The DMU service between Udhampur- Jammu and vice versa, which has been most pop- ular mode of transport among the routine passengers on this route, particularly the Government as well as private employees for reaching to their destination on time, shall remain suspended for more than two months. According to a notification by the Railway authorities, train number 74906/74907 b e t w e e n Udhampur-Jammu and Jammu- Udhampur shall remain cancelled with effect from December 24, 2018 to March 5, 2019. Even as no rea- son has been listed for the suspension of DMU service, official sources told the Excelsior that the train has been shifted to Prayagraj (erstwhile Allahabad) for facil- itating the pilgrims visiting the ‘Mahakumbh', scheduled from January 15 to March 4, 2019. The District Administration has failed to get the stay on the construction vacated despite the report from the Tehsildar. The construction of the work on Community Centre was start- ed this year on 7 kanals and 10 marlas of prime land near Zero bridge by the Roads and Buildings Department. But three persons approached the District Administration and raised objec- tions over the construction of the facility and claimed ownership of the land. The Deputy Commissioner Srinagar sought report from Tehsildar South on the owner- ship of the land on which the Community Centre was to be constructed. The Tehsildar Mohinder Verma JAMMU, Dec 25: Governor's Administration has decided to ascertain the status of the cases registered by the Anti-Corruption Bureau (ACB) before consid- ering the promotion of tainted officers of the State Government and in the first instance accord of higher grade to over a dozen officers has been withheld for want of necessary information from the premier investigating agency of the State. Official sources told EXCELSIOR that Government vide Order No.1488-GAD dated December 26, 2011 had laid down a procedure to be adopted by the Establishment-cum- Selection Committee while making promotions to various scales of the Jammu and Kashmir Administrative Service commonly known as KAS. "The Administrative Department concerned shall place before the Establishment-cum-Selection Committee headed by the Chief Secretary the integrity certificate and clearance from vigilance in respect of each officer in the zone of the con- sideration", read the order of December 26, 2011. However, this procedure was not being strictly followed as a result of which even the 'tainted' officers were getting promotions despite facing FIRs under Jammu and Kashmir Prevention of Corruption Act. Now, the Governor's Administration has decided to strictly implement the explicit procedure so as to put brakes on the promotion of officers, who have been booked under the Jammu and Kashmir Prevention of Corruption Act, sources said, adding Establishment-Cum- Selection Committee headed by the Chief Secretary BVR Subrahmanyam has already started acting strictly on the pro- cedure. They disclosed that in its last meeting the Establishment-cum-Selection Committee deferred the accord of higher grade to 13 Deputy Secretary rank offi- cers and asked the General Administration Department to process their cases afresh after ascertaining the latest status/disposal of cases regis- tered against them by the Anti-Corruption Bureau (for- merly J&K State Vigilance Organization). "The General Administration Department has formally written to the Headquarters of Anti- Corruption Bureau seeking sta- tus of the FIRs registered against these 13 officers", sources said, adding "the requisite informa- tion is likely to be placed before the Establishment-cum- Selection Committee shortly". "Those words of Dr Centre goes all out to check intrusions, sniper attacks Sanjeev Pargal JAMMU, Dec 25: The Central Government has decided to adopt a major strategy along the International Border in Jammu to counter infiltration attempts by the militants, backed by Pakistani Rangers, and sniping attacks in which some BSF soldiers have been killed in the recent past. Official sources told the Excelsior that after successful trial of Israel technology of Comprehensive Integrated Border Management System (CIBMS) at two places in the form of pilot projects on the International Border, the Centre has decided to extend the CIBMS to more areas, which were vulnerable for infiltration, and gradually switch over to the new system of fencing. "The Central Government proposed to expand smart fenc- ing in more areas along the International Border in Jammu to keep the infiltration of mili- tants from Pakistan side well under control. The spots vulner- able to infiltration will be taken up for the smart fencing,'' sources said, pointing out that the CIBMS has already been put in place at two places covering a total area of 5.5 kilometers on the International Border. Jammu region has about 192 kilometers International Boundary from Kathua to Akhnoor covering three border districts of Kathua, Samba and Jammu but during the past cou- ple of months, no major infiltra- tion attempt has been made by the militants, sources noted. However, the International Border had been in the news in September this year when one of the associates of three militants killed in an encounter at Jhajjar Kotli on Jammu-Srinagar National Highway revealed that he had transported at least 20 militants to Kashmir after their infiltration from the border in Jammu sector. All three slain militants had infiltrated between Hiranagar and Samba sectors. According to sources, the Central Government, con- cerned over reports of infiltra- tion attempts, wants to plug all major routes on the International Border to stop intrusions by the militants from across the border. "The CIBMS was fool-proof system for controlling infiltra- tion by the militants and, in view of this, the Government of India has decided to expand it to more spots along the International Border,'' sources said, adding that smart fencing was first of its kind in India and it was first raised by Israel. Experiment of the CIBMS has been successful, they said. Gradually, the Central Government proposed to cover more areas on the International Border with smart fencing. "The smart border fencing would make borders secure and the dependence on ground patrolling by troops will consid- erably be reduced,'' sources said. The smart border fencing projects, built under the CIBMS is the first of its kind in the country, have hi-tech surveil- lance system that would create an invisible electronic barrier on land, water and even in air and underground and would help the BSF to detect and foil infiltra- tion bids in most difficult ter- rains. The CIBMS is designed to guard stretches where physical surveillance is not possible either due to inhospitable terrain or riverine borders. CIBMS uses a number of different devices for surveil- lance, communication and data storage. However, flight opera- tions at Jammu and Srinagar Airports remained disrupted today due to low visibility con- ditions in New Delhi. "Residents of Jammu woke up to a chilly Tuesday morning as the mercury further plunged to 4.1 degrees Celsius - the sea- son's lowest so far," said a weatherman, adding, the night temperature is on a decline across the Jammu region with the minimum temperature in Banihal and Batote, along the Jammu-Srinagar National Highway, and Bhaderwah in Doda district, slipping to sub- zero levels. He said Banihal, the gateway to Kashmir, was the coldest recorded place in the region with a low of minus 3.3 degrees Celsius, followed by Bhaderwah at minus 2.2 degrees Celsius and Batote at minus 2 degrees Celsius. Cold wave conditions intensified across Kashmir as the mercury slipped further below the freezing point, resulting in frozen water bod- ies and water supply lines in several residential areas. National Highway revealed thathe had transported at least 20militants to Kashmir after theirinfiltration from the border inJammu sector. All three slainmilitants had infiltrated betweenHiranagar and Samba sectors.

