. Only distillation residue is generated from only one product – Vulkanox 4020 – 1.4 Kg/100 Kg of

Product. After proposed expansion max. 105 MT per Annum of Distillation residue will be added

considering 15000 MT/Annum production of Vulkanox 4020. Hazardous wastes will be disposed off as per

the Hazardous Waste (Management, Handling and Transboundary) Rules 2008. Unit is a member of

CHWIF of BEIL, Ankleshwar.

Observations/Discussions:

Technical presentation during the meeting included the Point wise ToR compliance. The baseline

environmental quality has been assessed for various components of the environment viz. air, noise, water,

biological and socioeconomic. The baseline environmental study has been conducted for the study area of

5 km radial distance from project site for the period from 2nd February 2015 to 30th May 2015. Ambient Air

Quality monitoring was carried out for PM10, PM2.5, SO2, NOx, VOC, Benzene, Benzo(a)pyrene,

ammonia, CO, Cl2 and HCl at nine locations, including the project site. The 98th percentile values of PM10

at Dadheda, Talodara, Selod, Jhagadia and project site are close to NAAQS permissible limit and Values

of all other parameters conform to the prescribed standards for Ambient Air Quality.

The incremental Ground Level Concentration (GLC) has been computed using ISCST – 3 model. The

resultant concentrations are within the NAAQS. On asking about the no increase in total water requirement

in spite of proposed expansion, PP informed that they have taken measures for reducing raw water

consumption, waste water generation, air emission and solid waste reduction. PP has submitted details of

measures taken with quantitative supportive data. However, Committee was of view that the details

submitted for above matter require more clarification. After detailed deliberations the Committee sought

following additional information for further consideration of the proposal:

1. Give water consumption, waste water generation, fuel consumption, hazardous waste generation for

proposed products, existing products (Actual & as per CC&A) in tabular format. Give detailed

justification for no increase in water consumption, w/w generation and hazardous waste

category/Quantity.

2. Detailed justification regarding large gap between quantities mentioned in EC & CCA and actual

scenario. Submit final statement in tabular format with revised data.

3. Action plan for waste water generation in worst case scenario i.e. 5055.8 KL/day.

This project proposed by M/s: Gujarat Polyfilms Pvt. Ltd. (herein after Project Proponent – PP) has

submitted an application vide their letter dated 23/04/2015.

The project proponent was called for brief presentation and discussion in the meeting of SEAC held on

28/07/2015. During the meeting held on 28/07/2015, certain additional TOR was prescribed for the EIA

study to be done covering 10 Km of study area.

Project proponent has requested to amend the TOR vide their letter no. NIL dated 28/09/2015 for

correction of water consumption as given in their presentation in SEAC meeting dated 28/07/2015.

Project proponent has submitted Revised Form-1 with PFR.

Committee considered the request for amendment sought during the SEAC meeting dated 29/09/2015

Total plot area is approx.25932 sq. m. No additional land is required for the proposed expansion. Unit has

proposed 3656 sq. m (Existing 2956 sq. m + Proposed 700 sq. m) area for green belt development.

Estimated cost of proposed expansion is Rs. 142.12 Crores. Approximately total capital cost on

environmental protection measures will be INR 90 Lacs and recurring cost will be INR 18 Lacs/Annum.

Fresh water requirement after proposed expansion will be increased from 335 KL/day to 1090 KL/day (21

KL Domestic, 1055 KL Industrial & 14 KL Gardening). Source of water will be 3 no.s of Bore wells.

Wastewater generation after the expansion will be increased from 124 KL/day [112 KL/day industrial + 12

KL/day domestic] to 327 KL/day [310 KL/day industrial + 17 KL/day domestic]. Industrial waste water

generation is mainly from Washing & other utility (170 KL/day), Cooling bleed off (120 KL/day), Process (10

KL/day) and Boiler blow down (10 KL/day). At present industrial waste water is treated in existing ETP and

sent to CETP of NPICSL for further treatment. Now unit has proposed to treat their industrial waste water in

existing as well as proposed ETP and then primary treated effluent will be sent to CETP of NPICSL,

Palsana for further treatment. Domestic waste water (17 KL/day) will be disposed off into soak pit system.

At present unit has provided 3 Gas generators (1.4 Mw *2 no.s and 1 MW), one DG set (0.8 KVA), two NG

fired TFH (5000 U * 2 no.s), one Coal fired steam Boiler (4 TPH) and one gas fired steam boiler (4 TPH). At

present fuel consumption of Coal, Diesel & NG is 8.5 MT/day, 7000 Lit./Day and 20000 SCM/day

respectively. Now unit has proposed one Coal fired TFH (10 Lac Kcal/hr) and one Coal fired steam boiler (6

TPH). Additional Coal consumption will be 19 MT/day. Unit has proposed Multi cyclone separator followed

by Bag filter as APCM for TFH and Boiler. Existing NG based TFH will be kept on stand-by. Existing gas

fired 4 TPH steam boiler will be dismantled and coal fired steam boiler will be upgraded to 6 TPH capacity

with latest technology and will be used as stand by. Hazardous waste to be generated are ETP waste (12

MT/Year), Discarded containers (6 MT/Year), Used Oil (5.2 ltrs/Year) and process waste – Oligomer (182.5

MT/year). ETP waste & process waste will be disposed off at the nearby common TSDF. Process waste will

be disposed off at the nearby CHWIF. Discarded barrels / containers / bags / liners will be either reused or

returned back to suppliers or sold only to the authorized vendors after decontamination. Used oil will be

sold only to the registered recyclers. By-product ( Polymer lumps and yarn waste) will be sent to authorized

Observations & Discussions:

Technical presentation made during the meeting by project proponent. Ambient air quality monitoring was

carried out at 8 locations during winter season from 16th March 2015 to 15th June 2015 and submitted

baseline data indicates that PM10, PM2.5, SO2, NOX, CO and VOC concentrations are well below the

stipulated standards of CPCB. Estimation of emissions from the plant has been made by Industrial Source

Complex (ISC3) model developed by USEPA. As per dispersion modeling studies, the resultant ground

level concentrations of SPM, NOx and SO2 at various locations are well within the prescribed NAAQS.

During the meeting, issues raised in the public hearing / consultation were discussed in detail. PP has

submitted analysis reports of GPCB for inlet and outlet of CETP. Upon asking about last environmental

audit report, PP informed that CETP is running since last one year and Environmental audit has been

conducted for the period July 2014 to Dec. 2014 and they have submitted the compliance of

recommendations and suggestions made by environmental auditor. The industry has obtained Membership

Certificate from CETP of M/s. New Palsana Industrial Co-operative Society Limited, Palsana, for proposed

capacity. (Total Booked Capacity: 360 m3/day). After deliberations on various aspects, the committee

decided to recommend the project to SEIAA, Gujarat for the grant of Environmental Clearance.

Cost of the proposed project will be Rs. 2.5 Crores. Approximately capital cost on environmental protection

measures will be INR 28 Lacs and recurring cost will be INR 13.2 Lacs/Annum. Total area acquired for the

proposed project is 786 sq. meter. Fresh Water Requirement for the proposed project will be 28 KL/day

(Domestic: 1 KL/day, Ind. –27 KL/day) which will be sourced from GIDC water supply system. Industrial

waste water generation will be 8.8 KL/day (Process- 6 KL, washings- 0.5 KL, Boiler- 0.3 KL & Cooling- 2

KL). After oxidation and neutralization, Primary treated effluent will be sent to CETP Nandesari. Domestic

waste water (0.5 KL/day) will be disposed off into soak pit system. Unit has proposed to use Briquettes of

Bio fuel (1.8 MT/day) as a fuel for Boiler (1.2 TPH) and Diesel (40 ltrs/hr) for DG set (200 KVA). Unit has

proposed to install Water scrubber followed by Alkali Scrubber for control of gaseous emission from

Reactor. Hazardous waste to be generated are ETP waste (18 MT/year), Discarded Drums/Containers

(1200 no.s/Year) & Bags with liners (12000 no.s/Year), Used oil (0.05 MT/Year), Spent carbon (16.5

Observations/Discussions:

biological and socioeconomic The baseline environmental study has been conducted for the study area of 5

km radial distance from project site for the period December 2014 to February 2015. Ambient Air Quality

monitoring was carried out for PM10, PM2.5, SO2, NOx, HCl, VOC, CL2 and HBr at seven locations,

including the project site. During the study period the value of PM10 at monitored locations is ranged

between164-67μg/m3 while the value PM2.5 fluctuates in the range of 69-27μg/m3. The value of SO2 and NOx were observed to be in the range of 30.2-7.1μg/m3 and 45.1-11.3μg/m3 respectively. The values of

HCl and Cl2 were found Below Detectable Limit. The value of VOC at monitored locations isranged

between 0.7- 0.3 ppm. The average concentration of PM2.5, SO2 and NOx are within prescribed limit at all

locations. Only PM 10, concentration is higher side due to construction of new 6 lane highway and regular

traffic of heavy trucks on the rough roads. These concentrations at all AAQM locations were primarily

caused by local phenomena including vehicular movement and natural dusting due to human activities and

wind movement. The incremental Ground Level Concentration (GLC) has been computed using ISCST – 3

model. From the dispersion modeling studies conducted, it was observed that the maximum ground level

concentration occurs in the South west direction. The maximum incremental increase in concentration for

PM, NOx and SO2 is 1.532 μg/m3, 0.739 μg/m3 and 1.783 μg/m3 respectively at a distance of about 1 km in the South west direction. Whereas, the maximum incremental increase in concentration for HBr & Br2 is

0.118 μg/m3 & 0.079 μg/m3 respectively in the premises itself. The resultant concentrations are within the

NAAQS. During the meeting, Committee was not convinced about the effluent concentration and its stage

wise reduction. Unit has proposed ETP comprises of primary ETP followed by Advanced Oxidation

(Hydrodynamic Cavitation). The treatment methodology was discussed in detail. and PP was asked to

submit details of treatment technology and its performance assurance. Committee noted that PP has not

shown existing scenario in the Form-1 & PFR submitted for TOR. Committee observed that there is a

discrepancy in water consumption and waste water generation details submitted in Form-1-PFR and EIA

report. Committee also observed that compliance of ToR no.1, 4, 5, 22, 23, 25, 27 & 38 is not addressed

properly. Committee asked to not use fire wood as a fuel for Boilers which was agreed to by the project

proponent.After detailed deliberations the Committee sought following additional information for further

consideration of the proposal:

1. Compliance of ToR no. 1 (Plot holding certificate from GIDC), 4 (Chemical reactions and full chemical

names of raw material & Products with complete mass balance), 5 (Chemical name of each proposed

products and Raw materials), 22 (By-product details), 23 ( Details about Solvent management), 25

(Which hazardous chemicals require e permission from PESO) and 27.

