"Rehabilitation of the flood- affected continues to be a work in progress, but there are still gaps in entire rehabilitation and reconstruction process which need to be filled at the earliest," Chief Minister Mufti Mohammad Sayeed said while chairing the State Cabinet meet- ing here today. Pertinently, it was on this day last year that Jammu and Kashmir was hit by a devastat- ing flood, one of the worst natu- ral disasters in the State's recent history. According to Education Minister, Naeem Akhtar, who is also the State Government spokesman, the Chief Minister told his Cabinet colleagues that reconstruction of the flood-rav- aged infrastructure has already been taken up and visible progress made in restoring road communication network, bridges, healthcare and educa- tional facilities. "Work is in progress in other sectors as well and the rehabilitation and recon- struction process is going on," he said and hoped that the Centre will partner with the State Government in not only reviving the livelihood of the flood-affected people but also in rebuilding a safe and stable Jammu and Kashmir. Mufti said that he was deeply saddened by the puerile comments of those who procras- tinated when in power and were primarily responsible for the colossal damage to the life and property. "The same people who were responsible for compound- ing the miseries of the people during the deluge because of their inaction are now trying to score brownie points over the people's tragedies," he said. "While September 2014 del- uge left behind a trail of destruc- tion, devastating both private and public infrastructure, but the most remarkable facet at that horrible point in time was the awesome power of human kind- ness and compassion that enveloped us as hundreds of volunteers and forces personnel streamed into the deluged areas for rescue and relief opera- tions," he said and added that these volunteers, especially the youth, worked tirelessly for weeks to help us get back on our feet. "We will be forever grate- ful to all who supported us dur- ing those testing times in our hour of need," he said and added the devastating floods showed us that the new generation of Kashmiris has come of age and they have taken the centre-stage. "The catastrophe has restored our confidence in our own abilities. It may not have yet secured our future, but it has certainly given us hope," he said and added that a new spirit of ‘Those responsible for miseries trying to score point s’ Govt committed to rehabilitate 2014 flood victims: Mufti Excelsior Correspondent JAMMU, Sept 7: State Cabinet, which met under the chairmanship of Chief Minister, Mufti Mohammad Sayeed this morning, accord- ed sanction to the appoint- ment of 1984 batch IAS offi- cer, B R Sharma as new Chief Secretary of Jammu and Kashmir. Soon after the Cabinet decision, Mr Sharma took over as head of the bureaucracy in the State. It was also decided by the Cabinet that B R Sharma will continue to hold the charge of the post of Administrative Secretary, Planning and Development Department till further orders. The appointment of new Chief Secretary was required after Mr Sharma's predecessor Mohammad Iqbal Khandey sought voluntary retirement from service last month citing differences with the Government. B R Sharma has been appointed to the top administra- tive post superseding four senior officers-Arun Kumar (Financial Commissioner Revenue), Sonali Kumar (Chairman J&K Special Tribunal), A K Angurana (Secretary in the Union Ministry of Panchayati Raj) and Khursheed Ganai (Financial Commissioner Industries and Commerce). Born on April 27, 1960, Mr Sharma will have one of the longest tenure as Chief Secretary of the State. He has held various important positions in the State Administration including Principal Secretary Home, Principal Secretary Planning and Development Department, Chief Electoral Officer, J&K, Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, Divisional Commissioner, Jammu, Deputy Commissioner Kathua, Deputy Commissioner, Kupwara and Excise Commissioner. His appointed to the covet- ed post has been widely hailed by the civil society as well as Administrative Secretaries, senior officers and Secretariat employees. He is