In the first case, which was decided by the court in record 22 days, District and Sessions Judge MM Dhonchak held guilty and sentenced Balihar Singh of Bakal village in this district under the NDPS Act, to four- and-a-half years imprisonment and fined him Rs 50,000. He was found in possession of 50 gm smack by the police on March 12, 2019 and booked under the NDPS Act. He was put on trial on August 20. AGENCY NEW DELHI, SEP 13 The odd-even road rationing scheme will come into effect in Delhi from November 4-15, Chief Minister Arvind Kejriwal announced on Friday among a slew of other measures to combat high-level of air pollution caused due to stubble burning in neighbouring states during winters. Kejriwal announced the odd-even scheme as part of the seven-point 'Parali Pradushan' action plan that also includes mass distribution of anti-pollution masks, mechanised sweeping and water sprinkling on the roads, tree plantation, and special plans for 12 pollution hotspots in the city. During the 12-day scheme, vehicles will ply alternately on odd and even dates as per their registration numbers. In the previous two experiments in January and April in 2016, a fine of Rs 2,000 was imposed on the violators of the rule. Kejriwal said the details of the scheme will be shared with people in coming days. In the past, two-wheelers and female commuters were exempted from the rule. According to the graded response action plan (GRAP) devised by the Central Pollution Control Board, the odd-even scheme for private vehicles is implemented when the pollution level at 'severe plus' category persists for 48 hours or more. The air pollution level in Delhi remains low in 11 months of a year but picks up in November due to stubble (parali) burning in the neighbouring states. Dense cloud of smoke covers Delhi, which becomes a gas chamber, the chief minister said. "The Centre, and governments in Punjab and Haryana are making their efforts to prevent crop burning and the Delhi government will extend all possible help to them," he said. Asserting the efficacy of the odd-even scheme, Kejriwal said studies have shown that it could reduce air pollution by 10-13 per cent. Vadra, the husband of Congress leader Priyanka Gandhi Vadra, had moved a petition seeking permission to travel to Spain between September 20 and October 8. The 50-year-old is facing allegations of money laundering related to the purchase of properties in London. The case is being probed by the Enforcement Directorate (ED). He was granted anticipatory bail on a condition that he cannot leave India without the permission of the court. Earlier, Advocates DP Singh and Nitesh Rana, appearing for the agency, had said that the visit is an attempt to meet the co-accused and tamper with the evidence. Centre removes names of 312 sikh foreign nationals from blacklist They are eligible to visit India now AGENCY NEW DELHI, SEP 13 The government has removed from its blacklist names of 312 Sikh foreign nationals involved in anti-India activities and only two persons figure in the list now, Home Ministry officials said today. The decision has been taken after a review carried out by different security agencies on the Central Adverse List or blacklist containing the names of foreign nationals who carried out anti-India activity. A blacklist on Sikh foreign nationals maintained by various Indian missions abroad has also been discontinued by the government. "The government of India has reviewed the Adverse List containing 314 foreign nationals belonging to Sikh community and brought it down to just two," an official of the Home Ministry confirmed. These Sikh foreign nationals are now eligible to avail visa services to visit their families in India and reconnect with their roots. This review is a continuous and dynamic process and is a part of a regular exercise. Such a review will afford an opportunity to such Sikh foreign nationals to visit India, meet their family members and reconnect to their roots, the official said. In the 1980s, many Sikh Indian nationals and foreign nationals belonging to the Sikh community were involved in anti-India propaganda. Some Sikh Indian nationals left India to avoid being arrested, and became foreign nationals. They were placed in the blacklist till 2016, making them ineligible to avail visa services