2. Revised Form-1 & PFR considering changes made as per EIA report and all relevant details. (Give

specific details of existing, additional and proposed after expansion details in Tabular format for Air,

Water & Hazardous waste).

3. Technical details of Hydro dynamic cavitation technology. Working principle, Process features and

Chemistry of this technology. Stage wise removal of COD, TDS, Ammonical Nitrogen and other

important parameters for waste water to be treated for proposed project considering worst case

scenario. Agreement and assurance from the technology supplier to ensure that the technology is

suitable for waste water to be generated from the proposed project.

of pollution.

7. Details of fatal / non-fatal accidents, loss of life or man hours, if any, occurred in the existing unit in last

three years and measures proposed to be taken for avoiding reoccurrence of such accidents in future.

8. (a) Does the company have a well laid down Environment Policy approved by its Board of Directors? If

so, it may be detailed in the EIA report. (b). Does the Environment Policy prescribe for standard

operating process / procedures to bring into focus any infringement / deviation / violation of the

environmental or forest norms / conditions ? If so, it may be detailed in the EIA.

9. Latest status of stay order from Hon’ble Gujarat High Court against the implementation of the NABET

accreditation or copy of Certificate of accreditation issued by the NABET, QCI to the environmental

consultant.

has submitted an application vide their vide their letter dated 26/02/2015.

The location of the unit is outside the notified area. As per amendment to EIA Notification, 2006 vide

SO 1599 (E) dated 25.06.2014, small units are categorized as Category “B” projects. Small units are

defined as with water consumption less than 25 M3/day; Fuel consumption less than 25 TPD; and not

covered in the category of MAH units as per the Management, Storage, Import of Hazardous Chemical

Rules (MSIHC Rules), 1989.

This project was considered in the meeting of the SEAC held on 19/05/2015.

During the meeting, PP informed that water requirement is 11.1 KL/day. Fuel requirement is 4.7

MT/day and Chemicals to be used are not covered in MAH category. Hence, the proposed products of

Resin fall under Category B of project activity 5(f) as per the EIA Notification 2006.

During the meeting on 19/05/2015, PP requested to categorize the project as B2 and looking to the

small scale of the project and low pollution potential, the request was considered and the project was

categorized as B2 and the additional information was sought for appraisal of the project.

treated in ETP (P+S+T) followed by MEE (20 KL/day Capacity) to achieve zero liquid discharge.

Condensate water will be reused for gardening and domestic purpose. At present unit has provided one

Steam Boiler in which Wood/Agro waste - 3 MT/day is used as a fuel. Cyclone Separator is provided as

APCM. Now unit has proposed one TFH (6 Lacs Kcal/hr) in which wood/agro waste (1.7 MT/day) will be

used as a fuel. Cyclone separator will be provided as APCM. Diesel (100 Lit./hr) will be used as a fuel in

stand-by DG set (40 KVA). Hazardous waste generated will be Spent catalyst (3.9 MT/Year), ETP sludge &

Filter media (1.2 MT/Year), Evaporator salt (4 MT/Year) & Sludge from Evaporator (4 MT/Year). Briquettes

of Bio-Coal or Agro waste (3 MT/day for Boiler & 1.7 MT/day for TFH) will be used as a fuel for Boiler and

TFH. Spent Nickel Catalyst, ETP sludge & Filter media and Evaporator sludge will be disposed off at the

nearby common TSDF. Discarded barrels / containers / bags / liners will be either reused or returned back

to suppliers or sold only to the authorized recyclers. Used oil will be sold only to the registered recyclers.

Observations & Discussions:

Technical presentation made during the meeting also covered the point wise reply of additional information

sought. Committee noted that reply regarding effluent characteristics & treatability report, risk assessment

etc. have not been addressed properly. PP has not submitted legal undertaking as per point no. 6 of the

additional information sought. While discussing about Storage and handling issues for Hydrogen gas, PP

informed that small quantity of Hydrogen will require and it will be obtained through cylinders only. It was

presented that storage of Hydrogen will be below threshold limit and hence there is no need to obtain

permission from the PESO for the storage of hydrogen. During the meeting, the committee suggested to

keep hydrogen bank in the well ventilated area and also to install hydrogen detector with alarm near the

ceiling in the Hydrogenation Reactor Room. During meeting committee asked to provide adequate APCM

for Boiler and to use Bio Coal or Agro waste only as a fuel in place of wood which was agreed to by PP.

After detailed deliberations the Committee sought following additional information for further consideration

of the proposal:

1. Legal Undertaking stating that unit is complying the three conditions [i.e. water consumption less than

25 M3/day; Fuel consumption less than 25 TPD; and not covered in the category of MAH units as per

the Management, Storage, Import of Hazardous Chemical Rules (MSIHC Rules), 1989] as per the

amendment to EIA Notification, 2006 vide SO 1599 (E) dated 25.06.2014.

2. Stream wise qualitative and quantitative assessment of the wastewater. A detailed treatability study vis-

3. Treated effluent management plan during monsoon season when utilization of treated effluent for

gardening & plantation purpose is not feasible. Detailed study report considering Percolation rate of the

land available for gardening & plantation. Ensure that land is suitable for utilization of treated sewage

for plantation & gardening.

4. Detailed risk assessment report including prediction of the worst-case scenario and maximum credible

accident scenario, catastrophic failure along with damage distances and preparedness plan to combat

such situation and risk mitigation measures. Vulnerable zone demarcation and details of risk to the

people residing in the vicinity.

5. Undertaking regarding wood will not be used as a fuel and only Bio-Coal will be used as fuel.

The project falls under Category B of project activity 5(f) as per the schedule of EIA Notification 2006.

Total plot area is 4721.2 sq. m & unit has proposed 1610 sq mtr area for the green belt development/Tree

plantation. Expected project cost is Rs.2.85 Crores. Total water consumption for proposed project will be

20.5KL/day (1.5 KL for Domestic and 19 KL for Industrial) which will be sourced from GIDC water supply.

Industrial waste water generation will be 15.2 KL/day, which will be treated in proposed Effluent treatment

plant and treated waste water will be sent to common Spray dryer/MEE through Tankers. Domestic waste

water (0.4 KL/day) will be disposed off into soak pit system. Flue gas generation will be from one Steam

Boiler (2 TPH), one TFH (3 Lac Kcal/Hr) and one D.G. set (750 KVA). PNG or Agro waste will be used as

fuel for Boiler & TFH. Diesel (10 Lit./hr) will be used as fuel for DG set. Unit has proposed scrubbing system

for control of gaseous emissions (HCl & CL2) from reaction vessels. Hazardous waste generated from the

manufacturing activity will be ETP sludge (200 MT/Year), Process waste (50 MT/Year), Discarded

containers/Bags/Liners (1380 no.s/Year) and used oil (0.05 KL/Year). Unit has also applied for

membership of TSDF site of SEPPL, Bhachau.

Observations & Discussions:

Technical presentation made during the meeting also covered the point wise reply of additional information

sought. Committee noted that PP has proposed to send industrial effluent to common MEE of CETP Vatva

or Spray Drier of Society for clean Earth, Vatva via Tanker. While discussing about techno-economical

viability for the complete Zero Liquid Discharge (ZLD) system within premises, upon asking, PP agreed to

adopt ZDL. Storage, handling and process hazard of hazardous chemicals have been discussed in detail

and asked to submit precautionary measures for each hazardous chemical. Committee also asked to

ensure that emissions from the evaporator shall be within the prescribed norms.

1. Proposal for Zero Liquid Discharge (ZLD) system including all technical details. Ensure that there will

not be any discharge from your unit. Give undertaking in this regard.

2. Revised Form-1 & PFR for ZLD proposal with all relevant details.

This is an existing Specialty Chemical manufacturing unit which was accorded Environmental

Clearance vide letter no. SEIAA/GUJ/EC/5(f)/195/2013 dated 22/07/2013. Environmental Clearance

was granted with a condition to use Natural gas – 3000 SCM/day or LDO - @ 4 MT/day shall be used

as a fuel in the proposed Boiler.

The project proponent vide their letter dated 11/05/2015 requested for amendment in Environmental

Clearance order dated 22/07/2013 with respect to the change in fuel from natural gas or LDO to

Imported Coal for the proposed Steam Boiler.

The request was considered during the SEAC meeting dated 28/07/2015 and it was presented that the

EC was granted for Natural gas or LDO as fuel for Boiler. Now, they intend to change fuel as coal/agro

waste for their Boiler. PP informed that Natural gas is more than four times costlier than coal. PP

informed that now they are planning to install a Coal/agro waste Fired Boiler of 5 MT Capacity with

Multi-cyclone Separator, Bag filter and Scrubber as APCM.

While discussing about the justification for change in fuel, PP informed that energy is one of the vital

cost factors in cost of production and they need to change fuel from natural gas to coal/agro waste to

survive in present recessionary as well as competitive market condition. On asking about the

availability of imported coal, PP informed that Supplier of coal (Adani Coal) at Dahej is 1.5 km away

from project site. PP also informed that they will not use lignite or indigenous Coal as fuel and assured

that they will use imported coal only.

During the meeting, after detailed discussion on the matter, It was decided to further appraise the

project only after submission of the following: (1) Detailed justification for proposed change in fuel

along with the supporting authentic documents. (2) Specific details on (i) Type, quantity and quality

(CV, Sulphur content, Ash content, etc,) of coal to be used (iii) Flue gas emission details (iv) Air

pollution Control Measures along with its adequacy to achieve the GPCB Norms. (v) List the sources of

fugitive emission from the unit along with its quantification and proposed measures to control it. (3)

Base line status of ambient air quality and its comparison with ambient air quality results mentioned in

previous EIA Report for assessing change in ambient air quality. (4) Prediction of likely impacts on

ambient air quality due to change of fuel by use of modeling. Air quality modeling to be carried out

considering the worst case scenario partial and complete failure of the APCM. The details of model

used and input parameters used for modeling should be provided. The air quality contours may be

shown on location map clearly indicating the location of sensitive receptors, if any, and the habitation.