known for his integrity, honesty and administrative acumen. It is pertinent to mention here that EXCELSIOR in its edition dated August 26 had exclusively reported that B R Sharma would take over as new Chief Secretary of the State. The Cabinet also ratified the voluntary retirement of former Chief Secretary of Jammu and Kashmir Mohammad Iqbal Khandey and placed on record its appreciation for the honesty, integrity, administrative acumen and remarkable contribution of Iqbal Khandey in various capac- ities towards development of the State. Another pic on page 10. -Excelsior/Harbhajan (Contd on page 10 Col 5) Kashmir shut s down on flood anniversary Traders, separatists arrested to foil Lal Chowk march Excelsior Correspondent SRINAGAR, Sept 7: Kashmir valley today observed complete shutdown against the Government's fail- ure to provide succor to the last year's flood victims while Police foiled protest rallies of traders demanding rehabilita- tion on the occasion of first anniversary of last year's dev- astating deluge. The strike was called by the Kashmir Economic Alliance (KEA), an amalgam of traders bodies, to mark the first anniver- sary of last year's floods. They had also called for protests against the Government apathy towards deluge victims. The shutdown call was widely supported by other traders and Civil Society Groups, separatist and main- stream political parties includ- ing National Conference (NC) and Communist Party of India (Marxist). The Government sealed sev- eral localities including Lal Chowk where the traders were scheduled to hold a protest rally. The district administration had denied permission to them for holding the rally at Lal Chowk, citing apprehensions of law and order problem. They had sug- gested them to shift the venue to Shere Kashmir Park, which they rejected. Police imposed restrictions in Lal Chowk and deployed hundreds of security person- nel in riot gear to prevent any attempt by the traders to reach Lal Chowk. Police erected iron barricades and laid concertina wires on roads leading to Lal Chowk to seal all entry and exit points. Earlier, in the mid night raids, Police arrested several leaders of the trade bodies. Police raided the houses of Mohammad Yasin Khan and Showkat Chowdhary and detained them in Kothi Bagh Police Station for entire day. Despite restrictions in city centre, a small group of traders, hoteliers and transporters assembled at Press Enclave here and tried to stage a protest against the State and Central Governments. However, they were wisked away by police and taken to Kothi Bagh Police Station. The police also resorted to mild baton charge on the protesters who were seeking rehabilitation. In the afternoon, the traders appeared from lanes and by- lanes of the Lal Chowk and staged protests near Clock Tower, sending cops into tizzy. Speaking to reporters on the sidelines of a blood donation camp organized by National Conference at its party head- quarters, Nawai Subah Complex, Omar said that State and Central Governments had made tall promises of providing relief to the people but till this day, we have got nothing. "The Government has failed to keep its promises. Evidence of their inaction is visible every- where. People who could afford have only done the repairs. People who lost in lakhs have been paid in thousands. Infrastructure remains destroyed", said former Chief Minister. Omar said that when the Centre was intending to give funds to the State Government, the PDP and BJP said those should be given to the elected Government. "The PDP-BJP Government promised aid to people but they didn't deliver, when the funds were given to the State Government they said give it to a legitimately elected Government and now after 6 months we have got nothing", he said. On arresting the traders in midnight raids on the occasion of first anniversary of floods, the former Chief Minister warned that such actions will only alienate the people. He accused the ruling PDP of sab- otaging the relief package for the State. "In a series of midnight raids Mufti Sayeed has ensured the arrest of all the Trade Body leaders. Their crime? Unhappiness over flood relief", Omar tweeted. "All these people wanted to do was register