According to sources, theCentral Government, con-cerned over reports of infiltra-tion attempts, wants to plug allmajor routes on theInternational Border to stopintrusions by the militantsfrom across the border.

"The CIBMS was fool-proofsystem for controlling infiltra-tion by the militants and, in viewof this, the Government of Indiahas decided to expand it to morespots along the InternationalBorder,'' sources said, addingthat smart fencing was first of itskind in India and it was firstraised by Israel.

Experiment of the CIBMShas been successful, they said.

Gradually, the CentralGovernment proposed to covermore areas on the InternationalBorder with smart fencing.

"The smart border fencing

would make borders secure andthe dependence on groundpatrolling by troops will consid-erably be reduced,'' sourcessaid.

The smart border fencingprojects, built under the CIBMSis the first of its kind in thecountry, have hi-tech surveil-lance system that would createan invisible electronic barrier onland, water and even in air andunderground and would help theBSF to detect and foil infiltra-tion bids in most difficult ter-rains. The CIBMS is designed toguard stretches where physicalsurveillance is not possibleeither due to inhospitable terrainor riverine borders.

CIBMS uses a number ofdifferent devices for surveil-lance, communication and datastorage. Sensors like ThermalImager, UGS, Fiber OpticalSensors, Radar and Sonar havebeen mounted on different plat-forms like Aerostat, tower, polesetc. A comprehensive integra-tion of such sensors and other

RBI to release new Rs 20 note

(RBI) will soon introduce anew Rs 20 currency note withadditional features, accordingto a document of the centralbank.

"Residents of Jammu wokeup to a chilly Tuesday morningas the mercury further plunged

to 4.1 degrees Celsius - the sea-son's lowest so far," said aweatherman, adding, the nighttemperature is on a declineacross the Jammu region withthe minimum temperature inBanihal and Batote, along theJammu-Srinagar NationalHighway, and Bhaderwah inDoda district, slipping to sub-zero levels.

He said Banihal, the gatewayto Kashmir, was the coldestrecorded place in the region witha low of minus 3.3 degreesCelsius, followed by Bhaderwahat minus 2.2 degrees Celsius andBatote at minus 2 degreesCelsius.