The wind rose showing pre-dominant wind direction should also be indicated on the map. (5) Technical

details of APCM along with its adequacy, details of its operational controls with DCS, system for online

monitoring of the pollutants from the stack etc. Details of provisions to be kept in APCM to ensure that

in any case the air emission does not cross the GPCB norms including preventive maintenance, failure

/ tripping control system, guarantee from the APCM supplier, alternative arrangements in case of the

failure of the APCM etc. Give line diagram of APCM. (6) Plan for compliance to coal handling

guidelines of the GPCB. Detailed plan for prevention and control of fugitive emission / dusting at each

and every stage of coal handling including unloading / loading, transportation,

stacking/storage/conveyance/ transfer within the plant along with detailed specifications & schematic

diagram of water sprinkler system arrangement. (7) A detailed EMP including the protection and

mitigation measures for the impacts on human health and environment due to this proposed change as

well as detailed monitoring plan. (8) A confirmed coal linkage along with the supportive documents of

long term supply of coal for the project requirements should be provided. (9) Fly ash management plan

and copies of MOU / agreements done with actual consumers regarding utilization of fly ash & bottom

ash etc. should also be incorporated.

The project proponent submitted the above mentioned additional information vide their letter dated

28/12/2015 as below.

Detailed justification for proposed change in fuel.

Specific details on fuel, flue gas, APCM, Adequacy report to achieve GPCB norms and

details regarding fugitive emissions and proposed measures to control it. Unit has proposed

to use Imported Coal or Agro Waste to the tune of 10 MT/day or 12 MT/day respectively.

Multicyclone separator & Bag filter followed by wet scrubber will be installed as APCM.

Baseline status of AAQ for the period March-2015 to May 2015 is submitted which shows

that SPM, PM10, PM2.5, SO2 & NOX are within the permissible norms.

Prediction of likely impacts on AAQ due to change of fuel by air modeling. The Air quality

contours and summery of ISCST3 model output for PM, SO2 & NOX is submitted.

Technical details of Multicyclone separator, Bag filter and Wet scrubber have been

submitted.

Unit has submitted dust control system in coal handling plant. Storage capacity of Coal yard

will be 50 MT. Coal yard will be with RCC impervious layer and approach road with sprinkling

system. Closed roof, proper shutters and flexi curtains will be provided for dust emission

control. Generation of fly ash will be 2.5 MT/day, which will be sold out to brick

manufacturers.

Unit has submitted detailed EMP including Water, Air, Noise and Land environment.

Project / Activity Details:

Unit has proposed to change the fuel from natural gas or LDO to coal for Steam Boiler having capacity 5

TPH. Unit has proposed to install Multi-cyclone Separator, Bag filter and Scrubber as APCM. There will be

no change in production capacity as well as steam requirement after installation Coal/agro waste Fired

Boiler of 5 MT Capacity. Unit has proposed to use Coal or Agro Waste to the tune of 10 MT/day or 12

MT/day respectively. Generation of fly ash will be 2.5 MT/day, which will be sold out to brick manufacturers.

Discussions & Observations:

During the meeting, on asking about emission of SO2 from the Boiler stack, project proponent informed that

they will provide water scrubber for control of SO2 and will also add lime with Coal. Further PP informed

that they will use imported coal or Agro waste as a fuel and they will not use lignite or indigenous coal. After

deliberation on various aspects, it was decided to recommend the case for amendment of environmental

clearance as requested with following additional conditions:

1. Imported Coal or Agro Waste to the tune of 10 MT/day or 12 MT/day respectively shall be used as a

fuel in Steam Boiler (5 TPH).

a. A flue gas stack of 30 m height shall be provided

b. Adequate APCM comprises of Multicyclone separator & Bag filter followed by wet scrubber shall be

installed as APCM with Boiler and operated to ensure that particulate matter emission does not

exceed the norms prescribed by the GPCB/CPCB/MoEF&CC.

c. Online monitoring system shall be installed to monitor the SOx, NOx and SPM in the flue gas stack.

d. Adequate storage facility for the fly ash in terms of closed silos shall be provided at site. No ash

pond shall be constructed.

e. Ash shall be handled only in dry state.

f. The unit shall strictly comply with the Fly Ash Notification under the EPA and it shall be ensured that

there is 100% utilization of fly ash to be generated from the unit.

g. The fugitive emission in the work zone environment shall be monitored. The emission shall confirm

to the standards prescribed by the concerned authorities from time to time (e.g. Directorate of

Industrial Safety & Health). Following guidelines shall be followed to reduce the fugitive emission:

Enclosure shall be provided at all loading and unloading operations.

Adequate dust extraction system such as bag filter, water spray system in the dusty area like fly

ash handling area and other vulnerable areas shall be provided.

All transfer points shall be fully enclosed.

Accumulated coal dust /fly ash on the ground and other surfaces shall be removed / swept

regularly and water the area after sweeping.

Internal road shall be either paved properly to reduce the fugitive emission during vehicular

movement.

Air borne dust shall be controlled with water sprinklers at suitable interval in the plant.

The project falls under the project activity 5(f) as per the schedule of EIA Notification 2006.

The location of the unit is outside the notified area. As per amendment to EIA Notification, 2006 vide SO

1599 (E) dated 25.06.2014, small units are categorized as Category “B” projects. Small units are defined as

with water consumption less than 25 M3/day; Fuel consumption less than 25 TPD; and not covered in the

category of MAH units as per the Management, Storage, Import of Hazardous Chemical Rules (MSIHC

Rules), 1989.

During the meeting, PP informed that water requirement is 17.06 KL/day. Fuel requirement is LDO-100

Lit./hr and Chemicals to be used are not covered in MAH category. Hence, the proposed products of Resin

fall under Category B of project activity 5(f) as per the EIA Notification 2006.

At present unit is engaged in manufacturing of 1,4 – Bis [O-Cyano Styryl] Benzene (Crude whitening

agent). Unit has obtained CC&A from GPCB for existing product. Total plot area is 6475 sq. m & unit has

proposed 200 sq. m area in addition to existing 2339.03 sq. m area for the green belt development/tree

plantation. Expected project cost for project expansion is Rs. 0.25 Crores. Fresh water requirement after

proposed expansion will be increased from 11.70 KL/day to 17.06 KL/day (4.35 KL Domestic, 3.86 KL

Industrial & 8.85 KL Gardening) which will be sourced frpm the Bore well. Industrial wastewater generation

for existing activity is 0.5 KL/day [0.075 KL from utilities + 0.2 KL from process, 0.2 KL from washing &

0.025 KL from Scrubber]. Unit has provided ETP for 0.5 KL/day of industrial waste water and treated waste

water is used for gardening and plantation within premises. There will be no waste water generation for

proposed expansion. Domestic waste water (4.35 KL/day) will be disposed off into septic tank/soak pit

system. At present unit has provided 0.2 TPH steam boiler in which LDO is used as a fuel. Unit has

proposed one DG set (10 KVA) as a stand-by facility. HSD will be used as a fuel for DG set. Unit has

provided two Stage Alkali Scrubber for control of process gas emission of HCl & CL2. There will be no

additional fuel consumption and no additional process gaseous emission from the proposed expansion.

Hazardous wastes generated at present are ETP waste (5 Kg/Month), Discarded containers (100

no.s/Month), Process residue (5 Kg/Month), Scrubbing Salt (0.5 Kg/Month) and used oil. Dilution residue,

Carbon & Hyflow powder will be generate & disposed them to TSDF Site. ETP waste, Process residue and

Scrubbing Salt will be disposed off at the nearby common TSDF. Discarded barrels / containers / bags /

liners will be either reused or returned back to suppliers or sold only to the authorized recyclers. Used oil

will be sold only to the registered recyclers.

Observations & Discussions:

Technical presentation made during the meeting by project proponent. On asking about the establishment

of existing unit, PP informed that their unit was established before year 2000. Upon asking about Chlorine

storage, PP has informed that they are storing only one tonner at a time. However, Committee suggested

for engineering control and to use Personal Protective Equipment (PPEs). Project proponent has requested

to consider the project as B2 category project. The request was considered by the committee looking to the

low pollution potential in terms of air & water and the following additional information was sought for

appraisal of the project.

the likely impact. Give satellite image of 1 KM radius.

4. Ensure that there is no National Park / Wild Life Sanctuary, Eco Sensitive zone or any environmental

sensitive area within 5 KM radius from the project boundary. Aerial distance of the project site from the

nearest National Park / Wild Life Sanctuary, Eco Sensitive zone or any environmental sensitive area.

11. Complete waste water management plan for existing as well as proposed production. Detailed effluent

treatment scheme and disposal method.

12. Technical details of the ETP including size of each unit, retention time etc. including modifications / up

gradation to be done in existing ETP to take care of increased effluent quantity along with its adequacy

report.

13. Treated effluent management plan during monsoon season when utilization of treated effluent for

whom the by-product will be sold. Copies of agreement / MoU / letter of intent from them, showing their

place. Based on the same, proposed safeguard measures including On-Site / Off-Site Emergency Plan

Total plot area is 469.48 sq. m & unit has proposed 157 sq m (33%) area for the green belt

development/Tree plantation. Aerial distance of nearest residential area of Village Antalia is @ 1.17 km

from the project site. Expected project cost is Rs. 1 Crores. Total water consumption for proposed project

will be 9 KL/day (0.35 KL for Domestic, 0.4 KL for Gardening, 8.25 KL for Industrial) which will be sourced

from Bore well water supply. Industrial waste water generation will be 0.55 KL/day, which will be treated in

proposed Primary, treatment plant and treated waste water will be evaporated. Domestic waste water (0.31

KL/day) will be disposed off into soak pit system. It is proposed to install one steam Boiler (1TPH).

Briquettes of Bio coal (0.55 MT/day) will be used as fuel for Boiler. Dust collector followed by Bag filter is

proposed as APCM. Unit has proposed one DG set (50 KVA) in which Diesel (9.3 ltrs/hr) will be used as

fuel.No process gas emission is envisaged. Hazardous waste generated from the manufacturing activity will

be ETP sludge (0.009MT/Month), Discarded containers/Bags/Liners (0.146 MT/Month) and used oil (50

Lit/Month). ETP waste will be disposed off at the nearby common TSDF. Discarded barrels / containers /

bags / liners will be either reused or returned back to suppliers or sold only to the authorized

recyclers/vendors after decontamination. Used oil will be sold only to the registered recyclers.