their dissatisfac- tion at the absence of any mean- ingful flood relief. Shame on Mufti the Dictator," Chief Minister tweeted. Omar also took a dig at State Government's plan to mark the floods anniversary as revival day. "If Mufti Sb was so sure people were going to celebrate as his Govt has planned today he wouldn't have ordered these arrests (sic)," he tweeted. "Shows just how desperate they are for their "celebration" to succeed," he said in another tweet. Omar slams Govt for failing to provide succor to flood victims (Contd on page 10 Col 3) Mohinder Verma JAMMU, Sept 7: In order to set up an exclusive adminis- trative institution which can energize, boost and re-invigo- rate skill development land- scape in a sustained and inte- grated manner, State Government will shortly launch Skill and Entrepreneurship Development Mission to be headed by Chief Minister. The concept paper in this regard was approved by the State Cabinet today with the direction to the Planning and Development Department to come up with a comprehen- sive memorandum in next Cabinet meeting. According to the Concept Paper, the copy of which is available with EXCELSIOR, Jammu and Kashmir is facing a dichotomy of crisis and oppor- tunity with almost 50% of its total population below 25 years of age and around 65% of the total population in the working age group of 15 to 59 years. The population pyramid is expected to swell in the working age group bracket over the next decade and it is estimated that by 2022 (cumulative/incremen- tal) , about 15 lakh people would join labour force in the State. However, the demograph- ic advantage is predicted to last only until 2040 giving a very thin time-frame to strap up the dividend and fight out the skill shortages. Stating that enormity of the challenge is complicated by the fact that J&K has certain pecu- liarities that are different from the rest of the country, the Concept Paper drafted by the new Chief Secretary B R Sharma in his capacity as Principal Secretary, Planning and Development Department, said, "this entail preserving and further strengthening/upgrading the base of traditional skills related to sectors line agricul- ture, horticulture, handicrafts, handlooms, eco-friendly tourism, which are central to the State's economic structure". "At the same time, skill training efforts need to cut across multiple sectors to pave the way for equipping people with knowledge, technical know-how, skills and compe- tence for the jobs of today and tomorrow, which includes har- nessing entrepreneurial skill which has not been fully real- ized given the fact that the macro, small and medium enter- prises sector hugely contributes (Contd on page 10 Col 5) Sanjeev Pargal JAMMU, Sept 7: Inspector General of BSF, Jammu Frontiers, Rakesh Sharma said today that 70 to 80 per cent agenda in the Director General level BSF-Rangers talks in New Delhi being held from September 9 to 13 will be confined to the issues pertain- ing to the International Border (IB) in Jammu region and that targeting civilians areas directly by the Rangers would be taken up forcefully in the meeting. Before leaving for New Delhi this afternoon to join the BSF-Rangers talks, Sharma told the Excelsior that the BSF was looking for good and healthy discussions with the Rangers and hoped that both sides would agree to maintain ceasefire agreement of 2003, which was being frequently violated by the Rangers with violations cross- ing all limits during past over one and half years, leading to several civilian casualties-both fatal and non-fatal. Sharma would be an impor- tant member of the Indian dele- gation in the border guard talks, which will be led by Director General of BSF, DK Pathak, who reached New Delhi this morning from the United States. Pakistan side will be represent- ed by Director General Rangers (Punjab) Farooq Ahmad Burki. Each side will have 14 to 15 officers in the delegation. The Indian delegation will have IGs BSF of all Frontiers including Jammu, Punjab, Rajasthan, Gujarat etc, which have boundary with Pakistan. Similarly, the Rangers will also have the officers of an equiva- lent rank from their side. Kashmir shuts down on flood anniversaryTraders, separatists arrested

