Beloved People of God:

Our mission as Church is to proclaim the Lord Jesus as our Savior.In proclaiming him we necessarily proclaim the Kingdom of God thathe himself proclaimed. God’s Kingdom, St. Paul reminds us, is not amatter of drinking and eating, but a matter of justice, peace and joy(Cfr. Rom 14, 17). It is in the Kingdom of God where “Love and truthwill meet; justice and peace will kiss” (Ps. 85: 11). Therefore, in thelight of our mission to proclaim the Reign of God in Jesus Christ weyour pastors write you this urgent pastoral letter.

Recently we dedicated this year 2009-2010 in our country as theyear of the Sacred Heart of Jesus and the Immaculate Heart of Mary. Itis a “Year for Prayer and Work for Peace Building and Lay Participationin Social Change.” The loving oblation represented by the Hearts ofOur Lord and His Mother invites us to dedicate ourselves fully to thetwo tasks of peace building and social change. Evidently these taskswill require the efforts of the whole Church but especially the activeparticipation of the laity.

Indeed our present situation poses a great and urgent challenge foractive lay participation in principled partisan politics.

In spite of our efforts on political education and poll watching, wecontinue to suffer the stranglehold of patronage politics, even of familydynasties in many cases. Our electoral processes have always beentainted with dishonesty since we became an independent nation.

Isandaan at labing-anim (116)na mga kalalakihan mula sapitong bikariya ng Arsidiyosesisng Lipa ang nagsimula ngkanilang intensive formationprogram para maging mgainstituted lay ministers noong ika-4 at 5 ng Hulyo, 2009, sa SanSebastian Retreat House, SanIsidro, Lipa City.

Ayon kay Sr. Nellie Saludo, laycoordinator ng nasabingpalatuntunan ng Institute of LayMinistry (ILM), ito ang ika-18grupo o batch ng mgamatatalagang lay-ministers, naang pangunahing tungkulin ayang maging katulong sa mgaliturhiyang pagdiriwang bilang

acolytes o lectors. Dumaan angmga ito sa matinding scrutinymula sa kanilang mga paroko atmga ka-parokya.

Ang mga ito ay dumaratingSabado ng umaga at tumitigilhanggang Linggo matapos angtanghalian. Ang paghubog aykinabibilangan ng pag-aaral saiba’t ibang mga disiplina atalituntuning kailangang malamanng mga naglilingkod sa altar.

Dalawang patimpalak na anglayunin ay makintal sa kaisipan atmapatingkad ang kaalamantungkol kay San Jose anginilungsad noong gawin angArchdiocesan Festival of Fatherssa Balayan, Batangas. Bahagi itong patuloy na pagdiriwang ngTaon ni San Jose.

Ayon kay Rdo. P. RandyMarquez, OSJ, ang “GawadUlirang Ama ng Arsidiyosesis ngLipa” ay naglalayong kilanlin angmga amang Batangenyo natularan ang pagiging Ama ngDiyos, na si San Jose angitinuturing na pinaka-tapat nanglarawan Niya. Ang nasabingpatimpalak ay nasa sapakikipagtulungan ngCommission on Family and Life(CFL) ng Arsidiyosesis.

Ayon kay Rdo. P. RhandySudario, chairman ng CFL,inihahanda pa nila ang mgamaliwanag na panuntunan nasusundin sa nasabing patimpalak.Nguni’t inaaasahan na ang bawatparokya ay magkakaroon ng kani-kanilang mga “search” para sanasabing Ulirang Ama. Iiwan dinng Komisyon kung nais ngparokya na magkaroon ng mga“ulirang ama” sa bawat barangayng kanilang parokya.

Ang mga “ulirang ama” ngbawat parokya ay magtatagisanpara sa Ulirang Ama ng Bikariya.Ang pitong mga Ulirang ama ngmga Bikariya ang magtatagisannaman sa Gawad Ulirang Ama ngArsidiyosesis. Hindi pa rinmatiyak kung ano ang mgaibibigay na gantimpala atparangal sa mga mapipili.

Sa kabilang dako naman,ipina-uubaya sa Commission on

paghubog o catechesis ang siyangbinigyang pansin natin sa tatlongtaong paghahanda,” dagdag paniya. “The Centenary is anchoredon formation,” wika niya sa wikangIngles.

Sa nasabing pagpupulong,muling nagkaroon ng pagbaybay samga nakatakdang gawain para saSentenaryo na magbubukas saumaga ng ika-10 ng Abril 2010 sapatyo ng San Sebastian Katedral.Isasabay na rin dito ang pormal napagtatapos ng ikatlo at hulingtaong paghahanda para saSentenaryo, Ang Taon ni San Jose2009-2010. Sa nasabing araw,napagpasyahan na wala munangmga Misa sa mga parokya upangang lahat ng kaparian ay makiisasa nasa pagbubukas ng DakilangHubileyo 2010.

Napagkasunduan din naaanyayahan ang mga Arsobispo/Obispo at mga kinatawang pari atlayko ng Maynila (mother diocese)at ng mga anak na simbahang lokalng Lipa sa okasyong ito at magingsa pagwawakas sa taong 2011.Maalala na ang Lipa ay isa sa mgaapat na ginawang diyosesis noongAbril 10, 1910. Bago rito, ito aysakop ng malawak na Arsidiyosesisng Maynila. Sakop nito ang mgalalawigan ng Quezon, Laguna,

Marinduque, ang isla ng Mindoro,at maging ang bahagi ngCamarines. Nanatili itong isang“suffragan” ng Maynila hanggangtaong 1973 nang ito ay itinaas dinbilang isang Arsidiyosesis.

Kabilang sa mga napag-usapang magiging tampok nagawain para sa sentenaryo ay angmga sumusunod: angpagpapasinaya ng ArchdiocesanCenter at pagbabasbas ngCentennial Landmark; angpagpapasinaya ng ArchdiocesanMuseum sa kasalukuyang BishopAlfredo Obviar Museum na pag-aari ni G. Danilo L. Dolor; angFestival of Batangueno Priests andReligious; ang pagtitipon atpagsasama-sama ng mga diyosesisna dating sakop ng Diyosesisnoong 1910 at ang motherArchdiocese, Maynila; AngFestival ng lahat ng mgasamahang pang-simbahan para samga layko; isang araw ng sabay-sabay na pananalangin atrekoleksyon ng lahat ng mgaparokya; Festival of Families; anghosting ng Philippine ApostolicCongress on Mercy, ang pagdalawng Glorious Cross sa lahat ngparokya; ang pagtatatag ng isangpermamenteng grupo ng mga“benefactors and friends” ngArsidiyosesis; ang paglilimbag ngmga aklat at iba pang mga kaugnaynito para malathala ang lahat ngmga naging gawain mula noongtaong 2007.

“Lahat ng ito,” paalala ngArsobispo,” ay dapat magdala sasolidarity and communion sa mgamahihirap nating mga kababayan.”#UB

Social Communication and MassMedia (SocCom & MM) ang“Essay-Writing Contest” hinggilsa mga ama. Ayon kay Rdo. P.Nonie Dolor, chairman ngSocCom&MM, ang nasabingtimpalak ay para sa mga mag-aaral.

Ang tema o paksa sa “essaywriting contest in English” ay “MyFather – Image of St. Joseph”. Sa“essay writing contest inPilipino”: “Ang Aking Ama –Larawan ni San Jose”.

Ang nasabing patimpalak aymay tatlong kategoriya: para samga nasa mababang paaralan,para sa mga nasa mataas napaaralan, at para sa mga nasa sakolehiyo. Bukas ito sa mga mag-aaral sa pribado o pampublikongpaaralan. Ayon kay P. Nonie,makikipag-ugnay ang kanilangKomisyon sa mga pinuno ng LipaDiocesan Schools Association(LIDICSA), Unified School of theArchdiocese of Lipa (USAL),Division of Batangas Province,Division of Batangas City,Division of Lipa City, Division ofTanauan City, at ang lokal napamunuan ng CHED. Ang mgadetalye ay kasalukuyang plina-plantsa ng Komisyon atinaasahang maipalabas sasusunod na buwan.