Observations & Discussions:

Technical presentation made during the meeting by project proponent. While discussing about the non-

MAH unit, PP informed that the storage of Formaldehyde will be 4.5 MT which is less than the threshold

limit as per the MSIHC rules 1989. Project proponent has requested to consider the project as B2 category

project. The request was considered by the committee looking to the location of the project, low pollution

potential in terms of air & water and the following additional information was sought for appraisal of the

project.

1. Land Possession Documents of the proposed site. NA permission letter from the concern authority.

2. Project site specific details such as aerial distance of the project site from the nearest (1) Village-

Nearest residential area (2) Water Body: Creek / Nallah / Lake / Pond / Reservoir / Canal (3) National

Highway (4) State Highway (5) Railway line (8) Aanganwadi/School/College/Institute etc. and likely

impact on them due to the proposed project along with the mitigation measures proposed to minimize

the likely impact. Give satellite image of 1 KM radius.

3. Ensure that there is no National Park / Wild Life Sanctuary, Eco Sensitive zone or any environmental

sensitive area within 5 KM radius from the project boundary. Aerial distance of the project site from the

nearest National Park / Wild Life Sanctuary, Eco Sensitive zone or any environmental sensitive area.

The project proponent was called for brief presentation and discussion in the meeting of SEAC held on

19/08/2015.

During meeting, on asking about the existing activity, PP presented that the existing unit is engaged in

manufacturing of inorganic Pharmaceutical drugs & running since year 2010. On asking about

compliance of the environmental laws, PP informed that GPCB had issued one closure notice due to

non-compliance under the Water act. Committee observed that the proposed project is located in an

area where no common facility for waste water treatment is available. Also water table of this area is

high. While reviewing the Form-1 & Pre-feasibility report it was observed that material balance, water

balance, reuse of mother liquor, generation of by-products, characteristics of effluent etc. have not

been addressed properly. On asking about applicability of MAH units as per the Management, Storage,

Import of Hazardous Chemical Rules (MSIHC Rules), 1989, PP informed that proposed project is non-

MAH unit. However exact quantity of hazardous chemicals to be stored is not furnished. In case of

MAH unit, project falls under Category A of the project / activity no. 5(f) in the schedule of the EIA

Notification, 2006 and prior environmental clearance may required to be obtained from the Ministry of

Environment, Forest & Climate Change (MoEF&CC), New Delhi. Looking to the location outside the

will be 3.55 Crore).Total water consumption for project will be 18.25 KL /day [Existing 3.75 KL/Day +

additional 14.5 KL/Day (0.9 KL for Domestic, 1.9 KL for Gardening and 11.7 KL for Industrial process)]

Which will be sourced from Bore well. Domestic waste water (0.8 KL/Day) will be disposed off through soak

pit via septic tank. Total Industrial waste water generation will be 2.3 KL/Day. Industrial effluent will be

treated in ETP and evaporated to maintain zero discharge. Unit has provided one TFH (1 Lac Kcal/h) and

one D.G.Set (63 KVA capacity). Diesel (170 L/Day) will be used as fuel for TFH and diesel (11 L/Day) will

be used as fuel for D.G.Set. Hazardous waste to be generated are ETP sludge (0.15 MT/Month), Process

sludge (0.05 MT/Month), Spent carbon (0.2 MT/Month), Discarded containers (3.5 MT/Month) and used oil

(0.1 MT/Year).

Observations/Discussions:

During the meeting, Committee noted that GPCB has issued a direction notice under the water act-1974 for non-compliance regarding waste water disposal. The committee was of the view that such proposals having pollution potential and hazardous in nature should not be allowed in area where drainage facilities, common environmental infrastructural facilities and effluent disposal facilities are not available. Committee also took notice that there are environmental issues in the Sanand area due to non-existance of basic environmental infrastructure facilities. In view of the above, the project proponent was advised to select another location in any of the suitable chemical estates.

sourced from the Bore well. The Waste water (14.56) will be segregated into different streams and treated

separately. It is proposed to install one small Boiler (0.5TPH) and one TFH (3 Lac Kcal/hr). White coal (1.42

MT/day) will be used as fuel for Boiler & TFH. MDC followed by Bag filter is proposed as APCM. Unit has

proposed one DG set (63 KVA) in which diesel (11 ltrs/hr) will be used as fuel. Hazardous waste to be

generated during the proposed production will be ETP waste & MEE salt, Spent carbon, Spent catalyst,

waste residue, Used oil and Discarded container.

Observations/Discussions: During the presentation, Committee observed that the residential area and one Polytechnic college is

located in the nearby vicinity of the proposed site. Upon asking, PP informed that the residential area of

village Jagudan and one Polytechnic college is located within the 500 m radius from the project site. The

hazardous chemicals like Acetone, Toluene, Methanol, N hexane, Chloroform, O-Xylene, MIBK and

Hydrogen Gas are proposed to be used as raw material which are highly flammable in nature. The

committee was of the view that such proposals having high pollution potential and hazardous in nature

should not be allowed in area where residential area and academic institutes are located in the nearby

vicinity. In view of the above, Committee asked to identify another suitable location for proposed project

development/Tree plantation. Aerial distance of nearest residential area of Village Tadkeshwar is @ 2.16

km from the project site. Expected project cost is Rs. 80.92 Crores. Total water consumption for proposed

project will be 119 KL/day (3 KL for Domestic, 26 KL for Gardening, 90 KL for Industrial). Unit has proposed

to recycle treated water of 26 KL/day for gardening & plantation, hence fresh water requirement will be 93

KL/day which will be sourced from Surface Water (i.e. Canal Water) water supply. Industrial waste water

generation will be 26 KL/day, which will be treated in proposed Primary, Secondary & Tertiary treatment

plant and treated waste water will be used for gardening. Domestic waste water (2.8 KL/day) will be

disposed off into soak pit system. There will be no flue gas generation from manufacturing process or

utilities. Unit has proposed one DG set (250 KVA) in which LDO (30 ltrs/hr) will be used as fuel. No process

gas emission is envisaged. Hazardous waste generated from the manufacturing activity will be ETP sludge

(2.0 MT/Year), Discarded containers/Bags/Liners (150 Nos./Year) and used oil (0.1 KL /Year). ETP waste

will be disposed off at the nearby common TSDF. Discarded barrels / containers / bags / liners will be either

reused or returned back to suppliers or sold only to the authorized recyclers/vendors. Used oil will be sold

only to the registered recyclers.

Observations & Discussions:

Presentation made by the proponent included the general information about the project, plant layout, raw

material & resource consumption, manufacturing process, water balance diagram & waste water treatment

scheme, hazardous waste generation and its disposal etc. On asking about the selection of site, PP

informed that there are industrial units located in surrounding area of the project site and It was reported

that no national park/sanctuary or ecologically sensitive area is located within 10 km distance. The request

of categorizing the project as B2 was considered by the committee as per OM issued MoEF vide no. J-

6. Exact source of water supply during the operational phase of the project and permission of the

of each waste stream to be generated from all sources including Boilers, Cooling Towers, D.M. Plant

untreated and treated wastewater. Detailed effluent treat ability study vis-à-vis adequacy and efficacy of

the treatment facilities for existing as well as proposed for the wastewater to be generated along with

adequacy and efficacy report. The characteristic on which treatability is based shall also be stated.

10. Details of the ETP units including its capacity, size of each unit, retention time and other technical

parameters and details about up-gradation in the existing ETP (if any proposed) to take care of the

wastewater to be generated after the proposed expansion.

11. Undertaking stating that a separate electric meter & flow meter will be provided for the ETP & Reuse

system.

12. Economical and technical viability of the effluent treatment system to achieve zero discharge.

13. Application wise break-up of treated effluent quantity to be recycled / reused in various applications like

washing, domestic, gardening and plantation etc. Details about availability of open land for utilizing the

treated water for plantation / gardening. Suitability of use of treated effluent / sewage on the land with

respect to the soil characteristic and its capacity to take up effluent load etc. shall be studied and a

report in this regard shall be submitted.

14. How it will be ensured that treated effluent/sewage won't flow outside the premises linked with storm

water during high rainy days. Treated effluent management plan during monsoon season including

detail on provision and capacity of a tank for storage of treated effluent during high rainy days when

utilization of treated effluent for gardening & plantation purpose is not feasible. Detailed study report

considering Percolation rate of the land available for gardening & plantation. Ensure that land is suitable

for utilization of treated sewage for plantation & gardening.

15. Specific details of (i) Details of the utilities required (ii) Flue gas emission rate from each utility (iii) Air

Pollution Control Measures proposed to each of the utility along with its adequacy (iv)List the sources of

fugitive emission from the unit along with proposed measures to control it.

16. Base line status of the noise environment, impact of noise on present environment due to the project

and proposed measures for noise reduction including engineering controls.

17. Impact of the transport of raw material and finished product on the existing transport system should be

assessed and provided. Whether any additional infrastructure is required to be constructed, details

be incorporated.

20. A detailed EMP including the protection and mitigation measures for impacts on human health and

environment as well as detailed monitoring plan and environmental management cell proposed for

implementation and monitoring of EMP. The EMP should also include the concept of waste-

minimisation, recycle/reuse/recover techniques, energy conservation, and natural resource

conservation. Total capital cost and recurring cost/annum earmarked for environment pollution control

measures.

21. Occupational health impacts on the workers and mitigation measures proposed to avoid the human

health hazards along with the personal protective equipment to be provided to the workers. Provision of

industrial hygienist and monitoring of the occupational injury to workers as well as impact on the

workers. Plan for periodic medical check up of the workers exposed. Details of work zone ambient air

quality monitoring plan as per Gujarat Factories Rules.

22. Fire fighting arrangement and requirement of its strengthening due to proposed augmentation. This

should include details of automatic detection and control system & detailed control plan showing

hydrant pipeline network, provision of DG Sets, diesel driven fire pumps for operation during power

disruption, jockey pump, fire water monitor, toxic gas detectors, fire / foam tenders etc.

23. Detailed risk assessment report including prediction of the worst case scenario and maximum credible

accident scenario along with damage distances and preparedness plan to combat such situations and

risk mitigation measures.

24. Submit checklist in the form of Do’s & Don’ts of preventive maintenance, strengthening of HSE, terminal staff for safety related measures.

25. Detailed disaster management plan. This should include also scenario of natural catastrophe like earth

quake, cyclone and tsunami in addition to other disasters. The plan should include the details of (i)

Emergency lighting plan (ii) details of power back up system in the case of emergency (iii) fire fighting

arrangements (iv) first aid arrangement (v) Training and Mock drill (vi) Emergency announcement

system (vii) Signages (viii) location of emergency stair cases and pathways etc.