to visit or return to India. One major issue coming in the way of grant of consular/visa services to asylees and their family members, mostly belonging to the Sikh community, was maintenance of local adverse lists by Indian Missions abroad. This practise has also been discontinued, a Home Ministry official confirmed. Consequently, all Indian Missions/Posts abroad have been advised to grant appropriate visa to all categories of asylees and derivative asylees (i.e. family members) whose names do not figure in the Central Adverse List, in line with the procedure followed for other categories of applicants of that nationality. Capt Amarinder welcomes decision CHANDIGARH: Punjab Chief Minister Captain Amarinder Singh has welcomed the Centre’s decision to virtually scrap the controversial `Black List’, which was totally discriminatory towards the Sikh community, in response to the state government’s persistent demand and efforts. Conceding the demand and argument of the state government, the Centre has virtually done away with the list, that comprised 314 Sikh foreign nationals, with only two names of men not connected with Punjab now left on it. The state government ordered a magisterial inquiry and announced ex gratia of Rs 11 lakh each, the Municipal Corporation Rs 2 lakh per fatality and the district administration doled out Rs 50,000 through the medium of the Red Cross for the funerals, it was officially learnt. Describing the incident as extremely saddening, Chief Minister Kamal Nath averred, “In this hour of grief, my dispensation stands with every bereaved family and all possible assistance shall be extended. The person(s) whose carelessness caused the tragedy will not be spared,” he averred. Boat capsizes during Ganesh idol immersion, 11 killed Four drowned in Delhi NEW DELHI: The bodies of two men and as many women who drowned during Ganesh idol immersion were recovered from near Palla Bakhtawarpur village in the early hours of Friday, according to the Delhi Fire Service. The fire department received information regarding the drowning incident at 8.58 pm on Thursday, officials said. One fire tender was rushed to the spot and the rescue operation was initiated. The bodies of two men and two women were recovered, the officials said. Jaish terrorists arrested in Kathua sent to 7-day police custody JAMMU, SEP 13 The District and Mobile Court, Kathua, on Friday sent the three arrested terrorists of Jaish-e-Mohammad outfit, to seven day police remand. Police sources here told UNI that the arrested terrorists were produced in the Court following which they were sent to seven-day police remand. "During overnight interrogation, they did not spill beans from where they transported the weapons and who handed them over," they said, adding that the weapons were to be handed over to someone in Kashmir. "We are investigating the matter and their links with other outfits while more arrests from the Valley in coming days cannot be ruled out," police sources further said. Issue of linking social media profiles with Aadhaar needs to be decided earliest: SC NEW DELHI, SEP 13 The Supreme Court on Friday said the issue of linking of social media profiles with Aadhaar needs to be decided at the earliest. A bench of justices Deepak Gupta and Aniruddha Bose said, "At this stage we do not know whether we could decide this issue or the high court will decide". The bench further said it will not go into the merits of the case and would simply decide the transfer petition filed by Facebook seeking transfer of such cases pending before high courts of Madras, Bombay and Madhya Pradesh to the top court. Solicitor General Tushar Mehta, appearing for the Centre, told the bench that it has no objection to transfer of the cases from high courts to the top court. The Tamil Nadu government had on Thursday claimed in the apex court that Facebook Inc and other social media companies were not complying with Indian laws, resulting in "increased lawlessness" and difficulties in "detecting crimes". It had sought modification of the August 20 order of the apex court directing the Madras High Court to continue hearing of pleas for linkage of social media profiles with biometric ID Aadhaar but restraining it from passing any effective orders. The high court is at an advanced stage of hearing