Ang mga magwawagi sanasabing dalawang patimpalak naito parangal kay San Jose ayipahahayag at pagkakalooban ngmga gantimpala at parangal saika-20 ng Marso 2010, satinaguriang “Josephite Festival”na isasagawa sa Batangas CityColiseum. Ito ay tatampukan dinng isang musical concert ng mgaawitin para sa San Jose. #UB

Hindi lamang mga pari atreliheyoso’t reliheyosanganak ng Batangan anglalahok sa gagawing Festivalof Priests and Religious parasa Agosto 2010. Aanyayahanna ring makiisa sa nasabingpagdiriwang ang mga pari,reliheyoso at reliheyosa nanagtrabaho ditto mula nangmatatag ang Lipa bilangdiyosesis noong Abril 10,1910.

“Kahit di sila taal na mgaBatangueno, bahagi sila samga naghasik ng binhi ngbokasyon ng mgakasalukuyang pari’t madrengBatangenyo,” pahayag ngLubhang Kgg. ArsobispoRamon C. Arguelles ngipanukala niya ito sapagpupulong ng Ad HocCommittee na naghahanda samga magiging gawain saSentenaryo ng Arsidiyosesisng Lipa. Ang pagtitipong ito ayisa sa mga magiging tampokna gawain sa taong 2010.

Festival ng mga Batangueño Priests andReligious, Pinalawak

ng mga kongregasyon upanghilingin sa mga ito na payagangumuwi nang maka-isa safestival na ito. Pangunahinglayunin ng naabing festival napag-alabin ang vocationcampaign sa buongarsidiyosesis.

Ang buwan ng Agosto aynapili sapagkat sa maramingdako ng daigdig ito’y buwan ngbakasyon, panahon ngtinatawag na mga “home visit”ng mga Pilipinong misyonero atmisyonerang nasa sa ibangbansa. Napagpasyahang ilipatpara sa taong 2010 ang buwanng bokasyon mula sa Pebreroat gawin sa Agosto. Magigingbahagi ng festival ang pagtungong mga misyonero atmisyonerang Batangenyo saiba’t ibang mga paaralan, atparokya upang ibahagi angkanilang mga karanasan saibang bansa sa pagpapakalatng Mabuting Balita. Inaasahanna ang mga kabataan aymapupukaw sa pagtugon satawag paglilingkod panghabangbuhay.

Nagsimula ang isangformation program para samga coordinators ng LipaArchdiocesan Commissionon Mission and Migrants(LACMMi) ang inilunsad ngnasabing komisyon noongika-25 ng Hulyo. Ayon kayMs. Sonia Crisostomo,pansamantalang kalihim atlay-coordinator ng LACMMi,ang nasabing palatuntunanay gagawin sa loob ng apatna Sabado: Hulyo 25,Agosto 1, 15, at 22, mulaika-walo ng umagahanggang ika-apat nghapon.

Ayon naman kay rdo. P.Jojo Gonda, direktor ngLACMMi, mahalagangtunay na maihanda angmga LACMMi coordinatorssa kanilang ministeryo samga migrante kababayangBatangenyo.

“Dapat na malaman nilaang tunay na kahulugan atmga implikasyon ngmigration, magkaroon ngtama at sapat na kakayahansa pagtulong sa mgapamilya ng mga ito,” ayonkay P. Jojo. “Hindi rin dapatmakalimutan ang paghubogat pagpapalalim ngispirituwalidad ng mgakasama sa ministeryo.”

Naging paksa sa nasabingtaunang pagtitipon ng mgapangunahing lider ng Simbahanat ng Business ay: “Areas ofCooperation Between Businessand the Institutional Church in thePhilippines towards HumanDevelopment”. Natatandaan naang BBC ay natatag bago mag-Martial Law bilang sagot sa noonay lumulubhang katatayuan ngbansa. Ang Simbahan at angBusiness ay ang dalawa sa mgamahalagang haligi ng lipunan nanagsama upang isulong angkapakanan ng mahihirap naPilipino.

Naging isa sa mga taga-pagbahagi si Arsobispo Arguelles.Tinalakay niya ang paghubog-ispirituwal sa mga kasapi ng BBCsa mga chapters. Sinabi niya angpaghubog sa mga miyembro, lalo

na ang mga businessmen atprofessionals, ay dapat magingholistic.

“Hindi dapat mahiwalay angspiritual sa kabuuang aspekto ngbuhay ng tao. Ang tunay nadevelopment ay hindi lamanghumuhubog ng relasyon ng tao saDiyos, kundi maging angkanyang buhay-panlipunan,kasama na ang buhay ekonomiyaat pulitika, ay dapat maayon samabuting kabuuan ng tao,”nabanggit ng Arsobispo.

SOS-Lipa, 60 Taon Na!(June 27, 2009) - Mga palaro at patimpalak sa “on-the-spot-

poster making” ang naging tampok sa pagdiriwang ng ika-60anibersaryo ng SOS Village sa Banaybanay, Lipa City. Anim namga koponan ang lumahok sa basketbol at volleyball, samantalanglabing-isa namang mga paaralan ang nagpadala ng kanilang mgamag-aaral upang sumali sa poster-making contest, na uminog sapaksa ng pagdiriwang: Child’s Rights and Participation. Ang BlueTeam ng SOS ang nag-kampeon sa volleyball, samantalang angOlic Team ng Banaybanay ang kampeon sa basketbol. Si PrincessShaira Kaye Aclan ng St. Philomena Academy. Tumanggap angmga nagwagi ng premyong salapi at mga sertepiko ng pakikilahokmula sa pamunuan.

Santo Papa Inaala; Taon ni San Pablo Tinapos(June 30, 2009) - Magkasabay ipinagdiwang ng Arsidiyosesis

ang Araw ng Santo Papa at ang pagtatapos ng Taon ni San Pablo sapamamagitan ng isang Misa Konselebrada sa Katedral ni SanSebastian. Kasama ng Arsobispo ang Kgg. Obispo SalvadorQuizon, Msgr. Fred Madlangbayan, Msgr. Ruben Dimaculanganat iba pang mga pari, reliheyoso’t reliheyosa, mga layko sapangunguna ng mga papal awardees at mga kasapi ng ArchdiocesanCouncil of the Laity na kinatawan ni G. Loreto Guinhawa.Binigyan diin ng Arsobispo ang kahalagahan ng pakikiisa sa SantoPapa, sa pagiging tapat sa mga turo ng pananampalataya atmoralidad, bilang tanda ng pakikiisa kay Kristo.

na parokya ang kauna-unahang Archdiocesan Forum ng MuntingSambayanang Kristiyano (MSK) na ginanap sa Basilica PastoralCenter ng Parokya ng Inmakulada Konsepsyon, Batangas City.Naging pangunahing tagapagsalita si Msgr. Jose Marie Delgado,PC, ang consultant ng CBCP BEC Committee para sa Kabisayaan.Ipinaliwanag niya ang anyo, buhay at misyon ng MSK, ayon salarawan ng Santissima Trinidad.

Ang MSK Forum ay nag-umpisa sa pamamagitan ng banal naMisa na pinangunahan ng Lubhang Kgg. Arsobispo Ramon C.Arguelles. Sa kanyang homiliya, sinabi niya na ang pangunahingdiwa ng MSK ay ang pagdadamayan at pagmamahalan. Ito dinumano ang layunin ng tatlong taong paghahanda para ika-100 taonng local na simbahan. Hinikayat niya ang mga MSK pastoralworkers, core group members at mga lider na huwag manghinawasa kanilang gawain kahit pa di gaanong kakitaan ng bunga angkasalukuyang gawain.

First Stage: The Kerygma

The first stage is the kerygma,the proclamation of salvation,which is developed by means of adirect and existential dialogue,which looks at the impact ofChristianity on the lives of thepeople. The catecheses are basedon a tripod upon which the wholecatechumenate will be based:Word-Liturgy-Community.

The pre-catechumenateOnce the community ahs been

formed, the second stage isstarted; the pre-catechumenate.This is a period of kenosis inwhich each of the brothers testshis faith by walking together withthe others, also imperfect andsinners, in the newness of aconcrete community which acts asa mirror, to show each one clearlyhis own reality, thus calling themto conversion.