SRINAGAR, Sept 7:Kashmir valley todayobserved complete shutdownagainst the Government's fail-ure to provide succor to thelast year's flood victims whilePolice foiled protest rallies oftraders demanding rehabilita-tion on the occasion of firstanniversary of last year's dev-

astating deluge. The strike was called by the

Kashmir Economic Alliance(KEA), an amalgam of tradersbodies, to mark the first anniver-sary of last year's floods. Theyhad also called for protestsagainst the Government apathytowards deluge victims.

The shutdown call waswidely supported by othertraders and Civil SocietyGroups, separatist and main-stream political parties includ-ing National Conference (NC)and Communist Party of India(Marxist).

The Government sealed sev-eral localities including LalChowk where the traders werescheduled to hold a protest rally.The district administration haddenied permission to them forholding the rally at Lal Chowk,citing apprehensions of law andorder problem. They had sug-gested them to shift the venue toShere Kashmir Park, which they

rejected. Police imposed restrictions

in Lal Chowk and deployedhundreds of security person-nel in riot gear to prevent anyattempt by the traders toreach Lal Chowk. Policeerected iron barricades andlaid concertina wires on roadsleading to Lal Chowk to sealall entry and exit points.

Earlier, in the mid nightraids, Police arrested severalleaders of the trade bodies.Police raided the houses ofMohammad Yasin Khan andShowkat Chowdhary anddetained them in Kothi BaghPolice Station for entire day.

Despite restrictions in citycentre, a small group of traders,hoteliers and transportersassembled at Press Enclave hereand tried to stage a protestagainst the State and CentralGovernments. However, theywere wisked away by police andtaken to Kothi Bagh PoliceStation. The police also resortedto mild baton charge on theprotesters who were seekingrehabilitation.

In the afternoon, the tradersappeared from lanes and by-lanes of the Lal Chowk andstaged protests near ClockTower, sending cops into tizzy.More than two dozen traders

Former Chief Minister, OmarAbdullah, today slammedCentre and StateGovernments, for failing toprovide succor to last year'sflood victims.

Speaking to reporters on thesidelines of a blood donationcamp organized by NationalConference at its party head-quarters, Nawai SubahComplex, Omar said that Stateand Central Governments hadmade tall promises of providingrelief to the people but till thisday, we have got nothing.

"The Government has failedto keep its promises. Evidenceof their inaction is visible every-where. People who could afford

have only done the repairs.People who lost in lakhs havebeen paid in thousands.Infrastructure remainsdestroyed", said former ChiefMinister.

Omar said that when theCentre was intending to give

funds to the State Government,the PDP and BJP said thoseshould be given to the electedGovernment. "The PDP-BJPGovernment promised aid topeople but they didn't deliver,when the funds were given tothe State Government they saidgive it to a legitimately electedGovernment and now after 6months we have got nothing",he said.

On arresting the traders inmidnight raids on the occasionof first anniversary of floods,the former Chief Ministerwarned that such actions willonly alienate the people. Heaccused the ruling PDP of sab-otaging the relief package forthe State.

"In a series of midnight raidsMufti Sayeed has ensured the

arrest of all the Trade Bodyleaders. Their crime?Unhappiness over flood relief",Omar tweeted.

Omar also took a dig at StateGovernment's plan to mark thefloods anniversary as revivalday. The population pyramid isexpected to swell in the workingage group bracket over the nextdecade and it is estimated thatby 2022 (cumulative/incremen-tal) , about 15 lakh peoplewould join labour force in the

State. However, the demograph-ic advantage is predicted to lastonly until 2040 giving a verythin time-frame to strap up thedividend and fight out the skillshortages.

Stating that enormity of thechallenge is complicated by thefact that J&K has certain pecu-liarities that are different fromthe rest of the country, theConcept Paper drafted by thenew Chief Secretary B RSharma in his capacity asPrincipal Secretary, Planningand Development Department,said, "this entail preserving andfurther strengthening/upgradingthe base of traditional skills

related to sectors line agricul-ture, horticulture, handicrafts,handlooms, eco-friendlytourism, which are central to theState's economic structure".

JAMMU, Sept 7: Troops of Romeo Force and police todayrecovered a big consignment of arms, ammunition and explosivesat Sahuwali forests near Khor Gali in Khanetar area of Poonch dis-trict.

A Special Court today allowed NIA’s plea seeking its permis-sion to conduct polygraph test on suspected Lashkar-e-Taiba oper-ative Showkat Ahmed Bhat, arrested in connection withUdhampur terror attack case.

Bhat was produced before District Judge Amar Nath during anin-camera proceeding where the National Investigating Agency(NIA) said that a polygraph test of the accused was required to beconducted to unearth larger conspiracy of the banned teror group.

While allowing NIA’s plea, the court said that Bhat’s poly-graph test will be conducted at Central Forensic ScienceLaboratory (CFSL) at Lodhi Road here tomorrow.