26. Detailed five year greenbelt development program including annual budget, types & number of trees to

be planted, area under green belt development [with map], budgetary outlay; along with commitment of

the management to carry out the tree plantation activities outside the premises at appropriate places in

the nearby areas and elsewhere.

27. Proposal for socio-economic development activities including community welfare program most useful

in the project area for the overall improvement of the environment. Submit a detailed plan for social

corporate responsibilities, with appropriate budgetary provisions for the next five years and activities

proposed to be carried out; specific to the current demographic status of the area.

This is a new unit proposes the manufacturing of following items. The project falls under Category B of

project activity 5(f) as per the schedule of EIA Notification 2006.

The location of the unit is outside the notified area. As per amendment to EIA Notification, 2006 vide SO

1599 (E) dated 25.06.2014, small units are categorized as Category “B” projects. Small units are defined as

with water consumption less than 25 M3/day; Fuel consumption less than 25 TPD; and not covered in the

category of MAH units as per the Management, Storage, Import of Hazardous Chemical Rules (MSIHC

Rules), 1989.

During presentation, PP informed that water requirement is 3.5 KL/day, Fuel requirement is 0.6 MT/day and

Chemicals to be used are not covered in MAH category. Hence, the proposed project falls under Category

B of project activity 5(f) as per the EIA Notification 2006.

Total plot area is 864.78 sq. m & unit has proposed 259.43 sq mtr area for the green belt development/Tree

plantation. Expected project cost is Rs.2.3 Crores. Aerial distance of nearest residential area of Village

Hirasar is @ 1.51 km from the project site. Total water consumption for proposed project will be 3.57

KL/day (1 KL for Domestic, 0.6 KL for Gardening, 1.97 KL for Industrial) which will be sourced from Bore

well. Industrial waste water generation will be 1.15 KL/day, which will be treated in proposed Primary,

treatment plant and finally evaporated in Evaporator to achieve zero discharge. Domestic waste water (0.8

KL/day) will be disposed off into soak pit system. It is proposed to install one steam Boiler (0.3 TPH). Agro

waste or Briquettes of Bio Coal (0.6 MT/day) will be used as fuel for Boiler. Cyclone is proposed as APCM.

Unit has proposed one DG set (125 KVA) in which HSD (35 ltrs/hr) will be used as fuel. No process gas

emission is envisaged. Hazardous waste generated from the manufacturing activity will be ETP sludge &

evaporation sludge (0.25 MT/Month), Discarded containers/Bags/Liners (0.05 MT/Month) and used oil (0.1

KL/Year). ETP waste & evaporation Salt will be disposed off at the nearby common TSDF. Discarded

barrels / containers / bags / liners will be either reused or returned back to suppliers or sold only to the

authorized recyclers. Used oil will be sold only to the registered recyclers.

Observations & Discussions:

Technical presentation made during the meeting by project proponent. While discussing about the waste

water generation from the manufacturing process, PP informed that the entire quantity of waste water will

be evaporated after primary treatment to achieve zero discharge. Project proponent has requested to

consider the project as B2 category project. The request was considered by the committee looking to the

199.5 KL/day which will be sourced from GIDC water supply. Industrial waste water generation will be

138.5 KL/day, which will be taken in MEE (Multiple Effect Evaporator). Total condensate generation will be

116.7 KL/day. Out of which 80 KL/day of condensate will be recycled in greenbelt & utility and balance

quantity of condensate (36.7 KL/day) will be disposed in GIDC drainage with treated waste water of dilute

stream. Unit has proposed separate ETP for w/w generation from washing and utilities (18.5 KL/day) which

will be disposed to GIDC drainage. Hence, total disposal of effluent to GIDC drainage will be 55.2 KL/day

(36.7 KL from MEE condensate & 18.5 from ETP of dilute stream). Domestic waste water (4.5 KL/day) will

be disposed off into soak pit system. It is proposed to install one steam Boiler (2TPH). Natural gas (4000

SCM/day) will be used as a fuel for Boiler. No process gas emission is envisaged. Hazardous waste

generated from the manufacturing activity will be ETP sludge & MEE salt (50 MT/Month), Discarded

containers/Bags/Liners (0.5 MT/Month), used activated carbon (0.2 MT/Month) and used oil (0.2 KL/Year).

ETP waste & MEE salt will be disposed off at the nearby common TSDF. Discarded barrels / containers /

bags / liners will be either reused or returned back to suppliers or sold only to the authorized recyclers.

Used oil will be sold only to the registered recyclers.

Observations & Discussions:

Technical presentation made during the meeting by project proponent. Committee noticed that this project

requires use of CS2, which is highly flammable hazardous chemical and it evaporates rapidly at room

temperature having a foul odor. Committee suggested to handle it in a closed handling system. Safety

aspects of other hazardous chemicals have been discussed. The committee desired to have MSDS of

materials to be handled, information on storage of each hazardous chemical and safety measures thereof.

Committee also asked to provide necessary Personal Protective Equipments [PPEs] and requisite first aid

measures. Upon asking about distance of Ankleshwar CEPI area from proposed site, PP informed that the

distance from boundary of site for CEPI area of Ankleshwar is more than 5 KM. However, Committee asked

to submit the exact aerial distance in this regard.

After detailed discussion, the following Terms of Reference (ToR) were prescribed for the EIA study to be

done covering 5 km radial distance from the boundary of the project site.

1. Copy of plot holding certificate obtained from GIDC Jhaghadia.

2. Exact aerial distance from the CEPI area of Ankleshwar from the boundary of project site.

3. Present land use pattern of the study area shall be given based on satellite imagery.

4. Layout plan of the factory premises. Provision of separate entry & exit and adequate margin all round

the periphery for unobstructed easy movement of the emergency vehicle / fire tenders without reversing

back. Mark the same in the plant layout.

5. Technical details of the plant/s along with details on best available technologies (BAT), proposed

technology and reasons for selecting the same.

6. Details of manufacturing process / operations of each product along with chemical reactions, mass

balance, consumption of raw materials etc. Details on strategy for the implementation of cleaner

production activities.

7. Chemical name of each proposed product to be manufactured. Details on end use of each product.

8. Detailed mass balance and water balance (including reuse-recycle, if any) along with qualitative and

quantitative analysis of the each waste stream from the processes.

9. Assessment of source of the water supply with adequacy of the same to meet with the requirements for

the project. Permission obtained from the GIDC for supply of raw water. Undertaking stating that no

scenario considering production of most polluting products that can be manufactured in the plant

concurrently.

15. Technical details of MEE including evaporation capacity, steam required for evaporation, adequacy of

the proposed boiler to supply steam for evaporation in addition to the steam required for the process

etc. Techno-economical viability of the evaporation system. Control measures proposed for the

evaporation system in order to avoid/reduce gaseous emission/VOC from evaporation of industrial

effluent containing solvents & other chemicals.

location where maximum ground level concentration is likely to occur.

29. Modeling indicating the likely impact on ambient air quality due to proposed activities. The details of

model used and input parameters used for modeling should be provided. The air quality contours may

be shown on location map clearly indicating the location of sensitive receptors, if any, and the

habitation. The wind rose showing pre-dominant wind direction should also be indicated on the map.

Impact due to vehicular movement shall also be included into the prediction using suitable model.

Results of Air dispersion modeling should be superimposed on satellite Image / geographical area map.

30. Base line status of the noise environment, impact of noise on present environment due to the project

The project falls under project activity 5(f) as per the schedule of EIA Notification 2006.

Plot area is approx. 4051 sq.m. Unit has proposed 1215.30 sq. m area for green belt/tree plantation.

Estimated cost of proposed expansion is Rs. 3 Crores. Fresh water requirement after proposed expansion

will be increased from 4 KL/day to 88.4 KL/day which will be supplied by the GIDC. Unit has proposed to

recycle 62 KL/day of treated water. Hence, fresh water requirement will be 26.4 KL/day. Wastewater

generation after the expansion will be increased from 1 KL/day (Domestic only) to 67.5 KL/day [63.5 KL/day

industrial + 4 KL/day domestic]. Wastewater generated from process will be completely recycle in close

loop without taking it into ETP, w/w from washing & utility is sent to ETP and after primary treatment, it will

be evaporated and recovered condensate (11 KL/day) will be reuse in Utility. Domestic waste water (4

KL/day) will be disposed off into septic tank/soak pit system. At present unit has provided HAG in which

wood (15 MT/Month) is used as a fuel. Cyclone separator is provided as APCM. Unit has proposed two

Boilers (0.5 TPH each), one HAG and one stand by DG set (25 KVA). Coal or Briquettes of Bio-Coal (30

MT/Month for Boiler & 15 MT/Month for HAG) will be used as a fuel. HSD (15 Lit./hr) will be used as a fuel

for DG set. Cyclone separator followed by Bag filter will be provided as APCM with proposed Boiler and

HAG. Two stage water scrubbers will be provided with reaction vessel of Acid Black 2 for control of HCL.

HCL will be generated from the scrubbing system. Hazardous waste to be generated are ETP waste (2.5

MT/Month), Discarded containers (0.1 MT/Month) and Used Oil (25 Lit. /Year). ETP waste will be disposed

off at the nearby common TSDF. Discarded barrels / containers / bags / liners will be either reused or

returned back to suppliers or sold only to the authorized recyclers. Used oil will be sold only to the

registered recyclers.

Observations & Discussions:

Technical presentation made during the meeting by project proponent. During the meeting, considering that

Dhandhuka GIDC Estate is basically not a chemical estate where drainage facilities, common

environmental infrastructural facilities and effluent disposal facilities exist, the committee was of the view

that such Dyes and Resin manufacturing unit having remarkable quantity of industrial effluent generation

should not be allowed in Dhandhuka estate. Committee noted that there is a generation of spent Sulphuric

acid and spent HCl from manufacturing process of proposed products. On asking about type of industries

located in Dhandhuka GIDC, PP informed that the units located in GIDC are non-chemical small units

which are engaged in dairy products and other non chemical products. During the meeting, the project

proponent was advised to select another location in any of the suitable chemical estates. Considering the

above facts, it was unanimously decided to consider the project for TOR/Scoping only after submission of

Revised proposal with suitable location.