but due to the apex court's August 20 order, it had deferred the hearings on those petitions, the state government had said. Referring to different criminal cases, the state government had said local law enforcement authorities have attempted to seek information from these companies for investigation and detection of crimes on several occasions. It had said that these companies ask authorities to send letters rogatory "despite operating on Indian soil" and have in all cases "failed to provide complete information". The state government had also submitted that the transfer petition of Facebook Inc filed before the court seeking to transfer cases from Madras, Bombay and Madhya Pradesh High Courts is replete with "false and misleading averments" and is a blatant attempt to misguide the Court for oblique motives. NEW DELHI, SEP 13 A Delhi court on Friday dismissed jailed Congress leader P Chidambaram's petition seeking to surrender in a money laundering case being probed by the Enforcement Directorate (ED) in the INX Media case. The 73-year-old is facing probe in cases registered by both the CBI and the ED pertaining to alleged irregularities in the Foreign Investment Promotion Board clearance given to INX Media to the tune of Rs 305 crore in 2007 when he was the Union finance minister. He was arrested by the Central Bureau of Investigation (CBI) on Aug 21 and sent to its custody for interrogation. Last week, a CBI court sent Chidambaram to judicial custody in Tihar Jail till September 19. Yesterday, Solicitor General Tushar Mehta, appearing for the ED, had said that the agency does not want his custody as he cannot tamper with the evidence or influence the witnesses since he is already in the judicial custody. "We are waiting to see if the "conducive time" occurs immediately at the end of Chidambaram's judicial custody," Mehta told the court. Court dismisses PC’s plea to surrender in INX Media case NEW DELHI, SEP 13 The national capital is likely to have a new Parliament building in the next five years. Minister of State (Independent Charge) for Housing and Urban Affairs, Hardeep Singh Puri, said on Friday that one of Prime Minister Narendra Modi's dream projects is to reconstruct buildings built between 1911 and 1927 like North Block, South Block, Rashtrapati Bhavan and the Parliament building. "We are going to reconstruct all of that. By the time we meet in 2024, at the time of next election, it is our expectation that we will be in a new Parliament building," he said at a conference jointly organised by industry body FICCI and Delhi Development Authority (DDA). He said the government's request for proposals have received a great response by the stakeholders. Puri said the new Land Pooling Policy will transform Delhi into the world's largest megapolis by 2024. It will create 17 lakh additional residential units, hugely contributing to the country's GDP and jobs. SIRSA, SEP 13 Haryana police on Friday claimed to have cracked a double murder case of Sirsa district within 24 hours of the incident that took place on September 12 with the arrest of five people. Police have also recovered sharp-edged weapons and motorcycle used in crime, a police department spokesman said here. He said arrested accused were identified as Nirmal of Sukhsagar Colony, Sirsa, Sahil of Natar, Sirsa, Gulshan of Preet Nagar, Sirsa, Krishan of Rangdi Khera, Sirsa and Deepak of Mela Ground, Sirsa. A total of six people were involved in the crime. Sixth accused is still at large, who has been identified and expected to be nabbed very soon, he added. Giving details, the spokesperson said a case under sections 302 and 201 of the IPC was registered in Nathusari Chopta police station in Sirsa by SHO himself after he recovered bodies of two unidentified youths in Kutana minor tributary canal in the district. After strenous efforts, the names of the deceased came to be known as – Jitender, resident of Gau Shala Mohalla Sirsa and Aman, a native of Ramgarh in Rajasthan. Haryana Public Works (Buildingsand Roads) Minister, Rao NarbirSingh today laid the foundationstone of developmentprojects to the tune ofabout Rs 201 crore, whichincluded construction oftwo multi-level parking inGurugram city, beautifica-tion of water pond in vil-lage Jahajgarh and reno-vation work of communi-ty center.

