Single Convention on Narcotic Drugs

• The Parties shall furnish to the Board statistical reports on the consumption of drugs.

• A drug is “consumed” when it has been supplied to any person or enterprise for retail distribution, medical use, or scientific research.

• Consumption is therefore defined as the transfer from wholesale to retail.

Modern Anesthesia in Jordan

• 1923 Dr Singhial Indian surgeon practiced in Irbid in his Barrack in presence of patients relatives

• Then moved to Amman.

• Chloroform was the anesthetic.

• 1926-1927 Italian hospital was founded in Amman

• 1929 in Karak

• 1934 the Italian Hospital took over Dr.

Singhial’s Barrack and annexed to it.

• Dr. Fawsto Taizio was the director & surgeon

• spinal anaethesia in 1940s.

• .الوضع الراهن لمعالجة الألم فً الأردن

• العقبات التً تحول أمام علاج الألم باستخدام الأدوٌة المخدرة

.والمسكنات وتوفٌر أنواع متعددة منها

• الحلول اللازمة لزٌادة نسبة علاج الألم بالأردن وتوفٌر .الأدوٌة المخدرة والمسكنات نوعا وكما

الوضع الراهن

• بالنسبة للوضع الحالً لمعالجة الألم فً الأردن، لا زالت المؤشرات أقل من : المعدل العالمً، حٌث

• ملغم سنوٌا وهو قلٌل نسبٌا الى المعدل 2ٌبلغ معدل استهلاك الفرد من المورفٌن .ملغم سنوٌا لكل فرد 5.5العالمً والذي ٌبلغ

• كغم 35حصة الأردن السنوٌة من المورفٌن الذي ٌتم استخدامه لمعالجة الألم تبلغ .كغم سنوٌا 10سنوٌا ولا ٌستهلك فعلٌا منها الا ما ٌعادل

• من مجموع % 5نسبة المرضى الذٌن ٌتلقون علاجات مسكنة للألم لا ٌتجاوز المرضى الذٌن ٌعانون من أمراض مزمنة وٌحتاجون للأدوٌة المسكنة

الحواجز والعقباث

• .خوف المرٌض من الادمان أو التعود على العلاج

• امتناع المرٌض عن الشكوى خوفا من الانطباع السٌئ بأنه كثٌر

.الشكوى

• حواجز اجتماعٌة وقانونٌة، النظرة السلبٌة للمرٌض المصاب بأمراض

.مزمنة كالسرطان أو المرٌض الذي ٌتناول المورفٌن

• عدم توفر المورفٌن والافٌونات بشكل كاف فً الصٌدلٌات

التوصيــاث

• دعم جمعٌة الألم الأردنٌة لتحقٌق أهدافها للتوعٌة حول ضرورة .معالجة الألم واستخدام الأدوٌة المخدرة والمسكنات اللازمة

• متابعة الموافقة على مسودة تعدٌل قانون الدواء والصٌدلٌة بما .ٌتعلق بالمواد المخدرة والتعامل معها

• التنسٌق مع المؤسسة العامة للغذاء والدواء لتوفٌر المواد المخدرة والمسكنة وبما ٌتناسب مع الاحتٌاجات والاحصائٌات السنوٌة منها

التوصيــاث

• الالتزام بقوانٌن وأنظمة وتعلٌمات التعامل مع الادوٌة المخدرة ومستحضراتها والتعاون من المؤسسة العامة للغذاء والدواء لضبط استخدام المهدئات والأدوٌة المخدرة المسكنة بما ٌضمن عدم سوء الاستخدام وتسهٌل استخدامها للغاٌات العلمٌة والعلاجٌة تطبٌقا لتوصٌات الهٌئة الدولٌة لمراقبة المخدرات ومنظمة .الصحة العالمٌة

• توفٌر الأدوٌة المخدرة المسكنة واستعمالها فً كافة مستشفٌات محافظات .المملكة فً القطاعٌن الخاص والعام

• ادخال مفهوم علاج الألم فً المناهج الدراسٌة لطلاب الطب والتمرٌض فً .الجامعات الأردنٌة

التوصيــاث

• التنسٌق مع الصناعات الدوائٌة المحلٌة لامكانٌة توفٌر الكمٌات اللازمة من الأدوٌة المخدرة والمسكنات للاستخدام المحلً والقطاع .الدوائً لتوفٌر بدائل متعددة للمواد المخدرة والافٌونٌة

• عقد دورات توعوٌة وتثقٌفٌة للكوادر الطبٌة حول كٌفٌة معالجة الألم .وكٌفٌة التعامل بالأدوٌة المخدرة والمسكنة

• التنسٌق مع الجهات المعنٌة لتشكٌل فرٌق من الأطباء المدربٌن على .معالجة الألم

• اعتماد وثٌقة حقوق المرٌض كأسأس لعلاد الألم كحق

.مكتسب للمرٌض

• التنسٌق وتبادل الخبرات مع المنظمات والجمعٌات ذات

.العلاقة على المستوى المحلً والاقلٌمً والعالمً

• دعم وتشجٌع انشاء عٌادات متخصصة لمعالجة الألم فً