The project falls under Category B of project activity 5(f) as per the schedule of EIA Notification 2006. Total

plot area is 24983.41 sq. m & unit has proposed 8245.60 sq mtr area for the green belt development/Tree

plantation. Expected project cost is Rs. 33.17 Crores.

Total water consumption for proposed project will be 100 KL/day (2 KL for Domestic, 1 KL for Gardening,

97 KL for Industrial) which will be sourced from GIDC water supply. Industrial waste water generation will

be 11 KL/day (6 KL from Boiler, 2 KL from Cooling & 3 KL from washings) which will be treated in proposed

treatment plant (Cap. 25 KL/day) and treated waste water will be disposed through u/g pipeline of GIDC

into deep Sea. During presentation, Project proponent stated that they will achieve zero liquid status till the

CETP Unit has proposed to recycle 8 KL/day water. Domestic waste water (1 KL/day) will be disposed off

into soak pit system. It is proposed to install one steam Boiler (8TPH) and one TFH (6 Lac Kcal/hr). Coal (8

MT/day) and Coal (3 MT/day) or FO (1.2 KL/day) will be used as fuel for Boiler & TFH respectively. Multi

Cyclone dust collector followed by Bag filter and water scrubber is proposed as APCM for Boiler & TFH.

Spray dryer will be installed with cyclone separator / Bag filter as APCM. Unit has proposed one DG set

(200 KVA) in which Diesel (125 ltrs/hr) will be used as fuel. Hazardous waste generated from the

manufacturing activity will be ETP sludge, Discarded containers/Bags/Liners, Distillation residue and used

oil. ETP waste will be disposed off at the nearby common TSDF. Discarded barrels / containers / bags /

liners will be either reused or returned back to suppliers or sold only to the authorized recyclers/vendors

after decontamination. Used oil will be sold only to the registered recyclers. Distillation residue will be sent

to CHWIF.

Observations/Discussion:

Technical presentation made during the meeting by project proponent. During meeting, the project

proponent presented that they will start baseline environmental monitoring from March 2016 and requested

to allow them to use the same for the preparation of the EIA report which was agreed to by the committee.

While discussing about the final disposal of treated effluent, Committee was of view that PP should go for

complete Zero Liquid Discharge (ZLD) in absence of any common infrastructure facility in Saykha GIDC.

However, PP requested to allow them to discharge in CETP whenever it comes in existence which was

agreed to by the committee. Safety aspects of ethylene oxide, Butadiene, Methanol and other hazardous

chemicals have been discussed. The committee desired to have MSDS of materials to be handled,

information on storage of each hazardous chemical and safety measures thereof. Occupational health

related issues due to lead compounds and other toxic chemicals have been discussed and committee

asked to provide necessary Personal Protective Equipments [PPEs] and requisite first aid measures. After

detailed discussion, the following additional Terms of Reference were prescribed for the EIA study to be

done covering 10 Km radial distance from the project boundary.

1. Copy of plot holding certificate obtained from GIDC Saykha.

2. Present land use pattern of the study area shall be given based on satellite imagery.

3. Layout plan of the factory premises. Provision of separate entry & exit and adequate margin all round

the periphery for unobstructed easy movement of the emergency vehicle / fire tenders without reversing

back. Mark the same in the plant layout.

4. Revised list of products showing production capacity of each of the products instead of combined

production capacity for group of the products.

5. Technical details of the plant/s along with details on best available technologies (BAT), proposed

technology and reasons for selecting the same.

6. Details of manufacturing process / operations of each product along with chemical reactions, mass

balance, consumption of raw materials etc. Details on strategy for the implementation of cleaner

production activities.

7. Chemical name of each proposed product to be manufactured. Details on end use of each product.

8. Detailed mass balance and water balance (including reuse-recycle, if any) along with qualitative and

quantitative analysis of the each waste stream from the processes.

9. Assessment of source of the water supply with adequacy of the same to meet with the requirements for

the project. Permission obtained from the GIDC for supply of raw water. Undertaking stating that no

bore well shall be dug within the premises.

40. Risk assessment including prediction of the worst-case scenario and maximum credible accident

scenarios should be carried out. The worst-case scenario should take into account the maximum

inventory of storage at site at any point of time. The risk contours should be plotted on the plant layout

map clearly showing which of the facilities would be affected in case of an accident taking place. Based

on the same, proposed safeguard measures including On-Site / Off-Site Emergency Plan should be

provided.

41. MSDS of all the products and raw materials.

42. Details of hazardous characteristics and toxicity of raw materials and products to be handled and the

control measures proposed to ensure safety and avoid the human health impacts. This shall include the

details of Antidotes also.

43. Details of quantity of each hazardous chemical (including solvents) to be stored, Material of

Construction of major hazardous chemical storage tanks, dyke details, threshold storage quantity as per

schedules of the Manufacture, Storage & Import of Hazardous Chemicals Rules of major hazardous

chemicals, size of the biggest storage tank to be provided for each raw material & product etc. How the

manual handling of the hazardous chemicals will be minimized?

44. Details of the separate isolated storage area for flammable chemicals. Details of flame proof electrical

fittings, DCP extinguishers and other safety measures proposed. Detailed fire control plan for flammable

substances and processes showing hydrant pipeline network, provision of DG Sets, fire pumps, jockey

pump, toxic gas detectors etc.

45. Submit checklist in the form of Do’s & Don’ts of preventive maintenance, strengthening of HSE, manufacturing utility staff for safety related measures.

46. Detailed five year greenbelt development program including annual budget, types & number of trees to

be planted, area under green belt development [with map], budgetary outlay; along with commitment of

the management to carry out the tree plantation activities outside the premises at appropriate places in

the nearby areas and elsewhere.

47. Detailed socio-economic development measures including community welfare program most useful in

the project area for the overall improvement of the environment. Submit a detailed plan for social

corporate responsibilities, with appropriate budgetary provisions for the next five years and activities

proposed to be carried out; specific to the current demographic status of the area.

48. A tabular chart for the issues raised and addressed during public hearing/consultation and commitment

of the project proponent on the same should be provided. An action plan to address the issues to be

raised during public hearing and the necessary allocation of funds for the same should be provided.

49. (a) Does the company have a well laid down Environment Policy approved by its Board of Directors? If

so, it may be detailed in the EIA report. (b). Does the Environment Policy prescribe for standard

operating process / procedures to bring into focus any infringement / deviation / violation of the

environmental or forest norms / conditions ? If so, it may be detailed in the EIA.

50. What is the hierarchical system or administrative order of the company to deal with the environmental

issues and for ensuring compliance with the EC conditions. Details of this system may be given.

51. Does the company have a system of reporting of non compliances / violations of environmental norms

to the Board of Directors of the company and / or shareholders or stakeholders at large? This reporting

mechanism should be detailed in the EIA Report.

52. Certificate of accreditation issued by the NABET, QCI to the environmental consultant should be

incorporated in the EIA Report.

The above mentioned project specific TORs/additional TORs and the model TORs available in the MoEF’s sector specific EIA Manual for synthetic organic chemical industry shall be considered as generic TORs for

preparation of the EIA report in addition to all the relevant information as per the generic structure of EIA

given in Appendix III in the EIA Notification, 2006. The draft EIA report shall be submitted to the Gujarat

Pollution Control Board for conducting the public consultation process as per the provisions of the EIA

The request was considered during the meeting and it was presented that the EC was granted for individual

products. PP has submitted revised Form-1 with relevant details. Now, they intend to change in product list.

On asking about the need for the proposed change, PP informed that they required amendment due to

constantly changing market demand for Perfumery molecules. Amendment is requested in Perfumery

Ingredients products to manufacture any product in a particular Perfumery Chemical Family without

exceeding the production capacity and waste generation assigned to the family. PP has submitted

Perfumery families Vs. Pollution load and as per the study carried out by Schedule-I auditor products

produced in the same family will have similar pollution load. PP has classified the original product list in

Project proponent was asked to submit existing compliance status and worst case scenarios for proposed

change in product mix. After detailed discussion on the matter, Committee sought following additional

information for further consideration of the proposal:

1. Details on impact on environment due to proposed change in product mix keeping EIA report (submitted

earlier) in view, its associated mitigation measures and recommendations.

2. Legal undertaking regarding no increase in pollution load.

3. Action plan for any worst case scenario with respect to Air/Water/ Hazardous/Soil pollution and Risk

assessment considering proposed raw materials & products.

4. Records of any legal breach of Environmental laws i.e. details of show- cause notices, closure notices

etc. served by the GPCB to the existing unit in last 2 years and actions taken then after for prevention of

pollution.

5. Point wise compliance report Environmental Clearances obtained for the existing plant. Status of

dated 07/11/2014.

The project was considered for in the meeting of the SEAC held on 09/02/2015.

During the presentation, committee asked about discrepancy in quantity of products viz. Drying of

Ketonic Resin & Ketonic Resin at sr. no. 1 & 4 respectively and Drying of Poly Vinyl Butyl Resin & Poly

Vinyl Butyl Resin at sr. no. 2 & 7 respectively. Project proponent could not reply satisfactorily.

Committee also noted that effluent generation quantity shown in mass balance of each product does

not match the total quantity of effluent to be generated. PP has not shown evaporation residue as

hazardous waste category. It was viewed seriously by the committee and asked to correct all details.

During the meeting, the project proponent was asked to revise the product profile and to submit

revised Form-1 with relevant documents. Committee also asked to not use wood as fuel. It was

decided to reconsider the project for screening / scoping in one of the upcoming meetings only after

submission of revised proposal with corrected data.

PP has submitted Revised Form-1 with PFR and relevant additional details on 09/09/2015.

The project falls under Category B of project activity 5(f) as per the schedule of EIA Notification 2006.

Total plot area is 4923.12 sq. m & unit has proposed 1200 sq mtr area for the green belt development/Tree

plantation. Expected project cost is Rs. 90 Lacs. Total water consumption for proposed project will be 6.0

KL/day (1 KL for Domestic, 2 KL for Gardening, 3 KL for Industrial) which will be sourced from GIDC water

supply. Industrial waste water generation will be 1.9 KL/day, which will be treated in proposed treatment

plant with evaporation system to achieve zero discharge. Domestic waste water (0.7 KL/day) will be

disposed off into soak pit system.