The Minister today laid foun-dation stone of two multi-levelparking, one will be constructed atKaman Sarai and the other at thesite of old veterinary hospital on thewest of railway road in SadarBazar. He said that the multi levelparking of Kaman Sarai would beconstructed at a cost of about Rs150 crore rupees and with facilityof parking 1,000 vehicles. In thisparking, the basement would havethree levels with stilt parking and

six floors in this parking. Its totalarea is 8,332 square meters andwould be completed in two years.

The design and model of thismulti-level parking has been

planned in such a way thatit would also have facilityof commercial activities,such as shops, exclusivebanquet hall, three-screenmultiplex, food court, gymand badminton, he added.

He said that the othermulti-level parking to be

constructed on the site of old vet-erinary hospital on the railway roadalong Sadar Bazar, would haveparking facilities for about 275 ve-hicles and would be three levels inthe basement with stilt and 6 floorsabove.

This parking complex would beconstructed on an area of 3,186square meters and it would alsohave facility for commercial activi-ties. It would have a showroom, re-tail shop, badminton court, foodcourt and the likes.

Two youth died on the spotwhile a woman sustained seri-ous injuries when their motorcy-cle collided with a truck nearSahuwala village on Sirsa-Dab-wali highway on Friday morn-ing. Baragudda police station in-charge Kamlesh Kumari toldmedia here that Titu Khera resi-dent Buta Ram along with hismother Mukhtiar Kaur and an-other close relative GurpreetSingh, was going to Punjab onhis motorcycle to distribute hiswedding cards. When theyreached near Sahuwala village,the truck driver suddenly ap-plied the brakes of his vehicle.As a result, the motorcycle col-lided with the truck and bothButa Ram and Gurpreet Singhdied on the spot due to excessive

bleeding. However,MukhtiarKaur suffered serious injuries inthe mishap. The police officerinformed that the bodies ofyouth have been sent to civilhospital Sirsa for post mortem.She said that the truck was im-pounded by the police and a casehas been registered against thetruck driver.

you have redeemed the world”,is prayed by most Christianswith profound devotion. Thoseunfamiliar with Christianity arenot only amazed but often

shocked tosee the fig-ure of a man(Jesus), al-most naked,nailed toand hangingon the cross.With a little

research, one would find thattwo thousand years ago, theRomans punished a dreadedcriminal by hanging him andleaving him to die on a cross.How come then that one suchsaid “criminal” is honoured inchurches and prayed to withunshakeable faith?

The cross has become anundisputable sign of Christian-ity. In the Christian liturgicalcalendar there are several feastsof the Cross, all of which hon-our the Cross used in the cruci-fixion of Jesus. While GoodFriday is reserved for the day ofJesus’ crucifixion and death,other days celebrate the Crossitself, as that which brought

salvation to individuals and theworld. September 14, however,is a special day to exalt theCross. It is believed that Hele-na, the mother of Roman Em-peror Constantine, both ofwhom had been converted toChristianity, discovered theCross on which Jesus actuallydied.

The historical account af-firms that three crosses werefound during excavations onMount Calvary. In order to de-termine which the authenticcross of Jesus was (since twomore crosses of thieves whohanged along with Jesus thatFriday afternoon were found),they were brought in contactwith a sick lady who became

fully well by the touch of oneof them. That was the year 328.The Exaltation of the Cross asa regular feast day, however, iscelebrated since 7th century.

While those are the techni-cal details about the authenticCross, it is nearly impossible toenumerate the deep personalsignificance Christians contin-ue to draw from the Cross. Itbrings profound spiritualmeaning to different people.Foremost, it is a sign of greatcontradiction, signifying si-multaneously death and life,hate and love, violence andpeace, accusation and forgive-ness, brokenness and whole-ness, defeat and victory andwhat have you.

Not only at the social level, but evidently at the politicallevel too the institution of caste continues to thrive inthe country. The clearest proof of this was the recent

statement of Lok Sabha Speaker Om Birla, singing paeans tothe priest caste of the majority Hindu community, which hasenjoyed a place of dominance in the social order since Vedictimes. The Speaker, whose voice ought to give lead in uphold-ing the constitutional values of the country relating to social,judicial and moral equality, overlooked this obligation andgave voice to the most backward of tendencies in our sociallife. He seemed wholly oblivious to the reality that the basis ofthe caste order of Hindu life has been questioned by all strataof society — including those privileged by the pernicious hier-archy engendered by the caste system — since at least the 18thcentury in very conspicuous fashion.

With the reform movement in Hindu society, and the riseof the national movement against colonial rule with the stampof Mahatma Gandhi impressed deep upon it, the interrogationof caste gathered speed with the help of intellectual and moralfuel supplied by thinkers, reformists and even religious bards.

None of this mattered though when Mr Birla, speaking atan organisation of the Brahmin community in Rajasthan re-cently, gave us a glimpse of his evidently unenlightened mind.He went on a rant to suggest that those born in the Brahmincaste deserved their highest place in the Hindu order. He ap-peared to attribute to them inherent superiority, which he saidled them to offer society guidance.

Individuals of all caste or religious groups, including thoseof Brahmins, have made noteworthy contributions in all as-pects of national life. To place Mr Birla’s retrograde observa-tions under the scanner is not to denigrate those born into theBrahmin caste, but to question the ideology of Brahminism,which may be thought of as being co-terminous with the fun-damental iniquities of the caste order of Hindu society.

Social reform movements and political struggles againstthis order have been a defining feature of India’s public life andour own times in a very fundamental way. Class inquities areeasier to overcome than caste divides, although to battle againstclass can take generations. This is because, according to the an-cient law and practice, a Hindu cannot escape his caste. In themodern world, and if we are to defer to the idea of equality, thebest that may be done is to ban the playing out of caste preju-dice in the matter of accessing public goods and services. It isin this matter that the Lok Sabha Speaker’s reported remarkshave let down the country, especially those who have waged alife-and-death struggle against the Brahminical order.