In this labor, the communityneeds a word to enlighten it aboutits reality and to help it. Thus itcelebrates the Word of God oncea week, on appropriate themes –water, lamb, bride, etc – as aninitiation into the language of thebible. The Sunday Eucharist iscelebrated on Saturday evenings.Once a month the sacrament ofPenance is celebrated. On oneSunday every month there is aretreat to give everyone theopportunity to talk freely abouttheir own experience of the Word,to say how much it has influencedtheir lives: at work, in the family,in sexual matters, in socialrelationships, in connection withmoney, etc.

After about two years, thecatechists who watched over thebeginning of the communityreturn, and in a three day retreat,prepare it for the first scrutiny forthe passage to the catechumenate.In this scrutiny, in the presence ofthe bishop, the first part of theirBaptism is put before the people,so that they can say “amen” andso that the grace that thissacrament conferred on them maygrow and work. Thus the door ofthe catechumenate is opened tothem.

Second Stage: The Post-Baptismal Catechumenate

The catechumenate consists oftwo periods: during the first one,the community perseveres withthe Word, the Eucharist, andbrotherly communion,experiencing the power of Christ,who leads the Neocatechumens toput God at the centre of our lives,gradually stripping themselves,but without effort, of all idols(money, career, affections), whilethey keep watch, like the virginswaiting for the bridegroom. The Neocatechumanl Way:A Brief Synthesis

(Third of a Series)

Isang maliwanag na mensahe Catholic Bishops’Conference of the Philippines (CBCP) sa katatapos nilangpagpupulong ay ang pakikilahok ng layko sa pulitika.Muling inulit ng kanilang pastoral statement na maypamagat na “Lay Participation in Politics and Peace” angnaunang pastoral statement na may pamagat namang“Year for Prayer and Work for Peace Building and LayParticipation in Social Change” ang sumusunod: na anglayko (na mahigit sa 99.9% nito ang bumubuo ngsimbahan kumpara sa 0.1% na klero at reliheyoso’treliheyosa) ang may pangunahing tungkuling makilahokng tuwiran sa pulitika.• “direct participation on the political order is the special

responsibility of the laity in the Church... it is theirspecific task to renew the temporal order according toGospel principles and values.” (CBCP, PastoralExhortation on Philippine Politics, 1997)

• the lay faithful has the “direct duty to work for a justordering of society” and “to take part in public life in apersonal capacity.” (Deus Caritas Est, #29)Dahil dito, nanawagan ang mga Kaubispuhan sa mga

“competent, persons of integrity, and committed tochange to get involved in principled partisan politics andbecome candidates for political election, aware that thecommon good is above the good of vested interests”.(amin ang pagbibigay-diin)

Hindi sapat sa mga layko ang basta nga lamangtumulong na maging malinis ang eleksyon sapamamagitan ng pagkikilahok sa mga gawain ngNAMFREL, PPCRV o NASSA-Vote Care at mga katuladnito. Ang tawag ng panahon ay sila na mismo ang magingmga kandidato na hindi makakain ng maruming sistemang pulitika na laganap ngayon sa ating bansa. Kailangannatin ang mga layko at lider Katoliko na ang pamantayanng pagkandidato at pamumuno ay ang “Gospel principlesand values”. Ito ang pagkakaisa ng buhay atpananampalataya. Ito ang pagbabago na kailangan sabansa ngayon (at hindi ang pagbabago sa Saligang Batas).

Sinabi rin ng mga Obispo na karapatan at tungkulin ngmga layko natin na mangampanya para sa mgakandidatong inaakla nilang “competent, honest, andpublic-service minded in order to reform our country”.Dahil sa hindi nga pwedeng magsabi ang mga Obispo(pati mga pari’t madre) kung sinu-sino ang iboboto ninyo,nasa sa mga layko ang pagpapasya kung sinu-sino angkanilang inaakala na makatutugon sa panawagan ng tunayna paglilingkod-pambayan. Hindi ipinagbabawal angsumuporta sa partidong inaakala nilang tumutugong samga kriterya na naayon sa mga “social doctrines” ngSimbahan. Mayroon tayong partido-pulitikal natumutugon dito.

Sa panig ng mga namumuno sa Simbahan, tungkulinnaman nila ang magbigay ng “evangelical formation andpastoral accompaniment” (amin ang pagbibigay-diin) sa mgaKatoliko-layko na tutugon sa panawagang ito. Ito aymismong galing sa ating Sto. Papa Benedicto XVI nangmagsalita siya sa 23rd Plenary Assembly of the PontificalCouncil of the Laity noong ika-15 ng Nobyembre 2008.Marahil ang pagkakaroon ng “political desk” ay bahagisa direksyong ito.

Ito ang pakikilahok ng Simbahan (layko at klero) sapulitika – magka-iba nguni’t magka-ugnay. #UB

Evangelize Politics...

Makilahok

Last July 16, feast of Our Lady of Mt. Carmel, I was not able tocelebrate in the Archdiocese of Lipa the 5th anniversary of my installationas Archbishop (July 16, 2004). I was a participant in the BishopsSeminar on Continuing Priest Care. It was a seminar I hoped wouldhelp me attend to an obligation that I myself feel am very much lackingin, namely proper and sufficient care for priests. Unfortunately, theseminar dealt more on the on-going care for priests who had alreadybeen wounded and are in danger of relapse. In that seminar, I had nooccasion to celebrate the completion of my 5th year as Lipa Archbishopexcept to pray for all our priests and all the faithful of our Archdiocese.During the mass which I concelebrated, my thoughts are for this localChurch that next year will celebrate its centenary.

In praying in this way and in asking the prayers of many friendsthrough text, I realized how fast time has gone. Five years and wehave accomplished too little. Of course, these three years of preparationfor the centenary have been years of grace with Jesus, Mary, and Joseph;with the Son of God, the Holy Spirit and the Father. Would that thegraces of these intense spiritual years seep into the depths of the soulsof the Clergy, the religious and the faithful of this local Church! Deepin my heart though, I feel we have not been as receptive to God’s giftsas God is so generous in imparting us His heavenly favors. Truly, weneed deeper faith and believe more in God’s great love.

In any case, the past is past. It is time to look forward, hopefullylearning from past experiences, to be more alert at future blessings. Inthis spirit, strengthened by the prayers promised by so many friends, Istart the 6th year of ministry in the Archdiocese. I hope many willshare with me great expectations, for in a half year’s time we will becelebrating an important milestone in the history of our Archdiocese.

What should we look forward to as we enter the next century of ourbeing a local Church? We should look forward to a Church that sharesthe benefits of the Good News within itself and to other people whoshould benefit also from our lively faith. When we speak of sharingthe Good News within our local Church, we refer to greater commitmentto be at the service of other people particularly the less fortunate,materially or otherwise. Preaching the Good News within our localChurch should mean strengthening family ties, building the basicecclesial communities, enabling the young to take their rightful sharein being responsible citizens of our country, creating a renewed God-centered politico-socio-economic atmosphere, deepening of thespirituality and dedication of every baptized person, eradicating all thetraces of evil that plague our faithful and many other good things thatmanifest that God’s blessings are abundantly shared by all.

Proclaiming the Good News to people outside our Archdiocese meansarousing the awareness of God’s call in more and more young men andwomen to work totally for God’s kingdom, praying for and facilitatingthe increase in vocation to the consecrated life, creating in ourArchdiocese important places of prayer that can draw other peoplefrom near and far to visit our places of pilgrimages and be ennobled bythem, praying and sacrificing so that our local Church will become atrue sign for our country, for the continent, even for the world of truediscipleship of Christ. This means that our brothers and sisters who,for whatever reason have been forced to go to other lands with the helpof dear ones left behind, accomplish an evangelization task realizingthat their going to other places has an objective that is more thaneconomic but that they are called to witness to what is deeply humanand truly Christian to many others.

Starting the 6th year of ministry will also mean major decisions basedon five years of experience. I realized that after five years we have notmaximized our possibilities. Major changes should be effected in ourexternal activities. The Archdiocese of Lipa has many resources of all

Napukaw ang pansin ko ng huling Editoryal ng lathalaingito noong nakaraang buwan, kaya’t nais kong ibahagiang aking ilang kuro-kuro.

