AGENCY NEW DELHI, NOV 16 In a major decision, Prime Minis- ter Narendra Modi-led government has decided to reopen the Kar- tarpur Sahib Corridor from Wednesday, Union Home Minister Amit Shah said on Tuesday. Taking to Twitter the Union Home Minister said, "In a major decision, that will benefit large numbers of Sikh pilgrims, PM Narendra Modi government has decided to re-open the Kartarpur Sahib Corridor from tomorrow, November 17. This decision re- flects the immense reverence of the Modi government towards Shri Guru Nanak Dev Ji and our Sikh community." "The nation is all set to cele- brate the Prakash Utsav of Shri Guru Nanak Dev ji on November 19 and I am sure that PM Narendra Modi government's decision to re- open the Kartarpur Sahib corridor will further boost the joy and hap- piness across the country," added Shah. The corridor was shut in wake of the COVID pandemic. The visa-free 4.7-kilometre long corridor joins the Indian bor- der to Gurdwara Darbar Sahib in Pakistan. It became operational in 2019 and was inaugurated by Pak- istan Prime Minister Imran Khan. The reopening of Kartarpur will assist thousands of devotees, large- ly Sikhs, to visit the final resting place of Guru Nanak in Pakistan. Alternatively, the devotees are visiting the shrine going via the At- tari-Wagah border which requires a visa. AGENCY MUMBAI, NOV 16 The Reserve Bank on Tues- day withdrew more than 100 redundant circulars follow- ing recommendations made by the Regulations Review Authority. The redundant circulars withdrawn relate to certain norms concerning Foreign Investment in India by For- eign Portfolio Investors, RTGS, Know Your Customer (KYC), and Anti-Money Laundering (AML)/Combat- ing of Financing of Terrorism (CFT) Standards. The Regulations Review Authority (RRA 2.0) was set up by the Reserve Bank of India (RBI) in April this year. The objective of the RRA 2.0 is to review the reg- ulatory instructions, remove redundant and duplicate in- structions, reduce the com- pliance burden on regulated entities by streamlining re- porting structure, revoking obsolete instructions and wherever possible obviating paper-based submission of returns. It was also envisaged that the RRA will engage inter- nally as well as externally with all regulated entities and other stakeholders to facili- tate this process, the RBI said. The RRA has also consti- tuted an Advisory Group rep- resenting the regulated enti- ties under the chairmanship of Swaminathan J, Managing Director of State Bank of In- dia. "The RRA has been en- gaging in extensive consulta- tions with both internal as well as external stakeholders, on review of the regulatory and supervisory instructions for their simplification and ease of implementation. "Based on these consul- tations and the suggestions of the Advisory Group, the RRA has recommended withdrawal of 150 circulars in the first tranche of recom- mendations," the RBI said. The Prime Minister landed in a C-130 Hercules plane on the airstrip con- structed on the Expressway. Uttar Pradesh Chief Minister Yogi Adityanath, Governor Anandiben Patel and other leaders were pres- ent at the occasion. The 341 kilometre-long Purvanchal Expressway starts from village Chaud- sarai, district Lucknow lo- cated on Lucknow-Sultan- pur road (NH-731) and ends at village Hydaria located on National Highway num- ber 31, 18 kilometres east of the Uttar Pradesh-Bihar border. The key feature of the Expressway is the 3.2 km long airstrip to enable land- ing and take-off of Indian Air Force fighter planes in case of emergency. The expressway is 6- lane wide which can be ex- panded to 8-lane in the fu- ture. Constructed at an esti- mated cost of about Rs 22,500 crore, the Purvan- chal Expressway is set to give a boost to the economic development of the eastern part of Uttar Pradesh especially the dis- tricts of Lucknow, Baraban- ki, Amethi, Ayodhya, Sul- tanpur, Ambedkar Nagar, Azamgarh, Mau and Ghazipur. US issues 'Level 1' travel notice to India as Covid-19 case dip WASHINGTON, NOV 16 The US has issued a a Level 1 Covid-19 notice for its citizens travelling to India as the number of Covid-19 cases have dipped. According to the notice issued by the Centers for Dis- ease Control and Prevention (CDC), the risk of contracting Covid-19 in India and developing severe symptoms may be lower if you are fully vaccinated with an FDA authorised vac- cine. The CDC has also eased Covid-19 travel advisory for Pak- istan. As per the CDC, there are four types of health notices - - Level 4: Very High, Level 3: High, Level 2: Moderate, Lev- el 1: Low. The US State Department has also issued advisories for both India and Pakistan, urging its citizens to reconsider travelling to Islmabad due to to terrorism and violence and ex- cercise caution while travelling to India as well. US issues 'Level 1' travel noticeto India as Covid-19 case dip

The US has issued a a Level 1 Covid-19 notice for its citizenstravelling to India as the number of Covid-19 cases havedipped. According to the notice issued by the Centers for Dis-ease Control and Prevention (CDC), the risk of contractingCovid-19 in India and developing severe symptoms may belower if you are fully vaccinated with an FDA authorised vac-cine.