It is enjoined upon Parliament to subject the Speaker's ob-servations to close scrutiny and take appropriate action.

The UN Human RightsCouncil (UNHRC) wasrecreated in 2006, dur-

ing the UN reforms. The new47-member body was sup-posed to be less ideologicaland more devoted to the pro-tection of human rights. TheUnited States leaving thebody, however, confirmed thatpolitics was germane to anyUN body’s DNA. The councilholds three regular sessionsevery year in March, June andSeptember. The current 42ndsession presented Pakistanwith an opportunity to rake upthe Kashmir issue, after its bidto involve the UN SecurityCouncil did not move beyondan informal pre-meeting dis-cussion.

Pakistan’s foreign minis-ter Shah Mahmood Qureshialleged “genocide” by India inlocked-down Kashmir afterthe drastic constitutionalchanges on August 5. The In-dian delegation led by Ms Vi-jay Thakur Singh, secretary(east) in the external affairsministry, rebutted in kind. Thedebate obviously has internaland external dimensions. Pak-istan originally attacked theconstitutional changes madeby India and the abrogation ofArticles 370 and 35A of theConstitution, eliminating thespecial status of Jammu andKashmir. India, it charged,had unilaterally altered thestatus quo in a state subject toUNSC resolutions and per-ceived by Pakistan as a “dis-

pute”. This found little sup-port internationally, or in theSecurity Council, as Pakistanhas also in the past tinkeredwith areas in Pakistan-occu-pied Kashmir (PoK), particu-larly in the Northern Areas,now christened Gilgit-Baltistan. China is complicitin that game, running its am-bitious China-Pakistan Eco-nomic Corridor (CPEC)through Gilgit-Baltistan with-out India’s consent. There-fore, Pakistan cannot treat ac-tions in the part of Kashmirthat it controls as its right, in-cluding the initiation of major

In 1819 Maharaja RanjitSingh won over the Jammu& Kashmir and merged itwith Punjab. After the deathof Maharaja Ranjit Singh in1846, the Dogra Princelyfamily of Jammu won overthe State of Jammu & Kash-mir (J & K). King GulabSingh Dogra, after the firstbattle of Anglo Sikh war didthe Amritsar and Lahoretreaties with the EnglishGovernment.

So it remained as aprincely state like the other600 princely states of Indiatill 1947. In 1947, HariSingh was the king of Jam-mu & Kashmir and MountBatten was the GovernorGeneral of India. Accordingto the 5th heading of the

Mount Batten freedom planof India of 1947: the deci-sion of the Princely states toenter either into India, orPakistan Dominion wouldtake their kings. In August1947 the British Parliamentpassed the Mount Battenfreedom plan as the inde-pendence Act of India,which was implemented on14th August 1947.

In 1947 to settle theprincely state's mergencewith India a special Min-istry had been formed underthe Presidentship of thenHome-Minister of IndiaSardar Ballabh Bhai Patel.Out of 601 princely states555 merged with India, therest of merged with Pak-istan. In the time of 1947-48, the task of mergence ofthe princely states complet-ed without any major hin-drance.

But the cases of threeprincely states, Junagarh,Hydrabad and Kashmirwere separate. On February1, 1948 in Junagarh, votingtook place on the issue of itsmergence with India. A big

majority voted in favour ofits mergence with India, Inearly in 1949, the Nijam ofHydrabad signed the mer-gence treaty with India andthe state became the part ofRepublic of India. On 22ndOctober 1947, Pakistan'sArmy in the guise of Kabilisattacked Jammu & Kashmir.On 26th October 1947 theyjust reached near the Srina-gar. Indian Government re-jected Maharaja's plea tosend its army until Mahara-ja did not sign the mergencetreaty with India.

On 26th October 1947Hari Singh the Maharaja ofJammu & Kashmir signedthe mergence treaty with In-dia. On 27th October the In-dian Army reached Srina-gar. His encounter tookplace with the Pakistan'sArmy.