Sa aking pakikilahok sa halalang lokal at pambansa samagkaka-ibang kapasidad (kandidato, strategist, o operatorman), nakumpirma ko na talagang walang “Catholic vote”.Maging sa pormal na pagsusuri ng mga pangunahing surveyfirms (maging Pulse Asia man o SWS), sasabihin nilang walapang scientific data na kukumbinsing ito nga ay umiiral. Subali’tsasabihin din nila sa atin na merong “block vote” mula saibang sekta. Kahit nga sa mga “regional votes”, hindi ito totoosa lahat ng rehiyon sa Pilipinas. Sa kasaysayan daw ng halalansa atin, ilang rehiyon lamang ang may matatatag na “regionalvote” na palaging naaasahan. Sa kung anumang kahulugannito, hindi kasama dito ang rehiyong ating kinabibilangan.

Bakit nga ba walang “Catholic vote”?Aking nauunawaan at iginagalang ang paniniwalang hindi

dapat nakikialam ang Simbahan sa mga gawain ng Estado,dahil na nga raw sa “separation of Church and State”. Subalithindi rin perpekto ang argumentong ito. Matatandaang angEstado ay binubuo ng apat na mahahalagang sangkap:teritoryo, pamahalaan, sovereignty at mga tao. Sa hulingsangkap, ito rin mismo ang bumubuo sa Simbahan. Kayanga’t tama ngang maaaring hindi makialam ang Simbahan sapamahalaan, subalit marapat lamang na makilahok ito sakapakanan mismo ng bumubuo dito, ang mga tao, lalo na saaspetong moral at pananampalataya.

Subalit ang kasaysan ay may pasulyap din sa atin kung anoang kakayahan ng Simbahan kung pipiliin nitong maging masaktibo sa kanyang pakikilahok. Ang EDSA 1 na angpinakamalinaw na halimbawa nito. Sa puntong iyon ngkasaysayan, nanindigan ang Simbahan na “immoral” angnaging halalan. Subalit maraming halalan na rin ang nakaraansimula noon, kailangan pa ring makumbinsi ang manunulatna ito na nabago ang karakter ng halalan. Kaya nga’t angpaninindigan ng Simbahan sa mga halalan ay hindi rin dapatnagbabago. Kung ito’y nanatiling “immoral”, ang panawagansa pagiging mapanuri at aktibo ay palaging naroroon. Angdagdag na tanong: Ito ba ay sapat?

Wala ring “delusion” ang manunulat na ito sa masagot sakolum na ito ang mahabang debateng ito. Subalit ako aytalagang kumikiling na maging mas aktibo ang Simbahan. Atgaya ng tinumbok ng Editoryal, ang Simbahan ay hindi lamangang pamunuan nito (mga Obispo at pari), bagkus ay kasamarin ang mas malawak na layko.

Sa hamong ito ko tinatawagan ang aking mga kapwaAnakiko.

Sa dami at lakas ng pinagsama-samang pagpupunyagi ngmga Anakiko, ako ay naniniwalang mayroon itong magagawasa pagtugon sa panawagan ng Simbahang maging mapanuriat maging aktibo sa halalan.

Alam ko ring maraming mga Anakiko ang pumailanlang nasa larangan ng pulitika. Pinakakongkretong hamon na sa kanilaang mapanatili ang pagiging mga larawan ni San Franciso deSales bilang mga lider na may malasakit hindi lamang samateryal na kapakanan ng kanilang mga nasasakupan, bagkusay sa pag-unlad ng moralidad at pagtalima sa kung ano angtama at marapat, maging hindi man ito “popular” kalimitan.

Subalit isa sa napakagandang sagot sa hamon ng Editoryalay sa larangan ng pag-aangat ng antas ng kamulatan ng mgabumoboto, o “voter education”. Sa aking pananaw, isa ito sapinaka-nakakaligtaang aspeto ng isang makabuluhang halalan.Maaaring mahirap na gawain ito, subalit ang pagtahak dito aysadyang napakalaking paglilingkod di lamang sa lipunan kundilalo na sa pagsasabuhay ng pananampalatayang Katoliko.

Isang hamon din ito sa kabataan. Milyong-milyongkabataang unang beses pa lamang boboto ang makikilahoksa susunod na eleksyon. Higit sa kalahati din ng electorateay nabibilang sa youth sector. Subalit gaya ng kawalan ng“Catholic vote”, sinasabi din ng mga dalubhasa na hindi panapapatunayan ng kasaysayan ng halalan sa Pilipinas ang pag-iral ng isang “youth vote”. Ang resulta nito’y nalulunod lamangng tradisyunal na politika ang “idealism” ng mga kabataan.

Kaya nga, isang hamon ang nasa ating harapan. Isang tunayna “Catholic vote”. Isang tunay na “youth vote”. Isang tunayna halalan. Isang malaya, makatao at maka-Diyos na lipunan.

At ang lahat ng ito’y magaganap lamang kung tayo ay kikilos.Ngayon.

Simbahan at LipunanIbinoto hindi para magkamali. Merong mga lingkod bayan namatapos iboto ay ayaw na silang pakialaman. Kinatawan daw sila ngtaong bayan, kaya dapat lang pabayaan sila sa kanilang diskarte. Kaso,hindi sila ibinoto para magkamali o para gumawa ng masama sa mgatao, di ba? Syanga naman.

Two-thousand “Hail Mary”. Bilib ako sa mga nagdarasal ngdalawang-libong Aba Ginoong Maria. Pero, tanong ko sa sarili, “Paanokaya sila nakakapagnilay kung wala silang ginawa kundi kumibot angkanilang bibig ng ilang oras”? Sinabi kasi ni Pope Benedict, “Rosarywithout meditation is like body without soul.” . . . Kay galing kongmanghusga. Una, paano ko masisiguradong hindi sila nag-memeditasyon? Pangalawa, di ba ang pagdarasal nila nang walangkasawa-sawa kahit nakaka-antok at hindi maabot ng electric fan aymas-matindi at dakila kaysa meditasyon ko sa isang prayer room namayroong aircon? Syanga naman.

Ang tunay na binebendisyunan. Salamat po, Doktor. Sa edad kong ito, tama lang na dapat regularang pagpapatingin ko sa doktor. Pero hindi lang kayo ang tinatamadmagpatingin lalo na kung wala akong nararamdamang aberiya sa akingpakilasa, tiyan, ulo o dibdib. Tutal, kapag andoon ako sa Villa Hospitalkapag anticipated Masses, maraming doktor ang dapat tumingin saakin. So, lagi nila akong “natitingnan”. Ha ha ha ha ha. Pero huwagpo kayong maging pilosopo katulad ko. Nagpapatawa lang po ako.Alam ko pong ang kalusugan ay di biro. Sana, kayo rin. Lalo na angkalusugan ng inyong kaluluwa. Syanga naman.

Caritas in Veritate. Naging prophetic ang tinig ng yumaong PopeJohn Paul II at Cardinal Ratzinger nang bumagsak ang komunismo saEuropa noong mga 1990’s. Nagbabala sila na kung di mag-iingat angmga demokratikong bansa, babagsak din ang mga ito. At nangyari ngaang di dapat nangyari. Ang global recession ngayon ay nangyari dahilipinagtulakan ng mga demokratikong bansa ang Diyos, ang ethics atmoralidad sa politika, sa business at sa kanilang buhay personal (adeficit of ethics). Sabi nga ni Pope Benedict sa bago niyang encyclical,Caritas in Veritate: “Justice cannot be created only with economicreforms, which are necessary, but it also requires the presence of justpeople.” Syanga naman.

Kay dakilang Cardinal Basil Hume. Bago siya namatay dahil saabdominal cancer bilang Cardinal ng Westminister, England, sa gulangna 76, may nagtanong sa kanya kung meron siyang natitira pang mgaregrets. Pagkatapos ng ilang sandali, isinagot niya, “Time unspent;love not given”. Kahit wala sa kanyang mga pari ang maniniwala sasinabi niyang ito nang buong kapakumbabaan, napakaganda itongpaala-ala sa ating lahat. At nakakapagpalakas ng loob sa atin yaongsinabi niya tungkol sa kanyang buhay panalangin: “Hindi ako nagingtagumpay sa aking mga panalangin; subalit hindi ako nakalimotmaging tapat.” Kay dakila. Syanga naman.