The CDC has also eased Covid-19 travel advisory for Pak-istan. As per the CDC, there are four types of health notices -- Level 4: Very High, Level 3: High, Level 2: Moderate, Lev-el 1: Low. The US State Department has also issued advisoriesfor both India and Pakistan, urging its citizens to reconsidertravelling to Islmabad due to to terrorism and violence and ex-cercise caution while travelling to India as well. In its adviso-ry for India, the US has asked the Americans not to travel toJammu and Kashmir due to terrorism and civil unrest andwithin 10 km of the India-Pakistan border amid possibility ofarmed conflict.

Mayor instructs contractors toexpedite worksRAJNI SONIYAMUNANAGAR: MayorMadan Chauhan and ChiefEngineer Ashok Rathi tooka meeting of the contrac-tors and agency operatorsof the corporation on Tues-day to expedite the devel-opment works in the city. He saidthat first 16,000 pending agricultural tube well connections will be re-leased and a target has been set to issue 40,000 connections by June30, 2022. Last year, the state government had cut the electricity ratesby 37 paise per unit. He said that it is estimated that this time the powercompanies will get the benefit of more than Rs. 2000 crore. Sh. Punjab Police on Mondayarrested two persons fromoutside the Moga DistrictCourt Complex for makingan attempt to take a criminalaway from the police cus-tody. CM launches Rs. 1010.60 cr phase-II ofJICA aided farm project for state

Chief Minister Jai Ram Thakurpresided over the launchingceremony of Rs 1010.60 crorephase-II of the HP CropDiversification Promotion Project(HPCDP) supported by JapanInternational Cooperation Agency(JICA) for the State atDharamshala today. The ChiefMinister said that the stategovernment was committed forthe development of rural areas asmore than 90 percent of the totalpopulation lives in these areas andabout 70 percent of the populationwas dependent on the agriculturesector for livelihood. Despitelimited financial resources andslowdown due to the Coronapandemic, the present stategovernment has launched variousnew schemes to promoteirrigation, agriculture,horticulture, forestry and alliedsectors besides ensuring all-roundand equitable development of theState. Jai Ram Thakur said that thephase-II of the JICA aided cropdiversification project would beimplemented in all the 12 districtsof state and would give a big boostto the socio-economic status offarmer's families. The phase-I ofthe project being implemented infive districts of Mandi, Kangra,

Hamirpur, Bilaspur and Una onpilot basis since 2011 hasvirtually transformed theeconomy of the farmers in thesedistricts. He said that the mainobjective of this project was todisseminate a successful model ofcrop diversification and increasethe vegetable area in the projectarea from 2500 hectares to 7000hectares by 2031. He said that inorder to fulfil the vision andcommitment towards rapiddevelopment of the State, thegovernment was mobilizingresources from all possiblesources including centralgovernment, external fundingagencies like JICA, World Bank

and Asian Development Bank etc.The state government considersJICA to be the most importantsource of financial support andpartner in development of theState. He said that there was ahuge potential for cultivation ofoff-season vegetables in thisregion. He said that the stategovernment has created a strongnetwork of market yards to ensureremunerative prices to thefarmers, but still lot more suchMandis were required in the Stateso that farmers couldhave easyaccess for marketing theirproducts and getting better prices.Jai Ram Thakur said that bothIndia and Japan have developed

systems of sustainable productioninstead of bulk production of foodgrains. The United Nations hasalso set goals for sustainabledevelopment which were to beachieved by 2030. Thegovernment of Himachal Pradeshhas institutionalized thesustainable development goals bysupporting them in the budgetaryand planning process and the Statelooks forward to meeting thesegoals in a record time.

The Chief Minister said thatthe state was grateful to thegovernment of Japan and thegovernment of India for leadingthe way for the prosperity of thefarmers of this hilly state in theagricultural sector since 2007. Healso congratulated themanagement and staff of JICAproject phase-I for their goodwork and thanked for their activesupport and guidance by sendingdelegations from many Asiancountries to see the project. JaiRam Thakur said that even duringthe pandemic, the agriculture andallied sector played a crucial rolein sustaining the economy of theState. This project also providesan opportunity to replicate theexperiences of diverse farmingsystems in communityparticipation and to disseminatewith similar JICA supportedprojects in India.