The freedom operationof the P.O.K. was going suc-cessfully. With in two orthree days it would be com-pleted. On this stage theleader of Kashmir Sri ShekhAbdullah kept his family in-terest forward.

He weaved a hangingrope, which took the lives oflakhs of people of Jammu &Kashmir till today. ShekhAbdullah made agreed theP.M. of India Sri JawaharLal Nehru to stop the free-dom operation of the onethird area of Jammu &Kashmir under the illegaloccupation of Pakistan.P.M. Sri Jawahar Lal Nehru

did not want to displeaseShekh Abdullah at any cost.P.M. Nehru ignoring therepercussions of the futureand by throwing away theconstitutional responsibilityof the mergence treaty byMaharaja Hari Singh withIndia, ordered to stop thefreedom operation. Whenthe treaty of mergence wassigned, British field marshalSir Claude Auchinleck wasthe Chief Commander ofboth the Armies and MountBatten was the GovernorGeneral of India. He alsosigned the paper of mer-gence treaty. According tothe heading 5th of theMountbatten freedom planthe mergence treaty of Jam-mu and Kashmir with Indiawas purely constitutionaland was final. To stop thefreedom operation in themidway was a blunder mis-take done by P.M. Nehru.India including the Jammu& Kashmir is facing the sadresults of that mistake tilltoday.

History repeats itself. Itwas the policy of Shekh Ab-dullah to keep the P.O.K.with Pakistan, the same pol-icy is being adopted by hisson Farooq Abdullah. OnNovember 11, 2017 FarooqAbdullah said, "P.O.K is ofPakistan and here side ofKashmir is of India's, nobody can change this posi-tion". On 25th NovemberFarooq Abdullah again said,"P.O.K is not a property of

India, India cannot claim onP.O.K. like the ancestralproperty".

Farooq Abdullah's state-ment is against the spirit ofconstitution of Jammu &Kashmir state as well as ofIndia, historical truth and ofkashmiriat. Nobody in stateGovernment or in the cen-tral Government takes hisstatement seriously. Hisstatements are linked withhis personal benefits. Thesepersonal benefits can beseen at the geographical,demographical and at theAssembly seat's division.The area wise division ofJammu & Kashmir is as fol-low:-

attention is being paid to theoriginal question raised byenvironmentalists — aboutsaving the fertile Krishnafloodplains.

The “Amaravati Sustain-able Infrastructure and Insti-tutional Development Pro-ject”, as it has been known,was to be a greenfield projectwith the government ofAndhra Pradesh issuing theorder in December 2014 iden-tifying the location of the cap-ital city between Vijayawadaand Guntur on the banks ofthe Krishna river. It was anarea about 7,068 sq km forthe capital region and 122 sqkm for the proposed new cap-

ital city. Alleging long-termdamage to the Krishna riverfloodplains, on which muchof the capital city is proposedto be built, several people hadapproached the NationalGreen Tribunal (NGT). Dur-ing the hearing, the green tri-bunal had underscored, “Theriverbed and river floodplains are an integral part ofthe river wetland system andplay an extremely importantrole in the water cycles, in-cluding recharge of ground-water. Therefore, if a river’sdrainage basin or flood plainis heavily urbanised, it be-comes much more prone toflooding.”

Man held for runningflesh trade in ShimlaSHIMLA: A man was arrested oncharges of running a flesh trade rackethere, police said on Friday. Theaccused was identified as VarinderSingh, resident of Mohali. AdditionalSuperintendent of Police(ASP)Parveer Thakur confirmed that on a tipoff, they arrested him. The accusedwas contacted through Whatsapp andhe agreed to provide two girls, he said.Both the girls were rescued and thevehicle used for the crime was alsoseized. Friday prayers notallowed in JamiaMasjid in KashmirSRINAGAR: Friday prayers were notallowed for the sixth successive weekin historic Jamia Masjid in downtownSrinagar and some other majormosques in Kashmir valley, where liferemained crippled due to restrictionand strike against scrapping of Article370 and Article 35A on August 5.However, prayers were allowed inmosques in the interior areas in thevalley. Official sources said restrictionsunder section 144 CrPc have been re-imposed in downtown and other partsof Srinagar since early today toprevent protests after Friday prayers.However, all the gates leading toJamia masjid remained closed andpeople were not allowed to enter theworship place. Hundreds of securityforces have been deployed in andaround the historic mosque to preventAssembly of people. Meanwhile, roadsleading to Jamia masjid, stronghold ofmoderate Hurriyat Conference (HC)Mirwaiz Moulvi Omar Farooq, wereopen though security forces remaineddeployed in strength. Similarly, othermajor masjids in different parts of thevalley were also closed for devotees.But, reports of offering of Fridayprayers came from smaller localmosques in the valley.