Faith, the Dog. Si “Faith” ay isang wonder dog. Isinilang siya nabale dalawa lang ang paa. Pero naging international celebrity siya attagapagbigay ng pag-asa dahil naturuan siyang makapaglakad naparang tao. Heto ang lesson na ibinigay sa akin ng nagpadala ng email:“When faced with a defining moment, you can either define the momentor the moment defines you!”

Pero, heto naman ang moral lesson na nakuha ko kay “Faith”. Una,sa Diyos, hindi uso ang bokabularyong “Huli na ang lahat”. Pangalawa,kung gusto ng tao na maging tunay na tao, mabuti na kung minsan aymasdan niya ang inaasal ng hayop. Ha ha ha ha ha. Halimbawa, kahitnga butiki ay marunong bumalik sa kanyang pinanggalingan.Humahalik ito sa lupa tuwing hapon. Ang manok, bago ito lumagokng tubig, tumitinagala muna ito sa langit. Siguro ay sinasabi sa bawatlagok: “Praise the Lord!”

Kaya naman, kung ako ay magsesermon sa aso, manok, pusa, etc.,heto naman ang sasabihin ko: “Kung gusto nyo na maging tunay nahayop, minsan siguro ay tumingin kayo sa ibang tao.” Ha ha ha ha ha.Iyan ang dahilan kapag nag-aaway ang mag-asawa o magkapatid, angsigaw ng isa ay: “Hayop ka, hayop ka… Hayuuuup!” At bilangpanghuling lesson: Kung dito sa Pilipinas isinilang si “Faith”, hindiyun ang kanyang magiging pangalan. Malamang, ang ipapangalan sa

kanya ng mga barangay tanod ay“Pulutan”. Ha ha ha ha ha ha.Araykupu! Syanga naman.

about another year, the catechistsreturn to prepare the scrutiny forthe final entry into thecatechumenate, so that if the firstscrutiny could be compared to adoor opening, at the secondscrutiny the door closes. Thecatechumens are now initiated bythe catechists into deep and dailyindividual prayer, with thepresentation of the psalms tothem. Then, through the Traditioand Redditio Symboli, theydiscover how the Baptism thatwas once given to them by theChurch makes them people whoare sent, witnessing to their faithwhey they work, in their families,and above all by working in theparish in a apostolate madeexplicit in the announcement ofthe Gospel, two by two, in thehouses of their neighborhood, andin the work of parish catechesis,etc.

At this stage of the Way, themembers of the communitybecome responsible fortransmitting their faith to theirchildren. So three kinds ofmeetings take place; one in thefamily with the participation ofchildren, another meeting is inthe community, and finally thereare meetings of all parishcommunities for the great feasts,like the Passover Vigil.

We have discovered that thegreatest joy and the center of ourlife is in the celebration of Easter,in a great vigil which lasts till therising of the morning star.

After this, the discovery of howbaptism makes us children of Godtakes place through therediscovery and the study of theOur Father in the context of deepand wonderful prayer in which weare taught to cry “Abba, Father”.

Third Stage: Election andthe Renewal of the

Baptismal Promises

The period of the post-baptismalcatechumenate leads theNoecatechumens to simplicity, tomake themselves small, to abandonthemselves to the will of theFather.This will enable them –always guided by the catechists inclose union their the parish priest– to pass, by means of theirabandonment, to a spirituality ofpraise and thanksgiving. They arethen ready to start on the last stageof the way; election and the renewalof the baptismal promises. So theyhave passed through the threefundamental stages of Christian life:humility (precatechumenate),simplicity (post-baptismalcatechumenate), and praise (electionand the renewal of baptismalpromises). #UB

Many evenbelieve that politics as practicedin our country is a structure of evil.It is alarming that crippling apathyand cynicism has crept in evenamong our young. Let us renewour efforts to commit ourselves towork for change and bring hope.

Church teachings that guide usare very clear. To cite a few:1. “Those with the talent for the

difficult and noble art of politics… should prepare themselvesfor it, and forgetting their ownconvenience and materialinterests, they should engage inpolitical activity” (Gaudium Spes75).

2. “Direct participation in thepolitical order is the specialresponsibility of the laity in theChurch…. it is their specific taskto renew the temporal orderaccording to Gospel principlesand values” (CBCP, “PastoralExhortation on PhilippinePolitics,” 1997).

3. Recently our beloved PopeBenedict XVI reminded the layfaithful of their “direct duty towork for a just ordering ofsociety” and “to take part inpublic life in a personal capacity”(Deus Caritas Est 29).Therefore, today in the light of

current political situations we havedecided on the following pastoralactions:1. We call upon those who are

competent, persons of integrity,and committed to change to getinvolved directly in principledpartisan politics, and becomecandidates for political election,aware that the common good isabove the good of vestedinterests;

2. We remind the laity that it iswithin their right as well as theirduty to campaign for candidatesthey believe to be competent,honest, and public-serviceminded in order to reform ourcountry;

3. We enjoin all our parishes andeducational institutions tocooperate closely and evenvolunteer to work with crediblecitizens’ electoral monitors suchas NAMFREL and PPCRVespecially in safeguarding theintegrity and sacredness of theballot;

4. We commit our churchpersonnel to the indispensabletask of raising social awarenessand forming social consciencesthrough political education. Wecannot say that we havedone enough to educateour people in the socialteachings of theChurch.

5. We call upon citizensto be vigilant and tosafeguard the entiresystem ofa u t o m a t e delection, before,during, and afterthe electoralprocess; westronglyu r g e

that

any new electoral system ensuresecret voting and open publiccounting;

6. We unequivocally condemn asa betrayal of public trust anyattempt to abort the elections of2010;

7. We categorically say no to anyattempt by congress to convertitself into a constituent assembly(Con-Ass), and if charter changebe needed, let it be after 2010and by a mode that is credible,widely participative, transparentand not self-serving.While we train our sight towards

the 2010 elections we cannot closeour eyes to the lingering problemof human rights abuses. Theparticipation of the laity isparticularly urgent in the area ofpro-active peacemaking. Oursituation of un-peace is not onlydistressing. It is also disturbing andeven tragic. A culture of violenceand death seems to have takenover our society! In the past yearmore than 50 bombings in Centraland Southern Mindanao havecaused senseless deaths andcreated insecurity, if not terror.Ambushes, kidnappings,extortions, and “revolutionarytaxes” are taking place without anyend in sight. Unexplained killingsand disappearances of journalists,labor, peasant and political leaders,and even of petty criminals takeplace apparently with impunity asonly few perpetrators are broughtto justice. Torture and fear tacticsare being perpetrated. No armedgroup, left, right and center, isabsolved from crimes of violence.Even the law is being manipulatedto harass people by filing baselesscourt cases esp. against the poor,and on the other hand, to let theguilty go free.

Deeply saddened and botheredby this deplorable situation wecannot remain silent. The sanctityof Life in all circumstances mustbe defended. “God proclaims thathe is the absolute Lord of the life ofman who is formed in his imageand likeness. Human life is thusgiven a sacred and inviolablecharacter…God will severely judgeevery violation of thecommandment ‘You shall not kill.’(Ex. 20,13)” (Evangelium Vitae 53).

The government has the primaryresponsibility to bring to justice theperpetrators of human rightsabuses from whichever sector ofsociety they may come from. “Theauthority of every humaninstitution…. is sent by God topunish those who do wrong and topraise those who do right.” (1 Peter2, 13-14) Hence we imploregovernment to fulfill its obligationsto its citizens.

We ask all citizens not to takeviolence, killings, and abuses in our

society as something normaland no longer

manifest indignationover abuses of the

basic rights offellow humanbeings.In the

light oft h i stragic

situation of un-peace,1. We strongly call on government

to seriously heed therecommendations ofinvestigative bodies and notdismiss them as mere propa-ganda or being simplymisinformed.