Covid: HP reports sixdeaths, 125 new cases, 99

Six aged people, three fromKangra district, two fromHamirpur district, and one fromMandi district lost their livesdue to the dreaded Coronaviruson Monday, said a spokesmanof the HP Health Departmenton Tuesday.

He told an news agencytoday that in all 8,248 samplesthat were tested in the state outof which only 125 were foundinfected. He said that Kangradistrict led the table with 61cases, followed by Hamirpur 27cases and thirteen in Unadistrict.

Those found positiveincluded eleven school-goingstudents, ten from Kangra andone from Hamirpur districtrespectively.

The spokesman said thatthe number of active cases roseto 1,113 and the total number ofconfirmed cases stood at 2,25,893.

Similarly, the number ofcured cases also rose to 2,20,959.

He said that the number oftotal fatalities has also risen to3,804 with death cases on therise in the state during the lasttwo months.

Meanwhile, the number ofactive cases in Hamirpurdistrict was recorded at 222 on

Monday. Two aged people alsolost their lives and the numberof total deaths rose to 298.

An official spokesman saidthat the number of totalconfirmed cases in the districtstood at 17,719 and that ofcured cases at 17,198.

Meanwhile, DeputyCommissioner, DebaswetaBanik and other senior revenueofficers including SDM’svisited their respective areas onMonday where gram sabhameetings were held and toldthem to work for the massvaccination drive in their areasso that the target fixed for thedistrict was fixed much aheadof the deadline of November30th.

On other hand, CMO,Hamirpur, Dr. RK Agnihotrisaid that the work of massvaccination was going on at fullspeed in all parts of the districtso as to contain the dreadedCoronavirus from spreadingfurther.

Rural Development, PanchayatiRaj, Agriculture, Fisheries andAnimal Husbandry MinisterVirendra Kanwar has said thaterrors have been found in theproposals received from thedistricts under MNREGA.Hesaid that the utilizationcertificate for the year 2020-21under MNREGA would be sentto the central governmentwithin two days. The officials of the RuralDevelopment Department are working inthis direction, so that the balance paymentcan be made as soon as possible. Kanwarsaid that department is creating an advancefund of Rs 100 crore in the year 2021-22 tofind a permanent solution to the problem ofdelay in payment. He said that aftercompleting all the formalities, this amounthas been deposited in the fund, so that the

payment for the purchase ofmaterial can be done. He saidthat Himachal Pradesh hasworked beyond the target underMGNREGA. He said that thetarget was to achieve 200.74lakh man-days in this financialyear till October, while 209.11lakh man-days were earned inthe state during the sameperiod. Virendra Kanwar saidthat better facilities are beingcreated in the rural areasthrough MNREGA, which is

also providing employment to the localpeople. In Himachal Pradesh, developmentworks are being done under MGNREGAwith crores of rupees, which is a record inthe tenure of any government. 567.77 crorein the year 2017-18, 849.48 crore in the year2018-19, 708.97 crore in the year 2019-20,988.95 crore in the year 2020-21 and Rs673.41 crore has been spent so far in thisfinancial year.

A new enrichment laboratory facility has beenstarted in the Civil Hospital, Baddi incollaboration with PGI Chandigarh. In whichpatients will be examined for culture of feces,urine and pus. This facility was not there earlierand patients had to go to the big city. The projectis funded by the UK's NARC Department and setup under the DBT side of the Government ofIndia. The project is being led by Dr. NeelamTaneja, Senior Professor, Department of MedicalMicrobiology, PGI, Chandigarh. and Dr. AnilArora, SMO of Baddi Hospital is the main leadin the execution of the project in Baddi. Underthis project, the facility of free testing of urine,blood and stool of the patient is provided. Apartfrom culturing these samples in the laboratory,antibiotic susceptibility testing is also being donefor diagnosis of infection. This will help intreating the infection in patients at the earliest.Under this project, testing of city water andsewerage water is also being done in PGIlaboratory. Under this scheme 9 people includingscientists, lab technicians and field personnel

have been employed at Baddi, Kangra and PGIChandigarh. Analysis of antibiotic resistance inthe Baddi region will be carried out in variousIndian and UK institutions.Senior Prof. of PGILaboratory. Dr. Neelam Taneja told that theindustrial area is a slum area in Baddi wherepeople have many types of infections whichantibiotic will have to be given to cure urine,diarrhea, skin germs. Study finds drug used to prevent miscarriageincreases risk of cancer in offspring

According to re-searchers at The Uni-versity of Texas

Health Science Center atHouston, exposure in uteroto a drug used to preventmiscarriage can lead to an in-creased risk of developingcancer.