It is proposed to install one TFH (3 Lac Kcal/hr). Agro waste or LDO or Lignite or FO (600 Kg/day or 200

Lit./hr or 500kg/hr or 200 Kg/hr) will be used as a fuel for TFH. Multi Cyclone Dust collector is proposed as

APCM. No process gas emission is envisaged. Hazardous waste generated from the manufacturing activity

will be ETP waste & evaporation residue (3 MT/M), Discarded containers/Bags/Liners (1 MT/Month) and

used oil (5 Lit /Month). ETP waste & evaporation residue will be disposed off at the nearby common TSDF.

Discarded barrels / containers / bags / liners will be either reused or returned back to suppliers or sold only

to the authorized recyclers. Used oil will be sold only to the registered recyclers

Observations & Discussions:

Technical presentation made during the meeting by project proponent. Committee asked to not use lignite

& FO as a fuel and to use agro waste or briquettes of Bio-fuel or LDO only. Project proponent has

requested to consider the project as B2 category project. The request was considered by the committee

looking to the location of the project, low pollution potential and the following additional information was

sought for appraisal of the project.

1. Copy of plot holding certificate obtained from GIDC Dahej.

2. Demarcation of proposed activities in lay out plan. Exact details about infrastructural facilities, plant

machineries etc. required for the proposed project.

3. Detailed manufacturing process along with chemical reactions and mass balance (including reuse-

recycle, if any) for each product to be manufactured. Details on end use of each product. Give full name

and chemical formula of all the raw materials and products.

4. Copy of permission obtained from concern authority for water supply.

5. Water consumption and consumption of each raw material per MT of each product.

6. Water balance diagram (including reuse-recycle, if any) along with qualitative and quantitative analysis

of the each waste stream to be generated. A detailed treatability study vis-à-vis the adequacy and

efficacy of the treatment facilities proposed for the wastewater to be generated.

7. Technical details of the ETP/Evaporator including size of each unit, retention time etc.

8. Action plan for ‘Zero’ discharge of effluent shall be included. Give qualitative and quantitative data with

feasibility report for reuse of Mother Liquor in process again. Submit an undertaking in this regard.

9. Plan for management and disposal of waste streams to be generated from spillage, leakages,

occasional reactor washing and exhausted media from Scrubber etc.

10. Explore the possibility of reuse / recycle and other cleaner production options for reduction of wastes.

Details of methods to be adopted for the water conservation.

11. Specific details of (i) Process gas emission from each unit process with its quantification, (ii) Air

pollution Control Measures proposed for process gas emission, (iii) Adequacy of the air pollution control

measures for process gas emission measures to achieve the GPCB norms (iv) Details of the utilities

required (v) Type and quantity of fuel to be used for each utility (vi) Flue gas emission rate emission

to control it.

12. Details on management of the hazardous wastes to be generated from the project stating detail of

storage area for each type of waste, its handling, its utilization and disposal etc. How the manual

handling of the hazardous wastes will be minimized. Explore the possibilities for co-processing of the

Hazardous waste/Solid waste prior to disposal into TSDF/CHWIF. Methodology of de-contamination

and disposal of discarded containers and its record keeping.

13. Membership of Common Environmental Infrastructure including TSDF, Common Hazardous Waste

Incineration Facility (CHWIF) along with an assessment to accommodate the additional quantity of

wastes to be generated.

14. Complete Management plan for By-products/spent acid to be generated, (if any) from the project

including their quantity, quality, characteristics, end use etc. along with the name and address of end

consumers to whom the by-product will be sold. Copies of agreement / MoU / letter of intent from them,

showing their willingness to purchase said by-products/spent acids from the proposed project.

15. Name and quantity of each type of solvents to be used for proposed production. Details of solvent

recovery system including mass balance, solvent loss, recovery efficiency feasibility of reusing the

recovered solvents etc. for each type of solvent.

16. Data on air emissions, wastewater generation and solid / hazardous waste generation and

management for the existing plant should also be incorporated. (Comparative data in tabular format).

17. Details of measures proposed for the noise pollution abatement and its monitoring.

18. A detailed EMP including the protection and mitigation measures for impact on human health and

environment as well as detailed monitoring plan and environmental management cell proposed for

implementation and monitoring of EMP. The EMP should also include the concept of waste-

minimization, recycle/reuse/recover techniques, energy conservation, and natural resource

conservation. Total capital cost and recurring cost/annum earmarked for environment pollution control

measures.

19. Occupational health impacts on the workers and mitigation measures proposed to avoid the human

health hazards along with the personal protective equipment (PPE) to be provided to the workers.

Provision of industrial hygienist and monitoring of the occupational injury to workers as well as impact

on the workers. Plan for periodic medical check up of the workers exposed. Details of work place

ambient air quality monitoring plan as per Gujarat Factories Rules.

20. Details of hazardous characteristics and toxicity of raw materials and products to be handled and the

substances and processes showing hydrant pipeline network, provision of DG Sets, fire pumps, jockey

pump, toxic gas detectors etc.

23. Risk assessment including prediction of the worst-case scenario and maximum credible accident

scenarios should be carried out. The worst-case scenario should take into account the maximum

inventory of storage at site at any point of time. The risk contours should be plotted on the map clearly

showing which of the facilities and surrounding units would be affected in case of an accident taking

place. Based on the same, proposed safeguard measures including On-Site / Off-Site Emergency Plan

should be provided.

24. Details of fire fighting system including provision for flame detectors, temperature actuated heat

detectors with alarms, automatic sprinkler system, location of fire water tanks & capacity, separate

power system for fire fighting, details of qualified and trained fire personnel & their job specifications,

nearest fire station & time required to reach the proposed site. Submit line diagram of the fire hydrant

network.

25. Submit checklist in the form of Do’s & Don’ts of preventive maintenance, strengthening of HSE, manufacturing utility staff for safety related measures.

26. Detailed five year greenbelt development program including annual budget, types & number of trees to

be planted, area under green belt development [with map], budgetary outlay; along with commitment of

the management to carry out the tree plantation activities outside the premises at appropriate places in

the nearby areas and elsewhere.

27. A tabular chart with index for point-wise compliance of above.

The project shall be appraised on satisfactory submission of the above.

The additional information received from the project proponents, which was sought during various SEAC

meetings for granting Environmental Clearance to the projects. The said submissions by the project

proponents were considered by the committee during the meeting and as it was found satisfactory, the

committee decided to recommend the following projects for grant of environmental clearance.

1. M/s. Amophil Chemicals Pvt. Ltd., Plot no. 124/33, A-B, GIDC-Nandesari, Dist.: Vadodara.

2. M/s. Venu Health Care, Survey no.153/p, B/h Umiya Weighbridge, Kadi Road, Village: Dhanot, Ta.: Kalol, Dist.: Gandhinagar.

3 M/s. Dhanlakshmi Biochem Pvt. Ltd., Survey no. 257, Village: Chiyada, Ta.: Bavla, Dist.: Ahmedabad.

4. M/s. Makewell India Block no:361, Rangaipura, Ta.: Petlad, Dist.: Anand.

M/s: Venu Health Care applied for environmental clearance and the SEAC recommended the project for

grant of environmental clearance vide this office letter no. EIA-10-2014-6717/19 dated 02/01/2016 for

manufacturing of following products:

The case was referred back by the SEIAA vide their letter no. SEIAA/GUJ/EC/5(f)/08/2016 dated

27/01/2016 for reconsideration to the SEAC based on the discussion in the SEIAA meetings held on

16/01/2016 with the following point: (1) To verify the treatability of effluent having high COD and APCM to

be installed.

Project proponent vide their letter dated 03/02/2016, submitted the reply as below: (1) Waste water

treatability justification is as under: (A) Waste water generated from the Methyl Paraben: Waste water

generated from the methayl paraben (630 liter/ day) collect in collection tank which contain 96000 mg/l

COD in which approx 35 to 45 kg methanol and 5 to 10 kg PHBA remain present in waste water. In solvent

stripper 95 % (42 kg) methanol will be recover (by Vaccume distillation) and resue in the next batch which

solvent residue (2 to 3 kg) will send to next treatment of ETP. SO the COD value will be drastically reduced

from 96000 mg/l to 36666 mg/l. 36666 mg/l COD is present due to PHBA (Approx 5 to 10 kg) remain

present in the waste water coming from Solvent stripper. Further it will be given neutralization treatment

and separate solid waste generated from the treatment will be stored in solid hazardous waste room.

Remaining 20800 mg/l COD will remain due to traces of PHBA (3 to 6 kg) present in waste water. It will be

treated by Oxidation treatment. Fentone reagent (H2O2 and FeSO4.7H2O) will be added for oxidation

treatment which oxidised the PHBA present in waste water with the help of aeration system. Finally treated

effluent contain near about 100 mg/l COD which will be evaporate in closed evaporator and condensed

water will be reuse in the the industrial purpose. (B) Waste water generated from the Propyl Paraben:

Waste water generated from the Propyl paraben (484 liter/ day) collect in collection tank which contain

92000 mg/l COD in which approx 20 to 25 kg N-Propanol and 4 to 8 kg PHBA remain present in waste

water. In solvent stripper 95 % (23 kg) N- Propanol will be recover (by Vaccum distillation) and resue in the

next batch which solvent residue (2 to 3 kg) will send to next treatment of ETP. SO the COD value will be

drastically reduce from 92000 mg/l to 32000 mg/l. 32000 mg/l COD is present due to PHBA (Approx 5 to 10

kg) remain present in the waste water coming from Solvent stripper. Further it will be given neutralization

treatment and separate solid waste generated from the treatment will be stored in solid hazardous waste

room. Remaining 25000 mg/l COD will remain due to traces of PHBA (4 to 8 kg) present in waste water. It

will be treated by Oxidation treatment. Fentone reagent (H2O2 and FeSO4.7H2O) will be added for

oxidation treatment which oxidised the PHBA present in waste water with the help of aeration system.

Finally treated effluent contain near about 100 mg/l COD which will be evaporate in closed evaporator and

condensed water will be reused in the industrial purpose. Total recycle water will be 0.650 KL/day. Total

water consumption will be 5.89 KL/day. Hence, Fresh water requirement will be 5.24 KL/day.(2) Regarding

Air pollution control system; they will use only 500 Kg/hr steam boiler. Briquettes (White Coal) to the tune of

0.85 MT/day will be used as a fuel. Multi cyclone dust control system will be provided as APCM. They have

also proposed economizer to reduce fuel consumption in Boiler. There is no any process gas emission and

fugitive emission from the proposed project. PP has submitted detailed treatability report.