2. We exhort the PhilippineGovernment, the MILF and theCPP/NPA to return to thenegotiating table to findsolutions that would lead tolasting peace, thus preventingfurther violence, death anddisplacement of innocentpeople.

3. With prayer in our hearts, weappeal to the God-givenhumanity of death dealers fromany side to listen to the voice ofGod in their hearts and end thetaking and abuse of human lifebecause no one is so wrong asto be judged unworthy to live.

4. As we commit ourselves topeacemaking we likewise urgeall religious leaders not to ceasebringing out any abuse and tountiringly teach our people aboutthe commandments on killings,lying and stealing.

5. We strongly recommend theestablishment of multi-sectoralgroups at various levels tomonitor the implementation oflaws as well as the preventionof criminality, graft and humanrights abuses.

6. Finally, we ask everyone tofollow the path of peace. Thismeans the path of dialogue andopenness. This means the pathof repentance, forgiveness andreconciliation. This means thepath of development andequitable distribution of goods.Together let us intensify the

signs of hope regarding politics andpeace that we observe such as:young people, members of civilsociety, mothers even childrenorganizing themselves for peace;military groups participating information towards a culture ofpeace; lay organizations, faithcommunities, BEC’s, and NGO’sspreading the good news ofprincipled politics and organizingthemselves to reform our politicalculture; politicians who pursuereform. Let such signs of hope flowas streams of cleansing andrenewal.

In this Year of the Sacred Heartof Jesus and the Immaculate Heartof Mary, let our love for Our LordJesus and His Blessed Motherintensify and sustain our efforts atbuilding a just and peaceful society.Peace is both our commitment anda gift of God. Let the hope and theprayer of the Scriptures then beours: “I will listen for the word ofGod; surely the LORD will proclaimpeace To his people, to the faithful,to those who trust in him. Nearindeed is salvation for the loyal;prosperity will fill our land. Love andtruth will meet; justice and peacewill kiss. Truth will spring from theearth; justice will look down from

heaven. (Ps 85: 9-12)

The establishment of a “political desk” in every parish throughoutthe country was proposed to the Catholic Bishops’ Conference ofthe Philippines to help the Church in its evangelization efforts torenew politics, which is most needed now in the Philippines .

In a talk to the CBCP plenary assembly on the last day of itsmeeting July 12, Nandy Pacheco, an ordinary lay faithful and founderof Ang Kapatiran Party (AKP) cited 10 reasons why there shouldbe a political desk in every parish.

He also appealed to the CBCP as an institution and to theindividual Bishops to give the widest publicity, in and outside theChurch, to the statements of Pope Benedict XVI in Part II of hisfirst encyclical Deus Caritas Est relating to politics, the laity andthe Church. Such statements include: “The just ordering of Societyand the State is a central responsibility of politics. A just societymust be the achievement of politics, not of the Church. The directduty to work for a just ordering of society properly belongs to thelay faithful.”

The 10 reasons for establishing the political desk are as follows:1. To serve as a venue where the lay faithful interested in politics

or engaged in politics can go for spiritual and/or moralguidance; to serve as a focal point for catechesis on politics;and to serve as a forum where a group of lay faithful may meetwith the head of the political desk to discuss, as an example,issues involving human dignity or the common good;

2. To explain the laity’s involvement and leadership in politics;3. To explain the competence and role of the Church in political

matters;4. To explain that “politics, like all human activities, must be

exercised always in the light of the faith of the Gospel; and therequirements of the Gospel in regard to human dignity, justice,charity, the common good cannot be sacrificed on the flimsypretext that ‘the Church does not engage in politics.’ Concretelythis means that both clergy and laity must be involved in theareas of politics when moral and Gospel values are at stake;”

5. To explain that “a just society must be the achievement ofpolitics, not of the Church;”

6. To explain that love – caritas – will always be necessary in themost just society;

7. To undertake “evangelical formation and pastoralaccompaniment for a new generation of Catholics working inpolitics. . .” as urged by Pope Benedict XVI;

8. To explain what election is all about – that election is not simplyabout candidates, but about objectives, values, policies, andcollective aspirations;

9. To explain the social teaching of the Church; and10.To serve as a link between the lay faithful who need formation

and information about proper conduct of politics and personsand teams who can provide such formation and information.

Pacheco said that in towns and cities where AKP worked toevangelize politics, “we found that many lay faithful have wrongideas about politics, do not know what the Church is, who makesup the Church, the role of the lay faithful in the Church and inthe world.”

He said a great number of clergy are unaware about their mandatefrom the Second Plenary Council of the Philippines that “Effortsshould be exerted, particularly by the clergy, to help the lay faithfulto foster their awareness that the theater of their apostolate is theworld in which they properly belong. . .to encourage the lay faithfulto assume their duty and responsibility to participate in public lifeand reform it according to Gospel values.” Pacheco said the clergy are afraid to get involved in politics forfear that they may be accused of partisan politics. “This fearpercolates down to the lay members of mandated organizations ofthe Church; they, too, refuse to be involved because they do not getany encouragement from the priests and bishops. With fewexceptions, the same is true with many charismatic communities.If the lay faithful who are members of mandated organizations ofthe Church do not want to get involved in politics, how can we everconvince the millions of our fellow-lay faithful who are not membersof mandated organizations to help in evangelizing politics?” The separation of Church and state does not require divisionbetween belief and public action, moral principles and politicalchoices. Rather, the separation of Church and state protects therights of believers and religious groups to practice their faith andact on their values in public life. The Constitution does not advocatefor a separation of Church from the State at all, rather the protectionof religious freedom from the State, Pacheco said. #UB

1. St. Joseph in the Gospela. Both St. Matthew and St. Luke

tell us that Joseph came from anoble line – the house of Davidand Solomon, kings of Israel.The details of his ancestry arenot quite clear.

b. On the other hand, we do knowthat he was not well to do: hewas just a worker, like so manymillions of people throughoutthe world. He worked at thesame demanding and humblejob that God chose for His sonJesus, when He took on ourflesh, became man and came tolive just like the rest of us forthirty years.

c. Scripture tells us that St. Josephwas a craftsman. Some fathersof the church add that he was acarpenter, when talking of thelife of Jesus, St. Justin says thathe made ploughs and yokes.Perhaps that’s why St. Isidoreof Seville concludes that St.Joseph was a black smith. Inany event, he was a workmanwho supplied the needs of hisfellow citizens with a manualskill acquired through years oftoil and sweat.

d. He is a man of silence, to thepoint that the gospels report notone word of his, almost as if tosay that silence was his per-sonal trademark. When theangel commanded him to ac-cept Mary his wife, his simplyobeyed in silence, docile to ful-fill the divine will. The sameis true on the occasions of Jesus’birth and his presentation in thetemple, when not a single wordissued from Joseph’s mouth.When he found the child Jesussitted among the doctors of thelaw in the temple courtyard inJerusalem, he allowed Mary todo the talking.

2. Silent Workera. “Silent” does not imply only the

absence of noise. As a carpen-ter, Joseph must have made alot of “noise”. Silence meansto be discreet, not showing offhis skill, his prowess, much lesshis income.

b. Silent worker means engagingin humble tasks without feel-ing humiliated. There arepeople, for instance, who do notwant to do manual work andwho even look down on bluecollar workers when in fact inGod’s eyes we are not classifiedaccording to our occupation buton how much we grow in loveas we carry out our daily du-

simplicity of St. Joseph. It alsomeans not calling attention tooneself. Being a craftsman, hewas just one man amongmany. What had life to offerto someone from a small villagelike Nazareth? Nothing butwork: work everyday, with thesame constant effort. And atthe end of the day, a poor littlehouse in which to rest and re-gain energy for the next day.

d. His silence does not mean spiri-tual emptiness. On the con-trary, he lived deeply the inte-rior wealth of being on the sideof Mary and Joseph. His si-lence is contemplative. It is anexpression of his profound lovefor Jesus and Mary. In thewords of Paul VI, “he was des-tined by God to be an obscureshadow near Jesus, more to ab-sorb the rays than to reflectthem.”