The findings of the studywere published in the 'Amer-ican Journal of Obstetricsand Gynecology'. The drug,17-OHPC, is a syntheticprogestogen that was fre-quently used by women inthe 1950s and 1960s and isstill prescribed to women to-day to help prevent pretermbirth. Progesterone helps the

womb grow during pregnan-cy and prevents a womanfrom having early contrac-tions that may lead to mis-carriage. "Children whowere born to women who re-ceived the drug during preg-nancy have double the rate ofcancer across their lifetimecompared to children born towomen who did not take thisdrug," said Caitlin C. Mur-phy, PhD, MPH, lead authoron the study and associateprofessor in the Departmentof Health Promotion and Be-havioral Sciences atUTHealth School of PublicHealth in Houston. "We haveseen cancers like colorectal

cancer, pancreatic cancer,thyroid cancer, and manyothers increasing in peopleborn in and after the 1960s,and no one really knowswhy," Murphy added. Re-searchers reviewed data fromthe Kaiser FoundationHealth Plan on women whoreceived prenatal care be-tween June 1959 and June1967, and the CaliforniaCancer Registry, whichtraced cancer in offspringthrough 2019.

Out of more than 18,751live births, researchers dis-covered 1,008 cancer diag-noses were made in offspringages 0 to 58 years. Addition-

ally, a total of 234 offspringwere exposed to 17-OHPCduring pregnancy. Offspringexposed in the womb hadcancer detected in adulthoodmore than twice as often asoffspring not exposed to thedrug -- 65 per cent of cancersoccurred in adults youngerthan 50. "Our findings sug-gest taking this drug duringpregnancy can disrupt earlydevelopment, which may in-crease risk of cancer decadeslater," Murphy said. "Withthis drug, we are seeing theeffects of a synthetic hor-mone. Things that happenedto us in the womb, or expo-sures in utero, are important

risk factors for developingcancer many decades afterwe're born," Murphy added.A new randomised trialshows there is no benefit oftaking 17-OHPC, and that itdoes not reduce the risk ofpreterm birth, according toMurphy. In a stewLabour reform in India has always been a prick-

ly subject and any attempt to amend legislationsparks outrage and resentment among one or

the other group of stakeholders in the economy. Whenthe Narendra Modi government crunched 29 Centrallaws into four labour codes last year, India Inc was ec-static. The move ignited the hope that industry wouldfinally break free from the decades-old straitjacket ofrecruitment laws and labour practices that are totallyout of step with present-day realities. But the Centre’sefforts to introduce reformist laws to reinvigorate thebusiness ecosystem can often be stymied by the statesthrough regressive legislation. Earlier this month, In-dian industry received a body- blow when theHaryana government issued a notification outliningplans to implement a tough, sons-of-the-soil policy inthe private sector. From January 15 next year, 75 percent of all jobs in the private sector with a gross salarythreshold of Rs 30,000 will have to go to people domi-ciled in the state of Haryana. Industry has recoiledwith horror and intends to vigorously challenge themost noxious elements of the notification.

Trouble had been brewing for some time after theHaryana State Employment of Local Candidates Actreceived the governor’s assent in late February. TheHaryana legislation is modelled on the one passed bythe Andhra Pradesh government in 2019 but containsa few more draconian provisions. Unlike AndhraPradesh, Haryana has opted to go ahead and notify adate from when the provisions will come into effect.Industry has been granted very little wiggle room toplead for exclusion from the provisions and violationswill attract stiff penalties. Warming temperatures increasinglyalter atmosphere's structure

Anew international study shown thatclimate change is having an increas-ing impact on the structure of the

Earth's atmosphere. The research, pub-lished in Science Advances, draws ondecades of weather balloon observationsand specialized satellite measurements toquantify the extent to which the top of thelowest level of the atmosphere is rising.That region, the tropopause, is pushing upthe boundary with the stratosphere byabout 50-60 meters (about 165-195 feet)per decade.

The rising is caused by warming tem-peratures near Earth's surface that are caus-ing the lower atmosphere to expand.

"This is an unambiguous sign of chang-ing atmospheric structure," said Bill Ran-del, a scientist at the National Center forAtmospheric Research (NCAR) and co-au-thor of the new study. "These results pro-vide independent confirmation, in additionto all the other evidence of climate change,that greenhouse gases are altering our at-mosphere." The international research teamwas led by scientists at Nanjing Universityin China. The study was supported in partby the National Science Foundation, whichis NCAR's sponsor.