Health and Family WelfareMinister, Vipin Singh Parmarinformed here today that AyushmanBharat-Pradhan Mantri Jan ArogyaYojna was launched on 23rdSeptember, 2018 in the State andwas going to complete one yearsoon. Health Minister said that oncompletion of the one year ofAyushman Bharat- Pradhan MantriJan Arogya Yojna, the State wouldcelebrate Ayushman BharatPhakwara, starting from 15thSeptember to 30th September,2019. He said that to mark theoccasion, a walkathon would beorganised on 15th September, 2019starting from Lift at 11.00 AM andawareness regarding the schemewould also be spread amongst thepeople till 30th September, 2019.

He said that 22 lakh people areeligible under Ayushman Bharat-Pradhan Mantri Jan Arogya Yojnaand 7.75 lakh golden cards havebeen issued and more than 30491beneficiaries have availed freemedical treatment under the schemewith an estimate cost of Rs. 30.69crore. He informed that under thescheme, provision of free medicaltreatment of upto Rs. Five Lakh

was provided to patients fortreatment in the hospital. Presently199 hospitals are registered underthis scheme in the State, out ofwhich there are 52 private hospitals.He said that the beneficiaries canavail free medical treatment in otherStates and Union territories of theCountry. The Minister said thatState Government has launchedHealth Care Scheme- Himcare forthose families which are notcovered under Ayushman Bharat.He said that under the scheme therewas also a provision of free medicaltreatment of upto Rs. five lakh tothe patients. The scheme waslaunched on 1st January, 2019 and6.42 lakh families are registeredunder this scheme. He said that36581 beneficiaries have availedthe benefit of free medicaltreatment under the scheme and Rs37.09 crores were spent on it.

Disclosing this here an official spokesperson of the Vigilance Bureausaid constable Sarbjeet Singh posted at police post Humbran, Ludhiana district was nabbed redhanded on the complaint of Ajmer Singh of Sarup Nagar, Salem Tabri, Ludhiana. The complainanthas approached the VB and alleged that the accused police official was demanding Rs 50,000 fornot registering theft case against him and the deal was struck at Rs. 30,000. He further informedthat complainant had already paid Rs. 5,000 as a first installment to him. Chaudharyinformed that Punjab Government hasrecently made a provision for 4 percentreservation in government jobs andpromotions for physically challengedwomen and men. A notification in thisregard has been issued. She said thatthe Punjab government has also takensteps for the welfare of acid attackwomen. Under the Financial AssistanceScheme Punjab 2017, the provision forfinancial assistance Rs. 8,000 permonth has been made for women withsevere disabilities of 40 per cent ormore. The Minister further said that thePunjab Government is providingmonthly pension Rs 750 to women whoare 58 years and above and their annualincome from all sources is less than Rs60,000 annually. Similarly, bothhusband and wife should not have morethan two and a half acres fertile land

and not more than five acres barrenland. The pension is being paid to menas well but the age criterion is differentfor them. Similarly, financial assistanceof Rs. 750 per month has also beenmade for widows / destitute womenwho are above 58 years and hasannually income from all sources notmore than 60,000. Similarly theprovisions are made for the widows andunmarried women over the age of 30years besides a monthly pension havealso been arranged for physicalchallenged women. She added that thePunjab Government has made aprovision of Rs.1000 a year for thebooks and copies for the tenth standardphysical challenged girls studentsbesides Rs 1000 for the uniform. Abovethe tenth standard Rs.1500 is beingprovided annually to students for thebooks and Rs.1500 for uniforms.