3. St. Joseph’s Spirituality, ourpath to holiness

Joseph exemplifies a spiritual-ity that is accessible to everyone,since it builds on the importanceof daily life itself. Each person isto learn to live his ordinary life ina rather extraordinary manner, byconstantly practising a great vari-ety of virtues. His spirituality isbuilt of simple acts and an idealreference point for every group ofpeople: Priests, religious, parents,spouses, youth, workers, rich andpoor etc. He teaches us that inorder to be a good and genuinefollower of Christ, there is no needof great things. It is enough tohave a common, simple and hu-man virtues, but they need to betrue and authentic.

4. Sanctify work and it willsanctify you and others

a. Work is part and parcel ofman’s life on earth. It involvesthe effort, weariness, exhaus-tion: signs of the suffering andstruggle which accompany hu-man existence and which pointto the reality of sin and the needof redemption. But in itselfwork is not a penalty or acurse or a punishment: thosewho speak of it that way havenot understood sacred Scriptureproperly.

b. It is time for us Christians toshout from the rooftops thatwork is a gift from God and thatit makes no sense to classifymen differently, according to

their occupation, as if some jobswere nobler than others. Work,all work, bears witness to thedignity of man, to his domin-ion over creation. It is an op-portunity to develop one’s per-sonality. It if a bond of unionwith others, the way to supportone’s family, a means of aidingin the improvement of the so-ciety in which we live and inthe progress of all humanity.

c. From the writings of Josemaria,we read that a Christian shoulddo all honest human work, beit intellectual or manual withthe greatest perfection possible:with human perfection (profes-sional competence) and withChristian perfection (for love ofGod’s will and as a service tomankind). Human work donein this manner, no matter howhumble and insignificant it mayseem, helps to shape the worldin a Christian way. The world’sdimension is make more visibleand our human labor is thusincorporated into the marvelouswork of Creation and Redemp-tion. It is raised to the order ofgrace. It is sanctified and be-comes God’s work, “OperatioDei, Opus Dei”.

d. Saint Josemaria constantlytaught that the great path ofsanctification for men andwomen consists in accomplish-ing one’s work imitating JesusChrist. The spirit of Opus Deihinges basically on sanctifyingone’s work. Saint Josemariaused to tell the persons comingto him: ‘Sanctify your work,Sanctify others in your workand Sanctify yourself with yourwork’. He urgently desired thatall Christian imitate JesusChrist, who lived a life of in-tense work. He worked first inthe workshop of Joseph duringhis years in Nazareth, and later,during his public life, in the un-relenting task of announcingthe gospel. Hanging on thecross, our Lord surrendered hisspirit after having fully accom-plished the task his heavenlyFather entrusted to Him. Thesame work, which Jesus fullysanctified, is also for all of us agreat instrument of Sanctifica-tion. Rev. Fr. Manuel Luis R. GuazonQ: What is the role of the master of ceremonies in ourliturgical celebrations? Is he “in charge” of thecelebration?

A: The role of the master of ceremonies is outlined in theCeremonial of Bishops, Nos. 34-36. The norms make it clearthat he is at the service of the liturgy in order that a solemncelebration be carried out with grace, simplicity and order.

He is needed to “prepare and direct the celebration in closecooperation with the bishop and others responsible forplanning its several parts.” It continues: “He should seek toensure an observance of liturgical laws that is in accord withthe true spirit of such laws and those legitimate traditions ofthe particular Church that have pastoral value.”

Before the celebration he should “arrange with the cantors,assistants, ministers and celebrants the actions to be carriedout and the texts to be used, but during the celebration heshould exercise the greatest discretion: he is not to speakmore than is necessary, nor replace the deacon or assistantsat the side of the celebrant. The master of ceremonies shouldcarry out his responsibilities with reverence, patience andcareful attention.”

Regarding the qualities required of him, the documentsays: “He should be well-versed in the history and nature ofthe liturgy and its laws and precepts. But equally he shouldbe well-versed in pastoral science, so that he knows how toplan liturgical celebrations in a way that encourages fruitfulparticipation by the people and enhances the beauty of therites.”

The qualities mentioned in these norms in no way excludethe possibility of a lay master of ceremonies and, indeed,there are many excellent lay masters in churches andcathedrals around the globe.

In this sense the question of “obedience” toward a masterof ceremonies or of his being “in charge” should be largelybeside the point. Preparing a proper liturgical celebration isa collaborative effort in which the master of ceremoniescoordinates beforehand with the various persons involved.

A master of ceremonies who arrives saying he is “incharge” has probably failed in his duties to adequately preparethe ceremonies in advance.

If anybody is properly speaking “in charge” of thecelebration, it is the principal celebrant. For example, it ishe, not the master of ceremonies, who determines the textsto be used, which optional ritual elements are included oromitted, and what is to be sung or recited. In preparing thecelebration the master of ceremonies may make suggestionsto the celebrant as to what is most appropriate. But the finaldecision rests with the celebrant. The celebration can evenmake changes during the course of the celebration ifunforeseen circumstances recommend it.

The master of ceremonies is “in charge” of coordinatingall those who assist at the Mass and these should diligentlyfollow his instructions.

Although we have said that, strictly speaking,concelebrants do not owe obedience to the master ofceremonies, this statement must be qualified in some cases.There are situations in which a large number of concelebrantsarrive shortly before the beginning of Mass, and it is materiallyimpossible to prepare the celebration beforehand.

In such cases the priests should punctually follow the MC’sindications, not so much out of obedience to his person as toobedience toward the reverent and dignified celebration ofMass. #UB

Samakatuwid, walang peraang mga tao na magpa-piyesta omagpakasal. Kaya tahimik ngaang ‘simbahan’ sa buwang ito.Subalit kung titingnan namannatin ang kalendaryo ng simbahanwalang ipinagkukulang ngdahilan upang hindi magsaya angSimbahan. Sa buwang itoipinagdiriwang ang kapistahan ng2 apostoles na sina Santo Tomasat San Santiago, inaala-ala rinngayon ang kabanalan ng mgadakilang tagapagtatag ng mgakongregasyon na sina San Benito,San Ignacio de Loyola, SanCamillo de Lellis, at, isama pa, siSanta Brigida ng Sweden; atmaging ang Mahal na Birhen ayipinagdiriwang din ngayon satawag sa kanyang Birhen ngMonte Carmelo. Balita ng Kaligtasan ay hindibatay sa panahon. Ito angkalikasan ng Simbahan, ito angmisyong ibinigay sa kanya niJesus. Ang kaligtaan ito aymalaking ‘kataksilan’. Sapananalita ni San Pablo:

Ang Pondong Batangan ay isaring pagpapahayag ng MabutingBalita, ang Mabuting Balita ngkaganapan ng buhay. At upangmangyari ito ay kailangangipanawagan ang pagsasabuhay ngpag-ibig ni Kristo. Dahil ditomarapat lamang na unawain nglahat na ang pangangaral tungkolsa diwa ng Pondong Batangan atang panghihikayat na isabuhay itoay walang takdang panahon at sahalip ito ay pampalagian.

Ang kaisipan at kasabihan namatagal nang naipahayag o naiturong Pondong Batangan at dahil ditohindi ito dapat ulit-ulitin pa aymalaking kamalian. Lagingnapapanahon at patuloy dapat angpaanyaya na isabuhay ang pag-ibigni Kristo. Ang kahinaan na rin ngtao ang nagsasabi na kailangansiyang patuloy na paalalahanan nadapat ay walang tigil niyangisabuhay ang pag-ibig ni Kristo.Walang panahon at pagkakataonna pwedeng sabihin ninuman natitigil muna siya or kaya aymagpapahinga muna siya sapagsasabuhay ng pag-ibig niKristo.

Ang Pondong Batangan ay angWalang Sawa at LagingNapapanahon na Pagtugonpara sa Ikapagkakamit ngKaganapan ng Buhay

Kaugnay ng nasabi na, hindidapat lagyan ng takdangpanahon ang pagpo-PondongBatangan. Maling ihalintuladang Pondong Batangan sa AlayKapwa na talagang inisip atisinagawa bilang isangproyektong pang-Kwaresma.Huwag ring akalain na angPondong Batangan ay para ringpaghihingi ng pamasko para samahihirap tulad ng proyektongpamasko ng ilang parokya. Angpagpapahayag ng ‘MabutingBalita’ ng kaganapan ng buhayat pananawagan para patuloy naitaguyod ang pagsisikap upangmakamtan ang pangarap nakaganapan ng buhay isangpatuloy na ‘misyon’.