The height of the tropopause, an at-mospheric region that divides the denseand turbulent troposphere from the overly-ing and more stable stratosphere, rangesfrom about 5 miles above Earth's surface atthe poles to 10 miles at the equator, de-pending on the season.

The location of the tropopause is of in-terest to commercial pilots who often fly inthe lower stratosphere to avoid turbulence,and it plays a role in severe thunderstorms,whose overshooting tops sometimes drivethe tropopause higher and drawdown airfrom the stratosphere.

The steadily increasing height of thetropopause in recent decades does not sig-nificantly affect society or ecosystems, butit illustrates the wide-ranging impacts ofgreenhouse gas emissions. Previous scien-

tific studies have shown that tropopause isrising. This was not only because of climatechange but also because of cooling in thestratosphere associated with ozone deple-tion. The 1987 Montreal Protocol and sub-sequent international agreements to restrictemissions of ozone-destroying chemicals,however, have successfully reversed theloss of ozone and stabilized temperatures inthe lower stratosphere.

Randel and his co-authors pulled to-gether newly available data to analyze howmuch tropopause is continuing to rise nowthat stratospheric temperatures are nolonger have a significant impact.

They turned primarily to two sources ofinformation. One was a recently updatedarchive of observations from radiosondes,which have been lofted high into the at-mosphere for decades on weather balloonsto measure atmospheric properties.

Because the radiosonde data is mostdetailed over land areas of the NorthernHemisphere between 20 and 80 degrees inlatitude, the new study focused on the ris-ing height of the tropopause in that region.

The scientists also analyzed observa-tions from specialized satellite instrumentsdating back to 2002 that probe the atmos-phere by measuring the degree to whichGlobal Positioning System (GPS) radiosignals bend and slow as they pass throughthe atmosphere.

This innovative technique, known asGPS radio occultation, was pioneered inpart by an array of satellites known asCOSMIC (now COSMIC-2), whose data isprocessed and disseminated by the Univer-sity Corporation for Atmospheric Re-search, which manages NCAR.

The research team then applied statisti-cal techniques to account for the impact of

natural events that temporarily change at-mospheric temperatures and affect thetropopause, such as volcanic eruptions andthe periodic warming of surface waters inthe eastern tropical Pacific Ocean known asEl Nino. This enabled them to isolate therole of human-induced warming. Theiranalysis of radiosonde observationsshowed that the tropopause has increased inheight at a steady pace since 1980: about58-59 meters per decade, of which 50-53meters per decade is attributable to human-induced warming of the lower atmosphere.This trend has continued even as the influ-ence from stratospheric temperatures haswaned, demonstrating that warming in thetroposphere is having an increasingly largeimpact. The satellite observations takensince 2000 verified that the height of thetropopause has increased over the past twodecades.

Astudy led by researchers at the Uni-versity of Gothenburg has shownthat both moderate and strenuous

exercise alleviate symptoms of anxiety,even when the disorder is chronic. Thestudy, now published in the Journal of Af-fective Disorders, is based on 286 patientswith anxiety syndrome, recruited from pri-mary care services in Gothenburg and thenorthern part of Halland County. Half ofthe patients had lived with anxiety for atleast ten years. Their average age was 39years, and 70 per cent were women.

Through drawing of lots, participantswere assigned to group exercise sessions,either moderate or strenuous, for 12 weeks.The results show that their anxiety symp-toms were significantly alleviated evenwhen the anxiety was a chronic condition,compared with a control group who re-ceived advice on physical activity accord-ing to public health recommendations.Most individuals in the treatment groupswent from a baseline level of moderate tohigh anxiety to a low anxiety level after the12-week program. For those who exer-cised at relatively low intensity, the chanceof improvement in terms of anxiety symp-toms rose by a factor of 3.62. The corre-sponding factor for those who exercised athigher intensity was 4.88. Participants had

no knowledge of the physical training orcounselling people outside their owngroup was receiving. "There was a signif-icant intensity trend for improvement --that is, the more intensely they exercised,the more their anxiety symptoms im-proved," states Malin Henriksson, a doc-toral student at Sahlgrenska Academy atthe University of Gothenburg, a specialistin general medicine in the Halland Region,and the study's first author. Drugs-on-cruise case: Mumbai court asks NCB to approachPune court to examine KP GosaviMUMBAI: The Special Narcotic Drugs and Psychotropic Substances (NDPS) Court, Mumbai on Mondaydisposed of the Narcotics Control Bureau's (NCB) plea for recording statement of KP Gosavi, who is awitness in the drugs-on-cruise case and was arrested by Pune Police in a cheating case. The court said thatGosavi is "technically" in judicial custody of another court and the NCB should approach that court (Punecourt) for it.