The said reply was considered by the committee in the meeting of the SEAC held on 24/02/2016. During

the meeting, committee noted that PP has submitted reply of point raised by SEIAA. The committee was

satisfied with the clarification given by the project proponent and decided to forward the proposal to SEIAA

for the grant of environment clearance by replacing the Condition No. 5 as below and with rest of conditions

same as prescribed earlier in the recommendation letter dated 02/01/2016:

5. Water consumption shall not exceed 5.89 KL/day. Unit shall recycle 0.65 KL/day of recovered water.

Hence, fresh water requirement for the project shall be 5.24 KL/Day and it shall be sourced through

road tankers.

Environmental Clearance for the above proposal was issued on 19/02/2016 vide letter no.

SEIAA/GUJ/EC/5(f)/151/2016. Project proponent has submitted an application on 19/02/2016 for

correction in Address and quantity of products mentioned in the EC.

Project proponent has mentioned that in Form-1 and EIA report, they have mentioned that quantity

of products is “MT/Month” whereas in EC, it is mentioned as "MT/Annum”. PP further mentioned that

in Form 1 & EIA report, plot no. mentioned is "D-2/20" whereas in EC it is mentioned as "D-20/2".

During SEAC meeting held on 24/02/2016, referring to the application made in Form I & EIA report,

Committee noticed that typographical error has inadvertently been made. After deliberation,

committee decided to recommend amendment in Environmental Clearance order issued on

19/02/2016 vide letter no. SEIAA/GUJ/EC/5(f)/151/2016 to SEIAA for correction in the table of

product list on page no. 1, the word “MT/Annum” shall be read as “MT/Month” and plot no. in

address as" D-20/2" shall be read as "D-2/20".

In view of above, Committee unanimously decided to recommend amendment to SEIAA in

Environmental Clearance vide order no. SEIAA/GUJ/EC/5(f)/151/2016 dated 19/02/2016 as stated

above.

3. M/s. J. Korin Spinning Pvt Ltd. located at Plot no: 121,122 & 123, Ancillary Zone, Apparel Park, GIDC Vanz, Sachin, Dist.: Surat.

Environmental Clearance for the above proposal was issued on 07/11/2015 vide letter no.

SEIAA/GUJ/EC/5(d)/4025/2015. Project proponent has submitted an application on 17/12/2015 for

correction in quantity of products mentioned in the EC.

Project proponent has requested that in Form-1, they have mentioned that quantity of products is

In view of above, Committee unanimously decided to recommend amendment to SEIAA in

Environmental Clearance vide order no. SEIAA/GUJ/EC/5(d)/4025/2015.dated 07/11/2015 as

stated above.

4. M/s. Fasten Laminate, Survey no. 109/p1 & 3, Sokhda Road, NH 8-A, Village-Vaghpar, Ta.: Morbi, Dist.: Rajkot.

During the meeting held on 16/07/2015, Committee noted that exact distance of nearby residential area on

village map as asked during previous meeting is not submitted. Safety aspects of storage and handling of

Formaldehyde & Methanol were discussed in detail and committee emphasized on provision of online

sensors for detection of VOC with alarm system and asked to submit details of emergency tanks for

formaldehyde & Methanol. The project proponent was asked to use only Bio-Coal and not to use Coal/

Lignite as fuel for Boiler & TFH. After detailed deliberations the Committee sought following additional

information for further consideration of the proposal: (1) Submit village map including River passing near

the proposed plot. (2) Technical details with schematic diagram of Evaporator. Details of emissions from

the stack attached to the evaporator and mitigation plan to ensure control of any of the pollutants

(substances) within prescribed limit as mentioned in the GPCB norms (Whichever is applicable). (3)

Complete details of provision of emergency transfer tanks for Formaldehyde and Methanol. (4) Undertaking

stating that project proponent shall use only Briquettes of Bio Coal as fuel and in no case coal/lignite shall

be used as fuel. Give quantity of Bio-Coal to be used for Boiler & TFH in Kg/hr & MT/day.

Project proponent vide their letter dated 25/01/2016, submitted the reply as below: (1) Village map including

River passing near the proposed plot. (2) Technical details with schematic diagram of Evaporator. (3) They

will provide one empty tank which will be used in case of emergency for transfer of the Formaldehyde and

Methanol. (4) Undertaking regarding use Bio-coal/Agro-waste/Briquettes (3.6 MT/day) only as a fuel. Unit

has revised their proposal and submitted Revised Form-1 with PFR. Unit has also submitted undertaking

regarding non-MAH unit as per the Management, Storage, Import of Hazardous Chemical Rules (MSIHC

Rules), 1989 and stated that they will never store more than 4.9 MT of Formaldehyde (37%) within their

factory. They have made an arrangement with M/s: Atmajyot Formalin which is located at NH-8A,

Bharatnagar, Dist.: Morbi to supply them 4 MT of Formaldehyde (37%) for a maximum of 4 times a day,

M/s: Atmajyot Formalin is located at a distance of 10 km from the proposed site. M/s: Atmajyot Formalin

has also confirmed in writing regarding supply of Formaldehyde (37%).

As per revised Form-1 & PFR project details is as under:

This unit has applied for manufacturing of Synthetic Organic Chemicals (Resin) as tabulated below:

The project proponent has applied for manufacturing of Resins 450 MT/Month.A plot of 12039 sq.m area

has been acquired for this new project. 3716 sq.m area is proposed as green belt development. Total cost

of the project will be Rs. 1 Crores. Nearest residential area of Village Sokhda is @ 1.4 KM from the site.

Total water consumption will be 14.57 KL/day (3.07 KL for Industrial + 1.5 KL for Domestic + 10 KL for

Gardening) which will be sourced from Bore well. Industrial waste water generation will be 1.28 KL/day

(Process- 0.53 KL/day, Boiler & Cooling blow down- 0.25 KL/day & Washing – 0.5 KL/day). Industrial waste

water will be evaporated after primary treatment to achieve Zero discharge. KMnO4 will be added in

treatment for treatment of phenolic compounds present in the effluent. The domestic wastewater 1.2 KL/day

shall be disposed off through septic tank/soak pit system. Bio-coal/Agro-waste/Briquettes (2.6 MT/day) will

be used as fuel in one Boiler (4 TPH). Multi cyclone dust collector followed by Bag filter is proposed as

APCM for Boiler. There will be no process gaseous emissions from the manufacturing activity. One DG set

(300 KVA) is proposed in which HSD (50 ltr/hr) will be used as fuel. ETP sludge & Evaporation residue

(0.385 MT/Month), Discarded containers/Bags, (0.854 MT/Month), used oil (0.005 MT/Month) will be

generated as hazardous waste. ETP waste, Evaporation residue and process waste/ residue will be

disposed off at the nearby common TSDF. Discarded barrels / containers / bags / liners will be either

reused or returned back to suppliers or sold only to the authorized recyclers. Used oil will be sold only to

the registered recyclers.

The said reply & revised proposal was considered by the committee in the meeting and as it was found

satisfactory, the committee decided to recommend the project for grant of environmental clearance.

5. M/s. Angel Resin, S.No.358/P, Village.: Kadadara, Ta.: Dahegam, Dist.: Gandhinagar.

During the meeting held on 09/09/2015, technical presentation made during the meeting also covered the

point wise reply of additional information sought. Committee asked to use briquettes of Bio-fuel only as fuel

and to provide adequate APCM with steam boiler. Committee observed that, the storage of Formaldehyde

is more than the threshold limit for MAH unit as per the Management, Storage, Import of Hazardous

Chemical Rules (MSIHC Rules), 1989. At this committee felt that, the legal undertaking submitted regarding

non-MAH unit is required to be justified. Committee also asked to ensure that emissions from the

evaporator shall be within the prescribed norms. After detailed deliberations the Committee sought

following additional information for further consideration of the proposal: (1) Give justification regarding

legal undertaking submitted for non-MAH unit as per the Management, Storage, Import of Hazardous

Chemical Rules (MSIHC Rules), 1989.

Project proponent vide their letter dated 28/01/2016, submitted the reply as below: Unit has revised their

proposal and submitted Revised Form-1 with PFR. Unit has also submitted undertaking regarding non-

MAH unit as per the Management, Storage, Import of Hazardous Chemical Rules (MSIHC Rules), 1989

and stated that they will never store more than 4.9 MT of Formaldehyde (37%) within their factory. They

have made an arrangement with M/s: Balaji Formalin Pvt. Ltd. whose factory is located at Khatraj-Kalol

Road, Village: Moti Bhoyan, Ta.: Kalol, Dist.: Gandhinagar to supply them 4.8 MT of Formaldehyde (37%)

for a maximum of 5 times a day, M/s: Balaji Formalin Pvt. Ltd. is located at a distance of 35 km from the

proposed site. M/s: Balaji Formalin Pvt. Ltd. has also confirmed in writing regarding supply of

Formaldehyde (37%).

As per revised Form-1 & PFR project details is as under:

Total plot area is 3550 sq. m. & unit has proposed 1327 sq. m area for tree plantation. Expected project

cost is Rs.2 Crores. Aerial distance of nearest residential area of Vill. Kadadara is @ 1.3 KM from the

proposed site. Total water requirement will be 18 KL/day (Domestic: 2 KL, Industrial: 10 KL, Gardening: 6

KL) and it will be met through Bore well. Industrial waste water generation will be 2.7 KL/day (0.8 KL from

process, 1 KL from washing & 0.9 KL from utilities). Zero discharge will be maintained. Industrial waste

water will be evaporated after primary treatment to achieve Zero discharge. KMnO4 will be added in

treatment for treatment of phenolic compounds present in the effluent. Domestic waste water (1.6 KL/day)

will be disposed off in to Soak pit system. Unit has proposed one steam boiler (1.5 TPH) and one DG set

(82.5 KVA). Unit has proposed Agro-waste/Agro Briquettes/Saw Mill Waste as a fuel (1 MT/day) and Bag

filter as APCM. ETP sludge & evaporation residue (6.8 MT/Month), Used Oil (0.06 MT/Month, Resin Waste

(3.2 MT/Year) and Discarded containers/drum/bags (13.2 MT/Year) are the hazardous waste to be

generated from the proposed production. ETP waste, Evaporation residue and process waste/ residue will

be disposed off at the nearby common TSDF. Discarded barrels / containers / bags / liners will be either

reused or returned back to suppliers or sold only to the authorized recyclers. Used oil will be sold only to

the registered recyclers.

The said reply and revised proposal was considered by the committee in the meeting and as it was found

satisfactory, the committee decided to recommend the project for grant of environmental clearance.