Ang gawain ng PondongBatangan ay malaki r ingdahilan upang ito ay mapanatiliat hindi dapat maging paudlot-udlot na ‘kampanya’.Tinutugunan ng PondongBatangan ang pangangailanganng maraming mahihirap atnangangailangan. I to aymayroong ‘adyenda’ parapagsusulong ng pagtataas ngantas ng buhay ng mga tao atpagsusulong ng kaunlaran ngkomunidad. There had been a lot of things said regarding thesituation of migrants and their families. Migrationcontinues to pose serious challenge to the Church toaddress this situation as a pastoral need. But with themultiple, diverse, and complex realities facing the migrantsand their families, the church is faced with a radicalinvitation to propose and promote a concrete pastoralprogram facing practically half of our population.

LACMMI (Lipa Archdiocesan Commission on Migrantsand Mission) initiated programs and activities to organize,form and reach out to the migrants. We did research andstudies regarding the situation and needs of migrants andtheir families. Over and over again, we come face to faceto their difficult situations affecting family, the children,and society as a whole.

We initiated, in 2005, at the first year of the term ofArchbishop Ramon Arguelles, D.D., a four Saturdayseminar for migrant coordinators from the differentparishes. They in turn helped us in our apostolate to themigrants and their families in the parishes and vicariates.That formation is four years ago and hence, we need tohave again another updating and formation for the oldcoordinators. For the new ones, this is an opportunity forthem to be trained and formed to be part of the ministryto migrants and their families.

In the prepared formation program for this year, wewill address the following topics, concerns and issues:theology and teaching of the Church on migration,counseling migrants and their families, the role of thedifferent government and non-government organizationsand institutions, the role of the laity in the ministry to themigrants. We will also try to surface the current needs ofthe migrants and how the Church can and will addressthem.

We therefore invite the parish priests to send and choose(if necessary) their coordinator (s) for this program whichstarts July 25, 2009 till August 15, 2009, all Saturdaysexcept August 8, 2009 which is reserved for theApostleship of the Sea gathering. This program willstrengthen the pastoral program which actually begins witha solid formation of potential parochial, vicariate andarchdiocesan leaders.

Since we are aware of the need for a good pastoralprogram for the ministry to migrants, we have to first andforemost, start with a formation program for leaders andcoordinators. When and only when we have trained laycollaborators and leaders can we radically face the needfor a concrete pastoral formation program for the migrantsand their families. Hence the support of the parishes andthe priests will be necessary for this to happen.

Dear Brothers in the Priesthood,

Keeping before our eyes and in our heart the spiritual experience of the inauguration of the Year forPriests during Vespers of the Solemnity of the Most Sacred Heart of Jesus, presided over by the Holy Father,Pope Benedict XVI, in the Basilica of St. Peter on the 19th June last, it is with great joy that I address myselfto all of you in this “holy time”, entrusting you to the Divine Providence.

During the course of the Year for Priests, by surveying the texts of the Liturgy of Ordination, I shall,towards the middle of each month, have the joy to offer a brief reflection which, coming from the heart andfrom a deep love of the Catholic Priesthood, I hope will be of some modest assistance to our shared meditationand be of “Christian and Priestly companionship” in this Year which, in union with the Successor of Peter,all of us wish will lead to a profound “spiritual renewal”.

The Church, in her maternal wisdom, has always taught that the ministry is born of the encounter of twofreedoms: divine and human. If on the one hand one must always recall that, “no one claims this office forhimself; he is called to it by God” (CCC n.1578), on the other hand, clearly, it is always a “human andcreated I”, with his own story and identity, with his own qualities and also his own limitations, whoresponds to the divine call.

The liturgical-sacramental translation of this asymmetric and necessary dialogue between the divinefreedom which calls and the human freedom which responds is represented by the questions which each ofus has had addressed to him by the Bishop during the rite our own ordination, immediately prior to theimposition of hands. We shall revisit together in the months ahead this “dialogue of love and freedom”.

We have been asked, “Are you resolved, with the help of the Holy Spirit, to discharge without fail theoffice of the priesthood in the presbyteral order as a conscientious fellow worker with the Bishop in caringfor the Lord’s flock?” We answered, “I Am”

The free and conscious response is based, therefore, on an explicit act of the will (“Are you resolved todischarge the office”, “I am”) which, as we know well, requires to be continuously enlightened by thejudgement of reason and sustained by freedom, so as not to become a sterile voluntarism or, worse, tochange over time, becoming unfaithful. The act of the will is enduring of its very nature, because it is ahuman act, in which the fundamental qualities of which the Creator has made us participants are expressed.

The undertaking, then, that we have assumed is “for the whole of life” and thus not related to fads orindulgences much less to sentiments, which might be apparent to a greater or less degree. While feelingsmay be said to have a role in coming to the knowledge of the truth, it is only so as to direct out focus in sucha way as not to obstruct such knowledge but to assist the discernment of it. Nevertheless, this is but oneaspect of consciousness and cannot be its determining factor.

Our will has accepted to exercise “the priestly ministry”, not other “professions”! Above all else we arecalled to be priests always and, as the Saints remind us, in every circumstance, exercising with our verybeing that ministry to which we have been called. One does not merely act as a priest: one is a priest!

Let us renew, my dear brothers, in this Year for Priests, the deep feeling by which we awake eachmorning conscious of who we are, who the Lord has willed that we be in the Church: for Him; for Hispeople; for our own eternal salvation!

Each one of us is part of a dynamic entity, called to collaborate by demonstrating, each in his own way,the Head of this Body: always as “fellow workers with the Bishop”, in obedience to the good which heindicates, and “under the guidance of the Holy Spirit”, that is in praying with each breath. Only he whoprays can hear the voice of the Spirit. As the Holy Father recalled in the General Audience of the 1st Julylast, “Those who pray are not afraid; those who pray are never alone; those who pray are saved!”.

May the Blessed Virgin Mary, Mother of the “all” and the “for ever”, help and protect us! Wishing youevery blessing as we continue the Year for Priests,

Sa tahanan nagsisimula angnagaganap, nangyayari salipunan; pamahalaan maging sasimbahan. Sa pulitika na lamang,maraming naghahangad namaglingkod sa bayan, mapaunladito, bakit lalo yatang “nalulugmok“ sa kahirapan ang baying naisnilang paglingkuran? Magingmga bata ay dinadala sa lansanganupang ipagsigawan ang isyungkanilang ipinaglalaban. Di kayadapat na ang mga batang ito’ynasa paaralan kung di man nasapiling ng mga magulang? Kanya-kanyang katuwiran, wala kayang

nakakaisp “tumahimik” nasumandali upang pakinggan angtinig ng Dios – ano ang kaloobanng Dios para sa lahat?

Kung nabubuhay si Poong SanJose sa mga panahong ito, iyon parin ang gagawin niya. Siya’ytahimik at mapagnilay kaya’ttumitimo sa kaibuturan ngkanyang puso ang nais ipahiwatigsa kanya ng Dios. Bilang isanglalaki, naranasan din niya angmakadama ng alanganingkalagayan, paano niyamatatanggap si Birhen Mariangmapapangasawa gayung ito’ynagdadalantao na? Subalit dahilsa siya nga ay may kaisipangnakatuon sa Diyos, napakita sapamamagitan ng isang panaginipang isang anghel at sinasabingang dinadala ni Birheng Maria aylalang ng Espiritu Santo. Hindisiya nagduda at tinanggap niya itobilang kanyang esposa. Sa buongpanahon ng pagtigil nito satahanan sa Nazareth, nanatili siSan Joseng matapat sa kanyangmaybahay – at pinalaki niya siJesus, ang anak ng Diyos, naparang siya ang tunay na amagayon siya’ ama-amahan lamang.Kaya nga tinagurian siyang “San
